International Relations Theory Doesn't Understand Culture - Foreign Policy - 0 views

  • Conventional wisdom holds that IR theory has little to say about culture. After all, the argument goes, its dominant schools of thought focus on struggles for material power and treat actors as self-interested egoists. In fact, IR scholars talk about culture all the time. It permeates their arguments about the Western foundations of the modern international order, about China as a civilizational state, and about the fate of the Arab Spring. And if discussions of the Western nature of human rights aren’t about culture, then what are they about at all?
  • IR scholars cling stubbornly to a view of culture that anthropologists and sociologists last took seriously between the 1930s and 1950s. Indeed, when discussing culture, IR looks like a conservation zoo for concepts long dead in their natural habitats.
  • Cultures are now seen as heterogeneous and contradictory, highly porous, and deeply entwined and interrelated. In her celebrated 1986 article “Culture in Action,” Ann Swidler, the eminent Berkeley sociologist, put it this way: “all real cultures contain diverse, often conflicting symbols, rituals, stories, and guides to action.” Decades of empirical research sustains such understandings of culture. Anthropologists have demonstrated it at very local levels. Lila Abu-Lughod’s work on Bedouin women is a fine example. And historians have demonstrated it at the level of empires and international orders. Karen Barkey, Jane Burbank, Frederick Cooper, Pamela Kyle Crossley, and many others have revealed the heterogeneous cultural contexts in which such orders evolve.

  • The English School is noted for its trademark claim that states can form international societies, not just international systems. That is, states can come together over shared common interests to agree on common rules and create institutions to uphold those rules. When asked what sustains such a society, English School theorists offer two main answers. One is pragmatic: States share basic interests in physical security, stable territorial rights, and the keeping of agreements, and international society is the best means to these ends. This is overlaid, however, by an argument about the cultural prerequisites for international society. Far from seeing culture as complex and contradictory, Martin Wight, one of the school’s founders, held in Systems of States that an international society “will not come into being without a degree of cultural unity among its members.” Modern international society, he argued, had its origins in European civilization, and when decolonization admitted a host of non-Western states, international society had “outrun cultural and moral community.” The idea that pragmatism could only ever sustain a thin social order—and that a common culture was needed to undergird robust bonds, institutions, and practices—focused much of the school’s post-decolonization research on the possibility of international society in a culturally diverse world.
  • On the surface, it might seem like rational choice theory would have even less to say about culture than realism. Yet culture enters rationalist arguments, too, in three ways: when adherents explain the rational choice of norms, when they accommodate cultural preferences, and in their argument that common knowledge is essential to solving coordination problems. Coordination problems exist when actors have common interests but can only realize as much if they coordinate their choices, usually without direct communication.

Confucianism Isn't Helping South Korea Beat the Coronavirus - 0 views

  • The United States and Europe are suffering from COVID-19 because they saw the virus as an “Asian disease,” somehow unable to reach their own shores. Now, they run the risk of rejecting the best practices of combating the pandemic as they imagine “Asian solutions” that can never be replicated in their countries.
  • This is a long-standing pattern of Orientalism. Whenever a social policy seems to work well in an Asian country (usually Japan and more recently South Korea), Westerners—Americans in particular—are quick to claim that such policy was possible only because of Asia’s supposedly homogenous populations and harmonious societies. Such harmony, however, exists only in a racist fantasy that imagines a society made up of meek, compliant Asians.
  • In a 2018 study by the Organization for Economic Cooperation and Development, South Korea’s score for “average trust in others” was merely 0.32 in 2014. You can’t fix extinctions, or ocean acidification, or melted permafrost, no matter how rich or smart you are. The fact that these problems will occur in the future lets us take a magical view of them. We go on exacerbating them, thinking—not that we think this, but the notion seems to underlie our thinking—that we will be dead before it gets too serious. The tragedy of the horizon is often something we encounter, without knowing it, when we buy and sell. The market is wrong; the prices are too low. Our way of life has environmental costs that aren’t included in what we pay, and those costs will be borne by our descendents. We are operating a multigenerational Ponzi scheme.

Chinese Villages, Security Forces Revealed Inside Bhutan's Borders - 0 views

None of these roads or military sites existed five years ago. There is little that Bhutan can do, given that the 1998 agreement, in which both sides undertook not to alter the status of disputed areas, has been shredded by Beijing’s actions on the ground.

How Putin's worldview may be shaping his response in Crimea - 1 views

  • The recent literature on Putin is correctly in drawing attention to his pro-Soviet imperialistic views: remember, to Putin the collapse of the USSR the biggest geopolitical catastrophe of 20th century. But what exactly this pro-Soviet worldview means is fairly poorly understood. To get a grasp on one needs to check what Putin’s preferred readings are. Putin’s favorites include a bunch of Russian nationalist philosophers of early 20th century – Berdyaev, Solovyev, Ilyin — whom he often quotes in his public speeches. He then passes a referendum on those territories, and replaces the Russian Federation with the Russian Union (refer to the Custom Union) that also includes Belarus, Prednestrovie, Kazakhstan, Turkmenistan, South Ossetia and Abkhazia

In reality, the combatants are professional, state-employed cyberwarriors and seasoned amateur guerrillas pursuing very well-defined objectives with military precision and specialized tools. Each type of combatant brings a different mental model to the conflict, but uses the same set of tools.
  • There are also small but highly-skilled cadres of ideologically-motivated shitposters whose skill at information warfare is matched only by their fundamental incomprehension of the real damage they’re unleashing for lulz. But ultimately the information war is about territory — just not the geographic kind. In a warm information war, the human mind is the territory. If you aren’t a combatant, you are the territory. And once a combatant wins over a sufficient number of minds, they have the power to influence culture and society, policy and politics.
  • Cyberwar, most people thought, would be fought over infrastructure — armies of state-sponsored hackers and the occasional international crime syndicate infiltrating networks and exfiltrating secrets, or taking over critical systems. Even actual hacks are increasingly done in service of influence operations: stolen, leaked emails, for example, were profoundly effective at shaping a national narrative in the U.S. election of 2016.

  • Rather than usher in a new era of Chinese influence, Beijing's missteps have shown why it is unlikely to become the world's leading power. Even if it overtakes the United States to have the biggest economy in the world, which many economists believe could happen over the next decade, China will not dislodge Washington from its central position in global affairs for decades to come.
  • China's assertiveness is generating intense suspicion, if not outright enmity, among its neighbors. Its "peaceful rise" is not taking place in isolation. There may be echoes in today's Asia of the late-nineteenth century in Europe and North America, but this is the one critical difference. The United States came into its own as a great power without any major challenge from its neighbors, while Germany's ascent was aided by the collapsing Austro-Hungarian and Ottoman empires and Russian monarchy on its frontiers. Even Japan, after two decades of stagnation, still has one of the most formidable navies in the world, as well as the world's third largest economy. China's strategic misfortune is to be bordered by robust and proud nation-states which expect their own stake in the modern world.

China is putting in place an ambitious long-term plan to turn the renminbi into one of the main international currencies. Chinese leaders often discuss the project in technical terms, about reducing currency risk for their companies, but they also do little to hide their frustration with the dollar's privileged status. One Chinese academic even likens the importance of the project to turn the renminbi into a major reserve currency to China's acquisition of a nuclear weapon in the 1960s. While American politicians have been worrying loudly about the risk of China owning so many Treasury bonds ("How do you deal toughly with your banker?" Hillary Clinton asked at a private lunch with then Australian Prime Minister Kevin Rudd in March 2009) China has been fretting about how little leverage its U.S. bond holdings give it. The desire to dethrone the dollar is partly rooted in China's frustration that it has absolutely no influence over the Federal Reserve. And yet it has few options other than buying American debt, because the U.S. Treasury bond market is the largest and most liquid in the world.

As a result, Beijing would have to dismantle that system of controls.   • Those who demand that the U.S. Government take people's lives with no oversight or due process as though they're advocating changes in tax policy or mid-level personnel moves -- eradicate him!, they bellow from their seats in the Colosseum -- are just morally deranged barbarians.  There's just no other accurate way to put it.  These are usually the same people, of course, who brand themselves "pro-life" and Crusaders for the Sanctity of Human Life and/or who deride Islamic extremists for their disregard for human life.  And the fact that this mindset is so widespread and mainstream is quite a reflection of how degraded America's political culture is.
  • Most political journalists rely on their relationships with government officials and come to like them and both identify and empathize with them.  By contrast, WikiLeaks is truly adversarial to those powerful factions in exactly the way that these media figures are not:  hence, the widespread media hatred and contempt for what WikiLeaks does.  Just look at how important it was for Bill Keller to emphasize that the Government is criticizing WikiLeaks but not The New York Times; having the Government pleased with his behavior is his metric for assessing how good his "journalism" is.  If the Government is patting him on the head, then it's proof that he acted "responsibly."  That servile-to-power mentality is what gets exposed by the contrast Wikileaks provides.

  • Digby's superb commentary on this point yesterday: My personal feeling is that any allegedly democratic government that is so hubristic that it will lie blatantly to the entire world in order to invade a country it has long wanted to invade probably needs a self-correcting mechanism. There are times when it's necessary that the powerful be shown that there are checks on its behavior, particularly when the systems normally designed to do that are breaking down. Now is one of those times. . . . .As for the substance of the revelations, I don't know what the results will be. But in the world of diplomacy, embarrassment is meaningful and I'm not sure that it's a bad thing for all these people to be embarrassed right now.  Puncturing a certain kind of self-importance --- especially national self-importance --- may be the most worthwhile thing they do. A little humility is long overdue.

In the village of Jinwar, a female-controlled town, the S.D.F. has built a commune for women and their children, both Kurdish and Arab, seeking to escape oppressive families and realize a community without patriarchy. Think Again: North Korea - By David Kang and Victor Cha | Foreign Policy - 1 views

  • There is no threat of war on the Korean peninsula because the United States and South Korea have deterred the regime for over six decades, or so the thinking goes. And the occasional provocation from Pyongyang -- full of sound and fury -- usually ends with it blowing up in its face, signifying nothing. So why worry? Two reasons. First, North Korea has a penchant for testing new South Korean presidents. A new one was just inaugurated in February, and since 1992, the North has welcomed these five new leaders by disturbing the peace.
  • Second, North Korea crossed a major technology threshold in December, when it successfully launched a satellite into orbit. Though the satellite later malfunctioned, the North managed to put the payload into orbit with ballistic missile launch technology that is clearly designed to reach the United States. This development appears to validate former U.S. Defense Secretary Bob Gates's January 2011 claim that the regime was only five years away from fielding a missile that could threaten the continental United States. To make matters worse, Pyongyang conducted a third nuclear test in February, which appears to have been more successful than the previous two.

The North can fire 500,000 rounds of artillery on Seoul in the first hour of a conflict. Fourth, in the 1980s and 1990s, the North undertook extremely wasteful mega-projects, building stadiums, hydropower projects, and tideland reclamation projects -- most of which failed or were never completed. Finally, after the Chinese and Soviets stopping giving aid to the North at the end of the Cold War, Pyongyang relied on humanitarian assistance as a form of income, instead of trying to fix their economy.

As a result, Beijing -- much like Washington -- is faced with the choices of rhetorical pressure, quiet diplomacy, and mild sanctions. As long as China continues to value stability on the peninsula more than it worries about a few nuclear weapons, it will not fundamentally change its policy towards its unruly neighbor.

  • It wasn't until Jan. 11, when France began bombing the Islamists to stop their advance on Mali's government-held south, that the rest of the world snapped to attention. And that's when the trouble began: the terrible headlines, the misleading cover art, and the bad analysis.
  • African affairs are generally a low foreign-policy priority for the United States. As such, the American foreign policy establishment is not well known for its expertise on West African security crises. But France's sudden and deep engagement in Mali -- and limited U.S. support for the operation -- left most media outlets and think tanks in need of immediate explanations. Not surprisingly, this state of affairs led to a sudden proliferation of Mali "experts" pontificating on the airways and in print about a country most could not have located with ease on a map two weeks before. False claims based on limited contextual knowledge have since abounded, including one widely repeated claim that this crisis is largely a result of the Libya intervention (it's not; this happened due to domestic political crises in Mali).

The historical analogy had only very limited utility because the former's history and context had almost nothing in common with the latter's. Likewise, Mali's uniqueness means that outcomes in that country -- as well as the depth and breadth of French engagement -- will no doubt be very different.

  • France's engagement in Mali is also unlike U.S. engagement in Afghanistan in that, because of their colonial history, the French know what they are getting into. There are decades of outstanding French scholarship on Mali; France is practically drowning in Mali experts in government, academia, and the private sector. This is more important than many realize; having deep cultural and historical knowledge and a shared language (most educated Malians still speak French) makes it much easier for French forces to relate to average Malians and build friendships with key local leaders whose support will be necessary for long-term success.
