    This National Aeronautics and Space Administration (NASA) Research Announcement (NRA) solicits ground-based research proposals from established researchers and graduate students to generate new scientific insights by utilizing experimental data residing in NASA's Physical Sciences Informatics (PSI) system (http://psi.nasa.gov), an online database of completed physical science reduced-gravity flight experiments conducted on the International Space Station (ISS), Space Shuttle flights, and Free-flyers, or from related ground-based studies. The solicitation (NNH17ZTT001N-17PSI-D), entitled "Use of the NASA Physical Sciences Informatics System - Appendix D," will be available on or about September 15, 2017. This response area is Appendix B of the Human Exploration Research Opportunities (HERO) NRA (80JSC017N0001).NASA is soliciting investigations lasting no more than one year that provide innovative approaches to any of the risks and gaps contained in the Integrated Research Plan of the Human Research Program.     The Major Research Instrumentation (MRI) Program serves to increase access to multi-user scientific and engineering instrumentation for research and research training in our Nation's institutions of higher education and not-for-profit scientific/engineering research organizations. An MRI award supports the acquisition or development of a multi-user research instrument that is, in general, too costly and/or not appropriate for support through other NSF programs. MRI provides support to acquire critical research instrumentation without which advances in fundamental science and engineering research may not otherwise occur. MRI also provides support to develop next-generation research instruments that open new opportunities to advance the frontiers in science and engineering research. Additionally, an MRI award is expected to enhance research training of students who will become the next generation of instrument users, designers and builders. An MRI proposal may request up to $4 million for either acquisition or development of a research instrument. Beginning with the FY 2018 competition, each performing organization may submit in revised "Tracks" as defined below, with no more than two submissions in Track 1 and no more than one submission in Track 2.rack 1: Track 1 MRI proposals are those that request funds from NSF greater than or equal to $100,000. Track 2 MRI proposals are those that request funds from NSF greater than or equal to $1,000,000 up to and including $4,000,000.Consistent with the America COMPETES Act of 2007 Cost sharing of precisely 30% of the total project cost is required for Ph.D.-granting institutions of higher education and for non-degree-granting organizations.

    The McKnight Endowment Fund for Neuroscience supports innovative research designed to bring science closer to the day when diseases of the brain can be accurately diagnosed, prevented, and treated. To that end, the McKnight Endowment Fund for Neuroscience invites Letters of Intent for its 2018 McKnight Technological Innovations in Neuroscience awards. The program encourages and supports scientists working on the development of novel and creative approaches to the understanding of brain function. McKnight is interested in how a new technology may be used to monitor, manipulate, analyze, or model brain function at any level, from the molecular to the entire organism. Technology may take any form, from biochemical tools to instruments to software and mathematical approaches. Because the program seeks to advance and enlarge the range of technologies available to the neurosciences, research based primarily on existing techniques will not be considered. A goal of the Technological Innovations awards is to foster collaboration between the neurosciences and other disciplines; therefore, collaborative and cross-disciplinary applications are explicitly invited.

    The FHWA hereby requests applications for assistance to result in the award of a new Cooperative Agreement, entitled, "Youth Service and Conservation Corps Workforce Development." The purpose of this proposed Cooperative Agreement (Agreement) is to assist the Recipient in encouraging States and regional transportation planning agencies to enter into contracts and cooperative agreements with qualified youth service or conservation corps to perform appropriate projects eligible under the Federal-aid highway program, and to expand youth workforce development opportunities while strengthening transportation career pathways. COST SHARING OR MATCHING: For this cooperative agreement, cost sharing or matching will NOT be required as the scope of work furthers the administration of the RTP, but cost sharing or matching is encouraged. If proposed, the Government will evaluate cost share as part of the cost/budget review. The degree of cost share and leveraging of non-Federal funds will be considered beneficial to the extent the cost share is considered feasible and demonstrates a furtherance of the goals of the program.

    National AIDS Control Organization (NACO) has implemented a series of activities to track trends in the HIV epidemic and measure the impact of the national program. A strategic objective of PEPFAR India in COP 2017 is to ensure availability of high-quality data for planning and decision-making, and to harmonize NACO’s efforts for a coordinated HIV response. This NOFO will support monitoring the epidemic trends and continuous quality improvement (CQI) to improve data quality and its efficient use through targeted technical assistance (TA) and limited introduction of new techniques and approaches. The recipient will strengthen the individual and organizational capacities, data quality and reporting systems to inform program and health systems’ planning, and provide evidence for implementation of health policies and best practices. The recipient will collaborate with NACO to develop/strengthen and implement the national HIV strategic information (SI) plan. The recipient will provide TA to health departments and selected public service delivery sites (Targeted Interventions, which are combination prevention sites for key population, Integrated Counseling and Testing Centers and antiretroviral treatment (ART) centers) to strengthen capacities for data management and use for decision-making. Interventions will be implemented in PEPFAR-prioritized districts in two high prevalence states in India.

    The Institute for Research on Innovation and Science is accepting applications for its 2018 IRIS Awards, an annual program that supports researchers who use IRIS data to address questions about the social and economic returns of investments in research. Through the program, IRIS seeks to enable fundamental research on the results of public and private investments that support discovery, innovation, and education on the campuses of U.S. universities. Up to $15,000 for dissertations awards and up to $30,000 for early career and established researcher awards will be awarded to the recipient's institution. Funds can be used for personnel (e.g., research assistance, salaries, or stipend if recipient is a student), equipment, supplies, travel (may include travel mandated by the award), and other expenses (e.g., professional development and training).     The purpose of the Cyberlearning for Work at the Human-Technology Frontier program is to fund exploratory and synergistic research in learning technologies to prepare learners to excel in work at the human-technology frontier.     This funding opportunity announcement (FOA) supports efforts to disseminate resources and to integrate them into neuroscience research practice. Projects should be highly relevant to specific goals of the BRAIN Initiative, goals that are described in the planning document "BRAIN 2025: A Scientific Vision." They should engage in one or more of the following activities: distribution of tools and reagents; user training on the usage of new technologies or techniques; providing access to existing technology platforms and specialized facilities; minor improvements to increase the scale/efficiency of resource production and delivery; minor adaptations to meet the needs of a user community.     The purpose of this FOA is to encourage submission of Exploratory/Developmental Bioengineering Research Grants (EBRG) applications which establish the feasibility of technologies, techniques or methods that: 1) explore a new multidisciplinary approach to a biomedical challenge; 2) are high-risk but have high impact; and 3) develop data that may lead to significant future research. An EBRG application may propose hypothesis-driven, discovery-driven, developmental, or design-directed research and is appropriate for evaluating unproven approaches for which there is minimal or no preliminary data.
