    The goal of the interagency Smart and Connected Health (SCH): Connecting Data, People and Systems program is to accelerate the development and integration of innovative computer and information science and engineering approaches to support the transformation of health and medicine. Approaches that partner technology-based solutions with biomedical and biobehavioral research are supported by multiple agencies of the federal government including the National Science Foundation (NSF) and the National Institutes of Health (NIH). The purpose of this program is to develop next-generation multidisciplinary science that encourages existing and new research communities to focus on breakthrough ideas in a variety of areas of value to health, such as networking, pervasive computing, advanced analytics, sensor integration, privacy and security, modeling of socio-behavioral and cognitive processes and system and process modeling. Effective solutions must satisfy a multitude of constraints arising from clinical/medical needs, barriers to change, heterogeneity of data, semantic mismatch and limitations of current cyberphysical systems and an aging population. Such solutions demand multidisciplinary teams ready to address issues ranging from fundamental science and engineering to medical and public health practice.

Innovations at the Nexus of Food, Energy and Water Systems - 0 views

    Humanity depends upon the Earth's physical resources and natural systems for food, energy, and water (FEW). However, both the physical resources and the FEW systems are under increasing stress. It is becoming imperative that we determine how society can best integrate social, ecological, physical and built environments to provide for growing demand for food, energy and water in the short term while also maintaining appropriate ecosystem services for the future. Known stressors in FEW systems include governance challenges, population growth and migration, land use change, climate variability, and uneven resource distribution.The interconnections and interdependencies associated with the FEW Nexus pose research grand challenges. To meet these grand challenges, there is a critical need for research that enables new means of adapting societal use of FEW systems. The INFEWS program seeks to support research that conceptualizes FEW systems broadly and inclusively, incorporating social and behavioral processes (such as decision making and governance), physical processes (such as built infrastructure and new technologies for more efficient resource utilization), natural processes (such as biogeochemical and hydrologic cycles), biological processes (such as agroecosystem structure and productivity), and cyber-components (such as sensing, networking, computation and visualization for decision-making and assessment).

    The Algorithmic Foundations (AF) program supports potentially transformative research and education projects advancing design and analysis of algorithms and characterized by algorithmic thinking accompanied by rigorous analysis. Research on algorithms for problems that are central to computer science and engineering, as well as new techniques for the rigorous analysis of algorithms, are of interest. AF supports theoretical research that bounds the intrinsic difficulty of problems to determine the measures of complexity in formal models of computation, classical or new. The goal is to understand the fundamental limits of resource-bounded computation and to obtain efficient algorithms operating within those limits. The time and space complexity of finding exact and approximate solutions in deterministic and randomized models of computation is a central concern of the program; research on resources other than time and space, such as communication and energy, is also encouraged. In addition to the traditional, sequential computing paradigm, AF supports research on the design and analysis of novel algorithms in parallel and distributed models, in particular, in heterogeneous multi-core and many-core machines; the computational models and algorithms that capture essential aspects of computing over massive data sets; and alternative forms of computation and information processing, including quantum computing and biological models of computation.

    The Department of Homeland Security (DHS) Federal Emergency Management Agency's (FEMA) Grants Programs Directorate is responsible for the implementation and administration of the Assistance to Firefighters Grant (AFG) Program. The Grant Programs Directorate administers the Fire Prevention and Safety (FP&S) Grant Program as part of the AFG Program.     The landscape of jobs and work is changing at unprecedented speed, driven by the development of new technologies that have moved from the factory floor to an expanding array of knowledge and service occupations. These changes promise benefits to the Nation in the creation of new industries and occupations, increased productivity, opportunity for innovation, and sustained global leadership. But there are risks as well. Technological advances scale back the need for some workers, and in some cases, eliminate job sectors, with consequences to displaced workers who must adapt to emerging new technologies and the changing economy through retraining and reskilling. The Future of Work at the Human-Technology Frontier (FW-HTF) is one of 10 new and far-sighted Big Ideas for Future Investments announced by NSF in 2016. NSF aims to respond to the challenges and opportunities of the changing landscape of jobs and work by supporting convergent research to: understand and develop the human-technology partnership; design new technologies to augment human performance; illuminate the emerging socio-technological landscape and understand the risks and benefits of new technologies; and foster lifelong and pervasive learning with technology. In order to be nimble and responsive to new opportunities and challenges as they are recognized, focus areas for the FW-HTF solicitation, the centerpiece of the FW-HTF Big Idea, may change from year to year.

    The Engineering Design and Systems Engineering (EDSE) program supports fundamental research into the basic processes and phenomena of engineering design and systems engineering. The program seeks proposals leading to improved understanding about how processes, organizational structure, social interactions, strategic decision making, and other factors impact success in the planning and execution of engineering design and systems engineering projects. It also supports advances pertaining to engineering design and systems engineering in areas that include, but are not limited to, decision making under uncertainty, including preference and demand modeling; problem decomposition and decision delegation; applications of reverse game theory (mechanism design); computer-aided design; design representation; system performance modeling and prediction; design optimization; uncertainty quantification; domain- or concern-specific design methods; and advanced computational techniques for supporting effective human cognition, decision making, and collaboration. Competitive proposals for novel methods will include a plan to evaluate rigorously the effectiveness and performance of the proposed approach. The EDSE program encourages multidisciplinary collaborations of experts in design and systems engineering with experts in other domains. Of particular interest is research on the design of engineering material systems that leverages the unique aspects of a particular material system to realize advanced design methods that are driven by performance metrics and incorporate processing/manufacturing considerations. The EDSE program does not support the development of ad-hoc approaches that lack grounding in theory, nor does it support design activities that do not advance scientific knowledge about engineering design or systems engineering.     In today's increasingly networked, distributed, and asynchronous world, cybersecurity involves hardware, software, networks, data, people, and integration with the physical world. Society's overwhelming reliance on this complex cyberspace, however, has exposed its fragility and vulnerabilities that defy existing cyber-defense measures; corporations, agencies, national infrastructure and individuals continue to suffer cyber-attacks. Achieving a truly secure cyberspace requires addressing both challenging scientific and engineering problems involving many components of a system, and vulnerabilities that stem from human behaviors and choices. Examining the fundamentals of security and privacy as a multidisciplinary subject can lead to fundamentally new ways to design, build and operate cyber systems, protect existing infrastructure, and motivate and educate individuals about cybersecurity. The goals of the SaTC program are aligned with theNational Science and Technology Council's (NSTC) Federal Cybersecurity Research and Development Strategic Plan (RDSP) and National Privacy Research Strategy (NPRS) to protect and preserve the growing social and economic benefits of cyber systems while ensuring security and privacy.

    1. Lithium-ion Battery Safety. Safety concerns continue to hamper full adoption of lithium-ion batteries for defense systems, despite significant research investments by the government and the private sector. This Defense initiative will advance promising lithium-ion battery safety technologies at university research laboratories into early laboratory prototypes and potentially minimum viable products for adoption by the defense and commercial sectors via early startups, small businesses and non-traditional defense contractors. Specific technical areas of interest include, but are not limited to, the following: improved electrolytes; stable high-energy anodes and cathodes; cell components and structures that enhance safety and reliability (e.g. use of electrode coatings and electrolyte additives); safety optimization through battery and battery module design and packaging; and battery management and state of health techniques that prevent and/or mitigate catastrophic failure. 2. Electrical Grid Reliability, Resiliency and Security. Both the defense and commercial sectors recognize the ever-growing criticality to enhance electrical grid reliability, resiliency and security through innovation at the component and system levels.

US NSF - Dear Colleague Letter: Information on the Materials Engineering & Processing Program (MEP) (nsf13122) - 0 views

    Effective September 1, 2013, the Materials Engineering and Processing Program (MEP) (PD 13-8092) will be accepting proposals that address engineering principles as they relate to material processing and performance. This program replaces the Materials Processing and Manufacturing (MPM), Materials and Surface Engineering (MSE), and Structural Mechanics and Materials (SMM) programs. This new MEP program is effectively a merger and evolutionary advance of these three programs. The MPM, MSE and SMM programs will no longer be accepting new proposals1. The Division of Civil, Mechanical, and Manufacturing Innovation (CMM) in Directorate for Engineering (ENG) of the National Science Foundation (NSF) created the Materials Engineering and Processing (MEP) program to support fundamental research addressing the interrelationship of materials processing, structure, properties and/or life-cycle performance for targeted applications. Processing and performance of all material systems are of interest. These include polymers, metals, ceramics, semiconductors, composites, and hybrids thereof. Research driven by scientific hypotheses are encouraged when suitable, and materials in bulk form or focus on special zones such as surfaces or interfaces that are to be used in structural and/or functional applications are appropriate for this program. Analytical, experimental, and numerical studies are supported and collaborative proposals with industry (i.e. Grant Opportunities for Academic Liaison with Industry (GOALI)) are encouraged.

    The goal of the National Robotics Initiative is to accelerate the development and use of robots in the United States that work beside, or cooperatively with, people. Innovative robotics research and applications emphasizing the realization of such co-robots acting in direct support of and in a symbiotic relationship with human partners is supported by multiple agencies of the federal government including the National Science Foundation (NSF), the National Aeronautics and Space Administration (NASA), the National Institutes of Health (NIH), and the U.S. Department of Agriculture (USDA). The purpose of this program is the development of this next generation of robotics, to advance the capability and usability of such systems and artifacts, and to encourage existing and new communities to focus on innovative application areas. It will address the entire life cycle from fundamental research and development to manufacturing and deployment. Methods for the establishment and infusion of robotics in educational curricula and research to gain a better understanding of the long term social, behavioral and economic implications of co-robots across all areas of human activity are important parts of this initiative. Notice of Funding Opportunity Publication for Biomedical Data Translator: Technical Feasibility Assessment of Reasoning Tool - 0 views

    NCATS plans to support the research, development and testing of up to three biomedical reasoning tool prototypes for the Biomedical Data Translator for an estimated $1,000,000 total costs each. NCATS is utilizing a three-step application process (challenge-concept-proposal) for this expedited program. The duration of each award will be less than one year. All awardees will be expected to collaborate and cooperate with NCATS staff, one another and potentially other contributors to the overall program to maximize the exploration of the potential capabilities of Translator and to understand technical feasibility and challenges of having multiple groups build a single resource. All U.S. and foreign organizations and U.S. citizens are eligible to apply. This funding opportunity is open to U.S. and foreign organizations, including academic institutions and commercial entities; subcontracts are allowed. U.S. citizens may also apply as individuals and may be direct recipients of an award. Non-citizen individuals residing in the U.S. or foreign country not affiliated with either a U.S. or foreign organization are not eligible to be direct recipients of an award. Successful completion of the application process will require applicants to have specific skills related to translational research and software development. Applicants need to demonstrate technical skills, including familiarity with web communication protocols, a variety of programming languages and software stack, and general algorithmic techniques in the areas of artificial intelligence, machine learning, and knowledge engineering, as well as problem solving skills, especially creativity and persistence. Applicants familiar with languages and packages most useful for solving different tasks, the entire challenge process may take between 2 and 8 hours to complete.

    Purpose of Program: The purpose of the RERC program is to improve the effectiveness of services authorized under the Rehabilitation Act by conducting advanced engineering research on and development of innovative technologies that are designed to solve particular rehabilitation problems or to remove environmental barriers. RERCs also demonstrate and evaluate such technologies, facilitate service delivery system changes, stimulate the production and distribution of new technologies and equipment in the private sector, and provide training opportunities. Field-Initiated RERC on Physical Access and Transportation: In the area of physical access and transportation, NIDILRR seeks to fund research and development that leads to greater accessibility of the built environment and better access to safe and accessible transportation options for individuals with disabilities. Rehabilitation engineering in this area should result in the continued promotion of universal design, and the planning of accessible housing, buildings, parks, neighborhoods and cities, and accessible transportation systems and new or improved products, devices, and technological advances that enhance community living and participation in community and home settings.

Strengthening India's Strategic Information Management Systems under the President's Emergency Plan for AIDS Relief (PEPFAR) - 0 views

    National AIDS Control Organization (NACO) has implemented a series of activities to track trends in the HIV epidemic and measure the impact of the national program. A strategic objective of PEPFAR India in COP 2017 is to ensure availability of high-quality data for planning and decision-making, and to harmonize NACO’s efforts for a coordinated HIV response. This NOFO will support monitoring the epidemic trends and continuous quality improvement (CQI) to improve data quality and its efficient use through targeted technical assistance (TA) and limited introduction of new techniques and approaches. The recipient will strengthen the individual and organizational capacities, data quality and reporting systems to inform program and health systems’ planning, and provide evidence for implementation of health policies and best practices. The recipient will collaborate with NACO to develop/strengthen and implement the national HIV strategic information (SI) plan. The recipient will provide TA to health departments and selected public service delivery sites (Targeted Interventions, which are combination prevention sites for key population, Integrated Counseling and Testing Centers and antiretroviral treatment (ART) centers) to strengthen capacities for data management and use for decision-making. Interventions will be implemented in PEPFAR-prioritized districts in two high prevalence states in India.

Computational efforts span from workstations to advanced and high-performance scientific computing. Emphasis is on approaches that begin at the smallest appropriate length scale, such as electronic, atomic, molecular, nano-, micro-, and mesoscale, required to yield fundamental insight into material properties, processes, and behavior, to predict new materials and states of matter, and to reveal new materials-related phenomena. Approaches that span multiple scales of length and time may be required to advance fundamental understanding of materials properties and phenomena, particularly for polymeric materials and soft matter.     The purpose of the Disability and Rehabilitation Research Projects and Centers Program is to plan and conduct research, demonstration projects, training, and related activities, including international activities, to develop methods, procedures, and rehabilitation technology that maximize the full inclusion and integration into society, employment, independent living, family support, and economic and social self-sufficiency of individuals with disabilities, especially individuals with the most severe disabilities, and to improve the effectiveness of services.
