The National Center for Injury Prevention and Control (NCIPC) is seeking applications from qualified organizations for Injury Control Research Center (ICRC) grants. These centers will conduct high quality research and help translate scientific discoveries into practice for the prevention and control of fatal and nonfatal injuries and violence that support NCIPC’s priorities and mission. ICRCs are expected to blend Outreach, Training and Education, and Research activities into a program to reduce the number, risk, and public health impact of injury and violence in the U.S. The over-arching goals for the NCIPC ICRC program are to: Build the scientific base for the prevention and control of fatal and nonfatal injuries and violence. Integrate, in the context of a national program, professionals from a wide spectrum of disciplines of epidemiology, behavioral and social sciences, medicine, biostatistics, public health, health economics, law, criminal justice, and engineering to perform research and provided technical expertise in order to prevent and control injuries and/or violence more effectively. Encourage investigators to propose research that involves intervention development or translation of effective programs among individuals, organizations, or communities. Provide technical assistance to injury and/or violence prevention and control programs in their geographic region, including other researchers; universities; medical institutions; community groups; state and local government agencies, public health agencies; and policy makers. Act as sources of injury and/or violence prevention and control information for their constituents and stakeholders at the local, state, tribal, national, and global levels.

The Small Business Innovation Research (SBIR) Program stimulates technological innovation in the private sector by strengthening the role of small business concerns in meeting Federal research and development needs, increasing the commercial application of federally supported research results, and fostering and encouraging participation by socially and economically disadvantaged and women-owned small businesses. The SBIR program solicits proposals from the small business sector consistent with NSF's mission. The program is governed by Public Law 112-81 (SBIR/STTR Reauthorization Act of 2011). A main purpose of the legislation is to stimulate technological innovation and increase private sector commercialization. The NSF SBIR program is therefore in a unique position to meet both the goals of NSF and the purpose of the SBIR legislation by transforming scientific discovery into both social and economic benefit, and by emphasizing private sector commercialization. Accordingly, NSF has formulated broad solicitation topics for SBIR that conform to the high-technology investment sector's interests. The topics are: Biological and Chemical Technologies (BC) Education Applications (EA) Electronics, Information and Communication Technologies (EI) Nanotechnology, Advanced Materials, and Manufacturing (NM)

The Program aims to enhance the capability of forensic science applications in traditional law enforcement/criminal justice purviews and in expeditionary environments. The Program accomplishes this mission by funding research projects that lead to the production of useful knowledge, materials, devices, systems, or methods that have forensic function. To be eligible for an award under this announcement, a prospective awardee must meet certain minimum standards pertaining to financial resources and responsibility, ability to comply with the performance schedule, past performance, integrity, experience, technical capabilities, operational controls, and facilities

The Improving Teacher Quality State Grants Program is funded under the No Child Left Behind (NCLB) Act of 2001 (Title II, Part A of Public Law 107-110). The purpose of the program is to increase the academic achievement of all students by helping schools and school districts improve teacher, instructional paraprofessional and principal quality. Ohio public and private colleges and universities are invited annually to submit proposals to support partnerships of institutions of higher education and high-need school districts to provide high quality professional development for elementary, middle and high school teachers of mathematics and science.

The Scalable Parallelism in the Extreme (SPX) program aims to support research addressing the challenges of increasing performance in this modern era of parallel computing. This will require a collaborative effort among researchers in multiple areas, from services and applications down to micro-architecture. SPX encompasses all five NSCI Strategic Objectives, including supporting foundational research toward architecture and software approaches that drive performance improvements in the post-Moore's Law era; development and deployment of programmable, scalable, and reusable platforms in the national HPC and scientific cyberinfrastructure ecosystem; increased coherence of data analytic computing and modeling and simulation; and capable extreme-scale computing. Coordination with industrial efforts that pursue related goals are encouraged.

The nuclear theory program encompasses the structure and reactions of nuclei, and of hadrons in few-nucleon and nuclear environments, and the quark/gluon substructure expressed by QCD.  Supported research includes contributions to broad theoretical advances as well as model building and applications to experimental programs at facilities such as NSCL, RHIC and Jefferson Laboratory, and to astrophysical phenomena. This includes formulating new approaches for theoretical, computational, and experimental research that explore the fundamental laws of physics and the behavior of physical systems; formulating quantitative hypotheses; exploring and analyzing the implications of such hypotheses analytically and computationally; and, in some cases, interpreting the results of experiments. Some awards are co-funded with other programs in the Physics Division and in other divisions.

The Defense Advanced Research Projects Agency (DARPA) Defense Sciences Office (DSO) is issuing a Disruption Opportunity (DO) Special Notice (SN) inviting submissions of innovative basic research concepts exploring radically new architectures and approaches in Artificial Intelligence (AI) that incorporate prior knowledge, such as known physical laws, to augment sparse data and to ensure robust operation.

This BAA sets forth basic and applied scientific research areas of interest of the Army Research Laboratory. This BAA is issued under paragraph 6.102(d)(2) of the Federal Acquisition Regulation (FAR), which provides for the competitive selection of basic and applied research proposals, and 10 U.S.C. 2358, 10 U.S.C. 2371, and 10 U.S.C. 2371b, which provide the authorities for issuing awards under this announcement for basic and applied research. The definitions of basic and applied research may be found at 32 Code of Federal Regulations (CFR) 22.105.Proposals submitted in response to this BAA and selected for award are considered to be the result of full and open competition and in full compliance with the provision of Public Law 98- 369, "The Competition in Contracting Act of 1984" and subsequent amendments.

This BAA is intended to solicit extramural research and development ideas, and is issued under the provisions of the Competition in Contracting Act of 1984 (Public Law 98-369), as implemented in Federal Acquisition Regulation 6.102(d) (2) and 35.016. This announcement provides a general description of USSOCOM's research areas of interest, general information, evaluation and selection criteria, and proposal/application preparation instructions. In accordance with FAR 6.102, projects funded under this announcement must be for basic and applied research and that part of development not related to the development of a specific system or hardware procurement. Projects must be for scientific study and experimentation directed toward advancing the state-of-the-art or increasing knowledge or understanding. Projects that are for the development of a specific system or hardware procurement will not be considered. The selection process is highly competitive and the quantity of meaningful proposal/applications (both pre-proposal/pre-applications and full proposal/full applications) typically received exceed the number of awards that available funding can support. This BAA provides a general description of USSOCOM's research and development programs, including research areas of interest, evaluation and selection criteria, pre-proposal/pre-application and full proposal/application preparation instructions, and general administrative information. Specific submission information and additional administrative requirements can be found in the document titled "General Submission Instructions" available in Grants.gov along with this BAA.

The NICS Improvement Amendments Act of 2007, Pub. L. 110-180 (NIAA or the Act), was signed into law on January 8, 2008, in the wake of the April 2007 shooting tragedy at Virginia Tech. The Virginia Tech shooter was able to purchase firearms from a Federal Firearms Licensee (FFL) because information about his prohibiting mental health history was not available to the NICS, and the system was therefore unable to deny the transfer of the firearms used in the shootings. The NIAA seeks to address the gap in information available to NICS about such prohibiting mental health adjudications and commitments, and other prohibiting factors. Filling these information gaps will better enable the system to operate as intended to keep guns out of the hands of persons

PAS Kolkata seeks proposals for the project titled "Cyber Safe East India-Workshops on Cyber Security for E-Businesses." Based on funding availability, the Recipient organization will organize a series of workshops for business practitioners in Ranchi, Jamshedpur, and Guwahati. The workshops will be devised and implemented by the grantee with the help of U.S. cyber security and data protection experts. The goal of the workshops is to connect American and Indian cyber security experts to help small and medium businesses adopt safer business practices, ultimately ensuring the shared prosperity between the U.S. and India. The grantee will solicit participation from local and American cyber security experts, academics, chamber of commerce representatives, cyber law enforcing agency officials, and other relevant stakeholders to conduct a needs assessment of local business owners regarding web-based business tools. Collaborations should start early and virtually and will continue in-person during the workshops. The experts, in tandem with the grantee, will design the curriculum for a series of three workshops that help business owners mitigate e-business risks. The curriculum should be practical and relevant to a wide spectrum of businesses.The workshops should be conducted in Ranchi, Jamshedpur, and Guwahati. Other workshop locations are a possibility depending on the findings of the needs assessments conducted by the grantee as a pre- workshop survey. Workshop duration and the number of participants at each city will be determined by the grantee and experts in close consultation with PAS Kolkata.

This Funding Opportunity Announcement (FOA) solicits applications for a single Coordinating Center to support novel data acquisition strategies, data harmonization, analysis and dissemination activities on emerging and current drug abuse trends across the United States. The Coordinating Center will (1) Maintain a Scientific Advisory Group; (2) Maintain and refine an Early Warning Network composed of local experts on drug abuse data from the selected communities, as well as NIDA-supported community-based researchers, to assist in the ongoing monitoring and interpretation of data; (3) Maintain key community-level indicators for monitoring drug abuse trends and early identification of new synthetic drugs and emerging issues including establishing harmonization of indicators and of presentation and analysis of indicators across the selected communities; (4) Continue to identify and maintain novel sources of data including treatment admissions data, national drug use among adults and youth, law enforcement seizures, and drug poisoning death; (5) Conduct cross-site data analyses from the harmonized Coordinating Center data; (6) Continue to disseminate and identify novel ways to execute dissemination and publication plans of results and findings from the Coordinating Center data, including development and maintenance of a website for disseminating data and findings; (7) Conduct webinars on topics of interest to stakeholders; (8) Conduct on the ground epidemiologic investigations on topics of immediate crisis or need, providing functional feedback to impacted communities towards optimizing current and future response; (9) Provide operational, administrative and logistical support for the Coordinating Center data harmonization and dissemination initiative.

Humanities Connections grants seek to expand the role of the humanities in the undergraduate curriculum at two- and four-year institutions, offering students in all academic fields new opportunities to develop the intellectual skills and habits of mind that the humanities cultivate. Grant projects focus on connecting the resources and perspectives of the humanities to students' broader educational and professional goals, regardless of their path of study. Through this new grant program, NEH invites proposals that reflect innovative and imaginative approaches to preparing students for their roles as engaged citizens and productive professionals in a rapidly changing and interdependent world. Grants support the development and implementation of an integrated set of courses and student engagement activities focusing on significant humanities content. A common topic, theme, or compelling issue or question must link the courses and activities. The linked courses (a minimum of three) may fulfill general education or core curriculum requirements but could also be designed primarily for students in a particular major or course of study. The Humanities Connections program gives special encouragement to projects that foster collaboration between humanities faculty and their counterparts in the social and natural sciences and pre-service or professional programs in business, engineering, health sciences, law, computer science, and other non-humanities fields.

This Broad Agency Announcement (BAA) enhances the DPA Title III effort by providing to potential offerors information and procedures necessary to identify domestic industrial base projects, potentially meeting the DPA Title III criteria, by using the white paper and proposal formats. Project Announcements for a specific domestic industrial base shortfall, issued subsequent to this BAA, is the main method to initiate a call for white papers, leading to an evaluation and potential request for full proposals. Project Announcement #1 is included with this initial posting of the BAA. Consistent with the law, the DPA Title III Program has derived three broad Focus Areas for potential projects. The Focus Areas are: Sustainment of Critical Production, Commercialization of Research and Development Investments and Scaling of Emerging Technologies.

The NRL's Broad Agency Announcement (BAA) issued under the provisions of paragraphs 35.016 and 6.102(d)(2) of the Federal Acquisition Regulations (FAR). Proposals may range from theoretical studies to proof-of-concept to include fabrication and delivery of a prototype. However, this is limited to research procurements for which it would be impossible to draft an adequate RFP in sufficient detail without restraining the technical response and thus hindering competition rather than expanding it. BAA topics include all NRL sites located in the Washington, DC area, the Stennis Space Center, MS, and Monterey, CA. Proposals submitted in response to a BAA announcement that are selected for award are considered to be the result of full and open competition and are in full compliance with the provisions of Public Law 98-369, "The Competition in Contracting Act of 1984." NRL is interested in receiving proposals for the research efforts described under this BAA. This announcement is an expression of interest only and does not commit the Government to make any award or to pay for any proposal preparation costs. The cost of proposal preparation for response to a BAA is not considered an allowable direct charge to any resultant contract or any other contract; however, it may be an allowable expense to the normal bid and proposal indirect cost specified in FAR 31.205-18.

ONR Global recognizes that international scientists and engineers conduct creative and novel research. This Global-X Challenge provides an opportunity for these international researchers to collaborate, generate revolutionary ideas and demonstrate these ideas will succeed. ONR Global invites outstanding international researchers to form multi-national, multidisciplinary teams to address one or more of these capability challenges. ONR Global will use existing online collaboration tools to help researchers to connect, collaborate and form teams. ONR Global will provide more information about collaboration forums during the Kick-off Webinar. Individual researchers may participate on more than one team. Teams are responsible for establishing nondisclosure agreements among team members, if necessary. All ONR Global and U.S. Federal employees are already covered by Federal laws requiring the protection of trade secrets and proprietary information. Researchers from academia and industry may participate. ONR Global expects, but does not require, that multi-national teams will consist of at least two research entities outside of the U.S., whether from academia, industry and/or the broad research community. Researchers from U.S. research entities may also participate, but are not required. As stated above, this Global-X Challenge is an opportunity specifically directed toward international researchers; therefore, ONR Global expects the majority of team members will be outside of the U.S. Each team shall designate a lead Principal Investigator (PI) whose research organization outside of the U.S. will submit the white paper or proposal, and that will distribute funding to co-PIs and other subrecipients. The confluence of transistor scaling, increases in the number of architecture designs per process generation, the slowing of clock frequency growth, and recent success in research exploiting Thread Level Parallelism (TLP) and Data Level Parallelism (DLP) all point to an increasing opportunity for innovative microarchitecture techniques and methodologies in delivering performance growth in the future. The NSF/Intel Partnership on Foundational Microarchitecture Research will support transformative microarchitecture research targeting improvements in instructions per cycle (IPC). This solicitation seeks microarchitecture technique innovations beyond simplistic, incremental scaling of existing microarchitectural structures. Specifically, FoMR seeks to advance research that has the following characteristics: (1) high IPC techniques ranging from microarchitecture to code generation; (2) "microarchitecture turbo" techniques that marshal chip resources and system memory bandwidth to accelerate sequential or single-threaded programs; and (3) techniques to support efficient compiler code generation. Advances in these areas promise to provide significant performance improvements to continue the cadence promised by Moore's Law.

Computing systems have undergone a fundamental transformation from the single-core processor-devices of the turn of the century to today's ubiquitous and networked devices with multicore/many-core processors along with warehouse-scale computing via the cloud. At the same time, semiconductor technology is facing fundamental physical limits and single-processor performance has plateaued. This means that the ability to achieve performance improvements through improved processor technologies alone has ended. In recognition of this obstacle, the recent National Strategic Computing Initiative (NSCI) encourages collaborative efforts to develop, "over the next 15 years, a viable path forward for future high-performance computing (HPC) systems even after the limits of current semiconductor technology are reached (the 'post-Moore's Law era')."
