With this solicitation, NIJ seeks applications for funding of multidisciplinary research projects addressing three topics: 1) The impact of fatigue and stress on officer performance. 2) Enhancing strategies for officer interaction with mentally ill individuals. 3) Advancing Resiliency for the Forensic Workforce- Understanding the Impact and Management of Stress, Burnout, and Vicarious Trauma. This solicitation supports the U.S. Department of Justice’s priority of protecting officers and other public safety personnel. This solicitation also supports the following five objectives of the NIJ Safety, Health, and Wellness Strategic Research Plan 2016-2021 (August 2016): 1) Objective I.2: Support development, and promote strategies, policies, practices, and technologies that enhance the safety of criminal justice personnel. 2) Objective I.4: Develop policies, strategies, and technologies to promote safety in criminal justice interactions with the public. 3) Objective II.1: Promote research to improve the physical and mental health of individuals working in the criminal justice system. 4) Objective II.2: Study both trauma and suicide among criminal justice employees. 5) Objective II.4: Promote science-based tools and strategies to monitor physical and mental health.

NIJ is seeking rigorous research to evaluate promising practices and strategies that aim to promote effective management and supervision of offenders in both institutions and in the community. Specifically, NIJ is interested in receiving proposals for research and evaluation focused on: * Reducing violence and misconduct. * Provision of medical and mental health services. NIJ is particularly interested in receiving proposals addressing these topics in the context of jails, community corrections, and rural and tribal correctional systems. Every correctional setting has a unique operating environment and challenges. Yet jails, community corrections, and rural and tribal correction systems have received limited empirical attention relative to the number of jurisdictions they serve and the critical functions they provide in the delivery of correctional services. The research resulting from this solicitation supports the U.S. Department of Justice's priorities to reduce violent crime and to protect police and other public safety personnel.

The intended outcome of this program is to advance efforts to improve and develop state drug residue prevention programs. It is necessary to provide assistance to state drug residue programs that need a stronger foundation to promote the prevention of illegal drug residues in animal derived foods through educational outreach and training. This program is intended to ensure drug residue prevention programs are developed to protect consumer exposure to drug residues in the edible products of food animals and support activities related to drug residue prevention. In addition, these awards will assist state agencies to better direct their programs to reduce the outcomes of illegal drug residues in animal derived foods. This cooperative agreement program (CAP) will focus on outreach, education and training. In addition, grantees will focus on performing targeted on-site assessments related to drug residue violations and best practice visits to industry and individuals to communicate proper drug use and promote effective management practices for drug residue prevention.

The Bureau for International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. The Colombia program builds on efforts begun under Plan Colombia, with a shift towards supporting the Colombian government's institutional reforms and strengthening the criminal justice system. The INL section in Embassy Bogota manages the justice sector program funded through the International Narcotics Control and Law Enforcement (INCLE) account and destined for Colombia.

The purpose of this project is to support methodologically rigorous research and evaluations (ideally a randomized controlled demonstration field experiment) with practical implications for government-funded juvenile reentry including in areas not limited to screening and assessment, behavioral management, organizational or institutional capacity and structure, cross-system services and coordination, post-release services and supervision, and family engagement and support. OJJDP is particularly interested in studies that focus on effective strategies for juveniles with co-occurring substance abuse and mental health issues; gang involved juveniles; and older juveniles or young adults who are returning to communities struggling with violence and crime.

Through this Leader with Associates Award, USAID will bring cutting-edge expertise in anticorruption to bear on USAID's global and mission-level biodiversity conservation, natural resource, and democracy, rights and governance programs. The overall program purpose is to combat wildlife trafficking and other environmental crimes by reducing corruption. The program aims to accomplish this purpose by: (1) building on global experience across sectors to provide thought leadership, best practices, tools, and opportunities to build partnerships to tackle corruption; and (2) supporting USAID Missions to better tackle corruption within their wildlife trafficking, natural resources management and biodiversity conservation portfolios.

The DOE Isotope Program (IP), managed by SC Nuclear Physics (NP), hereby announces its interest in receiving applications for Research and Development (R&D) on novel methods to produce or improve production radioactive or enriched stable isotopes needed for a wide variety of research and applications. This announcement is administered under the NP Isotope Development & Production for Research and Applications (IDPRA) Sub-Program. The proposed R&D should generate data relevant to isotope production or lead to new and innovative technologies, or improvements to existing technologies to foster enhanced production of isotopes. Successful proposals will clearly describe how the outcome of the proposed work would support and enhance the production of isotopes used for research and applications in medicine, homeland security, the physical sciences, biological and geological sciences, energy, industry, etc. Applications incorporating effective ways to train personnel with essential knowledge and skills related to the production, processing, purification, and distribution of enriched stable and radioactive isotopes are strongly encouraged. The Bureau of Democracy, Human Rights and Labor (DRL) announces a Request for Statements of Interest (RSOI) from organizations interested in submitting Statements of Interest (SOI) outlining project concepts and capacity to manage programs that will contribute to stabilization in Iraq by advancing human rights and rule of law; promoting reconciliation, accountability, and atrocities prevention; strengthening effective governance and increasing political participation; and protecting and empowering women, youth, and marginalized populations, including ethnic and religious minorities. The mission of the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering and Tracking (SMART) is to assist jurisdictions with implementation of the Sex Offender Registration and Notification Act (SORNA) and provide assistance to criminal justice professionals across the entire spectrum of sex offender management activities needed to ensure public safety. Statutory Authority: Funding for this project is authorized pursuant to the Adam Walsh Child Protection Act, 34 U.S.C. 20901 et seq. The SMART Office will fund one fellowship position focusing on enhancing SORNA jurisdictions' registration and notification programs by improving their responses to the victims of sexual violence and exploitation.

CT seeks proposals to strengthen the Bangladeshi capacity to successfully implement the Antiterrorism Act of 2009, amended in 2013, and adequately address the threat of terrorism and terrorist financing in a rule of law framework. This project will complement CT-funded assistance focused on Bangladeshi prosecutors, investigators, and regulators that is being provided through the Department of Justice's Office of Prosecutorial Development, Assistance, and Training (OPDAT). Project proposals should focus on building the capacity of judges, magistrates, law clerks, and other judicial personnel, to successfully adjudicate terrorism cases in accordance with the rule of law and should address all of the following areas: 1. Develop a unified judicial practice focused on terrorism, terrorism financing, and money laundering cases that adheres to the rule of law; 2. Strengthen their capacity to implement Bangladesh's Antiterrorism Act of 2009 laws through the effective adjudication of terrorism, money laundering, and terrorism financing cases; 3. Develop administrative capacity for courts to streamline case management for terrorism cases and address significant backlogs.

The prison population for women has grown at double the pace of men over the past 40 years and is the fastest growing population in jails. It is critical to incorporate the relevant research and practice into the development of policy, practice and programs to reduce the rate of growth in women's correctional populations and improve management of women in our justice systems.

The goals of the Justice Sector Training, Research, and Coordination Plus (JusTRAC+) program are twofold: (1) to enhance the applied knowledge and skills of individuals and organizations that fund, design, manage, and implement rule of law programs, including U.S. Government personnel; and (2) to improve rule of law programming coordination among U.S. Government agencies, foreign governments, and multilateral, international and non-governmental organizations by supplementing educational activities with analytical products, stakeholder consultation, and dialogue facilitation support.

NIDA is interested in research that addresses research gaps related to the delivery of integrated treatment services for HIV and opioid use disorder (OUD) among the justice-involved population in the US, with a goal of improving treatment management and implementation. A quarter of people with HIV pass through the justice system each year, making it an important system for HIV prevention and treatment. Community re-entry from incarceration is a time of heightened risk for opioid relapse, mortality, HIV risk behaviors, and discontinuation of HIV treatment. Given these elevated levels of risk, justice-involved PWID should be prioritized for screening and linkage to the full continuum of HIV prevention and treatment services, including Pre-exposure prophylaxis (PrEP) and highly active antiretroviral therapy (HAART). There is a need to better understand the effectiveness of the clinical interventions as received in this population, as well as the methods by which those interventions are delivered (navigation/mobile services).

In 2012, the Ministry of Public Security of Costa Rica designed a model of the police service implemented by quadrant, which aimed to improve the quality of service provided to citizens by assigning specific responsibilities to police officers who serve in a small geographical area, called a quadrant. However, seven years later the police service model is not being implemented in all police stations in the country and, where it is being implemented, there is no evidence that the model has achieved its main objective. For this reason, the Directorate of Public Force has expressed the need to optimize this police service model by incorporating the principles of the problem-oriented policing (POP) and evidence-based policing. This will enable evidence with targeting and scientific methods to improve the quality of police services, reducing crime rates and increasing the confidence and perception of security in Costa Rica. The specific problem is that the current management model for the police force is ambiguous, inadequate and has no scientific basis, which makes the model urgent to be optimized in order to improve the police force's response to the population's security needs.

The 2020 CPD program will fund projects that develop knowledge, increase awareness of effective community policing strategies, increase the skills and abilities of law enforcement and community partners, increase the number of law enforcement agencies and relevant stakeholders using proven community policing practices and institutionalize community policing practice in routine business. The COPS Office, a federal provider of innovative, customer-focused resources that address the continuing and emerging needs of those engaged in enhancing public safety through community policing, has designed the CPD solicitation to address critical topics in the law enforcement field by building on the principles of community policing. The 2020 CPD program has been established to fund specific projects related to the following topic areas: (1) Law Enforcement Injury Prevention and Rehabilitation Program Toolkit; (2) Recruiting the Next Generation of Officers and Deputies; (3) Promising Practices in Law Enforcement Victim Support; (4) Rural Law Enforcement Training Center; (5) Managing High-Risk Law Enforcement Vehicular Pursuits; (6) Implementing Successful Faith-Based Partnerships; (7) Police Academy Innovations; (8) Public Safety Implications of Driving Automation Systems for Motor Vehicles; (9) Open Category; and (10) Invitational Applications. The study of adult offender decision-making has typically been approached from the rational choice model. With this solicitation NIJ seeks to expand the existing research by examining the process of adult offender decision-making with respect to the decision to offend. NIJ requests proposals that either expand the rational choice model or use other theories (e.g., behavioral economics, business models, psychology, or cognitive models) or both. Proposed research also should consider issues such as social context, emotions, default choices, or possibly environmental context to help the field gain a better understanding of the overall decision-making process.

The Board of Regents is seeking high quality, focused cooperative education and internship program proposals from Ohio institutions of higher education and their partners. This program has been funded  through one-time casino licensing fees; it is expected that the funds will be awarded to build systems to sustain co-ops and internships beyond the direct investment from the State and to ensure these workbased learning opportunities are relevant to the needs of students and businesses. Funds will be awarded to build the capability and capacity of programs to engage more students, more businesses,  and more faculty members in co-op and internship programs. The programs should address the talent needs of JobsOhio key industries.

The State Department's Bureau of International Narcotics and Law Enforcement Affairs (INL) has been working with the Government of the Republic of Tunisia to enhance the capacity of Tunisia's criminal justice system since 2011. This includes efforts to improve both the capacity of civilian law enforcement to provide citizen security, as well as the capacity of the justice sector to provide access to justice and maintain the rule of law throughout the country. The goal of INL's corrections reform program is to enhance the performance and capacity of Tunisia's corrections institutions. INL is initiating this notice of funding to provide continued assistance to the DGPR and to build upon previous efforts to implement the classification program system-wide in order to promote safe, secure, and humane prisons.
