NIJ seeks proposals for research and evaluation on the abuse, neglect, and exploitation of elderly individuals. NIJ is interested in research that either helps to define and operationalize polyvictimization among elderly individuals or to identify successful outcomes in elder abuse intervention research. These are two areas that have been identified as gaps for a number of years in the field.

The purpose of this FOA is to invite: 1) descriptive studies to identify putative juvenile protective factors, 2) experimental studies to test hypotheses about their effects on aging and 3) translational studies to characterize potential beneficial and adverse effects of maintaining or modulating the level of juvenile protective factors in adult life. Juvenile protective factors (JPFs), intrinsic to an immature organism, help to maintain or enhance certain physiological functions across all or some stages of postnatal development (i.e., segment of the life span between birth and sexual maturity), but diminish or disappear as the organism transitions from one maturational stage to the next. The loss or diminution of JPFs after a given stage of postnatal development or at time of sexual maturity may contribute to the onset of deleterious aging changes (e.g., compromised stem cell function and reparative capacity) across adulthood. This FOA is uniquely focused on animal and clinical studies which involve comparisons between juvenile versus adult states or between stages of postnatal development to identify putative JPFs and their effects on aging. 

The Enhanced Training and Services to End Abuse in Later Life Program provides or enhances training and services to address elder abuse, neglect, and exploitation, including sexual assault, domestic violence, dating violence, or stalking, involving victims who are 50 years of age or older.

This solicitation will support projects to develop and/or evaluate innovative training to improve officer decision-making and in turn outcomes in police-citizen interactions. NIJ is particularly interested in the dosage and curriculum and in evaluations that can measure how the training received is transferred and applied to the actual work setting as well as outcomes associated with the training.

The W.E.B. Du Bois Program furthers the Department's mission by advancing knowledge regarding the confluence of crime, justice, and culture in various societal contexts. It supports research on the intersections of race, offending, victimization, and the fair administration of justice for both juveniles and adults. This solicitation seeks investigator-initiated proposals to conduct research on topics linked to race and crime in violence and victimization, crime and prevention, and justice systems (policing, courts, community and institutional corrections). For FY2017, NIJ is particularly interested in research on homicide and other violence in minority communities, and criminal court topics. Funding categories include: 1) W.E.B. Du Bois Scholars who are advanced in their careers; and 2) W.E.B. Du Bois Fellows who are early in their careers.

The purpose of this solicitation is to promote multidisciplinary research in the area of safety, health, and wellness for the criminal justice community in support of the NIJ Safety, Health, and Wellness Strategic Research Plan 2016-2021.2 Categories: 1) Causes and effects of stress and trauma on: (a) law enforcement and corrections officers or (b) individuals in violent communities; 2) Impact of parental jail incarceration on children; and 3) The efficacy of services, strategies, policies, and processes within the criminal or juvenile justice system that serve as responses to children exposed to violence

With this solicitation, NIJ seeks proposals for funding of rigorous research and/or evaluation projects that advance understanding of the impact of policing strategies and/or practices beyond crime reduction. NIJ welcomes proposals to evaluate practices and strategies that use place as well as the individual as their focus. Proposals should consider outcome measures that are both positive and negative on the unit of analysis, including but not limited to crime rates and calls for service.

NIJ seeks proposals for basic or applied research and development projects that will: (1) increase the body of knowledge to guide and inform forensic science policy and practice or (2) lead to the production of useful materials, devices, systems, or methods that have the potential for forensic application. The intent of this program is to direct the findings of basic scientific research, research and development in broader scientific fields applicable to forensic science, and ongoing forensic science research toward the development of highly discriminating, accurate, reliable, cost-effective, and rapid methods for the identification, analysis, and interpretation of physical evidence for criminal justice purposes.

The Bureau of International Narcotics and Law Enforcement Affairs (INL) advises the President, Secretary of State, other bureaus in the Department of State, and other departments and agencies within the U.S. Government on the development of policies and programs to strengthen the ability of criminal justice institutions to combat transnational organized crime. INL is operationalizing this policy goal in Guinea. Helping to build the architecture of democracy, INL's goal is for the Government of Guinea to provide citizen security in a manner that respects human rights and the rule of law. The Graduate Research Fellowship in Science, Technology, Engineering, and Mathematics (GRF-STEM) provides awards to accredited academic institutions to support graduate research leading to doctoral degrees in topic areas that are relevant to ensuring public safety, preventing and controlling crime, and ensuring the fair and impartial administration of criminal justice in the United States. Applicant academic institutions sponsoring doctoral students are eligible to apply only if the doctoral student's degree program is a Science, Technology, Engineering, or Mathematics (STEM) discipline; and the student's proposed dissertation research has demonstrable implications for addressing the challenges of crime and/or the fair and impartial administration of criminal justice in the United States.Awards are anticipated to be made to successful applicant institutions in the form of grants to cover fellowships for the sponsored doctoral students

The Program aims to enhance the capability of forensic science applications in traditional law enforcement/criminal justice purviews and in expeditionary environments. The Program accomplishes this mission by funding research projects that lead to the production of useful knowledge, materials, devices, systems, or methods that have forensic function. To provide technical assistance to Prison Industry Enhancement Certification Program, Certificate Holders and their Cost Accounting Centers. Prison Industry Programs assist incarcerated individuals to develop marketable skills that will increase their potential for rehabilitation and employment upon release.

The Practitioner-Researcher Partnership in Cognitive Behavioral Mentoring Program will support the development, implementation, and evaluation of innovative mentoring approaches for youth at high risk for delinquency/juvenile and criminal justice involvement or victimization and trauma. These mentoring approaches must incorporate practices that are informed by research on cognitive behavioral interventions and techniques. The program will fund a partnership between a practitioner/service provider and an evaluator/researcher. Practitioner/service provider applicants should develop and implement cognitive behavioral-informed practices within existing mentoring programs. These new or enhanced approaches should be piloted, manualized, and implemented with a diverse target population (defined as populations that differ demographically and/or in implementation setting). Researcher applicants should design a rigorous evaluation that examines the program design, implementation fidelity and process, and program impact. OJJDP expects the practitioner and researcher to work closely throughout the application and program development, implementation, and evaluation. OJJDP expects to make separate awards to support program development and service delivery (Category 1) and evaluation activities (Category 2). MOVO will be a five-year regional messaging and communication effort that leverages both traditional and new media to counter violent extremism and promote democracy, human rights and governance. MOVO will aim to form lasting partnerships to amplify moderate voices in communities as well as national and regional networks and institutions. MOVO will use a strategic information campaigns to tackle difficult, long-standing issues critical to VE vulnerability as well as to respond directly to events and hot topics. MOVO will integrate with other USG CVE and messaging efforts, such as State and USAID-funded programs, Public Affairs Sections and Military Information Support Teams (MIST) in the region. With regard to mediums of information exchange, MOVO will strengthen and expand existing PDev II radio networks and programming, continuing to invest in the medium most easily accessible to rural communities at-risk. However, MOVO will also produce targeted video content in targeted countries that is easily sharable and of most interest to target demographics. Mobile platforms that leverage feature phones have proved wildly popular and are useful in engaging rural audiences. Social media offers exciting new opportunities to connect with target audiences. However, poor internet penetration in target areas and among target demographics may limit the applicability of the medium. MOVO will expand its emphasis on social media in a measured, iterative manner that builds on effective, cost-efficient approaches. To the extent possible, all content will be cross-promoted across radio, video, mobile and social media to increase dissemination and build audiences across demographics and platforms.

The purpose of this award is to provide funding through a cooperative agreement for a collection agent to administer the third round of the National Survey of Youth in Custody (NSYC-3). NSYC-3 will gather self-reported sexual assault data from youth in juvenile correctional facilities. Activities include drawing a national sample of state-operated juvenile facilities and locally or privately-operated facilities that house adjudicated youth under state contract, administering the survey to sampled youth within these facilities, and conducting other data collection, analysis, and reporting activities as needed. Successful completion of these activities will meet the data collection and analysis requirements of the Prison Rape Elimination Act of 2003 (P.L. 108-79) and will provide a list of juvenile correctional systems and facilities according to the prevalence of sexual victimization. BJS anticipates making one award for a 48-month period )January 2, 2017 to December 31, 2020) under this solicitation.

The Comprehensive School Safety Initiative (CSSI) funds rigorous research to produce practical knowledge that can improve the safety of schools and students. The initiative is carried out through partnerships between researchers, educators and other stakeholders, including law enforcement and mental health professionals. Projects funded under the CSSI are designed to produce knowledge that can be applied to schools and school districts across the nation for years to come. This solicitation includes multiple funding categories with different expectations and requirements to accomplish the purposes of the CSSI.

Through this competitive solicitation, the Bureau of Justice Statistics (BJS) is seeking a professional or scholarly society to administer a BJS-sponsored Faculty Research Fellowship Program. This fellowship program aims to increase the pool of researchers who use criminal justice statistical data generated by BJS, thereby contributing solutions that better prevent and control crime and help ensure the fair and impartial administration of criminal justice in the United States. The research fellowships envisioned will be relatively small-scale projects that can be completed within 6 months.
