As part of broader university-wide diversity and inclusion efforts, the Office of the President and the Office for the Advancement of Research and Scholarship (OARS) have issued a special call for proposals to conduct research, scholarship, or creative activities in the areas of social justice, human rights, diversity, and inclusion. Proposals may be submitted in any of these areas, but must address a scholarly question that will lead to testable objectives or measurable outcomes.

The Council on Undergraduate Research (CUR) is pleased to offer a limited number of conference grants. These grants will be used to subsidize the cost of attendance for individuals to attend either CUR Dialogues 2015: Climbing the Ladder to Funding Success: Diverse Sources, Diverse Pathways or Undergraduate Research Programs: Building, Enhancing, Sustaining. Nominees are asked to provide contact and demographic information, a statement of expenses, a statement describing financial need, and a statement on expected outcomes from attending the conference. Historically under-represented groups and first-time attendees will be given priority. The review committee will work to ensure awardees represent a diverse subset of the applicants, specifically across discipline/CUR Division and geographic location. Awardees will receive the conference grant as a rebate after their confirmed participation in the conference, and the submission of reimbursement paperwork.

Since 1983, the AccessLex Institute has evolved to meet the ever-changing challenges and needs of the law students and institutions it serves by conducting and commissioning research that illuminates the latest data and evidence on the critical issues in legal education today. To that end, the institute is currently accepting applications for its Diversity Pipeline Research Grant Program from organizations working to enhance access to legal education for students from diverse backgrounds. With the ultimate goal of increasing knowledge that buttresses methods for increasing the enrollment and success of law students, the program supports current or proposed programs and initiatives aimed at helping college students and/or graduates from historically underrepresented racial and socioeconomic groups successfully matriculate into law school and the legal profession.

This solicitation will focus on targeted efforts to reduce gang activity by focusing on strategies to disrupt recruitment and incentivize desistance by supporting programs that offer alternative support mechanisms for youth. Law enforcement and prosecutorial agencies will be critical partners for this proposed initiative. Funding to prosecutorial and law enforcement agencies would support diversion activities as well as targeted incentives such as tattoo removal and life skill training for youthful gang members seeking to desist from gang activity. OJJDP has a long history of supporting community efforts to combat gang crime. Through OJJDP’s Comprehensive Gang Model, communities can implement a comprehensive approach to gang crime and youth violence reduction. Eligible applicants will be required to implement OJJDP’s Comprehensive Gang Model by working with the National Gang Center, and may use grant funds to support gang desistance/diversion activities.

The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for an 18-month period to begin no later than September 15, 2013. Work under this cooperative agreement will involve the development of a guiding framework document of promising practices regarding children of incarcerated parents. This project will examine the points of the criminal justice continuum from arrest and jail incarceration through the pre-adjudication phase; including: pretrial, release, diversion, guilty adjudication, and reentry from local jails and how each of the decisions made throughout the pre-adjudication phase in the criminal justice system impacts this population. The project will further identify and highlight innovations and promising practices that have shown to positively impact children of incarcerated parents. This project will be a collaborative venture with the NIC Community Services Division.

The Practitioner-Researcher Partnership in Cognitive Behavioral Mentoring Program will support the development, implementation, and evaluation of innovative mentoring approaches for youth at high risk for delinquency/juvenile and criminal justice involvement or victimization and trauma. These mentoring approaches must incorporate practices that are informed by research on cognitive behavioral interventions and techniques. The program will fund a partnership between a practitioner/service provider and an evaluator/researcher. Practitioner/service provider applicants should develop and implement cognitive behavioral-informed practices within existing mentoring programs. These new or enhanced approaches should be piloted, manualized, and implemented with a diverse target population (defined as populations that differ demographically and/or in implementation setting). Researcher applicants should design a rigorous evaluation that examines the program design, implementation fidelity and process, and program impact. OJJDP expects the practitioner and researcher to work closely throughout the application and program development, implementation, and evaluation. OJJDP expects to make separate awards to support program development and service delivery (Category 1) and evaluation activities (Category 2). Authorizing Legislation: This program is authorized pursuant to the Department of Justice Appropriations Act, 2016 Pub. L. No. 114-113, 129 Stat. 2242, 2309.

 This purpose of this grant is to: educate, train, and produce materials for law enforcement, criminal justice practitioners, and treatment providers to reduce justice costs, reduce recidivism, improve access to services and service delivery, and reduce disproportionality of punishment in the criminal justice system. The grant recipient shall:* Use expert practitioners in the fields engaged in law enforcement, criminal justice systems planning, and drug courts, specifically law enforcement, prosecutors, defense attorneys, judges, probation and parole officers, corrections officials, treatment providers, and criminal justice and public health policymakers. * Provide in-person training and jurisdiction-specific technical assistance to a variety of demographically-composed areas at the state, local, and tribal levels.* Include ONDCP policy priorities in the development and execution of training and technical assistance program and educational materials: o evidence-based treatment, medication-assisted treatment for opioid use disorders, o overdose prevention, o diversion programming with comprehensive case management and service provision* Collect and analyze data from jurisdictions engaged in grantee programming on alternatives to incarceration to determine the effectiveness of the trainings and on-site assistance.

This project will develop research-to-practice resources to advance the understanding, translation, and application of research and research-based strategies across four primary components of the juvenile justice system: (1) prevention and diversion, (2) community-based alternatives to placement, (3) detention and secure confinement, and (4) reentry. The intent of this project is to assist OJJDP, practitioners, and researchers with the translation and dissemination of research findings to be more understandable, useful, and strategically targeted. This project will collect and analyze current research findings on effective juvenile justice practices and develop innovative and easily accessible, consumable resources and tools for juvenile justice practitioners, administrators, and policymakers. The project will assist OJJDP in identifying and synthesizing relevant research into actionable, evidence-based practice tools to improve public safety and the effectiveness of the juvenile justice system.

NIJ's New Investigator/Early Career Program provides support for non-tenured assistant professors to conduct applied research on topics relevant to NIJ's Office of Research and Evaluation (ORE) including justice systems, violence and victimization, and/or crime control and prevention. Applications must propose research led by a Principal Investigator (PI) who: was awarded a terminal degree within the four (4) years prior to September 30, 2016; holds a non- tenured assistant professor position at an accredited institution of higher education in the United States; and has not previously served as PI on an NIJ research grant or fellowship. Please note that those who have held Graduate Research Fellowships with NIJ are not deemed PIs under that award and are eligible under this solicitation. NIJ encourages applications from diverse social and behavior sciences including but not limited to criminal justice, criminology, economics, law, psychology, public health, and sociology.

In collaboration with OVC, NIJ seeks proposals for formative evaluations and evaluability assessments of victims of crime service programs. NIJ is interested in evaluations of different types of victim services including, but not limited to, programs embedded in hospitals/trauma centers; umbrella/network organizations; one-stop victim services programs; and/or programs embedded in criminal justice agencies. NIJ recognizes that many victim services programs may not be ready to support rigorous outcome evaluations, and as such, a phased approach is needed. Applicants should plan to conduct a formative evaluation, as well as, an evaluability assessment to determine whether an outcome evaluation of the program or model is possible. Applicants should consider the diverse array of victim service programs.

NIJ seeks applications for funding investigator-initiated, interdisciplinary research and evaluation projects related to the administration of justice in three priority areas: (1) eyewitness evidence; (2) front-end intervention strategies (diversion and deflection, pretrial notification protocols and court appearance compliance, and justice system-led strategies aimed at young-adult offenders); and (3) enhancing investigation and prosecution (body worn cameras, and jury nullification). Strong applications that address the administration of justice in the U.S. but fall outside these areas may also be considered.

Supporting civil society and creating a space for a diversity of people and ideas is a cornerstone of U.S. foreign policy abroad. To that end, the U.S. Mission to China (Embassy Beijing and Consulates General Chengdu, Guangzhou, Shanghai, Shenyang, and Wuhan) seeks to support activities that promote civic engagement, human rights, good governance, rule of law, environmental protection, education, and multilateral and economic engagement. Such programming will enhance and broaden the outreach of the U.S. Mission in China.

The Public Affairs Section of the U.S. Consulate General in Kolkata (PAS Kolkata) seeks proposals for a project titled "Youth for Peace: Follow-on Programming." The project will bring together young leaders from India, Bangladesh, Nepal, to understand the complex variables that affect peace and violence in their communities, identify best practices of conflict resolution and see themselves as key catalysts in the peace building process. Proposals should be based on the framework of an inaugural two-day workshop with a follow on two-day workshop after a span of two-three months, and a final Youth for Peace Summit. The focus of the first workshop will be on understanding cultural contexts, the empowerment of young people to think creatively about community resilience and causes of extremism, and the promotion of grassroots campaigns to challenge violent narratives. The second workshop will help participants identify and focus on topics of individual interest which may include, but not be limited to, best practices in building "online and offline" community resilience, creating successful social media campaigns, smartphone photography, film-making and interview techniques, boosting media literacy, develop critical thinking skills, and challenging narratives with empathy and humor. The grantee is encouraged to recruit private sector collaborations, i.e. with Microsoft and Facebook, to support breakout discussions on improving youth employment prospects and using technology to counter radicalization. The project year will culminate in a South Asia Youth for Peace Summit in Kolkata to showcase how young leaders are utilizing their diverse skill sets, knowledge and networks to effectively address persistent problems of today. The grantee will also create 5 short videos using content from the workshops to amplify messaging.

The U.S. Embassy Small Grants Program is designed to support civil society in Kazakhstan and advance the interests and will of Kazakhstani citizens. Project proposals must address one of the following themes: Theme 1: Promote respect for Human rights including diversity, tolerance, inclusion and youth empowerment. Theme 2: Enhance rule of law and cooperation between the government and civil society. Theme 3: Advance gender equality. Theme 4: Promote a culture of civic responsibility. Theme 5: Freedom of Media and expanded access to information, including through new media. Theme 6: Emphasize innovation in public education, health, environment; energy and public/private partnerships.

Under 34 U.S.C. § 10132 (c)(3), the Bureau of Justice Statistics (BJS) is authorized to “collect and analyze data that will serve as a continuous and comparable national social indication of the prevalence, incidence, rates, extent, distribution, and attributes of crime.” To support this goal, BJS has conducted prior surveys of prosecutors and will update that information collection with this solicitation. The National Survey of Prosecutors, 2019 (NSP19) will focus on the administration of prosecution activities. The survey will update basic information, such as office size, types of staff and resources, as well as emerging issues important to the Attorney General’s priorities, such as the prosecution of violent crime, human trafficking, cybercrime, and responses to the opioid crisis. The survey will also collect information on problem-solving courts, prosecutorial diversion, processing of forensic evidence, plea bargains, and trials. There are over 2,300 prosecutor offices in the U.S. The recipient of funds will be asked to verify and update the sampling frame, design a sampling strategy, design a survey of state prosecutor offices, convene at least one meeting of a panel of experts to review the survey instrument and survey contact strategies, and submit the sampling plan and survey to BJS. After approval, the team will field the survey, collect the data, deliver the data to BJS, and work with BJS to analyze and report the data.
