"Notice of Availability of the Draft Environmental Impact Statement for the Combined License for Calvert Cliffs Nuclear Power Plant Unit 3 Notice is hereby given that the U.S. Nuclear Regulatory Commission (NRC) [[Page 20868]] and the U.S. Army Corps of Engineers, Baltimore District, have published NUREG-1936, ``Environmental Impact Statement for the Combined License (COL) for Calvert Cliffs Nuclear Power Plant Unit 3: Draft Report for Comment.'' The site is located in Calvert County, Maryland, along the western shore of the Chesapeake Bay. Part 1 of the application for the COL was submitted by letter dated July 7, 2007, pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 52 and 10 CFR 2.101(a)(5). A notice of acceptance for docketing of Part 1 of the COL application was published in the Federal Register on January 31, 2008 (73 FR 5877). A notice of intent to prepare a draft environmental impact statement (DEIS) and to conduct the scoping process was published in the Federal Register on February 14, 2008 (73 FR 8719). Part 2 of the COL application was submitted by letter dated March 14, 2008, and a notice of acceptance for docketing for Part 2 was published in the Federal Register on June 9, 2008 (73 FR 32606). A COL is an authorization to construct and (with specified conditions) operate a nuclear power plant at a specific site, in accordance with established laws and regulations. "

"Death triggers fear among kin of other patients The death of a radiation victim on Monday, who was undergoing treatment at AIIMS, has created panic among families of other victims. Kin of four critically ill victims, undergoing treatment in AIIMS, Apollo and Army hospitals, are doubtful about their recovery. Most of the victims are the sole bread-winners for their families. Sources said AIIMS was not equipped to handle radiation cases. This has resulted in the death of one of the five patients admitted to the hospital. "AIIMS does not have the first-hand experience in treating such patients who are exposed to radiation," said sources. The condition of the two patients admitted to AIIMS is reported to be critical. Dismissing the claims, doctors at AIIMS said the victims were being provided with medical care on a par with international standards. "We are treating these patients according to the international protocol to be followed in such cases as there is no specific treatment for such cases and only supportive treatment could be given," said Dr AB Dey, Professor, Department of Medicine at AIIMS. He said the next four weeks would be crucial for the patients. "Next four weeks are very critical for these patients and we are taking every possible measure to save their lives. Only after four weeks we will be able say something about the future course of treatment," added Dey."

"On January 30, 2009, General Electric (GE)-Hitachi Global Laser Enrichment LLC (GLE) submitted an environmental report to the U.S. Nuclear Regulatory Commission (NRC) for a license to construct, operate, and decommission the GLE Global Laser Enrichment Facility. The proposed GLE Facility would be located in the North-Central Sector of the existing GE property near Wilmington, North Carolina. The proposed GLE Facility, if licensed, would enrich uranium for use in commercial nuclear fuel for power reactors. Feed material would be comprised of non-enriched uranium hexafluoride (UF6). GLE would employ a laser-based enrichment process to enrich uranium to up to eight percent uranium-235 by weight, with an initial planned maximum target production of six million separative work units (SWUs) per year. GLE expects to begin preconstruction activities in 2011. If the license is approved, GLE would expect to begin facility construction in 2012, and continue some construction activities through 2017. GLE anticipates commencing initial production in 2013 and reaching peak production in 2017. Prior to license expiration in 2052, GLE would seek to renew its license to continue operating the facility, or plan for the decontamination and decommissioning of the facility per the applicable licensing conditions and NRC regulations. The proposed GLE Facility would be licensed in accordance with the provisions of the Atomic Energy Act. Specifically, an NRC license under Title 10, "Energy," of the U.S. Code of Federal Regulations (10 CFR) Parts 30, 40, and 70 would be required to authorize GLE to possess and use special nuclear material, source material, and byproduct material at the proposed GLE site."

WASHINGTON -- The NRC has issued its Draft Environmental Impact Statement for the Indian Point nuclear power plant license renewal application. The staff's preliminary recommendation is that the presidentially appointed Commission that oversees the NRC should accept the environmental impacts of license renewal for Indian Point 2 and 3. The recommendation is based on the analysis and findings in the agency's Generic Environmental Impact Statement for license renewal reviews; the environmental report submitted by Entergy as part of its application; consultation with other federal, state and local agencies; the NRC staff's independent review of environmental impacts; and consideration of public comments submitted.

Notice of Availability of Draft Global Nuclear Energy Partnership Programmatic Environmental Impact Statement AGENCY: Office of Nuclear Energy, U.S. Department of Energy. ACTION: Notice of Availability and Public Hearings. SUMMARY: The Department of Energy (DOE) announces the availability of the Draft Global Nuclear Energy Partnership Programmatic Environmental Impact Statement (Draft GNEP PEIS, DOE/EIS-0396). The Draft GNEP PEIS provides an analysis of the potential environmental consequences of the reasonable alternatives to support expansion of domestic and international nuclear energy production while reducing the risks associated with nuclear proliferation and reducing the impacts associated with spent nuclear fuel disposal (e.g., by reducing the volume, thermal output, and/or radiotoxicity of waste requiring geologic disposal). Based on the GNEP PEIS and other information, DOE could decide to support the demonstration and deployment of changes to the existing commercial nuclear fuel cycle in the United States. Alternatives analyzed include the existing open fuel cycle and various alternative closed and open fuel cycles. In an open (or once-through) fuel cycle, nuclear fuel is used in a power plant one time and the resulting spent nuclear fuel is stored for eventual disposal in a geologic repository. In a closed fuel cycle, spent nuclear fuel would be recycled to recover energy-bearing components for use in new nuclear fuel.

Notice of Extension of Public Comment Period for the Revised Draft Environmental Impact Statement for Decommissioning and/or Long- Term Stewardship at the West Valley Demonstration Project and Western New York Nuclear Service Center, DOE/EIS-0226D (Revised) AGENCY: Department of Energy. ACTION: Notice of extension of public comment period. SUMMARY: This notice announces an extension of the public comment period initially published in the December 5, 2008 Notice of Availability (73 FR 74160) for the Revised Draft Environmental Impact Statement for Decommissioning and/or Long-Term Stewardship at the West Valley Demonstration Project and Western New York Nuclear Service Center [DOE/EIS-0226-D (Revised)] (referred to as the ``Draft Decommissioning and/or Long-Term Stewardship EIS'' or ``Draft EIS.''). The comment period will now close on September 8, 2009.
