MOVO will be a five-year regional messaging and communication effort that leverages both traditional and new media to counter violent extremism and promote democracy, human rights and governance. MOVO will aim to form lasting partnerships to amplify moderate voices in communities as well as national and regional networks and institutions. MOVO will use a strategic information campaigns to tackle difficult, long-standing issues critical to VE vulnerability as well as to respond directly to events and hot topics. MOVO will integrate with other USG CVE and messaging efforts, such as State and USAID-funded programs, Public Affairs Sections and Military Information Support Teams (MIST) in the region. With regard to mediums of information exchange, MOVO will strengthen and expand existing PDev II radio networks and programming, continuing to invest in the medium most easily accessible to rural communities at-risk. However, MOVO will also produce targeted video content in targeted countries that is easily sharable and of most interest to target demographics. Mobile platforms that leverage feature phones have proved wildly popular and are useful in engaging rural audiences. Social media offers exciting new opportunities to connect with target audiences. However, poor internet penetration in target areas and among target demographics may limit the applicability of the medium. MOVO will expand its emphasis on social media in a measured, iterative manner that builds on effective, cost-efficient approaches. To the extent possible, all content will be cross-promoted across radio, video, mobile and social media to increase dissemination and build audiences across demographics and platforms.

The Public Affairs Section of the U.S. Consulate General in Chennai (PAS Chennai) is soliciting proposals for a project entitled, "Countering Disinformation in South India: A Regional Media Literacy Initiative." In the South Indian context, regional language media (TV, radio, print, and digital media) serve as the primary source of information for the 170 million citizens of South India (Tamil Nadu, Karnataka, Kerala, the Union State of Puducherry, and the Andaman & Nicobar Islands). This project focuses on regional language media professionals due to both their substantive reach and the fact that existing English-language trainings and resources on countering misinformation and disinformation may not be accessible to them.

The Soros Justice Fellowships Program's Media Fellowships support writers, print and broadcast journalists, bloggers, filmmakers, and other individuals with distinctive voices proposing to complete media projects that engage and inform, spur debate and conversation, and catalyze change on important U.S. criminal justice issues. The Media Fellowships aim to mitigate the time, space, and market constraints that often discourage individuals from pursuing vital but marginalized, controversial, or unpopular topics in comprehensive and creative ways. Media Fellowships are 12 months in duration, and fellows are expected to make their projects their full-time work during the term of the fellowship. Projects can begin in either the spring or fall of 2014.

With this solicitation, NIJ seeks proposals for funding for technology research and development to develop:* New, innovative means to speed the processing of large-capacity digital media in a forensically sound manner that preserves the probative value of the evidence that the media may contain.* More efficient means to store the large volumes of information seized as digital evidence while preserving the probative value of that evidence.

The Public Affairs Section of the U.S. Consulate General in Kolkata (PAS Kolkata) seeks proposals for a project titled "Youth for Peace: Follow-on Programming." The project will bring together young leaders from India, Bangladesh, Nepal, to understand the complex variables that affect peace and violence in their communities, identify best practices of conflict resolution and see themselves as key catalysts in the peace building process. Proposals should be based on the framework of an inaugural two-day workshop with a follow on two-day workshop after a span of two-three months, and a final Youth for Peace Summit. The focus of the first workshop will be on understanding cultural contexts, the empowerment of young people to think creatively about community resilience and causes of extremism, and the promotion of grassroots campaigns to challenge violent narratives. The second workshop will help participants identify and focus on topics of individual interest which may include, but not be limited to, best practices in building "online and offline" community resilience, creating successful social media campaigns, smartphone photography, film-making and interview techniques, boosting media literacy, develop critical thinking skills, and challenging narratives with empathy and humor. The grantee is encouraged to recruit private sector collaborations, i.e. with Microsoft and Facebook, to support breakout discussions on improving youth employment prospects and using technology to counter radicalization. The project year will culminate in a South Asia Youth for Peace Summit in Kolkata to showcase how young leaders are utilizing their diverse skill sets, knowledge and networks to effectively address persistent problems of today. The grantee will also create 5 short videos using content from the workshops to amplify messaging.

The U.S. Embassy Small Grants Program is designed to support civil society in Kazakhstan and advance the interests and will of Kazakhstani citizens. Project proposals must address one of the following themes: Theme 1: Promote respect for Human rights including diversity, tolerance, inclusion and youth empowerment. Theme 2: Enhance rule of law and cooperation between the government and civil society. Theme 3: Advance gender equality. Theme 4: Promote a culture of civic responsibility. Theme 5: Freedom of Media and expanded access to information, including through new media. Theme 6: Emphasize innovation in public education, health, environment; energy and public/private partnerships.

The United States Embassy in Podgorica supports specific projects and initiatives that facilitate the engagement of Montenegrin citizens in criminal justice reform efforts through grant awards up to $100,000. The main goal of the program is to help Montenegro transition to a more effective and transparent criminal justice system by engaging citizens in the process through watchdog and monitoring activities, advocacy and policy-making, research, and public education. Grants are awarded to U.S. and local non-governmental organizations (NGOs), media, or other organizations that have a proven track record in the criminal justice field and good organizational capacities.

The Pop Culture Collaborative represents an innovative hub for high impact partnerships and grants designed to help organizations and individuals leverage the reach and power of pop culture for social justice goals. Pop Up Rapid Response Grants are designed to help organizations working to build movements, drive campaigns, produce stories, and leverage media and entertainment mediums to drive positive narrative and social change in popular culture. Funded projects must impact, support, or engage at least one of these community groups: people of color, immigrants, refugees, or Muslims. Examples of funded projects include public events and private retreats; tool and resource prototypes; network and partnership building; story, narrative, and strategy design process; and creative content including short film/video, concerts, music recordings, etc. Grants range from $5,000 to $30,000. Requests may be submitted at any time by nonprofit organizations, for-profit organizations, and individuals. NIJ is seeking multidisciplinary research and evaluation proposals related to childhood exposure to violence. Such violence may include children who are direct victims and/or bystanders or observers of various forms of violence in the home, school, or community, including but not limited to peer victimization, bullying, harassment, child maltreatment, domestic violence, and community violence. Other types of violence to which children are exposed may be addressed, with the exception of media violence (e.g., television and movie violence, music advocating aggression, and violent video games). In particular, NIJ seeks proposals that address justice system responses to children identified as being exposed to violence; polyvictimization and multisystem involvement; and resilience and help-seeking.

The 2017 Transparency International Corruption Perceptions Index Report indicated that "across Eastern and Southeast Europe, civil society organizations and independent media experienced challenges in their ability to monitor and criticize decision-makers." Moreover, perceived instances of selective justice in Moldova and widespread corruption are widely regarded as key impediments to substantive reform in the criminal justice system that also contribute to low public trust in justice sector institutions. An active civil society plays an important role in protecting fundamental rights by monitoring the local actions of law enforcement entities and justice sector institutions, which can contribute to productive communication and enhance public trust.

The Global Engagement Center (GEC), an interagency entity within the U.S. Department of State, invites organizations that can implement programming to counter foreign state and non-state propaganda and disinformation efforts aimed at undermining United States national security interests to submit applications by April 11, 2018. All submissions or applications will be reviewed against the evaluation criteria outlined below. GEC expects to make multiple awards with a floor of $200,000 and a ceiling of $500,000 for each, constituting a planned total award volume of approximately $5,000,000. GEC reserves the right to award more or less funding or no funding at all as it deems in the best interest of the government. U.S.-based and foreign non-profit and non-governmental organizations (NGO), public international organizations (PIO), media outlets, for-profit entities, and institutions of higher education are eligible to apply by submitting an application as described in this announcement.

Raise awareness and understanding of science and technology and their potential to address a global challenge. Request for Proposals: For 2018, the IEEE Foundation Grants Program will invest approximately $304,000 to raise awareness and understanding of science and technology and their potential to address a global challenge. Proposals are invited from IEEE Organizational Units for projects that promote public understanding about how science and technology are being or could be used to address global challenges - including energy, cybersecurity, security, health care, and sustainability. The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a 12-month period to begin no later than September 15, 2013. Work under this cooperative agreement will involve the production of a 20- to 25- minute, high-end broadcast-quality DVD that introduces podular direct-supervision to a varied audience. The DVD will illustrate direct supervision through narration, interviews, graphics, and footage shot in jails. This project will be a collaborative venture with the NIC Jails Division.

The Board of Regents is seeking high quality, focused cooperative education and internship program proposals from Ohio institutions of higher education and their partners. This program has been funded  through one-time casino licensing fees; it is expected that the funds will be awarded to build systems to sustain co-ops and internships beyond the direct investment from the State and to ensure these workbased learning opportunities are relevant to the needs of students and businesses. Funds will be awarded to build the capability and capacity of programs to engage more students, more businesses,  and more faculty members in co-op and internship programs. With this solicitation, NIJ seeks applications for research and evaluation projects that will improve knowledge and practice related to identifying, preventing, investigating, prosecuting, and reducing technology-facilitated abuse, including sextortion, nonconsensual pornography (revenge porn), doxing, swatting, cyberstalking, and cyber-hate. NIJ will support scientifically rigorous projects designed to produce highly practical findings that will inform program, policy, practice and other efforts to address such crimes. NIJ is particularly interested in research and evaluation projects addressing the following topics . Risk and protective factors associated with an individual falling victim to technology-facilitated abuse, as well as how individuals or organizations become involved in these types of crimes. . Studies of the costs and consequences of technology-facilitated abuse (financial and otherwise), as well as how Internet-enabled harassment may be related to other crime(s). . Studies of the effectiveness of approaches in identifying, preventing, investigating, and prosecuting technology-facilitated abuse (This may include consideration of legislation and/or training). . Studies of the frequency and impacts of technology-facilitated abuse, in particular their effect on women and ethnic, religious, and racial minorities.
