    Jail administrators have an important role in ensuring that jail operations are conducted in a safe, secure, humane, and legal manner. The goal of the Jail Administration program is to provide jail administrators with information and tools that can be used to fulfill this role. Jail administrators must have knowledge and skills in a wide variety of areas to oversee operations and manage specific functions. Each module of the current program focuses on specific administrative responsibilities and tools including: action planning; using jail standards; managing risk; developing policy and procedure; determining staffing needs; managing the workforce; managing inmate behavior; developing a fire, safety and sanitation plan and; assessing jail operations.

Accreditation of Mexican Law Enforcement Agencies, Emergency Communications Centers and... - 0 views

    The purpose of this project is the accreditation of management practices and delivery of law enforcement services of Mexican law enforcement agencies, emergency communications centers and police academies (here in after referred as Mexican agencies) according to standards that meet international standards. Participating Mexican law enforcement agencies are evaluated with regard to major law enforcement areas such as: 1) Roles, responsibilities and relationships with other agencies; 2) Organization, management and administration; 3) Personnel Administration; 4) Law Enforcement operations, operation support and traffic law enforcement; 5) Detainee and court-related services; and 6) Auxiliary and technical services. The accreditation process provides a structured mechanism for Mexican law enforcement agencies to improve their management practices and the delivery of law enforcement services to their communities. Subject to the availability of funds and pending Department of State management approvals, INL intends to issue an award in an amount not to exceed $7,000,000 in total funding. The U.S. Dollar amount will be funded from INL allocated funds, for an initial project period of five (5) years. INL reserves the right to fund any number of applications or none of the applications submitted and will determine the resulting level of funding for each award(s).

    The Network of International Corrections Experts (NICE) Program will assist foreign corrections partners increase their capacity to operate prisons that are safe, secure, humane, and transparent by identifying current and former U.S. corrections officials with specific, relevant technical expertise to mentor, advise, train, and deliver technical assistance to foreign corrections partners for overseas deployments. Expertise is needed in areas including, but not limited to: community corrections/probation and parole/alternatives to incarceration; electronic monitoring; managing juveniles; security operations; emergency management and response; classification; delivering corrections training programs, such as basic and executive management training; prison design and construction; prison industries; prison intelligence; prisoner transport; corrections in a high threat environment; managing and programming in female corrections facilities; and inmate mental and physical health care.

    The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for an 18-month period to begin no later than September 15, 2013. Work under this cooperative agreement will provide support services to NIC Community Services Division sponsored networks. The networks are designed for NIC to assist in meeting the needs of the field of community corrections by serving defined groups of members. Each of the networks typically meets twice per fiscal year, for a total of up to ten meetings. The purpose of this cooperative agreement is for the awardee to provide specific support services to each of the network managers. Some of the potential tasks include attending network meetings to keep track of meeting minutes accurately, provide support to the network manager, prepare a summary report for the network participants, prepare a detailed report for the network manager, create a quarterly report on the "Hot Topics" from all the networks combined that may benefit the field at large, and other administrative duties relevant to each network meeting.     The Support for Adam Walsh Act (AWA) Implementation Grant Program assists jurisdictions with developing and/or enhancing programs designed to implement requirements of SORNA. In summary, SORNA requires: (1) all States, the District of Columbia, the principal U.S. territories, and participating federally recognized Indian tribes to maintain a sex offender registry; and (2) sex offenders to register and maintain a current registration in each jurisdiction where the offender resides, is an employee, or is a student. SORNA also sets forth requirements for sex offender registries, to include: specified required information, duration of registration, and in-person verification of sex offender identity as well as participation in the National Sex Offender Public Website (NSOPW), and the utilization of the SORNA Exchange Portal. Discussion of a jurisdiction's planned activities should include information regarding the jurisdiction's SORNA implementation working group. With responsibility for leading complex correctional systems, Correctional Executives are charged with managing human resources, developing and implementing agency policy and procedure, engaging with internal and external stakeholders, and administering significant fiscal resources - all while supporting strong business practices and delivering results. As such, it is imperative for Correctional Executives to stay current regarding critical issues facing the field and methods for effectively addressing areas of need. It is critically important for them to keep abreast of correctional best practices and emerging issues, as well as developing and maintaining a strong association participant's network of other correctional administrators. Further, other Correctional Executives provide vital assistance in gathering information, sharing perspectives, and providing possible solutions for their associate participants. . NIC has been committed for years to improving executive performance by providing excellent leadership and management training through previous Executive Excellence programs to corrections professionals.     The National Institute of Corrections (NIC) is soliciting proposals from organizations, groups, or individuals to enter into a cooperative agreement for a 12-month period to begin no later than September 15, 2014. Work under this cooperative agreement will involve review and revision of the current Inmate Behavior Management (IBM) curriculum based on the Instructional Theory Into Practice (ITIP) model, including relevant language and concepts from NIC's Direct Supervision training curriculum, incorporation of two established NIC e-courses ("Objective Jail Classification: Assessing Inmate Risk and Needs" and "Assigning Inmates to Housing")as part of the pre-work for participants, identification of benchmarks for implementation of IBM in local jurisdictions, and development of a 4- to 5-day pilot training based on the revised curriculum. The awardee will develop an updated program description, detailed narrative lesson plans, a participant manual that follows the lesson plans, and presentation slides for each lesson plan. A qualified awardee will demonstrate expertise and experience in the six elements of IBM developing curricula based on adult learning principles, specifically ITIP, the principles of Direct Supervision, and the purpose, functions, and operations of local jails. The awardee will work closely with NIC staff on all aspects of the project and collaborate with NIC-approved subject matter experts and a curriculum specialist as part of the curriculum revision/development team. Specifically, this is a call to develop a Training for Trainers (T4T) curriculum. Applicants are encouraged to propose innovative designs to achieve the tasks set forth in this solicitation. The curriculum must contain components of both distance and face-to-face learning, with an emphasis on choosing the most effective and efficient delivery option available to achieve learning objectives. The curriculum will be housed and operated through NIC's online learning management system (LMS), the NIC Learning Center. All components of the curriculum must be compatible with the Learning Center, and a successful applicant will have a team member with the knowledge and skill to work with NIC staff on this aspect of the course.

    The Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT) is accepting applications for fiscal year (FY) 2015 Grants to Expand Substance Abuse Treatment Capacity in Adult and Family Treatment Drug Courts. The purpose of this program is to expand and/or enhance substance abuse treatment services in existing adult and family "problem solving" courts, which use the treatment drug court model in order to provide alcohol and drug treatment (including recovery support services supporting substance abuse treatment, screening, assessment, case management, and program coordination as well as family-focused services in the case of Family Treatment Drug Courts) to defendants/offenders. Grantees will be expected to provide a coordinated, multi-system approach designed to combine the sanctioning power of treatment drug courts with effective treatment services to break the cycle of criminal behavior, child abuse and neglect, alcohol and/or drug use, and incarceration or other penalties. Grants funds must be used to serve people diagnosed with a substance use disorder as their primary condition, particularly high risk/high need populations diagnosed with substance dependence or addiction to alcohol/other drugs and identified as needing immediate treatment. Grant funds must be used to address gaps in the continuum of treatment for those individuals in these drug courts who have substance abuse and/or co-occurring disorders treatment needs. Grant funds may be used to provide services for co-morbid conditions, such as mental health problems, as long as expenditures remain consistent with the drug court model which is designed to serve individuals needing treatment for substance dependence or addiction to alcohol/other drugs. Through HawksNest, alumni, family, and friends of the university can directly support the research, scholarship, and service projects of Miami University students, faculty, and staff. This is how HawksNest works: * Any Miami University student, faculty, or staff member may complete an online application to have a project considered for funding. * An internal review team assesses applications and posts approved projects on HawksNest for a maximum of 45 days. * Potential donors visit the site to learn about and pledge funds to approved projects. * Once a funding goal has been met, the project can begin! * Project managers use the site to keep donors up-to-date with information on the project's progress.

    Through this solicitation, BJS is seeking a national technical assistance service provider to support the goals and objectives of its National Criminal History Improvement Program (NCHIP) and NICS Act Record Improvement Program (NARIP).
