The Coalition on West Valley Nuclear Wastes has donated 90 cubic feet of primary documents to the Archives and Special Collections at SUNY Fredonia. The materials, pertaining to the West Valley Nuclear Demonstration Project, have been collected and maintained over the last four decades by the Coalition, an activist group of primarily Cattaraugus and Erie County citizens. Currently headed by Judith Einach of Buffalo and Joanne Hameister of East Aurora, the Coalition has documented the activities at the West Valley site since it opened in the early 1960s in the Town of Ashford in Cattaraugus County, roughly about 30 miles south of Buffalo. "This collection is the most complete documented history available anywhere about nuclear reprocessing and storage," said Randy Gadikian, director of library services at SUNY Fredonia. "It documents the successes, failures and risks that are entailed in operating such a project, and for the first time, this information is available for public review."

More than 400 million pages of Cold War-era documents could be declassified as the federal government responds to President Barack Obama's order to rethink the way it protects the nation's secrets. Among the changes announced Tuesday by Obama is a requirement that every record be released eventually and that federal agencies review how and why they mark documents classified or deny the release of historical records. A National Declassification Center at the National Archives will be established to assist them and help clear a backlog of the Cold War records by Dec. 31, 2013. Obama also reversed a decision by President George W. Bush that had allowed the intelligence community to block the release of a specific document, even if an interagency panel decided the information wouldn't harm national security.

WASHINGTON (April 6, 2011) - In the weeks following the Fukushima accident, Nuclear Regulatory Commission (NRC) and nuclear industry officials have been asserting that U.S. nuclear plants are better prepared to withstand a catastrophic event like the March 11 earthquake and tsunami than Japanese plants because they have additional safety measures in place. However, according to internal NRC documents (links provided below) released today by the Union of Concerned Scientists (UCS), there is no consensus within the NRC that U.S. plants are sufficiently protected. The documents indicate that technical staff members doubt the effectiveness of key safety measures adopted after the September 11, 2001, terrorist attacks. UCS obtained the documents on March 25 from a Freedom of Information Act (FOIA) request it made a month before the Japanese disaster.

"Russia and Kazakhstan are on the brink of signing a number of documents on cooperation in the nuclear sphere, the head of the Russian atomic energy company Rosatom said on Saturday. Sergei Kiriyenko said while he was in Kazakhstan on Thursday, cooperation in the nuclear sphere was discussed between Russia and Kazakhstan. "A wide range of documents are on the deciding stage and the 'last leg' of these documents will be finished in a short period of time," Kirieyenko said at the sidelines of the International Economic Forum in St. Petersburg."

Federal judges have raided government offices and seized the key which gives access to sensitive documents in the Tinner nuclear smuggling case. The documents, which are believed to contain nuclear warhead designs, are at the centre of a tug of war between the judiciary and the state. Judges investigating the Tinner case want access to the papers, but the government wants them destroyed. Earlier this week Swiss President Hans-Rudolf Merz said the government had the right to do so under the Swiss constitution, but federal judges have challenged this decision. Earlier today the Federal Criminal Court advised judges to ensure the safekeeping of the documents.

A parliamentary control delegation has rejected plans by the cabinet to destroy sensitive documents related to an international nuclear smuggling ring. The committee called on the government to seek an acceptable solution with justice authorities for about 100 pages of evidence linked to an investigation of three Swiss engineers suspected of smuggling nuclear weapons technology. "There is no international obligation to destroy the documents," said Hansruedi Stadler, a Christian Democratic senator, on Tuesday. The committee said the International Atomic Energy Agency (IAEA) agreed that Switzerland was capable of safely storing the file, which contains more than 1,000 pages including documents on bomb designs, until a court rules on the case of Urs Tinner, his brother Marco and their father Friedrich. They are suspected of having links to the nuclear smuggling network of Abdul Qadeer Kahn, the father of Pakistan's nuclear programme, and are believed to have worked as undercover agents for the United States. "Many key documents concerning secret Japan-U.S. agreements including one allowing U.S. warships to carry nuclear weapons into Japan were likely destroyed by the Foreign Ministry. Kazuhiko Togo, director of the ministry's Treaties Bureau from 1998 to 1999, told the Lower House Foreign Affairs Committee that half of the "most important documents" detailing the secret pacts he handed over to his successor had not been made public. If the alleged destruction of the documents is true, the government has doubly betrayed public confidence. An exhaustive investigation must be carried out to get to the truth and ensure that the people involved in the destruction be held accountable. "

Updated Version of the Guidance for Electronic Submissions to the NRC AGENCY: Nuclear Regulatory Commission (NRC). ACTION: Notice of availability. SUMMARY: The latest revision of the Guidance for Electronic Submissions to the NRC (Revision 4) is now available for review. The document can be found under Submittal Instructions at http://www.nrc.gov/site-help/ e-submittals.html. There are two significant changes to this document that are of interest to stakeholders. The first change covers the recommended file size for documents submitted to the NRC via the Electronic Information Exchange (EIE). In the past, the NRC suggested that the file size be limited to no more than 50 megabytes (MB). Based on operational experience, the NRC is modifying that recommendation and now suggests that files sent electronically to the NRC be no more than 15 MB. This revised guidance is intended to address issues that have arisen because of file size limitations

The Nuclear Regulatory Commission has established a telephone and e-mail help desk to assist members of the public and licensees in submitting or accessing documents through the agency's electronic filing system. The help desk, activated Nov. 10, will help stakeholders seeking information on license applications, including new nuclear power plants and the Yucca Mountain nuclear waste repository. Help will also be available for using the NRC's Electronic Hearing Docket for adjudications before the Commission or an Atomic Safety and Licensing Board; the Electronic Information Exchange for electronic submittal of documents; including e-filings for agency adjudications, and the agency's ADAMS public online document management system. ACTION: Notice of availability and request for public comment. ----------------------------------------------------------------------- SUMMARY: The Nuclear Regulatory Commission (NRC) is announcing the availability of Research Information Letter (RIL) 0801, ``Technical Basis for Revision of Embrittlement Criteria in 10 CFR 50.46'' and NUREG/CR-6967, ``Cladding Embrittlement During Postulated Loss-of- Coolant Accidents,'' and is seeking public comment on these documents. The NRC is soliciting comment on the subject documents to confirm that a sufficient technical basis exists to proceed with new performance- based regulations on emergency core cooling system (ECCS) acceptance criteria, and to identify issues that may arise with respect to experimental data development or regulatory costs or impacts of new requirements.
