    Through this Addendum to the 2014 Global Development Alliance (GDA) Annual Program Statement (APS) Number APS-OAA-14-000001, USAID/Rwanda is issuing a call for submission of concept papers focusing on nutrition, youth workforce development, education, and legal capacity development. The addendum is USAID's invitation to the private sector to jointly identify and define key challenges and collaborate with USAID in areas where our goals and interests align. It also defines broad areas in which we see the greatest potential for collaboration in alignment with USAID's strategic interests in Rwanda. The areas of greatest interest to USAID/Rwanda include increasing availability of and access to nutritious foods; increasing employment opportunities for youth, especially in rural areas; providing education and skills training to youth, specifically in the areas of English language and computing; and increasing the clarity and consistency in the interpretation and enforcement of laws and contracts. More details on each of these areas can be found in the addendum attached to this announcement.

    The Institute of Education Sciences (IES), in collaboration with the Educational Testing Service (ETS), is sponsoring a series of training workshops for individual researchers and research teams to explore and use data and assessment tools from the Program for the International Assessment of Adult Competencies (PIAAC). These workshops are designed for those who want to go beyond computing basic statistics with the PIAAC databases. During the workshops we will train participants to conduct simple and complex analysis with the PIAAC data. We will also help participants familiarize themselves with the statistical and data complexities of PIAAC. The general day-to-day schedule of the workshops will include both presentations and hands-on practical assignments using released PIAAC databases.

Justice Sector Technical Assistance Program - 0 views

    The Higher Judicial Council (HJC) is the main body charged with improving and reforming the judiciary. However, the HJC admittedly does not have the technical expertise to make these wide-ranging, systemic reforms in the two areas indicated above. The technical expertise from an implementer would provide expert advice and training on how to prosecute and adjudicate complex criminal cases that involve the use of technical evidence and/or evidence derived from modern forensic techniques, especially as they relate to cases involving money laundering, cybercrime, and terrorism. Training, advice, and mentorship are also needed on the development and use of a plea bargaining system and on alternatives to incarceration that are written in the law, but implemented on an ad hoc basis. There are alternatives to incarceration laws on the books, i.e. setting bail and parole for minor misdemeanor cases, however they are either not used or used on an inconsistent basis. There is no law on plea bargaining.

    The purpose of this FOA is to support a more efficient method for jurisdictions to de-duplicate the National HIV Surveillance System. The applicant will develop a privacy data-sharing tool capable of identifying potential duplicates across jurisdictions. Activities will include acquiring a Security Assessment and Authorization, negotiating with the 59 jurisdictions to obtain their participation, providing a data sharing tool that will allow for secure, encrypted submission and matching of person-level HIV surveillance data, and providing a report back to jurisdictions on matching levels.
