This solicitation seeks applications for funding to study the root causes of school violence and evaluate the effectiveness of projects funded by the Bureau of Justice Assistance (BJA) or by the Office of Community Oriented Policing Services (COPS) under the STOP School Violence Act. NIJ anticipates that at least $2 million will be available to support this solicitation, with the potential for additional funding from the Bureau of Justice Assistance (BJA).

With this solicitation, NIJ seeks applications for research and evaluation projects that will improve knowledge and practice related to identifying, preventing, investigating, prosecuting, and reducing technology-facilitated abuse, including sextortion, nonconsensual pornography (revenge porn), doxing, swatting, cyberstalking, and cyber-hate. NIJ will support scientifically rigorous projects designed to produce highly practical findings that will inform program, policy, practice and other efforts to address such crimes. NIJ is particularly interested in research and evaluation projects addressing the following topics . Risk and protective factors associated with an individual falling victim to technology-facilitated abuse, as well as how individuals or organizations become involved in these types of crimes. . Studies of the costs and consequences of technology-facilitated abuse (financial and otherwise), as well as how Internet-enabled harassment may be related to other crime(s). . Studies of the effectiveness of approaches in identifying, preventing, investigating, and prosecuting technology-facilitated abuse (This may include consideration of legislation and/or training). . Studies of the frequency and impacts of technology-facilitated abuse, in particular their effect on women and ethnic, religious, and racial minorities.

Tribal Resources Grant Program - Technical Assistance (TRGP-TA) program funds are used to provide funding to support tribal law enforcement agencies through training and technical assistance efforts around community policing topics. The COPS Office, a federal provider of innovative, customer-focused resources that address the continuing and emerging needs of those engaged in enhancing public safety through community policing, has designed the TRGP-TA solicitation to address tribal law enforcement training and technical assistance efforts. The 2020 TRGP-TA program has been established to fund specific projects related to the following topic areas: (1) Cold Cases and Missing or Murdered Indigenous Persons; and (2) Developing an Alaskan Law Enforcement Recruitment Strategy. Detailed descriptions of each of these topics are available in the application guide. There is up to $800,000 in TRGP-TA funds available. All awards are subject to the availability of appropriated funds and any modifications or additional requirements that may be imposed by law. Funding is limited, and it is expected that this solicitation will be very competitive. Each award or cooperative agreement is two years (24 months) in length. There is no local match. Each award will be in the form of a cooperative agreement, the funding instrument used for substantial federal involvement.

Law Enforcement Mental Health and Wellness Act (LEMHWA) funds are used to improve the delivery of and access to mental health and wellness services for law enforcement through training and technical assistance, demonstration projects, and implementation of promising practices related to peer mentoring mental health and wellness programs. The 2020 LEMHWA program will fund projects that develop knowledge, increase awareness of effective mental health and wellness strategies, increase the skills and abilities of law enforcement, and increase the number of law enforcement agencies and relevant stakeholders using peer mentoring programs. The COPS Office, a federal provider of innovative, customer-focused resources that address the continuing and emerging needs of those engaged in enhancing public safety through community policing, has designed the LEMHWA solicitation to address law enforcement mental health and wellness. The 2020 LEMHWA program has been established to fund specific projects related to the following topic areas: (1) Peer Support Implementation Projects; (2) National Peer Support Program for Small and Rural Agencies; (3) LEMHWA Coordinator Assistance Provider, and (4) Invitational Applications. Preparing for Active Shooter Situations (PASS) program funds that are used to provide scenario-based training that prepares officers and other first responders to safely and effectively handle active-shooter and other violent threats. The 2020 PASS program will fund an applicant to train at least 20,000 first responders through scenario-based, multi-disciplinary training classes. Detailed descriptions are available in the application guide. There is up to $8,600,000 million in PASS funds available. All awards are subject to the availability of appropriated funds and any modifications or additional requirements that may be imposed by law. Funding is limited, and it is expected that this solicitation will be very competitive. Each award or cooperative agreement is two years (24 months) in length. There is no local match. The 2020 CPD program will fund projects that develop knowledge, increase awareness of effective community policing strategies, increase the skills and abilities of law enforcement and community partners, increase the number of law enforcement agencies and relevant stakeholders using proven community policing practices and institutionalize community policing practice in routine business. The COPS Office, a federal provider of innovative, customer-focused resources that address the continuing and emerging needs of those engaged in enhancing public safety through community policing, has designed the CPD solicitation to address critical topics in the law enforcement field by building on the principles of community policing. The 2020 CPD program has been established to fund specific projects related to the following topic areas: (1) Law Enforcement Injury Prevention and Rehabilitation Program Toolkit; (2) Recruiting the Next Generation of Officers and Deputies; (3) Promising Practices in Law Enforcement Victim Support; (4) Rural Law Enforcement Training Center; (5) Managing High-Risk Law Enforcement Vehicular Pursuits; (6) Implementing Successful Faith-Based Partnerships; (7) Police Academy Innovations; (8) Public Safety Implications of Driving Automation Systems for Motor Vehicles; (9) Open Category; and (10) Invitational Applications. The primary goal of this solicitation is to advance the body of knowledge on promising practices in offender reentry, in part to inform federal and other reentry-specific initiatives.

With this solicitation, NIJ seeks applications for funding for investigator-initiated, randomized controlled trial (RCT) studies of approaches to the challenges of policing in the United States that address the strategic priorities and objectives identified in NIJ's Policing Strategic Research Plan, 2017-2022. Applicants are required to identify the strategic priority and relevant objective(s) that their proposal addresses on the title page of their application's program narrative. This program furthers the Department's mission by sponsoring research to provide objective, independent, evidence-based knowledge and tools to meet the challenges of policing, particularly at the State, local, and tribal levels. This solicitation supports the U.S. Department of Justice priorities to reduce crime, protect, and support law enforcement.

This solicitation seeks applications for funding to conduct research and evaluation projects to develop a better understanding of domestic radicalization to terrorism, the effectiveness of the strategies intended to prevent it, and the reintegration of radicalized offenders back into the community. NIJ anticipates up to $5 million will be available to fund multiple grant awards.

The United States Agency for International Development (USAID) is seeking applications for a Cooperative Agreement from qualified entities to implement the Rule of Law program in Kazakhstan. Eligibility for this award is restricted to qualified U.S. and Non-U.S. organizations. USAID intends to make an award to the applicant(s) who best meets the objectives of this funding opportunity based on the merit review criteria described in this NOFO subject to a risk assessment. This NCIPC Mentored Research Scientist Development Award (K01) seeks to provide support for an intensive, supervised (mentored) career development experience in violence prevention research leading to research independence. Applicants must identify an experienced mentor and, co-mentor(s) as applicable to supervise the proposed career development and research experience. Applicants must have a qualifying (relevant to the field of study) research or health- professional doctoral or medical degree (specifically PhD, ScD, DO, DrPH, MD, DVMD) and less than five years of experience as a researcher in the injury and/or violence prevention field. Applicants must propose violence prevention research to 1) assess the effectiveness of an intervention to prevent one or more forms of violence impacting children and youth ages 0-17 years (i.e., child abuse and neglect, youth violence, teen dating violence, or sexual violence) or to prevent intimate partner violence, sexual violence, or self-directed violence; 2) assess violence outcomes (e.g., victimization or perpetration) or key risk or protective factors; and 3) focus on one of the interpersonal violence prevention research gaps in the NCIPC Research Priorities (https://www.cdc.gov/injury/researchpriorities/index.html).

The Legal Assistance for Victims (LAV) Grant Program is intended to increase the availability of civil and criminal legal assistance needed to effectively aid adult and youth victims of sexual assault, domestic violence, dating violence, and stalking who are seeking relief in legal matters relating to or arising out of that abuse or violence, at minimum or no cost to the victims. LAV Grant Program funds may not be used provide criminal defense services. Grant funds may be used to provide direct legal services to victims of sexual assault, domestic violence, dating violence, and stalking in matters related to or arising out of that abuse or violence. The objective of the LAV Grant Program is to develop innovative, collaborative projects that provide quality representation to victims of sexual assault, domestic violence, dating violence, and stalking.

The purpose of this notice of funding opportunity (NOFO) is to advance the following U.S. government policy objectives in Syria: a) Ensure the enduring defeat of ISIS and empower local communities to resist the encroachment of Iranian proxies by enabling the provision of community security in areas liberated from ISIS; and b) Achieve a political solution to the Syrian conflict under the auspices of United Nations Security Council Resolution (UNSCR) 2254. INL Port-au-Prince's efforts in Haiti are focused on supporting the Haitian National Police's (HNP's) development as a professional and accountable institution, including the HNP's Prisons Administrative Directorate (DAP.) There are a total of 18 prisons in Haiti with a total prison population of over 11,000. The overarching goal of this project is to augment DAP's capacity to address the health, sanitation, and nutritional needs of Haiti's prison population. In order to advance these goals, INL Haiti seeks to provide technical assistance, training, and critical equipment to support DAP's efforts to meet the Haiti prison population's needs.

This program will increase technological investigative capacity and associated training for law enforcement and prosecutorial agencies. This solicitation will particularly focus on supporting the development, refinement, and advancement of widely used investigative tools, methods and technologies that address child pornography, exploitation and sex trafficking.

The Department of Homeland Security Fiscal Year (FY) 2019 Homeland Security National Training Program (HSNTP), National Domestic Preparedness Consortium (NDPC) plays an important role in the implementation of the National Preparedness System by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal (the Goal) of a secure and resilient Nation. Delivering core capabilities requires the combined effort of the whole community, rather than the exclusive effort of any single organization or level of government. The FY 2019 HSNTP\/NDPC supports efforts to build and sustain core capabilities across Prevention, Protection, Mitigation, Response, and Recovery mission areas, with specific focus on addressing the training needs of our nation. Objectives: FY 2019 HSNTP\/NDPC training programs will provide training solutions to address national preparedness gaps, correlate training needs with exercise activities and outcomes, incorporate the core capabilities identified in the National Preparedness Goal, and ensure training is available and accessible to a nationwide audience.

The Upholding the Rule of Law and Preventing Wrongful Convictions (URLPWC) Program is committed to protecting the integrity of the criminal justice system and the consistent application of due process for all. The URLPWC Program supports efforts by both conviction integrity or review units (CIUs) and wrongful conviction review entities (WCR entities) that represent individuals with post-conviction claims of innocence to review individual cases.

Measuring Success in the Criminal Justice System's Response to Domestic/Dating Violence, Sexual Assault, and Stalking: A Pilot Project will develop and pilot test a set of indicators for gauging success in the criminal justice system's response to VAWA crimes. OVW expects this project to produce outcome measures that OVW grantees engaged in law enforcement, prosecution, and/or court-based activities can use to track their progress in combating crimes addressed in the Violence Against Women Act (VAWA). The indicators established through this project do not have to be comprehensive in scope. They do not have to cover the justice process from initial report through final disposition, and they do not have to address each VAWA crime. However, the indicators must be: a) authentically linked to good practices in the criminal justice response to VAWA crimes; b) matched to the activities grantees can undertake with OVW funding; c) useful to grantees for data-driven decision-making; d) feasible to implement, and e) minimally burdensome for grantees to use.

This solicitation will focus on targeted efforts to reduce gang activity by focusing on strategies to disrupt recruitment and incentivize desistance by supporting programs that offer alternative support mechanisms for youth. Law enforcement and prosecutorial agencies will be critical partners for this proposed initiative. Funding to prosecutorial and law enforcement agencies would support diversion activities as well as targeted incentives such as tattoo removal and life skill training for youthful gang members seeking to desist from gang activity. OJJDP has a long history of supporting community efforts to combat gang crime. Through OJJDP’s Comprehensive Gang Model, communities can implement a comprehensive approach to gang crime and youth violence reduction. Eligible applicants will be required to implement OJJDP’s Comprehensive Gang Model by working with the National Gang Center, and may use grant funds to support gang desistance/diversion activities.

The purpose of this program is to support jurisdictions with an established gang presence to coordinate gang suppression efforts and activities by prosecutorial and law enforcement agencies. OJJDP has a long history of supporting community efforts to combat gang crime. Through OJJDP's Comprehensive Gang Model, communities can implement a comprehensive approach to gang crime and youth violence reduction. Suppression is a key component of OJJDP's Comprehensive Gang Model. Focused deterrence and suppression strategies can dissuade individuals and gangs from committing crimes. Such approaches highlight the punishments or legal recourse that will ensue in the commission of a crime and discourage the person or group from committing crimes in the future. These efforts, coupled with the other key components of the Comprehensive Gang Model, offer a holistic approach to support the efforts of law enforcement in combatting gang crime and promote public safety in communities. Eligible applicants will be required to implement OJJDP's Comprehensive Gang Model by working with the National Gang Center, and may use grant funds to support gang suppression activities.
