  • I am struck by the fact that while the OGP over and over talks about the importance and value and need for Open Government there is no similar or even partial call for Inclusive Government.  I’ve argued elsewhere how “Open”, in the absence of attention being paid to ensuring that the pre-conditions for the broadest base of participation will almost inevitably lead to the empowerment of the powerful. What I fear with the OGP is that by not paying even a modicum of attention to the issue of inclusion or inclusive development and participation that all of the idealism and energy that is displayed today in Brasilia is being directed towards the creation of the Governance equivalents of the Internet billionaires whatever that might look like.

    alongside the rise of the Internet and the empowerment of the Internet generation has emerged the greatest inequalities of wealth and privilege that any of the increasingly Internet enabled economies/societies have experienced at least since the great Depression and perhaps since the beginnings of systematic economic record keeping.  The association between the rise of inequality and the rise of the Internet has not yet been explained and if may simply be a coincidence but somehow I'm doubtful and we await a newer generation of rather more critical and less dewey economists to give us the models and explanations for this co-evolution.

These systems allow strangers to rate each other’s content, giving users some idea of who to trust, without having to know them personally. Yelp has a fairly mature reputation system, where locations are rated by users, but the users are rated, in turn, by each other.

Rational Irrationality: Do Good Kindergarten Teachers Raise their Pupils' Wages? : The ... - 0 views

  • Columnist David Leonhardt reports the findings of a new study which suggests that children who are fortunate enough to have an unusually good kindergarten teacher can expect to make roughly an extra twenty dollars a week by the age of twenty-seven.

  • The new research (pdf), the work of six economists—four from Harvard, one from Berkeley, and one from Northwestern—upends this finding. It is based on test scores and demographic data from a famous experiment carried out in Tennessee during the late nineteen-eighties, which tracked the progress of about 11,500 students from kindergarten to third grade. Most of these students are now about thirty years old, which means they have been working for up to twelve years. The researchers also gained access to income-tax data and matched it up with the test scores. Their surprising conclusion is that the uplifting effect of a good kindergarten experience, after largely disappearing during a child’s teen years, somehow reappears in the adult workplace. (See Figure 7 in the paper.) Why does this happen? The author don’t say, but Leonhardt offers this explanation: “Good early education can impart skills that last a lifetime—patience, discipline, manners, perseverance. The tests that 5-year-olds take may pick up these skills, even if later multiple-choice tests do not.”

  • However, as I read the story and the findings it is based upon, some questions crept into my mind. I relate them not out of any desire to discredit the study, which is enterprising and newsworthy, but simply as a warning to parents and policymakers not to go overboard.
  • from a dense academic article that hasn’t been published or peer reviewed. At this stage, there isn’t even a working paper detailing how the results were arrived at: just a set of slides. Why is this important? Because economics is a disputatious subject, and surprising empirical findings invariably get challenged by rival groups of researchers. The authors of the paper include two rising stars of the economics profession—Berkeley’s Emmanuel Saez and Harvard’s Raj Chetty—both of whom have reputations for careful and rigorous work. However, many other smart researchers have had their findings overturned. That is how science proceeds. Somebody says something surprising, and others in the field try to knock it down. Sometimes they succeed; sometimes they don’t. Until that Darwinian process is completed, which won’t be for another couple of years, at least, the new findings should be regarded as provisional.

In coming up with the $320,000 a year figure for the effects that kindergarten teachers have on adult earnings, the authors make use of complicated statistical techniques, including something called a “jack knife regression.” Such methods are perfectly legitimate and are now used widely in economics, but their application often adds an additional layer of ambiguity to the findings they generate. Is this particular statistical method appropriate for the task at hand? Do other methods generate different results? These are the sorts of question that other researchers will be pursuing.

  • The larger issue that creates a common distrust or contempt for statistics is more troubling. Many people make an unfortunate and invalid separation between heart and mind, or feeling and intellect. In some contemporary traditions, abetted by attitudes stereotypically centered on Southern California, feelings are exalted as more "real" and the only proper basis for action - if it feels good, do it - while intellect gets short shrift as a hang-up of outmoded elitism. Statistics, in this absurd dichotomy, often become the symbol of the enemy. As Hilaire Belloc wrote, "Statistics are the triumph of the quantitative method, and the quantitative method is the victory of sterility and death."
  • This is a personal story of statistics, properly interpreted, as profoundly nurturant and life-giving. It declares holy war on the downgrading of intellect by telling a small story about the utility of dry, academic knowledge about science. Heart and head are focal points of one body, one personality.
  • We still carry the historical baggage of a Platonic heritage that seeks sharp essences and definite boundaries. (Thus we hope to find an unambiguous "beginning of life" or "definition of death," although nature often comes to us as irreducible continua.) This Platonic heritage, with its emphasis in clear distinctions and separated immutable entities, leads us to view statistical measures of central tendency wrongly, indeed opposite to the appropriate interpretation in our actual world of variation, shadings, and continua. In short, we view means and medians as the hard "realities," and the variation that permits their calculation as a set of transient and imperfect measurements of this hidden essence. If the median is the reality and variation around the median just a device for its calculation, the "I will probably be dead in eight months" may pass as a reasonable interpretation.
  • But all evolutionary biologists know that variation itself is nature's only irreducible essence. Variation is the hard reality, not a set of imperfect measures for a central tendency. Means and medians are the abstractions. Therefore, I looked at the mesothelioma statistics quite differently - and not only because I am an optimist who tends to see the doughnut instead of the hole, but primarily because I know that variation itself is the reality. I had to place myself amidst the variation. When I learned about the eight-month median, my first intellectual reaction was: fine, half the people will live longer; now what are my chances of being in that half. I read for a furious and nervous hour and concluded, with relief: damned good. I possessed every one of the characteristics conferring a probability of longer life: I was young; my disease had been recognized in a relatively early stage; I would receive the nation's best medical treatment; I had the world to live for; I knew how to read the data properly and not despair.
  • Another technical point then added even more solace. I immediately recognized that the distribution of variation about the eight-month median would almost surely be what statisticians call "right skewed." (In a symmetrical distribution, the profile of variation to the left of the central tendency is a mirror image of variation to the right. In skewed distributions, variation to one side of the central tendency is more stretched out - left skewed if extended to the left, right skewed if stretched out to the right.) The distribution of variation had to be right skewed, I reasoned. After all, the left of the distribution contains an irrevocable lower boundary of zero (since mesothelioma can only be identified at death or before). Thus, there isn't much room for the distribution's lower (or left) half - it must be scrunched up between zero and eight months. But the upper (or right) half can extend out for years and years, even if nobody ultimately survives. The distribution must be right skewed, and I needed to know how long the extended tail ran - for I had already concluded that my favorable profile made me a good candidate for that part of the curve.
  • The distribution was indeed, strongly right skewed, with a long tail (however small) that extended for several years above the eight month median. I saw no reason why I shouldn't be in that small tail, and I breathed a very long sigh of relief. My technical knowledge had helped. I had read the graph correctly. I had asked the right question and found the answers. I had obtained, in all probability, the most precious of all possible gifts in the circumstances - substantial time.
  • One final point about statistical distributions. They apply only to a prescribed set of circumstances - in this case to survival with mesothelioma under conventional modes of treatment. If circumstances change, the distribution may alter. I was placed on an experimental protocol of treatment and, if fortune holds, will be in the first cohort of a new distribution with high median and a right tail extending to death by natural causes at advanced old age.

I am Singaporean VI - The Melting Pot « Die neue Welle - 0 views

  • On paper, Singaporean education is great. Our universities are in the Top 200 in the Times Higher Education list. We win Olympiads all the time. When it comes to knowing a basic inventory of facts, Singaporean education is just about the best you can get. And that is a fact.
  • So what’s missing?
  • Singapore is a true melting pot. In the past, as is today, and as will be tomorrow, many cultures came together into one. It has been lauded as one of Singapore’s big selling points – an eclectic fusion of Orient and Occident, a quaint East-meets-West mixture which happens to work. But have we taken this metaphor and looked at it from another perspective? Many cultures came together under the band of meritocracy – may the best rule, and may they rule with wisdom. And since they are the best, they are paid the best money one can get too. This is the fire which managed to melt, or should i say meld East and West into a functioning whole. And since we are such fans of meritocracy, society has been geared in that direction too. This melting pot which is Singapore has had certain repercussions, which the post I have linked to above shows. It seems that in developing the concept of meritocracy, what “The Best” is was artificially defined. And in artificially defining something, you create an artificial standard to compare everything against. In doing so, everything else becomes irrelevant. It creates a strong tendency towards conformity, which is the negative result of the melting pot. The individual loses his/her uniqueness and becomes part of this stew of uniformity. In school, you are told to study hard, you are told what you have to study, without any care as to what you actually think.

  • Individuality is not really encouraged, because there is a tried-and-tested formula for becoming good. Why would any sane person abandon that?
  • And, by the by, an artificial standard of what is Good is also very easy to objectify. Just look at the obsession with grades, and the thought that cramming is the panacea for all your examination woes.
  • in the midst of all that, something has gone missing. I think learning what it is to be a person has gone missing in Singaporean education. People assume that a sense of identity is a coming-of-age thing, that it will come with the times. And for the most part, that really is true. But this article is a case in point. I think that the melting pot has left little room for the individual to develop, since all differences have been swept away, and everyone is chasing after this artificial Good.
  • That having an individual opinion is sometimes seen as trouble-making is a symptom of this problem. That people know a lot, but don’t have a view on them is also a symptom of this problem. It’s all about working hard in Singapore. But after that, what’s left? Yet, working hard and sticking to that same old success formula is so ingrained into our society that it is hard to see how concrete change can come about.
  • We should be asking questions if “The Good” we are striving to be was misconstrued. We should be asking “What is Good for Me? What Should I Be?” And these are questions which should be asked, not only during the formative years of adolesence, but also constantly throughout one’s adult life. And these are questions which don’t have a textbook answer. And the asking of such questions should be cultivated in our youth, when they are ready for it.
  • We shouldn’t be doing what we are doing now – filling their lives with so much work, so much obsession with chasing after this artificial good that they don’t have time to stop and reflect. Nor will forcing them to reflect help – because then, it will be more work, and what’s worse, their reflections may be graded. The melting pot comes into play again. As educators, one should ask if we want to produce smart people or if we want  to produce wise people.

  • There is a growing anti-science streak on the American right that could have tangible societal and political impacts on many fronts — including regulation of environmental and other issues and stem-cell research.
  • The right-wing populism that is flourishing in the current climate of economic insecurity echoes many traditional conservative themes, such as opposition to taxes, regulation and immigration. But the Tea Party and its cheerleaders, who include Limbaugh, Fox News television host Glenn Beck and Sarah Palin (who famously decried fruitfly research as a waste of public money), are also tapping an age-old US political impulse — a suspicion of elites and expertise.
  • Denialism over global warming has become a scientific cause célèbre within the movement. Limbaugh, for instance, who has told his listeners that “science has become a home for displaced socialists and communists”, has called climate-change science “the biggest scam in the history of the world”. The Tea Party's leanings encompass religious opposition to Darwinian evolution and to stem-cell and embryo research — which Beck has equated with eugenics. The movement is also averse to science-based regulation, which it sees as an excuse for intrusive government. Under the administration of George W. Bush, science in policy had already taken knocks from both neglect and ideology. Yet President Barack Obama's promise to “restore science to its rightful place” seems to have linked science to liberal politics, making it even more of a target of the right.

  • Many readers appear to object (some strenuously) to the very ideas of discussing best practices, seeking evidence of efficacy for skeptical outreach, matching strategies to goals, or encouraging some methods over others. Some seem to express anger that a discussion of best practices would be attempted at all. 
  • No Right or Wrong Way? The milder forms of these objections run along these lines: “Everyone should do their own thing.” “Skepticism needs all kinds of approaches.” “There’s no right or wrong way to do skepticism.” “Why are we wasting time on these abstract meta-conversations?”

  • More critical, in my opinion, is the implication that skeptical research and communication happens in an ethical vacuum. That just isn’t true. Indeed, it is dangerous for a field which promotes and attacks medical treatments, accuses people of crimes, opines about law enforcement practices, offers consumer advice, and undertakes educational projects to pretend that it is free from ethical implications — or obligations.
  • there is no monolithic “one true way to do skepticism.” No, the skeptical world does not break down to nice skeptics who get everything right, and mean skeptics who get everything wrong. As in other fields, various skeptical practices do more or less good, cause greater or lesser harm, or generate various combinations of both at the same time. For that reason, skeptics should strive to find ways to talk seriously about the practices and the ethics of our field. Skepticism has blossomed into something that touches a lot of lives — and yet it is an emerging field, only starting to come into its potential. We need to be able to talk about that potential, and about the pitfalls too.

In some cases those ethics are well-explored professional fields in their own right (consider medical ethics, a field with its own academic journals and doctoral programs). Imagine, she said, that a psychologist were to ask research subjects a question like, “Do your parents like the color red?” Asking this may seem trivial and harmless, but it is nonetheless an ethical trade-off with associated risks (however small) that psychological researchers are ethically obliged to confront. What harm might that question cause if a research subject suffers from erythrophobia, or has a sick parent — or saw their parents stabbed to death?
  • When skeptics undertake scientific, historical, or journalistic research, we should (I argue) consider ourselves bound by some sort of research ethics. For now, we’ll ignore the deeper, detailed question of what exactly that looks like in practical terms (when can skeptics go undercover or lie to get information? how much research does due diligence require? and so on). I’d ask only that we agree on the principle that skeptical research is not an ethical free-for-all.

We all accept that doctors are obliged to follow some sort of ethical code, not only of due diligence and standard of care, but also in their confidentiality, manner, and the factual information they disclose to patients. A sentence that communicates a diagnosis, prescription, or piece of medical advice (“you have cancer” or “undertake this treatment”) is not a contextless statement, but a weighty, risky, ethically serious undertaking that affects people’s lives. It matters what doctors say, and it matters how they say it.
  • Grassroots Ethics It happens that skepticism is my professional field. It’s natural that I should feel bound by the central concerns of that field. How can we gain reliable knowledge about weird things? How can we communicate that knowledge effectively? And, how can we pursue that practice ethically?
  • At the same time, most active skeptics are not professionals. To what extent should grassroots skeptics feel obligated to consider the ethics of skeptical activism? Consider my own status as a medical amateur. I almost need super-caps-lock to explain how much I am not a doctor. My medical training began and ended with a couple First Aid courses (and those way back in the day). But during those short courses, the instructors drummed into us the ethical considerations of our minimal training. When are we obligated to perform first aid? When are we ethically barred from giving aid? What if the injured party is unconscious or delirious? What if we accidentally kill or injure someone in our effort to give aid? Should we risk exposure to blood-borne illnesses? And so on. In a medical context, ethics are determined less by professional status, and more by the harm we can cause or prevent by our actions.

I would argue that grassroots skeptics take on an ethical burden as soon as they speak out on medical matters, legal matters, or other matters of fact, whether from platforms as large as network television, or as small as a dinner party. The size of that burden must depend somewhat on the scale of the risks: the number of people reached, the certainty expressed, the topics tackled.

  • In terms of processing power, speed, memory, and so on, how do Macs and PCs actually compare? And does Apple innovate in terms of basic hardware quality as often or less often than the likes of HP, Compaq, and other producers? This question is of broader interest from an economist's point of view because it also has to do with the age-old question of whether competition or monopoly is a better spur to innovation. In a certain sense, Apple is a monopolist, and PC makers are in a more competitive market. George Will: Earth Doesn't Care What Is Done to It - Newsweek - 0 views

  • The cover of The American Scholar quarterly carries an impertinent assertion: “The Earth Doesn’t Care if You Drive a Hybrid.” The essay inside is titled “What the Earth Knows.” What it knows, according to Robert B. Laughlin, co-winner of the 1998 Nobel Prize in Physics, is this: What humans do to, and ostensibly for, the earth does not matter in the long run, and the long run is what matters to the earth. We must, Laughlin says, think about the earth’s past in terms of geologic time.
  • For example: The world’s total precipitation in a year is about one meter—“the height of a golden retriever.” About 200 meters—the height of the Hoover Dam—have fallen on earth since the Industrial Revolution.   • Someday, all the fossil fuels that used to be in the ground will be burned. After that, in about a millennium, the earth will dissolve most of the resulting carbon dioxide into the oceans. (The oceans have dissolved in them “40 times more carbon than the atmosphere contains, a total of 30 trillion tons, or 30 times the world’s coal reserves.”) The dissolving will leave the concentration in the atmosphere only slightly higher than today’s. Epiphenom: Religion and suicide - a patchy global picture - 0 views

  • The main objective of this study is to understand the factors that contribute to suicide in different countries, and what can be done to reduce them. In each country, people who have attempted suicide are brought into the study and given a questionnaire to fill out. Another group of people, randomly chosen, are given the same questionnaire. That allows the team to compare religious affiliation, involvement in organised religion, and individual religiosity in suicide attempters and the general population. When they looked at the data, and adjusted them for a host of factors known to affect suicide risk (age, gender, marital status, employment, and education), a complex picture emerged.
  • In Iran, religion was highly protective, whether religion was measured as the rate of mosque attendance or as whether the individual thought of themselves as a religious person. In Brazil, going to religious services and personal religiosity were both highly protective. Bizarrely, however, religious affiliation was not. That might be because being Protestant was linked to greater risk, and Catholicism to lower risk. Put the two together, and it may balance out. In Estonia, suicides were lower in those who were affiliated to a religion, and those who said they were religious. They were also a bit lower in those who In India, there wasn't much effect of religion at all - a bit lower in those who go to religious services at least occasionally. Vietnam was similar. Those who went to religious services yearly were less likely to have attempted suicide, but no other measure of religion had any effect. In Sri Lanka, going to religious services had no protective effect, but subjective religiosity did. In South Africa, those who go to Church were no less likely to attempt suicide. In fact, those who said they were religious were actually nearly three times more likely to attempt suicide, and those who were affiliated to a religion were an incredible six times more likely!

  • Part of it might be differences in the predominant religion. The protective effect of religion seems to be higher in monotheistic countries, and it's particularly high in the most fervently monotheistic country, Iran. In India, Sri Lanka, and Vietnam, the protective effect is smaller or non-existent.

The researchers think that this might be a factor: South Africa has been described as ‘‘The Rainbow Nation’’ because of its cultural diversity. The Fake Scandal of Climategate - 0 views

  • The most comprehensive inquiry was the Independent Climate Change Email Review led by Sir Muir Russell, commissioned by UEA to examine the behaviour of the CRU scientists (but not the scientific validity of their work). It published its final report in July 2010

Sure, it is skeptical in the weak sense of questioning authority, but it stops there. Unlike true skepticism, it doesn’t go on to objectively examine all the evidence and draw a conclusion based on that evidence. Instead, it cherry-picks suggestive emails, seeing everything as incontrovertible evidence of a conspiracy, and concludes all of mainstream climate science is guilty by association.       How then do we know that we have examined ALL the evidence? What about the context of evidence then? 
  • The media dropped the ball There is a famous quotation attributed to Mark Twain: “A lie can travel halfway around the world while the truth is putting on its shoes.” This is more true in the internet age than it was when Mark Twain was alive. Unfortunately, it took months for the Climategate inquiries to put on their shoes, and by the time they reported, the damage had already been done. The media acted as an uncritical loudspeaker for the initial allegations, which will now continue to circulate around the world forever, then failed to give anywhere near the same amount of coverage to the inquiries clearing the scientists involved. For instance, Rupert Murdoch’s The Australian published no less than 85 stories about Climategate, but not one about the Muir Russell inquiry.
  • Even the Guardian, who have a relatively good track record on environmental reporting and were quick to criticize the worst excesses of climate conspiracy theorists, could not resist the lure of stolen emails. As George Monbiot writes, journalists see FoI requests and email hacking as a way of keeping people accountable, rather than the distraction from actual science which they are to scientists. In contrast, CRU director Phil Jones says: “I wish people would spend as much time reading my scientific papers as they do reading my e-mails.”
  • This is part of a broader problem with climate change reporting: the media holds scientists to far higher standards than it does contrarians. Climate scientists have to be right 100% of the time, but contrarians apparently can get away with being wrong nearly 100% of the time. The tiniest errors of climate scientists are nitpicked and blown out of all proportion, but contrarians get away with monstrous distortions and cherry-picking of evidence. Around the same time The Australian was bashing climate scientists, the same newspaper had no problem publishing Viscount Monckton’s blatant misrepresentations of IPCC projections (not to mention his demonstrably false conspiracy theory that the Copenhagen summit was a plot to establish a world government).
  • In the current model of environmental reporting, the contrarians do not lose anything by making baseless accusations. In fact, it is in their interests to throw as much mud at scientists as possible to increase the chance that some of it will stick in the public consciousness. But there is untold damage to the reputation of the scientists against whom the accusations are being made. We can only hope that in future the media will be less quick to jump to conclusions. If only editors and producers would stop and think for a moment about what they’re doing: they are playing with the future of the planet.
  • As worthy as this defense is, surely this is the kind of political bun-fight SkS has resolutely stayed away from since its inception. The debate can only become a quagmire of competing claims, because this is part of an adversarial process that does not depend on, or even require, scientific evidence. Only by sticking resolutely to the science and the advocacy of the scientific method can SkS continue to avoid being drowned in the kind of mud through which we are obliged to wade elsewhere.
  • I disagree with gp. It is past time we all got angry, very angry, at what these people have done and continue to do.   • The fact that three quick fire threads have been run on Climatgate on this excellent blog in the last few days is an indication that Climategate (fairly or not) has does serious damage to the cause of AGW activism. Mass media always overshoots and exaggerates. The AGW alarmists had a very good run - here in Australia protagonists like Tim Flannery and our living science legend Robin Williams were talking catastrophe - the 10 year drought was definitely permanent climate change - rivers might never run again - Robin (100 metre sea level rise) Williams refused to even read the Climategate emails. Climategate swung the pendumum to the other extreme - the scientists (nearly all funded by you and me) were under the pump. Their socks rubbed harder on their sandals as they scrambled for clear air. Cries about criminal hackers funded by big oil, tobacco, rightist conspirators etc were heard. Panchuri cried 'voodoo science' as he denied ever knowing about objections to the preposterous 2035 claim. How things change in a year. The drought is broken over most of Australia - Tim Flannery has gone quiet and Robin Williams is airing a science journo who says that AGW scares have been exaggerated. Some balance might have been restored as the pendulum swung, and our hard working misunderstood scientist bretheren will take more care with their emails in future.

And this is the issue the article discuss, but in my opinion this article is in guilt of this as well. It focus on a narrow set of non representative claims, claims which is indeed pure propaganda by some skeptics, however the article also suggest guilt buy association and as such these propaganda claims then gets attributed to the be opinions of the entire skeptic camp. In doing so, the OP becomes guilty of the very same issue the OP tries to address. In other words, the issue I try to raise is not about the exact numbers or figures or any particular facts but the fact that the claim I quoted is obvious nonsense. It is nonsense because it a sweeping statement with no specifics and as such it is an empty statement and means nothing. A second point I been thinking about when reading this article is why should scientist be granted immunity to dirty tricks/propaganda in a political debate? Is it because they speak under the name of science? If that is the case, why shall we not grant the same right to other spokesmen for other organization?

      The aspiration to examine ALL evidence is again called into question here. Is it really possible to examine ALL evidence? Even if we have examined them, can we fully represent our examination? From our lab, to the manuscript, to the journal paper, to the news article, to 140characters tweets?
