Entitled, ‘Toward a Greater Eurasia: How to Build a Common Future?,’ the report warns that the Eurasian supercontinent needs to anticipate the Great Game’s risks that include mounting tensions between the United States and China; global trade wars; arms races; escalating conflict in the greater Middle East; deteriorating relations between Russia and the West; a heating up of contained European conflicts such as former Yugoslavia; rising chances of separatism and ethnic/religious conflict; and environmental degradation as well as technological advances. The report suggested that the risks were enhanced by the fragility of the global system with the weakening of multilateral institutions such as the United Nations, the World Trade Organization and NATO.
  • Erdogan’s vision, according to Eurasia scholar Igor Torbakov, is built on the notion that the world is divided into distinct civilizations.   • In terms of geopolitics, it was a zero sum game: empower NATO at the expense of Russia and convey a message to Iran that the U.S. was serious about protecting its allies from their developing threats.

The New Nuclear Arms Race: Russia and the United States Must Pursue Dialogue to Prevent... - 0 views

  • Even after decades of reducing their arsenals, the United States and Russia still possess more than 90 percent of the world’s nuclear weapons—over 8,000 warheads, enough for each to destroy the other, and the world, several times over. For a long time, both sides worked hard to manage the threat these arsenals presented. In recent years, however, geopolitical tension has undermined “strategic stability”—the processes, mechanisms, and agreements that facilitate the peacetime management of strategic relationships and the avoidance of nuclear conflict, combined with the deployment of military forces in ways that minimize any incentive for nuclear first use. Arms control has withered, and communication channels have closed, while outdated Cold War nuclear postures have persisted alongside new threats in cyberspace and dangerous advances in military technology (soon to include hypersonic weaponry, which will travel at more than five times the speed of sound).
  • Not since the 1962 Cuban missile crisis has the risk of a U.S.-Russian confrontation involving the use of nuclear weapons been as high as it is today. Yet unlike during the Cold War, both sides seem willfully blind to the peril.

  • Exacerbating this danger is the deliberate and accelerating breakdown of the arms control architecture that for decades provided restraint, transparency, and predictability for each side’s conventional and nuclear forces. In their absence, Russia and the West are assuming and planning for worst-case scenarios. The first crack appeared in 2002, when the United States withdrew from the Anti-Ballistic Missile (ABM) Treaty, signed three decades earlier to prevent Washington and Moscow from deploying nationwide defenses against long-range ballistic missiles. Five years later, Russia effectively suspended another landmark agreement, the 1990 Treaty on Conventional Armed Forces in Europe, and NATO followed suit. The 1987 Intermediate-Range Nuclear Forces (INF) Treaty—which banned an entire class of destabilizing nuclear-capable missiles on European territory—has been dealt a likely fatal blow with this year’s decisions by Washington to withdraw from the treaty and by Moscow to suspend implementation of it.

Then there is the militarization of outer space, a domain that remains virtually unregulated by agreements or understandings: China, Russia, and, most recently, India have built up their antisatellite capabilities, and Washington is mulling a dedicated space force.

  • African visions of an integrated continent with political solidarity and interlinked prosperity are as old as decolonization, but until recently there were few indicators that it was heading in the right direction. The Organization of African Unity, founded in 1963, was widely regarded a mere dictators’ club and was succeeded in 2002 by the African Union, whose reputation fares marginally better. Modeled to a fault on European Union institutions, the AU remains both overly centralized and lacking in capacity and accountability. But in the last three years, the AU has begun to emerge as a globally relevant actor because it overcame a major hurdle to pan-African progress.
  • In 2018, the African Union adopted the African Continental Free Trade Area (AfCFTA), the largest trade agreement concluded since the World Trade Organization in 1995. At more than $2.5 trillion, the economy of the African Union is nearly the size of the British and French economies, which rank sixth and seventh in the world.

The End of History and the Last Map: How Cartography Has Shaped Ideas of War and Peace - 0 views

  • Spreading peace and democracy has never been cartographically convincing, even to its promoters. And it could sometimes look downright sinister to those on the wrong side of the map. At the same time, maps are ideally suited to essentialist visions of the world that, accurately or not, divide people into discrete, ready-to-clash units, each with their own color and territory. Perhaps as a result, maps have served nicely as a metaphor for those who assumed conflict was more natural, or more interesting, all along.
  • After the Cold War ended, maps of peace and harmony proved far less visually engaging than their predecessors and were just as ideologically fraught. Perhaps the best modern-day cartographic depiction of what liberal internationalism’s triumph might look like is Freedom House’s map of freedom in the world, with all the countries gradually ticking green. Like maps of global risk or human development, the Freedom House map offers a ready metric for imagining Western politics and living standards spreading across the globe.
  • For those who wanted a more militant depiction of liberal internationalist ambition, there was also “The Pentagon’s New Map.” Published by the political scientist Thomas Barnet in 2003, it generated a flurry of media attention before being largely forgotten in the disastrous aftermath of the Iraq War. The Chinese Virus Spread to the West on the New Silk Road - 0 views

  • Barely 50 years after the Polos’ return from China, an outbreak of bubonic plague traveled those very same routes to the West, where the disease became known as the Black Death. It is believed to have been spread by both land and sea, originating in China and following the trade routes to Europe and the Middle East. Both routes ultimately converged on Italy, where the plague killed up to 75 percent of the population in some areas. Northern Italy’s thoroughly internationalized merchant traders probably played a key role in transmitting the disease onward to the rest of Europe.

  • The recent literature on Putin is correctly in drawing attention to his pro-Soviet imperialistic views: remember, to Putin the collapse of the USSR the biggest geopolitical catastrophe of 20th century. But what exactly this pro-Soviet worldview means is fairly poorly understood. To get a grasp on one needs to check what Putin’s preferred readings are. Putin’s favorites include a bunch of Russian nationalist philosophers of early 20th century – Berdyaev, Solovyev, Ilyin — whom he often quotes in his public speeches. Moreover, recently the Kremlin has specifically assigned Russia’s regional governors to read the works by these philosophers during 2014 winter holidays. The main message of these authors is Russia’s messianic role in world history, preservation and restoration of Russia’s historical borders and Orthodoxy.
