  • The idea that your personal characteristics could be linked to your political ideology has intrigued political psychologists for decades. Numerous studies suggest that liberals and conservatives differ not only in their views toward government and society, but also in their behavior, their personality, and even how they travel, decorate, clean and spend their leisure time. In today’s heated political climate, understanding people on the “other side” — whether that side is left or right — takes on new urgency. But as researchers study the personal side of politics, could they be influenced by political biases of their own?
  • Consider the following 2006 study by the late California psychologists Jeanne and Jack Block, which compared the personalities of nursery school children to their political leanings as 23-year olds. Preschoolers who went on to identify as liberal were described by the authors as self-reliant, energetic, somewhat dominating and resilient. The children who later identified as conservative were described as easily offended, indecisive, fearful, rigid, inhibited and vulnerable. The negative descriptions of conservatives in this study strike Jacob Vigil, a psychologist at the University of New Mexico, as morally loaded. Studies like this one, he said, use language that suggests the researchers are “motivated to present liberals with more ideal descriptions as compared to conservatives.”
  • Most of the researchers in this field are, in fact, liberal. In 2007 UCLA’s Higher Education Research Institute conducted a survey of faculty at four-year colleges and universities in the United States. About 68 percent of the faculty in history, political science and social science departments characterized themselves as liberal, 22 percent characterized themselves as moderate, and only 10 percent as conservative. Some social psychologists, like Jonathan Haidt of the University of Virginia, have charged that this liberal majority distorts the research in political psychology.

  • It’s a charge that John Jost, a social psychologist at New York University, flatly denies. Findings in political psychology bear upon deeply held personal beliefs and attitudes, he said, so they are bound to spark controversy. Research showing that conservatives score higher on measures of “intolerance of ambiguity” or the “need for cognitive closure” might bother some people, said Jost, but that does not make it biased.
  • “The job of the behavioral scientist is not to try to find something to say that couldn’t possibly be offensive,” said Jost. “Our job is to say what we think is true, and why.
  • Jost and his colleagues in 2003 compiled a meta-analysis of 88 studies from 12 different countries conducted over a 40-year period. They found strong evidence that conservatives tend to have higher needs to reduce uncertainty and threat. Conservatives also share psychological factors like fear, aggression, dogmatism, and the need for order, structure and closure. Political conservatism, they explained, could serve as a defense against anxieties and threats that arise out of everyday uncertainty, by justifying the status quo and preserving conditions that are comfortable and familiar.
  • The study triggered quite a public reaction, particularly within the conservative blogosphere. But the criticisms, according to Jost, were mistakenly focused on the researchers themselves; the findings were not disputed by the scientific community and have since been replicated. For example, a 2009 study followed college students over the span of their undergraduate experience and found that higher perceptions of threat did indeed predict political conservatism. Another 2009 study found that when confronted with a threat, liberals actually become more psychologically and politically conservative. Some studies even suggest that physiological traits like sensitivity to sudden noises or threatening images are associated with conservative political attitudes.
  • “The debate should always be about the data and its proper interpretation,” said Jost, “and never about the characteristics or motives of the researchers.” Phillip Tetlock, a psychologist at the University of California, Berkeley, agrees. However, Tetlock thinks that identifying the proper interpretation can be tricky, since personality measures can be described in many ways. “One observer’s ‘dogmatism’ can be another’s ‘principled,’ and one observer’s ‘open-mindedness’ can be another’s ‘flaccid and vacillating,’” Tetlock explained.
  • Richard Redding, a professor of law and psychology at Chapman University in Orange, California, points to a more general, indirect bias in political psychology. “It’s not the case that researchers are intentionally skewing the data,” which rarely happens, Redding said. Rather, the problem may lie in what sorts of questions are or are not asked.
  • For example, a conservative might be more inclined to undertake research on affirmative action in a way that would identify any negative outcomes, whereas a liberal probably wouldn’t, said Redding. Likewise, there may be aspects of personality that liberals simply haven’t considered. Redding is currently conducting a large-scale study on self-righteousness, which he suspects may be associated more highly with liberals than conservatives.
  • “The way you frame a problem is to some extent dictated by what you think the problem is,” said David Sears, a political psychologist at the University of California, Los Angeles. People’s strong feelings about issues like prejudice, sexism, authoritarianism, aggression, and nationalism — the bread and butter of political psychology — may influence how they design a study or present a problem.
  • The indirect bias that Sears and Redding identify is a far cry from the liberal groupthink others warn against. But given that psychology departments are predominantly left leaning, it’s important to seek out alternative viewpoints and explanations, said Jesse Graham, a social psychologist at the University of Southern California. A self-avowed liberal, Graham thinks it would be absurd to say he couldn’t do fair science because of his political preferences. “But,” he said, “it is something that I try to keep in mind.”

  • One part of Matthew Nisbet's recent report that has received very little attention is its comparative analysis of ideological and partisan perspectives of members of the American Association for the Advancement of Science. Nisbet shows that AAAS members are extremely partisan and ideological.  The word "extremely" is mine, and what do I mean by it?  Look at the figure above:  AAAS members are more partisan than MSNBC viewers and even Tea Party members.  AAAS members are more ideological than evangelical churchgoers but less so than Fox News viewers.  In both cases AAAS members are very different than the public as a whole.
  • Dan Sarewitz has discussed the problems with the ideological and partisan likemindedness of our scientific community, which has been exploited and reenforced in political debates: During the Bush administration, Democrats discovered that they could score political points by accusing Bush of being anti-science. In the process, they seem to have convinced themselves that they are the keepers of the Enlightenment spirit, and that those who disagree with them on issues like climate change are fundamentally irrational. Meanwhile, many Republicans have come to believe that mainstream science is corrupted by ideology and amounts to no more than politics by another name. Attracted to fringe scientists like the small and vocal group of climate skeptics, Republicans appear to be alienated from a mainstream scientific community that by and large doesn't share their political beliefs. The climate debacle is only the most conspicuous example of these debilitating tendencies, which play out in issues as diverse as nuclear waste disposal, protection of endangered species, and regulation of pharmaceuticals. How would a more politically diverse scientific community improve this situation? First, it could foster greater confidence among Republican politicians about the legitimacy of mainstream science. Second, it would cultivate more informed, creative, and challenging debates about the policy implications of scientific knowledge. This could help keep difficult problems like climate change from getting prematurely straitjacketed by ideology. A more politically diverse scientific community would, overall, support a healthier relationship between science and politics.
  • It should come as no surprise that the increasing politicization of science has come to make science more political rather than politics more scientific.  At the same time, the more partisan and/or and ideological that you are, the more welcome and comfortable that you will find the politicization of science, as it reenforces your preconceptions.

  • It also fits perfectly into a political strategy that holds that arguments about science can help to resolve political debates.  Climate change is only the most visible of this tendency, where the empirical evidence shows that efforts to wage climate politics through climate science have had the greatest effect in magnifying the partisan divide.  Some are blinded by these dynamics -- for instance Chris Mooney excuses the extreme partisanship/ideology of AAAS members by blaming  . . . George W. Bush.
  • Anyone concerned with political decision making in a society that contains a diversity of partisan and ideological perspectives should be concerned that, in one sector at least, the experts that we rely on have views that are far different than the broader society.  One response to this would be to wage a political battle to try to convert the broader society to the values of the experts, perhaps through the idea that improving science communication or education a great value transformation will occur.
  • My sense is that this strategy is not just doomed to fail, but will have some serious blowback effects on the scientific community itself.  More likely from my view is that such efforts to transform society through science will instead lead to the partisan debates across society taking firmer root within our expert communities. This is a topic that deserves more discussion and debate.  Dan Sarewitz concludes provocatively that, "A democratic society needs Republican scientists."
  • It is important to recognize that hyper-partisans like Joe Romm and Chris Mooney will continue to seek to poison the wells of discussion within the scientific community (which is left-leaning, so this is a discuss that needs to occur at least to start within the left) through constant appeals to partisanship and ideology.  Improving the role of science and scientists in our political debates will require an ability to rise above such efforts to associate the scientific community with only a subset of partisan and ideological perspectives.  But science and expertise belongs to all of us, and should make society better as a whole.

  • One benefit of the politicizing of science is that it caused smart people outside the field to look closely at what was going on behind the curtain. That has been harmful to the short run reputation of science, but helpful to the long run competence of science.

It has also concerned thinkers in other cultural traditions: Confucius (6th-5th century BCE); China’s legalist tradition; and India’s Kautilya (4th-3rd century BCE).   • In his final book, Power and Prosperity, the late Mancur Olson argued that the state was a “stationary bandit”. A stationary bandit is better than a “roving bandit”, because the latter has no interest in developing the economy, while the former does. But it may not be much better, because those who control the state will seek to extract the surplus over subsistence generated by those under their control.

By “exit”, I mean the possibility of escaping from the control of a given jurisdiction, by emigration, capital flight or some form of market exchange.   • There exists a strand in classical liberal or, in contemporary US parlance, libertarian thought which believes the answer is to define the role of the state so narrowly and the rights of individuals so broadly that many political choices (the income tax or universal health care, for example) would be ruled out a priori. In other words, it seeks to abolish much of politics through constitutional restraints. I view this as a hopeless strategy, both intellectually and politically. It is hopeless intellectually, because the values people hold are many and divergent and some of these values do not merely allow, but demand, government protection of weak, vulnerable or unfortunate people. Moreover, such values are not “wrong”. The reality is that people hold many, often incompatible, core values. Libertarians argue that the only relevant wrong is coercion by the state. Others disagree and are entitled to do so. It is hopeless politically, because democracy necessitates debate among widely divergent opinions. Trying to rule out a vast range of values from the political sphere by constitutional means will fail. Under enough pressure, the constitution itself will be changed, via amendment or reinterpretation.
  • So what ought the protective role of the state to include? Again, in such a discussion, classical liberals would argue for the “night-watchman” role. The government’s responsibilities are limited to protecting individuals from coercion, fraud and theft and to defending the country from foreign aggression. Yet once one has accepted the legitimacy of using coercion (taxation) to provide the goods listed above, there is no reason in principle why one should not accept it for the provision of other goods that cannot be provided as well, or at all, by non-political means.
  • Those other measures would include addressing a range of externalities (e.g. pollution), providing information and supplying insurance against otherwise uninsurable risks, such as unemployment, spousal abandonment and so forth. The subsidisation or public provision of childcare and education is a way to promote equality of opportunity. The subsidisation or public provision of health insurance is a way to preserve life, unquestionably one of the purposes of the state. Safety standards are a way to protect people against the carelessness or malevolence of others or (more controversially) themselves. All these, then, are legitimate protective measures. The more complex the society and economy, the greater the range of the protections that will be sought.
  • What, then, are the objections to such actions? The answers might be: the proposed measures are ineffective, compared with what would happen in the absence of state intervention; the measures are unaffordable and might lead to state bankruptcy; the measures encourage irresponsible behaviour; and, at the limit, the measures restrict individual autonomy to an unacceptable degree. These are all, we should note, questions of consequences.
  • The vote is more evenly distributed than wealth and income. Thus, one would expect the tenor of democratic policymaking to be redistributive and so, indeed, it is. Those with wealth and income to protect will then make political power expensive to acquire and encourage potential supporters to focus on common enemies (inside and outside the country) and on cultural values. The more unequal are incomes and wealth and the more determined are the “haves” to avoid being compelled to support the “have-nots”, the more politics will take on such characteristics.
  • In the 1970s, the view that democracy would collapse under the weight of its excessive promises seemed to me disturbingly true. I am no longer convinced of this: as Adam Smith said, “There is a great deal of ruin in a nation”. Moreover, the capacity for learning by democracies is greater than I had realised. The conservative movements of the 1980s were part of that learning. But they went too far in their confidence in market arrangements and their indifference to the social and political consequences of inequality. I would support state pensions, state-funded health insurance and state regulation of environmental and other externalities. I am happy to debate details. The ancient Athenians called someone who had a purely private life “idiotes”. This is, of course, the origin of our word “idiot”. Individual liberty does indeed matter. But it is not the only thing that matters. The market is a remarkable social institution. But it is far from perfect. Democratic politics can be destructive. But it is much better than the alternatives. Each of us has an obligation, as a citizen, to make politics work as well as he (or she) can and to embrace the debate over a wide range of difficult choices that this entails.

  • It is both misguided and dangerous to push unobserved risks further into the statistical tails of the probability distribution of outcomes and allow these high-impact, low-probability "tail risks" to disappear from policymakers' fields of observation.
  • Such environments eventually experience massive blowups, catching everyone off-guard and undoing years of stability or, in some cases, ending up far worse than they were in their initial volatile state. Indeed, the longer it takes for the blowup to occur, the worse the resulting harm in both economic and political systems.
  • Seeking to restrict variability seems to be good policy (who does not prefer stability to chaos?), so it is with very good intentions that policymakers unwittingly increase the risk of major blowups. And it is the same misperception of the properties of natural systems that led to both the economic crisis of 2007-8 and the current turmoil in the Arab world. The policy implications are identical: to make systems robust, all risks must be visible and out in the open -- fluctuat nec mergitur (it fluctuates but does not sink) goes the Latin saying.

  • Just as a robust economic system is one that encourages early failures (the concepts of "fail small" and "fail fast"), the U.S. government should stop supporting dictatorial regimes for the sake of pseudostability and instead allow political noise to rise to the surface. Making an economy robust in the face of business swings requires allowing risk to be visible; the same is true in politics.
  • Both the recent financial crisis and the current political crisis in the Middle East are grounded in the rise of complexity, interdependence, and unpredictability. Policymakers in the United Kingdom and the United States have long promoted policies aimed at eliminating fluctuation -- no more booms and busts in the economy, no more "Iranian surprises" in foreign policy. These policies have almost always produced undesirable outcomes. For example, the U.S. banking system became very fragile following a succession of progressively larger bailouts and government interventions, particularly after the 1983 rescue of major banks (ironically, by the same Reagan administration that trumpeted free markets). In the United States, promoting these bad policies has been a bipartisan effort throughout. Republicans have been good at fragilizing large corporations through bailouts, and Democrats have been good at fragilizing the government. At the same time, the financial system as a whole exhibited little volatility; it kept getting weaker while providing policymakers with the illusion of stability, illustrated most notably when Ben Bernanke, who was then a member of the Board of Governors of the U.S. Federal Reserve, declared the era of "the great moderation" in 2004.
  • Washington stabilized the market with bailouts and by allowing certain companies to grow "too big to fail." Because policymakers believed it was better to do something than to do nothing, they felt obligated to heal the economy rather than wait and see if it healed on its own.
  • The foreign policy equivalent is to support the incumbent no matter what. And just as banks took wild risks thanks to Greenspan's implicit insurance policy, client governments such as Hosni Mubarak's in Egypt for years engaged in overt plunder thanks to similarly reliable U.S. support.
  • Those who seek to prevent volatility on the grounds that any and all bumps in the road must be avoided paradoxically increase the probability that a tail risk will cause a major explosion.
  • In the realm of economics, price controls are designed to constrain volatility on the grounds that stable prices are a good thing. But although these controls might work in some rare situations, the long-term effect of any such system is an eventual and extremely costly blowup whose cleanup costs can far exceed the benefits accrued. The risks of a dictatorship, no matter how seemingly stable, are no different, in the long run, from those of an artificially controlled price.
  • Such attempts to institutionally engineer the world come in two types: those that conform to the world as it is and those that attempt to reform the world. The nature of humans, quite reasonably, is to intervene in an effort to alter their world and the outcomes it produces. But government interventions are laden with unintended -- and unforeseen -- consequences, particularly in complex systems, so humans must work with nature by tolerating systems that absorb human imperfections rather than seek to change them.
  • What is needed is a system that can prevent the harm done to citizens by the dishonesty of business elites; the limited competence of forecasters, economists, and statisticians; and the imperfections of regulation, not one that aims to eliminate these flaws. Humans must try to resist the illusion of control: just as foreign policy should be intelligence-proof (it should minimize its reliance on the competence of information-gathering organizations and the predictions of "experts" in what are inherently unpredictable domains), the economy should be regulator-proof, given that some regulations simply make the system itself more fragile. Due to the complexity of markets, intricate regulations simply serve to generate fees for lawyers and profits for sophisticated derivatives traders who can build complicated financial products that skirt those regulations.
  • The life of a turkey before Thanksgiving is illustrative: the turkey is fed for 1,000 days and every day seems to confirm that the farmer cares for it -- until the last day, when confidence is maximal. The "turkey problem" occurs when a naive analysis of stability is derived from the absence of past variations. Likewise, confidence in stability was maximal at the onset of the financial crisis in 2007.
  • The turkey problem for humans is the result of mistaking one environment for another. Humans simultaneously inhabit two systems: the linear and the complex. The linear domain is characterized by its predictability and the low degree of interaction among its components, which allows the use of mathematical methods that make forecasts reliable. In complex systems, there is an absence of visible causal links between the elements, masking a high degree of interdependence and extremely low predictability. Nonlinear elements are also present, such as those commonly known, and generally misunderstood, as "tipping points." Imagine someone who keeps adding sand to a sand pile without any visible consequence, until suddenly the entire pile crumbles. It would be foolish to blame the collapse on the last grain of sand rather than the structure of the pile, but that is what people do consistently, and that is the policy error.
  • Engineering, architecture, astronomy, most of physics, and much of common science are linear domains. The complex domain is the realm of the social world, epidemics, and economics. Crucially, the linear domain delivers mild variations without large shocks, whereas the complex domain delivers massive jumps and gaps. Complex systems are misunderstood, mostly because humans' sophistication, obtained over the history of human knowledge in the linear domain, does not transfer properly to the complex domain. Humans can predict a solar eclipse and the trajectory of a space vessel, but not the stock market or Egyptian political events. All man-made complex systems have commonalities and even universalities. Sadly, deceptive calm (followed by Black Swan surprises) seems to be one of those properties.
  • The system is responsible, not the components. But after the financial crisis of 2007-8, many people thought that predicting the subprime meltdown would have helped. It would not have, since it was a symptom of the crisis, not its underlying cause. Likewise, Obama's blaming "bad intelligence" for his administration's failure to predict the crisis in Egypt is symptomatic of both the misunderstanding of complex systems and the bad policies involved.
  • Obama's mistake illustrates the illusion of local causal chains -- that is, confusing catalysts for causes and assuming that one can know which catalyst will produce which effect. The final episode of the upheaval in Egypt was unpredictable for all observers, especially those involved. As such, blaming the CIA is as foolish as funding it to forecast such events. Governments are wasting billions of dollars on attempting to predict events that are produced by interdependent systems and are therefore not statistically understandable at the individual level.
  • Political and economic "tail events" are unpredictable, and their probabilities are not scientifically measurable. No matter how many dollars are spent on research, predicting revolutions is not the same as counting cards; humans will never be able to turn politics into the tractable randomness of blackjack.
  • Most explanations being offered for the current turmoil in the Middle East follow the "catalysts as causes" confusion. The riots in Tunisia and Egypt were initially attributed to rising commodity prices, not to stifling and unpopular dictatorships. But Bahrain and Libya are countries with high gdps that can afford to import grain and other commodities. Again, the focus is wrong even if the logic is comforting. It is the system and its fragility, not events, that must be studied -- what physicists call "percolation theory," in which the properties of the terrain are studied rather than those of a single element of the terrain.
  • When dealing with a system that is inherently unpredictable, what should be done? Differentiating between two types of countries is useful. In the first, changes in government do not lead to meaningful differences in political outcomes (since political tensions are out in the open). In the second type, changes in government lead to both drastic and deeply unpredictable changes.
  • Humans fear randomness -- a healthy ancestral trait inherited from a different environment. Whereas in the past, which was a more linear world, this trait enhanced fitness and increased chances of survival, it can have the reverse effect in today's complex world, making volatility take the shape of nasty Black Swans hiding behind deceptive periods of "great moderation." This is not to say that any and all volatility should be embraced. Insurance should not be banned, for example.
  • But alongside the "catalysts as causes" confusion sit two mental biases: the illusion of control and the action bias (the illusion that doing something is always better than doing nothing). This leads to the desire to impose man-made solutions
  • Variation is information. When there is no variation, there is no information. This explains the CIA's failure to predict the Egyptian revolution and, a generation before, the Iranian Revolution -- in both cases, the revolutionaries themselves did not have a clear idea of their relative strength with respect to the regime they were hoping to topple. So rather than subsidize and praise as a "force for stability" every tin-pot potentate on the planet, the U.S. government should encourage countries to let information flow upward through the transparency that comes with political agitation. It should not fear fluctuations per se, since allowing them to be in the open, as Italy and Lebanon both show in different ways, creates the stability of small jumps.
  • As Seneca wrote in De clementia, "Repeated punishment, while it crushes the hatred of a few, stirs the hatred of all . . . just as trees that have been trimmed throw out again countless branches." The imposition of peace through repeated punishment lies at the heart of many seemingly intractable conflicts, including the Israeli-Palestinian stalemate. Furthermore, dealing with seemingly reliable high-level officials rather than the people themselves prevents any peace treaty signed from being robust. The Romans were wise enough to know that only a free man under Roman law could be trusted to engage in a contract; by extension, only a free people can be trusted to abide by a treaty. Treaties that are negotiated with the consent of a broad swath of the populations on both sides of a conflict tend to survive.   • It is troubling that the Chair of the IPCC would lend his name and organizational affiliation to a set of groups with members engaged actively in political advocacy on climate change. Even if Dr. Pachauri feels strongly about the merit of the political agenda proposed by these groups, at a minimum his endorsement creates a potential perception that the IPCC has an unstated political agenda. This is compounded by the fact that the report Dr. Pachauri tacitly endorses contains statements that are scientifically at odds with those of the IPCC.
  • perhaps most troubling is that by endorsing this group’s agenda he has opened the door for those who would seek to discredit the IPCC by alleging exactly such a bias. (And don’t be surprised to see such statements forthcoming.) If the IPCC’s role is indeed to act as an honest broker, then it would seem to make sense that its leadership ought not blur that role by endorsing, tacitly or otherwise, the agendas of particular groups. There are plenty of appropriate places for political advocacy on climate change, but the IPCC does not seem to me to be among those places.

  • Organized by the New Economics Foundation and the Working Group on Climate and Development, the report (in PDF) is actually pretty good and contains much valuable information on climate change and development (that is, once you get past the hype of the press release and its lack of precision in disaggregating climate and vulnerability as sources of climate-related impacts). The participating organizations have done a nice job integrating considerations of climate change and development, a perspective that is certainly needed. More generally, the IPCC suffers because it no longer considers “policy options” under its mandate. Since its First Assessment Report when it did consider policy options, the IPCC has eschewed responsibility for developing and evaluating a wide range of possible policy options on climate change. By deciding to policy outside of its mandate since 1992, the IPCC, ironically, leaves itself more open to charges of political bias. It is time for the IPCC to bring policy back in, both because we need new and innovative options on climate, but also because the IPCC has great potential to serve as an honest broker. But until it does, its leadership would be well served to avoid either the perception or the reality of endorsing particular political perspectives.

It is likely that in such a scenario that connection of the scientist to the political advocacy efforts of the oil and gas industry would provide considerable grist for opponents of the oil and gas industry, and specifically a basis for highlighting the appearance or reality of a compromised position of the scientist. I have access to penicillin, air travel, good cheap food, the Internet and virtually all of the technical innovations that Gates does. Like the vast majority of Americans, I have access to some important new pharmaceuticals, such as statins to protect against heart disease. To be sure, Gates receives the very best care from the world’s top doctors, but our health outcomes are in the same ballpark. I don’t have a private jet or take luxury vacations, and—I think it is fair to say—my house is much smaller than his. I can’t meet with the world’s elite on demand. Still, by broad historical standards, what I share with Bill Gates is far more significant than what I don’t share with him.

  • This is why, for example, large numbers of Americans oppose the idea of an estate tax even though the current form of the tax, slated to return in 2011, is very unlikely to affect them or their estates. In narrowly self-interested terms, that view may be irrational, but most Americans are unwilling to frame national issues in terms of rich versus poor. There’s a great deal of hostility toward various government bailouts, but the idea of “undeserving” recipients is the key factor in those feelings. Resentment against Wall Street gamesters hasn’t spilled over much into resentment against the wealthy more generally. The bailout for General Motors’ labor unions wasn’t so popular either—again, obviously not because of any bias against the wealthy but because a basic sense of fairness was violated. As of November 2010, congressional Democrats are of a mixed mind as to whether the Bush tax cuts should expire for those whose annual income exceeds $250,000; that is in large part because their constituents bear no animus toward rich people, only toward undeservedly rich people.
  • envy is usually local. At least in the United States, most economic resentment is not directed toward billionaires or high-roller financiers—not even corrupt ones. It’s directed at the guy down the hall who got a bigger raise. It’s directed at the husband of your wife’s sister, because the brand of beer he stocks costs $3 a case more than yours, and so on. That’s another reason why a lot of people aren’t so bothered by income or wealth inequality at the macro level. Most of us don’t compare ourselves to billionaires. Gore Vidal put it honestly: “Whenever a friend succeeds, a little something in me dies.”
  • Occasionally the cynic in me wonders why so many relatively well-off intellectuals lead the egalitarian charge against the privileges of the wealthy. One group has the status currency of money and the other has the status currency of intellect, so might they be competing for overall social regard? The high status of the wealthy in America, or for that matter the high status of celebrities, seems to bother our intellectual class most. That class composes a very small group, however, so the upshot is that growing income inequality won’t necessarily have major political implications at the macro level.
  • All that said, income inequality does matter—for both politics and the economy.
  • The numbers are clear: Income inequality has been rising in the United States, especially at the very top. The data show a big difference between two quite separate issues, namely income growth at the very top of the distribution and greater inequality throughout the distribution. The first trend is much more pronounced than the second, although the two are often confused.
  • When it comes to the first trend, the share of pre-tax income earned by the richest 1 percent of earners has increased from about 8 percent in 1974 to more than 18 percent in 2007. Furthermore, the richest 0.01 percent (the 15,000 or so richest families) had a share of less than 1 percent in 1974 but more than 6 percent of national income in 2007. As noted, those figures are from pre-tax income, so don’t look to the George W. Bush tax cuts to explain the pattern. Furthermore, these gains have been sustained and have evolved over many years, rather than coming in one or two small bursts between 1974 and today.1
  • At the same time, wage growth for the median earner has slowed since 1973. But that slower wage growth has afflicted large numbers of Americans, and it is conceptually distinct from the higher relative share of top income earners. For instance, if you take the 1979–2005 period, the average incomes of the bottom fifth of households increased only 6 percent while the incomes of the middle quintile rose by 21 percent. That’s a widening of the spread of incomes, but it’s not so drastic compared to the explosive gains at the very top.
  • The broader change in income distribution, the one occurring beneath the very top earners, can be deconstructed in a manner that makes nearly all of it look harmless. For instance, there is usually greater inequality of income among both older people and the more highly educated, if only because there is more time and more room for fortunes to vary. Since America is becoming both older and more highly educated, our measured income inequality will increase pretty much by demographic fiat. Economist Thomas Lemieux at the University of British Columbia estimates that these demographic effects explain three-quarters of the observed rise in income inequality for men, and even more for women.2
  • Attacking the problem from a different angle, other economists are challenging whether there is much growth in inequality at all below the super-rich. For instance, real incomes are measured using a common price index, yet poorer people are more likely to shop at discount outlets like Wal-Mart, which have seen big price drops over the past twenty years.3 Once we take this behavior into account, it is unclear whether the real income gaps between the poor and middle class have been widening much at all. Robert J. Gordon, an economist from Northwestern University who is hardly known as a right-wing apologist, wrote in a recent paper that “there was no increase of inequality after 1993 in the bottom 99 percent of the population”, and that whatever overall change there was “can be entirely explained by the behavior of income in the top 1 percent.”4
  • And so we come again to the gains of the top earners, clearly the big story told by the data. It’s worth noting that over this same period of time, inequality of work hours increased too. The top earners worked a lot more and most other Americans worked somewhat less. That’s another reason why high earners don’t occasion more resentment: Many people understand how hard they have to work to get there. It also seems that most of the income gains of the top earners were related to performance pay—bonuses, in other words—and not wildly out-of-whack yearly salaries.5
  • It is also the case that any society with a lot of “threshold earners” is likely to experience growing income inequality. A threshold earner is someone who seeks to earn a certain amount of money and no more. If wages go up, that person will respond by seeking less work or by working less hard or less often. That person simply wants to “get by” in terms of absolute earning power in order to experience other gains in the form of leisure—whether spending time with friends and family, walking in the woods and so on. Luck aside, that person’s income will never rise much above the threshold.
  • The funny thing is this: For years, many cultural critics in and of the United States have been telling us that Americans should behave more like threshold earners. We should be less harried, more interested in nurturing friendships, and more interested in the non-commercial sphere of life. That may well be good advice. Many studies suggest that above a certain level more money brings only marginal increments of happiness. What isn’t so widely advertised is that those same critics have basically been telling us, without realizing it, that we should be acting in such a manner as to increase measured income inequality. Not only is high inequality an inevitable concomitant of human diversity, but growing income inequality may be, too, if lots of us take the kind of advice that will make us happier.
  • Why is the top 1 percent doing so well?
  • Steven N. Kaplan and Joshua Rauh have recently provided a detailed estimation of particular American incomes.6 Their data do not comprise the entire U.S. population, but from partial financial records they find a very strong role for the financial sector in driving the trend toward income concentration at the top. For instance, for 2004, nonfinancial executives of publicly traded companies accounted for less than 6 percent of the top 0.01 percent income bracket. In that same year, the top 25 hedge fund managers combined appear to have earned more than all of the CEOs from the entire S&P 500. The number of Wall Street investors earning more than $100 million a year was nine times higher than the public company executives earning that amount. The authors also relate that they shared their estimates with a former U.S. Secretary of the Treasury, one who also has a Wall Street background. He thought their estimates of earnings in the financial sector were, if anything, understated.
  • Many of the other high earners are also connected to finance. After Wall Street, Kaplan and Rauh identify the legal sector as a contributor to the growing spread in earnings at the top. Yet many high-earning lawyers are doing financial deals, so a lot of the income generated through legal activity is rooted in finance. Other lawyers are defending corporations against lawsuits, filing lawsuits or helping corporations deal with complex regulations. The returns to these activities are an artifact of the growing complexity of the law and government growth rather than a tale of markets per se. Finance aside, there isn’t much of a story of market failure here, even if we don’t find the results aesthetically appealing.
  • When it comes to professional athletes and celebrities, there isn’t much of a mystery as to what has happened. Tiger Woods earns much more, even adjusting for inflation, than Arnold Palmer ever did. J.K. Rowling, the first billionaire author, earns much more than did Charles Dickens. These high incomes come, on balance, from the greater reach of modern communications and marketing. Kids all over the world read about Harry Potter. There is more purchasing power to spend on children’s books and, indeed, on culture and celebrities more generally. For high-earning celebrities, hardly anyone finds these earnings so morally objectionable as to suggest that they be politically actionable. Cultural critics can complain that good schoolteachers earn too little, and they may be right, but that does not make celebrities into political targets. They’re too popular. It’s also pretty clear that most of them work hard to earn their money, by persuading fans to buy or otherwise support their product. Most of these individuals do not come from elite or extremely privileged backgrounds, either. They worked their way to the top, and even if Rowling is not an author for the ages, her books tapped into the spirit of their time in a special way. We may or may not wish to tax the wealthy, including wealthy celebrities, at higher rates, but there is no need to “cure” the structural causes of higher celebrity incomes.

  • The first factor driving high returns is sometimes called by practitioners “going short on volatility.” Sometimes it is called “negative skewness.” In plain English, this means that some investors opt for a strategy of betting against big, unexpected moves in market prices. Most of the time investors will do well by this strategy, since big, unexpected moves are outliers by definition. Traders will earn above-average returns in good times. In bad times they won’t suffer fully when catastrophic returns come in, as sooner or later is bound to happen, because the downside of these bets is partly socialized onto the Treasury, the Federal Reserve and, of course, the taxpayers and the unemployed.
  • if you bet against unlikely events, most of the time you will look smart and have the money to validate the appearance. Periodically, however, you will look very bad. Does that kind of pattern sound familiar? It happens in finance, too. Betting against a big decline in home prices is analogous to betting against the Wizards. Every now and then such a bet will blow up in your face, though in most years that trading activity will generate above-average profits and big bonuses for the traders and CEOs.
  • To this mix we can add the fact that many money managers are investing other people’s money. If you plan to stay with an investment bank for ten years or less, most of the people playing this investing strategy will make out very well most of the time. Everyone’s time horizon is a bit limited and you will bring in some nice years of extra returns and reap nice bonuses. And let’s say the whole thing does blow up in your face? What’s the worst that can happen? Your bosses fire you, but you will still have millions in the bank and that MBA from Harvard or Wharton. For the people actually investing the money, there’s barely any downside risk other than having to quit the party early. Furthermore, if everyone else made more or less the same mistake (very surprising major events, such as a busted housing market, affect virtually everybody), you’re hardly disgraced. You might even get rehired at another investment bank, or maybe a hedge fund, within months or even weeks.
  • Moreover, smart shareholders will acquiesce to or even encourage these gambles. They gain on the upside, while the downside, past the point of bankruptcy, is borne by the firm’s creditors. And will the bondholders object? Well, they might have a difficult time monitoring the internal trading operations of financial institutions. Of course, the firm’s trading book cannot be open to competitors, and that means it cannot be open to bondholders (or even most shareholders) either. So what, exactly, will they have in hand to object to?
  • Perhaps more important, government bailouts minimize the damage to creditors on the downside. Neither the Treasury nor the Fed allowed creditors to take any losses from the collapse of the major banks during the financial crisis. The U.S. government guaranteed these loans, either explicitly or implicitly. Guaranteeing the debt also encourages equity holders to take more risk. While current bailouts have not in general maintained equity values, and while share prices have often fallen to near zero following the bust of a major bank, the bailouts still give the bank a lifeline. Instead of the bank being destroyed, sometimes those equity prices do climb back out of the hole. This is true of the major surviving banks in the United States, and even AIG is paying back its bailout. For better or worse, we’re handing out free options on recovery, and that encourages banks to take more risk in the first place.
  • there is an unholy dynamic of short-term trading and investing, backed up by bailouts and risk reduction from the government and the Federal Reserve. This is not good. “Going short on volatility” is a dangerous strategy from a social point of view. For one thing, in so-called normal times, the finance sector attracts a big chunk of the smartest, most hard-working and most talented individuals. That represents a huge human capital opportunity cost to society and the economy at large. But more immediate and more important, it means that banks take far too many risks and go way out on a limb, often in correlated fashion. When their bets turn sour, as they did in 2007–09, everyone else pays the price.
  • And it’s not just the taxpayer cost of the bailout that stings. The financial disruption ends up throwing a lot of people out of work down the economic food chain, often for long periods. Furthermore, the Federal Reserve System has recapitalized major U.S. banks by paying interest on bank reserves and by keeping an unusually high interest rate spread, which allows banks to borrow short from Treasury at near-zero rates and invest in other higher-yielding assets and earn back lots of money rather quickly. In essence, we’re allowing banks to earn their way back by arbitraging interest rate spreads against the U.S. government. This is rarely called a bailout and it doesn’t count as a normal budget item, but it is a bailout nonetheless. This type of implicit bailout brings high social costs by slowing down economic recovery (the interest rate spreads require tight monetary policy) and by redistributing income from the Treasury to the major banks.
  • the “going short on volatility” strategy increases income inequality. In normal years the financial sector is flush with cash and high earnings. In implosion years a lot of the losses are borne by other sectors of society. In other words, financial crisis begets income inequality. Despite being conceptually distinct phenomena, the political economy of income inequality is, in part, the political economy of finance. Simon Johnson tabulates the numbers nicely: From 1973 to 1985, the financial sector never earned more than 16 percent of domestic corporate profits. In 1986, that figure reached 19 percent. In the 1990s, it oscillated between 21 percent and 30 percent, higher than it had ever been in the postwar period. This decade, it reached 41 percent. Pay rose just as dramatically. From 1948 to 1982, average compensation in the financial sector ranged between 99 percent and 108 percent of the average for all domestic private industries. From 1983, it shot upward, reaching 181 percent in 2007.7
  • There’s a second reason why the financial sector abets income inequality: the “moving first” issue. Let’s say that some news hits the market and that traders interpret this news at different speeds. One trader figures out what the news means in a second, while the other traders require five seconds. Still other traders require an entire day or maybe even a month to figure things out. The early traders earn the extra money. They buy the proper assets early, at the lower prices, and reap most of the gains when the other, later traders pile on. Similarly, if you buy into a successful tech company in the early stages, you are “moving first” in a very effective manner, and you will capture most of the gains if that company hits it big.
  • The moving-first phenomenon sums to a “winner-take-all” market. Only some relatively small number of traders, sometimes just one trader, can be first. Those who are first will make far more than those who are fourth or fifth. This difference will persist, even if those who are fourth come pretty close to competing with those who are first. In this context, first is first and it doesn’t matter much whether those who come in fourth pile on a month, a minute or a fraction of a second later. Those who bought (or sold, as the case may be) first have captured and locked in most of the available gains. Since gains are concentrated among the early winners, and the closeness of the runner-ups doesn’t so much matter for income distribution, asset-market trading thus encourages the ongoing concentration of wealth. Many investors make lots of mistakes and lose their money, but each year brings a new bunch of projects that can turn the early investors and traders into very wealthy individuals.
  • These two features of the problem—“going short on volatility” and “getting there first”—are related. Let’s say that Goldman Sachs regularly secures a lot of the best and quickest trades, whether because of its quality analysis, inside connections or high-frequency trading apparatus (it has all three). It builds up a treasure chest of profits and continues to hire very sharp traders and to receive valuable information. Those profits allow it to make “short on volatility” bets faster than anyone else, because if it messes up, it still has a large enough buffer to pad losses. This increases the odds that Goldman will repeatedly pull in spectacular profits.
  • Still, every now and then Goldman will go bust, or would go bust if not for government bailouts. But the odds are in any given year that it won’t because of the advantages it and other big banks have. It’s as if the major banks have tapped a hole in the social till and they are drinking from it with a straw. In any given year, this practice may seem tolerable—didn’t the bank earn the money fair and square by a series of fairly normal looking trades? Yet over time this situation will corrode productivity, because what the banks do bears almost no resemblance to a process of getting capital into the hands of those who can make most efficient use of it. And it leads to periodic financial explosions. That, in short, is the real problem of income inequality we face today. It’s what causes the inequality at the very top of the earning pyramid that has dangerous implications for the economy as a whole.
  • What about controlling bank risk-taking directly with tight government oversight? That is not practical. There are more ways for banks to take risks than even knowledgeable regulators can possibly control; it just isn’t that easy to oversee a balance sheet with hundreds of billions of dollars on it, especially when short-term positions are wound down before quarterly inspections. It’s also not clear how well regulators can identify risky assets. Some of the worst excesses of the financial crisis were grounded in mortgage-backed assets—a very traditional function of banks—not exotic derivatives trading strategies. Virtually any asset position can be used to bet long odds, one way or another. It is naive to think that underpaid, undertrained regulators can keep up with financial traders, especially when the latter stand to earn billions by circumventing the intent of regulations while remaining within the letter of the law.
  • For the time being, we need to accept the possibility that the financial sector has learned how to game the American (and UK-based) system of state capitalism. It’s no longer obvious that the system is stable at a macro level, and extreme income inequality at the top has been one result of that imbalance. Income inequality is a symptom, however, rather than a cause of the real problem. The root cause of income inequality, viewed in the most general terms, is extreme human ingenuity, albeit of a perverse kind. That is why it is so hard to control.
  • Another root cause of growing inequality is that the modern world, by so limiting our downside risk, makes extreme risk-taking all too comfortable and easy. More risk-taking will mean more inequality, sooner or later, because winners always emerge from risk-taking. Yet bankers who take bad risks (provided those risks are legal) simply do not end up with bad outcomes in any absolute sense. They still have millions in the bank, lots of human capital and plenty of social status. We’re not going to bring back torture, trial by ordeal or debtors’ prisons, nor should we. Yet the threat of impoverishment and disgrace no longer looms the way it once did, so we no longer can constrain excess financial risk-taking. It’s too soft and cushy a world.
  • Why don’t we simply eliminate the safety net for clueless or unlucky risk-takers so that losses equal gains overall? That’s a good idea in principle, but it is hard to put into practice. Once a financial crisis arrives, politicians will seek to limit the damage, and that means they will bail out major financial institutions. Had we not passed TARP and related policies, the United States probably would have faced unemployment rates of 25 percent of higher, as in the Great Depression. The political consequences would not have been pretty. Bank bailouts may sound quite interventionist, and indeed they are, but in relative terms they probably were the most libertarian policy we had on tap. It meant big one-time expenses, but, for the most part, it kept government out of the real economy (the General Motors bailout aside).
  • We probably don’t have any solution to the hazards created by our financial sector, not because plutocrats are preventing our political system from adopting appropriate remedies, but because we don’t know what those remedies are. Yet neither is another crisis immediately upon us. The underlying dynamic favors excess risk-taking, but banks at the current moment fear the scrutiny of regulators and the public and so are playing it fairly safe. They are sitting on money rather than lending it out. The biggest risk today is how few parties will take risks, and, in part, the caution of banks is driving our current protracted economic slowdown. According to this view, the long run will bring another financial crisis once moods pick up and external scrutiny weakens, but that day of reckoning is still some ways off.
  • Is the overall picture a shame? Yes. Is it distorting resource distribution and productivity in the meantime? Yes. Will it again bring our economy to its knees? Probably. Maybe that’s simply the price of modern society. Income inequality will likely continue to rise and we will search in vain for the appropriate political remedies for our underlying problems.

Politics and self-confidence trump education on climate change - 0 views

  • One set of polls, conducted by the University of New Hampshire, focused on a set of rural areas, including Alaska, the Gulf Coast, and Appalachia. These probably don't reflect the US as a whole, but the pollsters had about 9,500 respondents. The second, published in the The Sociological Quarterly, took advantage of a decade's worth of Earth Day polls conducted by Gallup.
  • Both surveys asked similar questions, however, including whether climate change has occurred and whether humans were likely to be the primary cause. The scientific community, including all the major scientific organizations that have issued statements on the matter, has said yes to both of these questions, and the authors interpret their findings in light of that.
  • The UNH poll shows that a strong majority—in the 80-90 percent range—accepts that climate change is happening. The Gallup polls explicitly asked about global warming and got lower percentages, although it still found that a majority of the US thinks the climate is changing. Those who label themselves conservatives, however, are notably less likely to even accept that basic point; less than half of them do, while the majority of liberals and independents do.

  • Although there was widespread acceptance that climate change was occurring, Democrats were much more likely to ascribe it to human causes (margins ranged from 20 to 50 percent). Independents were somewhere in the middle. Among those who claimed to understand the topic well, the gap actually increased.

For Democrats and independents, increased education boosted their readiness to accept the scientific community's conclusions. For self-styled conservatives, education had almost no effect (it gave a slight boost in registered Republicans).
  • Because this group had temporal data, they could track the progression of this liberal/conservative gap. It existed back in the first year they had data, 2001, but the gap was relatively stable until about 2008. At that point, acceptance among conservatives plunged, leading to the current gap of over 40 percentage points (up from less than 20) between these groups.
  • Both groups also come to similar conclusions about why this gap has developed. The piece in The Sociological Quarterly is appropriately sociological, suggesting that modernizing forces have compelled most societies to deal with the "negative consequences of industrial capitalism," such as pollution. Roger Pielke Jr.'s Blog: Political Affiliations of Scientists - 0 views

  • Dan Sarewitz tossed some red meat out on the table in the form of an essay in Slate on the apparent paucity of Republicans among the US scientific establishment.  Sarewitz suggests that it is in the interests f the scientific community both to understand this situation and to seek greater diversity in its ranks, explaining that "the issue here is legitimacy, not literacy."
  • The issue that Sarewitz raises is one of legitimacy.  All of us evaluate knowledge claims outside our own expertise (and actually very few people are in fact experts) based not on a careful consideration of facts and evidence, but by other factors, such as who we trust and how their values jibe with our own.  Thus if expert institutions are going to sustain and function in a democratic society they must attend to their legitimacy.  Scientific institutions that come to be associated with one political party risk their legitimacy among those who are not sympathetic to that party's views.
  • Of course, we don't just evaluate knowledge claims simply based on individuals, but usually through institutions, like scientific journals, national academies, professional associations, universities and so on. Sarewitz's Slate article did not get into a discussion of these institutions, but I think that it is essential to fully understand his argument.

  • Consider that the opinion poll that Sarewitz cited which found that only 6% of scientists self-identify as Republicans has some very important fine print -- specifically that the scientists that it surveyed were all members of the AAAS.  I do not have detailed demographics information, but based on my experience I would guess that AAAS membership is dominated by university and government scientists.  The opinion poll thus does not tell us much about US scientists as a whole, but rather something about one scientific institution -- AAAS.  And the poll indicates that AAAS is largely an association that does not include Republicans.
  • One factor might be seen in a recent action of the American Geophysical Union -- another big US science association: AGU recently appointed Chris Mooney to its Board.  I am sure that Chris is a fine fellow, but appointing an English major who has written divisively about the "Republican War on Science" to help AGU oversee "science communication" is more than a little ironic, and unlikely to attract many Republican scientists to the institution, perhaps even having the opposite effect.  To the extent that AAAS and AGU endorse the Democratic policy agenda, or just appear to do so, it reflects their role not as arbiters of knowledge claims, but rather as political actors.
  • I would wager that the partisan affiliation of scientists in the US military, in the energy , pharmaceutical and finance industries would look starkly different than that of AAAS.  If there is a crisis of legitimacy in the scientific community, it is among those institutions which have become to be so dominated by those espousing a shared political view, whatever that happens to be. This crisis is shared by AAAS and AGU, viewed with suspicion by those on the Right, and, for instance, by ExxonMobil, which is viewed by a similar suspicion by those on the Left.  Sarewitz is warning that for many on the Right, institutions like AAAS are viewed with every bit as skeptical an eye as those on the Left view ExxonMobil.
  • Many observers are so wrapped up in their own partisan battles that they either don't care that science is being associated with one political party or they somehow think that through such politicization they will once and for all win the partisan battles.  They won't. Political parties are far more robust than institutions of science. This raises the 'intractable' specters of discourse and framing, to which we will return in a second.
  • Finally, Lever-Tracy holds that climate change needs to be posited "firmly at the heart of the discipline." Grundmann and Stehr, however, emphasize that "if this is going to [be] more than wishful thinking, we need to carefully consider the prospects of such an enterprise."
  • The importance of framing climate change in a way that allows it to resonate with the concerns of the average citizen is an issue that the Breakthrough Institute has long emphasized. Especially the apocalyptic politics of fear that is often associated with climate change tends to have a counterproductive effect on public opinion. Realizing this, Grundmann and Stehr make an important warning to sociologists: "the inherent alarmism in many social science contributions on climate change merely repeats the central message provided by mainstream media." In other words, it fails to provide the kind of distantiated observation needed to approach the issue with at least a mild degree of objectivity or impartiality.
  • While this tension is symptomatic of many social scientific attempts to get involved, we propose to study these very underlying assumptions. For example, we should ask: Does the dramatization of events lead to effective political responses? Do we need a politics of fear? Is scientific consensus instrumental for sound policies? And more generally, what are the relations between a changing technological infrastructure, social shifts and belief systems? What contribution can bottom-up initiatives have in fighting climate change? What roles are there for markets, hierarchies and voluntary action? How was it possible that the 'fight against climate change' rose from a marginal discourse to a hegemonic one (from heresy to dogma)? And will the discourse remain hegemonic or will too much pub¬lic debate about climate change lead to 'climate change fatigue'?
  • In this respect, Grundmann and Stehr make another crucial observation: "the severity of a problem does not mean that we as sociologists should forget about our analytical apparatus." Bringing the analytical apparatus of sociology back in, the hunting season for positivist approaches to knowledge and nature is opened. Grundmann and Stehr consequently criticize not only Lever-Tracy's unspoken adherence to a positivist nature-society duality, taking instead a more dialectical Marxian approach to the relationship between man and his environment, but they also criticize her idea that incremental increases in our scientific knowledge of climate change and its impacts will automatically coalesce into successful and meaningful policy responses.
  • Political decisions about climate change are made on the basis of scientific research and a host of other (economic, political, cultural) considerations. Regarding the scientific dimension, it is a common perception (one that Lever-Tracy seems to share) that the more knowledge we have, the better the political response will be. This is the assumption of the linear model of policy-making that has been dominant in the past but debunked time and again (Godin, 2006). What we increasingly realize is that knowl¬edge creation leads to an excess of information and 'objectivity' (Sarewitz, 2000). Even the consensual mechanisms of the IPCC lead to an increase in options because knowledge about climate change increases.
  • Instead, Grundmann and Stehr propose to look carefully at how we frame climate change socially and whether the hegemonic climate discourse is actually contributing to successful political action or hampering it. Defending this social constructivist approach from the unfounded allegation that it would play into the hands of the climate skeptics, the authors note that defining climate change as a social construction ... is not to diminish its importance, relevance, or reality. It simply means that sociologists study the process whereby something (like anthropogenic climate change) is transformed from a conjecture into an accepted fact. With regard to policy, we observe a near exclusive focus on carbon dioxide emissions. This framing has proven counter productive, as the Hartwell paper and other sources demonstrate (see Eastin et al., 2010; Prins et al., 2010). Reducing carbon emissions in the short term is among the most difficult tasks. More progress could be made by a re-framing of the issue, not as an issue of human sinfulness, but of human dignity.   • These observations allow the authors to come full circle, arriving right back at their first observation about the real reasons why sociologists have so far kept silent on climate change. This urgency is therefore not ideological at all, but rather is due to the physics and biogeochemistry of the climate system itself. Diplomats and legislators, as well as heads of state worldwide, are powerless to alter the laws of nature and must face scientific facts and the hard evidence of scientific findings.

  • I totally agree with you about the distinction between science and policy. I'm also fascinated by the concept of urgency. In the case of a developing disaster, "urgent" is logically a fairly short space on the time line. Before that, it's not yet urgent. After that, it's too late. Any analysis that does not acknowledge this basic logic is likely to strain credibility. And any uncertainty about future climate (and impacts) implies uncertainty about where on the time line the "urgent" window is or will be located. The uncertainty has to be small, or there is no way to know we're inside that short time period. And "maybe it's urgent" or "maybe it's too late" are not very persuasive arguments.

Have you heard of the Koch Brothers? | the kent ridge common - 0 views

  • I return to the Guardian online site expressly to search for those elusive articles on Wisconsin. The main page has none. I click on News – US, and there are none. I click on ‘Commentary is Free’- US, and find one article on protests in Ohio. I go to the New York Times online site. Earlier, on my phone, I had seen one article at the bottom of the main page on Wisconsin. By the time I managed to get on my computer to find it again however, the NYT main page was quite devoid of any articles on the protests at all. I am stumped; clearly, I have to reconfigure my daily news sources and reading diet.
  • It is not that the media is not covering the protests in Wisconsin at all – but effective media coverage in the US at least, in my view, is as much about volume as it is about substantive coverage. That week, more prime-time slots and the bulk of the US national attention were given to Charlie Sheen and his crazy antics (whatever they were about, I am still not too sure) than to Libya and the rest of the Middle East, or more significantly, to a pertinent domestic issue, the teacher protests  - not just in Wisconsin but also in other cities in the north-eastern part of the US.
  • In the March 2nd episode of The Colbert Report, it was shown that the Fox News coverage of the Wisconsin protests had re-used footage from more violent protests in California (the palm trees in the background gave Fox News away). Bill O’Reilly at Fox News had apparently issued an apology – but how many viewers who had seen the footage and believed it to be on-the-ground footage of Wisconsin would have followed-up on the report and the apology? And anyway, why portray the teacher protests as violent?

  • In this New York Times’ article, “Teachers Wonder, Why the scorn?“, the writer notes the often scathing comments from counter-demonstrators – “Oh you pathetic teachers, read the online comments and placards of counterdemonstrators. You are glorified baby sitters who leave work at 3 p.m. You deserve minimum wage.” What had begun as an ostensibly ‘economic reform’ targeted at teachers’ unions has gradually transmogrified into a kind of “character attack” to this section of American society – teachers are people who wage violent protests (thanks to borrowed footage from the West Coast) and they are undeserving of their economic benefits, and indeed treat these privileges as ‘rights’. The ‘war’ is waged on multiple fronts, economic, political, social, psychological even — or at least one gets this sort of picture from reading these articles.
  • as Singaporeans with a uniquely Singaporean work ethic, we may perceive functioning ‘trade unions’ as those institutions in the so-called “West” where they amass lots of membership, then hold the government ‘hostage’ in order to negotiate higher wages and benefits. Think of trade unions in the Singaporean context, and I think of SIA pilots. And of LKY’s various firm and stern comments on those issues. Think of trade unions and I think of strikes in France, in South Korea, when I was younger, and of my mum saying, “How irresponsible!” before flipping the TV channel.
  • The reason why I think the teachers’ protests should not be seen solely as an issue about trade-unions, and evaluated myopically and naively in terms of whether trade unions are ‘good’ or ‘bad’ is because the protests feature in a larger political context with the billionaire Koch brothers at the helm, financing and directing much of what has transpired in recent weeks. Or at least according to certain articles which I present here.
  • In this NYT article entitled “Billionaire Brothers’ Money Plays Role in Wisconsin Dispute“, the writer noted that Koch Industries had been “one of the biggest contributors to the election campaign of Gov. Scott Walker of Wisconsin, a Republican who has championed the proposed cuts.” Further, the president of Americans for Prosperity, a nonprofit group financed by the Koch brothers, had reportedly addressed counter-demonstrators last Saturday saying that “the cuts were not only necessary, but they also represented the start of a much-needed nationwide move to slash public-sector union benefits.” and in his own words -“ ‘We are going to bring fiscal sanity back to this great nation’ ”. All this rhetoric would be more convincing to me if they weren’t funded by the same two billionaires who financially enabled Walker’s governorship.
  • I now refer you to a long piece by Jane Mayer for The New Yorker titled, “Covert Operations: The billionaire brothers who are waging a war against Obama“. According to her, “The Kochs are longtime libertarians who believe in drastically lower personal and corporate taxes, minimal social services for the needy, and much less oversight of industry—especially environmental regulation. These views dovetail with the brothers’ corporate interests.”
  • Their libertarian modus operandi involves great expenses in lobbying, in political contributions and in setting up think tanks. From 2006-2010, Koch Industries have led energy companies in political contributions; “[i]n the second quarter of 2010, David Koch was the biggest individual contributor to the Republican Governors Association, with a million-dollar donation.” More statistics, or at least those of the non-anonymous donation records, can be found on page 5 of Mayer’s piece.
  • Naturally, the Democrats also have their billionaire donors, most notably in the form of George Soros. Mayer writes that he has made ‘generous private contributions to various Democratic campaigns, including Obama’s.” Yet what distinguishes him from the Koch brothers here is, as Michael Vachon, his spokesman, argued, ‘that Soros’s giving is transparent, and that “none of his contributions are in the service of his own economic interests.” ‘ Of course, this must be taken with a healthy dose of salt, but I will note here that in Charles Ferguson’s documentary Inside Job, which was about the 2008 financial crisis, George Soros was one of those interviewed who was not portrayed negatively. Cato’s resident scholars have relentlessly criticized political attempts to stop global warming as expensive, ineffective, and unnecessary. Ed Crane, the Cato Institute’s founder and president, told [Mayer] that “global-warming theories give the government more control of the economy.” ‘

Then, to quote Wisconsin Governor Scott Walker during that prank call conversation, “Sooner or later the media stops finding it [the teacher protests] interesting.”
  • What remains more puzzling for me is why the American public seems to buy into the Koch-funded libertarian rhetoric. Mayer writes, ‘ “Income inequality in America is greater than it has been since the nineteen-twenties, and since the seventies the tax rates of the wealthiest have fallen more than those of the middle class. Yet the brothers’ message has evidently resonated with voters: a recent poll found that fifty-five per cent of Americans agreed that Obama is a socialist.” I suppose that not knowing who is funding the political rhetoric makes it easier for the public to imbibe it.

An insider's view of academic censorship in Singapore | Asian Correspondent - 0 views

  • Mark, who is now assistant professor of history at the University of Hong Kong, talks candidly about the censorship, both self-imposed and external, that guided his research and writing.
  • During my 6 years in the city, I definitely became ever more acutely aware of "political sensitivities". Thus, there were comments that came up in interviews with some of Singapore's former political detainees (interviews which are cited in the book) that were not included because they would have possibly resulted in libel actions. There were other things, such as the deviousness of LKY's political negotiations with the British in the late 50s and early 60s, which we could have gone into further (the details have been published) rather than just pointing to them in the footnotes. Was this the result of a subconscious self-censorship or a desire to move the story on? I'm still thinking about that one. But I do recall that, as a foreign academic working at the National Univ. of Singapore, you inevitably became careful about what sort of public criticism you directed at your paymasters. No doubt, this carefulness ultimately seeps into you (though I think good work can be done in Singapore, nevertheless, and many people in academia there continue to do it).
  • The decision to halt Singapore: a Biography in 1965, and in that sense narrow the narrative, was a very conscious one. I am still not comfortable tackling Singapore's political history after 1965, given the current political constraints in the Republic, and the official control of the archive. I have told publishers who have enquired about us extending the story or writing a sequel that this would involve a narrative far more critical of the ruling party. Repressive political measures that might have garnered a degree of popular support in the turbulent early-60s became, I believe, for many Singaporeans, less justifiable and more reprehensible in the 70s and 80s (culminating with the disgust that many people felt over the treatment of Catholic agitators involved in the so-called "Marxist conspiracy" of 1987).

  • As for the rise of the PAP, my personal view is that in the late 1950s the PAP was the only viable alternative to colonial rule, once Marshall had bailed - that is, in terms of getting Singapore out of its postwar social and economic predicament. As much as my heart is with the idealists who founded the Barisan, I'm not sure they would have achieved the same practical results as the PAP did in its first 5 years, had they got into power. There were already rifts in the Barisan prior to Operation Cold Store in 1963, and the more one looks into the party at this time, the more chaotic it appears. (Undoubtedly, this chaos was also a result of the pressures exerted upon it by the PAP.)
  • when the Barisan was systematically destroyed, hopeless though its leaders might have proved as technocrats, Singapore turned a corner. From 1963, economic success and political stability were won at the expense of freedom of expression and 'responsible dissent', generating a conformity, an intellectual sterility and a deep loss of historical identity that I hope the Epilogue to the book conveys. That's basically my take on the rise of the PAP. The party became something very different from 1963.

  • Following the incident in which a student posted an ‘academic blacklist’ of international students, The Nanyang Technological University (NTU) sent out an email warning to its students about the school’s regulatory guidelines on internet postings.
  • The email, titled “Message on Exercising Freedom of Expression Responsibility“, warned students in particular not to ‘make comments that cause hatred or dissatisfaction with the Singapore justice system’ and not to create ‘web pages/blogs containing information on religion or politics’ unless the student has ‘acquired proper licences from the Media Development Authority AND the written approval of the University.’
  • While the list of regulations has a few sound guidelines on exercising exercising free speech on the internet, it makes no case to explain why dissatisfaction with the Singapore Justice system, if there was ever one, could not be freely expressed by its students. At the same time, the insistence on a complete blanket ban on blogs that discuss politics or religion without acquiring ‘proper licenses’ from MDA and the school contravenes the very tenets of freedom of speech.

  • Interestingly, judging from the contents posted, the blog TheLiberatingTruth, which was responsible for the e-mail reminder, would not have contravened any of the guidelines stated by NTU. Firstly, the blog is neither a site that discusses politics or religion, and neither is it a complete fabrication of allegations against the international students. The testimonials posted on TheLiberatingTruth, which has since shut down, are based on real-life experiences and encounters by classmates of these international students.

  • That science and politics are nonoverlapping magisteria (vide Stephen Jay Gould’s model separating science and religion) was long my position until I read Timothy Ferris’s new book The Science of Liberty (HarperCollins, 2010). Ferris, the best-selling author of such science classics as Coming of Age in the Milky Way and The Whole Shebang, has bravely ventured across the magisterial divide to argue that the scientific values of reason, empiricism and antiauthoritarianism are not the product of liberal democracy but the producers of it.

"It's always been a settled assumption that it is the product of socialization and life experience, and this research has come along saying, 'Wait a minute, wait a minute.   • Singapore has not ratified the International Covenant on Civil and Political Rights, but as a member state of the United Nations is bound to respect “fundamental human rights”. But who decides these rights? Many commentators will argue that they are those enshrined in the Universal Declaration on Human Rights, in which Freedom of Expression is guaranteed by Article 19.
  • The United Nations Human Rights Committee has stressed that freedom of expression ensures the free political debate essential to democracy[ii] and has expressed concern that overbearing government controls of the media are incompatible with Freedom of Expression.
  • The Singapore government’s view is different. They have long asserted that human rights principles and conceptions are dominated by Western perceptions and argue for an “Asian Values” interpretation of human rights. This has been characterised as the assertion of the primacy of duty to the community over individual rights and the expectation of trust in authority and dominance of the state leaders.

  • The “Asian Values” hypothesis is equally suspect. The UDHR recognises the universal applicability of human rights and any nation party to this treaty is not permitted to restrict rights purely on cultural, religious or political grounds.

Speaking recently in New York, the UN Secretary-General, Ban Ki Moon warned against such an interpretation of human rights:
  • “Yes, we recognize that social attitudes run deep.  Yes, social change often comes only with time.  Yet, let there be no confusion: where there is tension between cultural attitudes and universal human rights, universal human rights must carry the day. ” The universal and fundamental nature of human rights is the founding principle on which the United Nations was built: the right to freedom of expression must be guaranteed, “Asian Values” notwithstanding.

  • Internet-based news websites and the growing popularity of social media have broken the mainstream media's monopoly on news - though not completely. Singapore's PAP-led government was one of the first in the world to devise content regulations for the Internet, issuing restrictions on topics it deemed as sensitive as early as 1996.
  • While political parties are broadly allowed to use the Internet to campaign, they were previously prohibited from employing some of the medium's most powerful features, including live audio and video streaming and so-called "viral marketing". Websites not belonging to political parties or candidates but registered as political sites have been banned from activities that could be considered online electioneering.

Political parties and candidates will be allowed to use a broader range of new media platforms, including blogs, micro-blogs, online photo-sharing platforms, social networking sites and electronic media applications used on mobile phones, for election advertising. The loosening, however, only applies for political party-run websites, chat rooms and online discussion forums. Candidates must declare the new media content they intend to use within 12 hours after the start of the election campaign period. George warned in a recent blog entry that the new declaration requirements could open the way for PAP-led defamation suits against new media using opposition politicians. PAP leaders have historically relied on expensive litigation to suppress opposition and media criticism. "The PAP won't subject everyone's postings to legal scrutiny. But if it decides that a particular opposition politician needs to be utterly demolished, you can bet that no tweet of his would be too tiny, no Facebook update too fleeting ... in order a build the case against the individual," George warned in a journalism blog.
  • While opposition politicians will rely more on new than mainstream media to communicate with voters, they already recognize that the use of social media will not necessarily translate into votes. "[Online support] can give a too rosy a picture and false degree of comfort," said the RP's Jeyaretnam. "People who [interact with] us online are those who are already convinced with our messages anyway."
