    The proposed topic will explore and exploit the technical opportunities for discovery and invention in the area of Electronic Warfare (EW). The goal of EW is to control the Electromagnetic Spectrum (EMS) by exploiting, deceiving, or denying enemy use of the spectrum while ensuring its use by friendly forces. To that end, the Office of Naval Research (ONR) EW Discovery and Invention (D&I) program invests in Science and Technology (S&T) initiatives that will provide naval forces (including Navy and Marine Corps) with improved threat warning systems; Electronic warfare Support (ES); decoys and countermeasures against weapon tracking and guidance systems; Electronic Attack (EA) against adversary Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR); and Electronic Protection (EP) of our own weapons and C4ISR from intentional and unintentional interference. ONR Code 312 Electronic Warfare (312EW) seeks proposals to develop and demonstrate technologies for the next generation systems in electronic warfare. Nancy Foster Scholarship Program - 0 views

    The Dr. Nancy Foster Scholarship Program provides support for master's and doctoral degrees in oceanography, marine biology, maritime archaeology, and all other science, engineering, social science, and resource management disciplines involving ocean and coastal areas, and particularly encourages women and members of minority groups to apply. Individuals who are U.S. citizens or permanent residents, or citizens of U.S. territories, and are applying to or have been accepted to a graduate program at a U.S. accredited institution, may apply. Prospective scholars do not need to be enrolled in a graduate program at the time of application, but must be admitted to a graduate level program in order to be awarded this scholarship. Scholarship selections are based on academic excellence, letters of recommendations, research and career goals, and financial need. Applicants must have a cumulative 3.30 grade point average to be eligible to apply and maintain a minimum cumulative and term grade point average of 3.30 for every term and for the duration of their award. Dr. Nancy Foster Scholarships may provide, subject to appropriations, yearly support of up to $42,000 per student (a 12-month stipend of $30,000 in addition to an education allowance of up to $12,000) and up to $10,000 of support for a 4-6 week program collaboration at a NOAA facility. Based on available funding, completion of one (1) program collaboration may be required for every doctoral scholarship award, with a second recommended, but not required. For master's degree level scholars, completion of a program collaboration is strongly recommended but is not required. The Dr. Nancy Foster Scholarship funds cannot be used toward research costs.

Safety concerns continue to hamper full adoption of lithium-ion batteries for defense systems, despite significant research investments by the government and the private sector. This Defense initiative will advance promising lithium-ion battery safety technologies at university research laboratories into early laboratory prototypes and potentially minimum viable products for adoption by the defense and commercial sectors via early startups, small businesses and non-traditional defense contractors. Specific technical areas of interest include, but are not limited to, the following: improved electrolytes; stable high-energy anodes and cathodes; cell components and structures that enhance safety and reliability (e.g. use of electrode coatings and electrolyte additives); safety optimization through battery and battery module design and packaging; and battery management and state of health techniques that prevent and/or mitigate catastrophic failure. 2. Electrical Grid Reliability, Resiliency and Security. Both the defense and commercial sectors recognize the ever-growing criticality to enhance electrical grid reliability, resiliency and security through innovation at the component and system levels.     This BAA solicits proposals for Phase 2 of the Defense Advanced Research Projects Agency (DARPA) Cross Domain Maritime Surveillance and Targeting (CDMaST) program. Participation in CDMaST Phase 1 is not required to be considered for award in CDMaST Phase 2. CDMaST Phase 2 is divided into two parts: Phase 2A, which consists of 30 months and Phase 2B, which is anticipated to be an 18-month period of performance. In the Phase 2 proposal submissions, proposers should provide fully detailed proposals for the Phase 2A only. For Phase 2B, proposers should include a high-level statement of work (SOW) and rough order of magnitude (ROM) cost. Section 1.2 provides additional details on this division. DARPA intends to request updated technical and cost proposals for Phase 2B prior to the completion of Phase 2A. Request for proposals for Phase 2B will be solicited from the Phase 2A performer(s). DARPA anticipates a single award for CDMaST Phase 2. This BAA describes three separate Technical Areas (TA). However, proposers must propose to the full scope, meaning all 3 technical areas, of the BAA as DARPA considers the TAs highly dependent on each other.
