This is the experience of a group of teachers and students in Colombia that participated in an online storysharing and learning forum. This project represents a joint effort of two universities in Colombia and Scotland to effectively apply information and communication technology (ICT) with teachers and students from public educational institutions in Bogotá.
This study reports the way ICT´s are being used in 5 Latin American countries, and how citizen participation is leading to more transparency and descentralization of governments.
