    This Funding Opportunity Announcement (FOA) is soliciting applications to develop Solid Oxide Fuel Cell Technology in order to support fuel cells system manufacturers in addressing issues related to cost and reliability of fuel cells systems. Applications are sought in two areas of interest (AOI) that include AOI 1 - Solid Oxide Fuel Cells (SOFC) Core Technology Research and AOI 2 - Core Technology Research and Development (R&D) in Support of Near-Term SOFC Power Systems Prototype Tests. AOI 1 is supporting transformational technologies that are focused on early-stage laboratory-scale R&D. Successful projects will result in validation of concepts at a laboratory-scale. Collaboration with a fuel cell system manufacturer is encouraged. AOI 2 will seek projects that address reliability issues facing 2nd Generation SOFC power systems in an operational environment. This AOI will require a team approach where the participation of at least one fuel cell system manufacturer as a prime or a sub-recipient in the team is required. Teams should be able to take the technology developed during the award to the point that it can be validated in an operational system. Fuel cell technology other than SOFC will be considered non-responsive to both AOIs.

Proposals that focus on modeling, simulation, and prediction of material performance (even when research is coupled with experiments for validation or guidance) without an intellectual emphasis on design are not appropriate for this program and should be submitted to other disciplinary programs.

    To potentially support the full-scale testing of MHK wave energy devices, the Water Power Program intends to evaluate site locations, designs, and estimated costs for an open water, fully energetic domestic wave test facility. It is expected that a viable grid-connected facility will be capable of testing both scaled prototypes and full-scale (utility-scale) wave energy conversion devices in order to evolve reliable, low cost, renewable energy alternatives to fossil fuel. Prototype testing is essential to mature existing wave technologies, validate performance against analytic models, demonstrate compliance with applicable design standards and thereby mitigate the technical and financial risk of developing and deploying mass-produced wave energy devices, plants, technologies and related products. Construction and operation of a full-scale domestic wave test facility will assist the U.S. industry by identifying design and manufacturing deficiencies early in the development cycle and validate modifications and improvements prior to commercial deployment. Ultimately, this new testing capability will improve the country?s competitiveness in MHK energy technology, encourage domestic manufacturing, job creation, and provide a new technology that utilizes an untapped renewable resource to help achieve the nation?s energy goals. This FOA is intended to identify possible site locations and evaluate the potential to establish a national wave testing facility within U.S. territorial waters.

    The Biotechnology and Biochemical Engineering (BBE) program supports fundamental engineering research that advances the understanding of cellular andbiomolecular processes in engineering biology and eventually leads to the development of enabling technology for advanced manufacturing and/or applications in support of the biopharmaceutical, biotechnology, and bioenergy industries, or with applications in health or the environment. A quantitative treatment of biological and engineering problems of biological processes is considered vital to successful research projects in the BBE program.     Many nanofabrication techniques have demonstrated the ability to synthesize small quantities of nanomaterials and nanostructures for characterization and evaluation and simple nanodevices for analysis and testing purposes. The emphasis of the Scalable Nanomanufacturing for Integrated Systems (SNM-IS) solicitation is on research in new nano-scale manufacturing concepts and integration methods to realize complex integrated systems based on nanotechnology. The research will focus on overcoming the key scientific and engineering barriers that prevent the translation of laboratory-scale discoveries in nano-enabled integrated systems to an industrially relevant scale, reliably, affordably and within sustainability and environmental, health and safety (EHS) guidelines. The goal of the SNM-IS solicitation is to study and formulate the fundamental principles of scalable nanomanufacturing and integration for nanotechnology-based integrated systems towards the eventual manufacture of useful nano-enabled products.

    Effective September 1, 2013, the Materials Engineering and Processing Program (MEP) (PD 13-8092) will be accepting proposals that address engineering principles as they relate to material processing and performance. This program replaces the Materials Processing and Manufacturing (MPM), Materials and Surface Engineering (MSE), and Structural Mechanics and Materials (SMM) programs. This new MEP program is effectively a merger and evolutionary advance of these three programs. The MPM, MSE and SMM programs will no longer be accepting new proposals1. The Division of Civil, Mechanical, and Manufacturing Innovation (CMM) in Directorate for Engineering (ENG) of the National Science Foundation (NSF) created the Materials Engineering and Processing (MEP) program to support fundamental research addressing the interrelationship of materials processing, structure, properties and/or life-cycle performance for targeted applications. Processing and performance of all material systems are of interest. These include polymers, metals, ceramics, semiconductors, composites, and hybrids thereof. Research driven by scientific hypotheses are encouraged when suitable, and materials in bulk form or focus on special zones such as surfaces or interfaces that are to be used in structural and/or functional applications are appropriate for this program. Analytical, experimental, and numerical studies are supported and collaborative proposals with industry (i.e. Grant Opportunities for Academic Liaison with Industry (GOALI)) are encouraged.
