The Air Force Office of Scientific Research "we, us, our, or AFOSR" manages the basic research investment for the U.S. Air Force. As a part of the Air Force Research Laboratory (AFRL), our technical experts discover, shape, and champion research within the Air Force Research Laboratory, universities, and industry laboratories to ensure the transition of research results to support U.S. Air Force needs. Using a carefully balanced research portfolio, our research managers seek to foster revolutionary scientific breakthroughs enabling the Air Force and U.S. industry to produce world-class, militarily significant, and commercially valuable products. Our focus is on research areas that offer significant and comprehensive benefits to our national warfighting and peacekeeping capabilities. These areas are organized and managed in two scientific Branches:  Engineering and Information Sciences (RTA) Physical and Biological Sciences (RTB)

NIST is soliciting applications from eligible institutions of higher education in the U.S. and its territories that offer two- or four- year degrees in academic science, technology, engineering and mathematics (STEM) disciplines, which include but are not limited to biochemistry, biological sciences, chemistry, computer science, engineering, electronics, materials science, mathematics, nanoscale science, neutron science, physical sciences, physics, and statistics, to establish and manage a program to support collaborative research relationships among NIST staff, undergraduate and graduate students, individuals with bachelor's or master's degrees, post-doctoral fellows, and academic affiliates, and the PREP researchers' academic institutions. These collaborative relationships will include research opportunities at the relevant NIST campuses in Boulder, Colorado (CO) (PREP Boulder), or Gaithersburg, Maryland (MD), and/or Charleston, South Carolina (SC) (PREP Gaithersburg). Eligible applicants may apply to establish and manage a PREP Boulder program or a PREP Gaithersburg program or may apply to establish and manage programs for both.

The Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) is organized into five Joint Project Management Offices (JPMO), each responsible for specific commodity areas. General information on the JPEO-CBD and subordinate JPMOs can be obtained from the JPEO-CBD website at http://www.jpeocbd.osd.mil/. The medical CBRN countermeasures developed by the Joint Project Manager Medical Countermeasure Systems (JPM MCS) office directly support the current, near-term, and far-term challenges by providing the capability to prevent, diagnose and treat the effects of chemical, radiological and biological warfare agents. Mission areas and technical points of contact for the product management offices within the JPM MCS are shown in Section VII of this BAA. Proposals are sought from all eligible sources as specified herein, including educational institutions, nonprofit organizations, and private industry. This Broad Agency Announcement (BAA) provides general information, proposal preparation instructions, evaluation and selection criteria, and award administration.

Background: The BLM routinely requires assistance to implement prescribed fire projects. These projects are utilized to reduce accumulations of hazardous fuels, improve wildlife habitat, and reduce the negative effects of wildfire. The BLM would like to continue to utilize a qualified recipient for prescribed fire projects on BLM managed lands. Due to time constraints and rules and regulations inherent to prescribed fire operations, the recipient must be red carded at the appropriate levels for the assigned projects, and should be a close, available resource. The goal is to develop a good working relationship and understanding of the roles and responsibilities required to implement and manage prescribed fire operations. Objectives: Select parcels of BLM, Montana lands have been identified as candidates for fuels reduction treatments. The objective is to effectively and efficiently treat these parcels in accordance with BLMs policy and standards and the National Fire Plan. Public Benefit: Reduce accumulations of natural and activity fuels on BLM managed lands across Montana as determined by the NEPA process. The projects will efficiently reduce the risk to the public and natural resources from wildland fire.

EPA's Office of Pesticide Programs (OPP), in coordination with the EPA Regional Offices, announces the availability of approximately $506,000 for FY13 to further, through research, development, monitoring, public education, training, demonstrations, or studies, the adoption of Integrated Pest Management (IPM) approaches to reduce pesticide risk in production agriculture settings in the United States. IPM is a sustainable approach to managing pests by combining biological, cultural, physical, and chemical tools in a way that minimizes economic, health, and environmental risks.

This Funding Opportunity Announcement (FOA) encourages applications from institutions/organizations proposing original research addressing barriers that limit progress toward effective open- and closed-loop glucose control systems. Proposed research should tackle important obstacles at the level of sensing, hormone formulation and delivery, self-management decision support systems, and/or design of automated controllers/algorithms able to manage an integrated platform. This research may contribute to development of affordable and user friendly technologies to improve glucose control in patients with type 1 diabetes.

AFOSR plans, coordinates, and executes the Air Force Research Laboratory's (AFRL) basic research program in response to technical guidance from AFRL and requirements of the Air Force. The purpose of this Funding Opportunity Announcement (FOA) is to stimulate developmental research evaluating the effect of care planning on self-management of late effects of cancer therapy; adherence to medications, cancer screening, and health behavior guidelines; utilization of follow-up care; survivors' health and psychosocial outcomes. How organizational-level factors influence the implementation of care planning and its associated costs is also of interest. Specifically, the FOA aims to stimulate research that will: 1) develop and test metrics for evaluating the impact of survivorship care planning; 2) evaluate the impact of survivorship care planning on cancer survivors' morbidity, self-management and adherence to care recommendations, utilization of follow-up care; 3) evaluate effects of planning on systems outcomes, such as associated costs and impact on providers and organizations implementing the care planning; and 4) identify models and processes of care that promote effective survivorship care planning. The ultimate goal of this FOA is to generate a body of science that will inform the development and delivery of interventions that improve follow-up care for cancer survivors.

The Centers of Excellence in Genomic Science (CEGS) program establishes academic Centers for advanced genome research.  Each CEGS grant supports a multi-investigator, interdisciplinary team to develop innovative genomic approaches to address a particular biomedical problem.  A CEGS project will address a critical issue in genomic science or genomic medicine, proposing a solution that would be a very substantial advance.  Thus, the research conducted at these Centers will entail substantial risk, balanced by outstanding scientific and management plans and very high potential payoff.  A CEGS will focus on the development of novel technological or computational methods for the production or analysis of comprehensive data sets, or on a particular genome-scale biomedical problem, or on other ways to develop and use genomic approaches for understanding biological systems and/or significantly furthering the application of genomic knowledge, data and methods towards clinical applications.  Exploiting its outstanding scientific plan and team, each CEGS will nurture genomic science at its institution by facilitating the interaction of investigators from different disciplines, and by providing training to new and experienced investigators, it will expand the pool of highly-qualified professional genomics scientists and engineers.

The United States Agency for International Development (USAID) invites organizations and companies to participate with USAID, in cooperation with its partners, in response to a Global Health Challenge Addenda issued under this BAA, as described below, to provide innovative interventions and technologies that further the U.S. Government's commitment to prevent and manage critical global health challenges.

This Broad Agency Announcement (BAA) seeks opportunities to co-create, co-design, co-invest, and collaborate in the development, testing, and scaling of innovative approaches that address critical global health challenges. The United States Agency for International Development (USAID) invites organizations and companies to participate with USAID, in cooperation with its partners, in response to a Global Health Challenge Addenda issued under this BAA, as described below, to provide innovative interventions and technologies that further the U.S. Government's commitment to prevent and manage critical global health challenges.

The purpose of this specific FOA is to solicit applications to develop and implement a Knowledge Management Center (KMC) for the Illuminating the Druggable Genome (IDG) Program. The KMC will house, organize, and share metadata and data by accruing and abstracting data and information available in primary literature, databases, and other resources around the world and deploy an integrated informatics solution. However, any proposed human curation efforts will initially focus only on illuminating three major protein families of the IDG project:  non-olfactory G protein-coupled receptors, ion channels and protein kinases. The KMC will identify and scientifically justify the data and resources it proposes to accrue that will enable the biomedical community to easily identify and prioritize protein targets within any gene family to study further. The KMC awardee will be expected to interact and collaborate with all future awardees of the IDG Program, the IDG Consortium, and, future awardees of the IDG CEITs.

The current pipeline of candidate antimicrobial products is insufficient to counter the threat of antimicrobial resistance . A novel collaborative model is needed to spur innovation and investment towards new antimicrobial products to repopulate the early development pipeline. In 2014, the United States Government released the National Strategy for Combating Antimicrobial Resistant Bacteria. A component of the National Strategy is to establish a Biopharmaceutical Accelerator for Combating Antibiotic-Resistant Bacteria [Accelerator] to fund Research and Development (R&D) activities to help progress candidate products from the proof-of-concept stage through pre-clinical development. Candidates that graduate from the Accelerator will be better positioned for R&D investment and clinical development. There are various Accelerator models in the marketplace. The Biomedical Advanced Research and Development Authority (BARDA) and the National Institute of Allergy and Infectious Diseases (NIAID) Accelerator will be a non-equity accelerator that provides non-dilutive funding to product developers for R&D activities and enables the product developers to retain full ownership and control of their company. The Accelerator for CARB will be focusing only on antibacterial products. BARDA will provide direct funding and NIAID will provide in-kind services (e.g. preclinical services, technical expertise) to the Accelerator [the cooperative agreement recipient] that will manage a portfolio of investments of early stage antimicrobial product candidates.

The Dr. Nancy Foster Scholarship Program is authorized at 16 U.S.C. 1445c-1 and 16 U.S.C. 1445c to recognize outstanding achievement in master's and doctoral studies in oceanography, marine biology, maritime archaeology and all other science, engineering, social science and resource management disciplines involving ocean and coastal areas, and particularly encourages women and members of minority groups to apply. 

The purpose of this Funding Opportunity Announcement (FOA) is to invite Cooperative Agreement (U01) applications for the development of enabling informatics technologies to improve the acquisition, management, analysis, and dissemination of data and knowledge across the cancer research continuum including cancer biology, cancer treatment and diagnosis, cancer prevention, cancer control and epidemiology, and/or cancer health disparities. As a component of the NCI's Informatics Technology for Cancer Research (ITCR) Program, this FOA focuses on early-stage development from prototyping to hardening and adaptation. Early-stage development is defined for the purpose of this FOA as the initial development or the significant modification of existing tools for new applications. The central mission of ITCR is to promote research-driven informatics technology across the development lifecycle to address priority needs in cancer research. In order to be successful, proposed development plans must have a clear rationale on why the proposed technology is needed and how it will benefit the cancer research field.

Sustainable E-Waste Management and Battery Technologies for the Off-Grid Solar Sector

Research proposals are sought from educational institutions, nonprofit organizations, and commercial organizations for research in materials sciences; ballistics and aeromechanics sciences; information sciences; human sciences; survivability, lethality, and vulnerability analysis and assessment; chemistry; electronics; physics; environmental sciences; life sciences; mechanical sciences, mathematical sciences, computing sciences and network sciences. Proposals will be evaluated only if they are for scientific study and experimentation directed toward advancing the state of the art or increasing knowledge and understanding. ARO has primary responsibility for ARL's extramural basic research programs, with specific research interests as described in Part II.A.2. The ARL Directorates, while having primary responsibility for ARL's in-house research programs, also manage select extramural basic research programs. The research interests of the Directorates are described in Part II.A.1. Although ARL Directorates will consider funding proposals for extramural research programs, they can fund only a modest number of proposals in a single fiscal year.
