Turkey's Invasion of Syria Makes the Kurds the Latest Victims of the Nation-State - 0 views

  • The global system is built around sovereign states, and it shows. This is an enormous problem for groups that define themselves, or are defined by others, as distinct from the country within whose borders they happen to reside, and it’s also terrible as a framework for navigating the global politics of a rapidly changing world.
  • Sovereignty is usually traced back to the 1648 Treaty of Westphalia, which was pivotal in shifting conceptions of government toward a secular state with entire authority inside inviolable territorial borders. Designed as a diplomatic solution to catastrophic religious wars among feudal, monarchical territories, its tenets have persisted into the modern world largely due to the entrenched power of those states, jealously guarding their unfettered rule over their slice of geography.
  • as the power of monarchy eroded and European countries needed something else to inspire loyalty among their citizens, the ideal of the nation-state—that the people within those arbitrary borders would feel some sort of collective identity—became popular. The End of History and the Last Map: How Cartography Has Shaped Ideas of War and Peace - 0 views

  • Spreading peace and democracy has never been cartographically convincing, even to its promoters. And it could sometimes look downright sinister to those on the wrong side of the map. At the same time, maps are ideally suited to essentialist visions of the world that, accurately or not, divide people into discrete, ready-to-clash units, each with their own color and territory. Perhaps as a result, maps have served nicely as a metaphor for those who assumed conflict was more natural, or more interesting, all along.
  • After the Cold War ended, maps of peace and harmony proved far less visually engaging than their predecessors and were just as ideologically fraught. Perhaps the best modern-day cartographic depiction of what liberal internationalism’s triumph might look like is Freedom House’s map of freedom in the world, with all the countries gradually ticking green. Like maps of global risk or human development, the Freedom House map offers a ready metric for imagining Western politics and living standards spreading across the globe.

The result is a strange contradiction whereby organizations like Freedom House and the Open Society Foundations appear to represent a kind of earnest if slightly quixotic idealism in Washington while becoming the subject of countless conspiracy theories abroad. For those who imagined color revolutions as a series of CIA-sponsored plots to spread U.S. influence under the guise of democracy, the Freedom House map was also the Pentagon map; seeing the world painted all one shade was tantamount to the United States conquering it.

While the U.S. has never fully escaped such scrutiny — consider the post-9/11 fury over torture, Guantanamo Bay and drone strikes — former officials and activists say that, under President Donald Trump, American domestic strife is raising an unusual level of alarm alongside U.S. actions on the global stage. Some groups also flag what they say is an erosion of democracy in a country that has long styled itself as a beacon of freedom.

It is known for issuing authoritative, deeply sourced reports on war-torn countries — say, how to end the brutal conflict in Yemen.

Critics may see that as another example of Trump liking dictators, but his aides say it is a way to limit Russian and Chinese influence in Eastern Europe.

  • Three main themes of his victory speech - a) a new national unity under his leadership, b) delegitimizing his opposition, c) the conflict with Syria - displayed Recep Tayyip Erdogan’s ability to refine and redefine goals for Turkey’s future.
  • a brand of tolerance that approves and welcomes diversity as long as prior loyalty to the supremacy of the state is firmly established.  His call for unity is one that avoids political disagreements, branding them as attacks on the national interest as defined by himself.

  • In general, the conservatives in Turkey are citizens loyal and submissive to state authority and respond to the call of nationalism. Their strong identification with the state and its nation is another reason why they have rarely staged illegal, anti-government political mobilizations in the Republic’s history. He is also the embodiment of power and authority which prompts his constituency’s historical reflex of obedience to the state, this time one that they can largely identify with

His ability to translate collective symbols, from headscarves to Israel, into political support is the key to his leadership. He is convincing because of his close familiarity with their ideals and vulnerabilities.
  • Moreover, Erdogan’s campaign displayed remarkably effective political management, creating a cloud of victimhood amidst ongoing scandals and allegations. Erdogan emerged as a victim of historically embedded coup attempts and “international” conspiracies, evoking this shared sense of victimhood, marginalization and ostracization with his public.
  • Turkish state-secularists often express their disdain for Islamists, stating that the latter has a secret agenda to destroy the secular Republic and establish an Islamic one. It is now evident that this Islamist government may indeed be destroying the organization of the Republic, not with an Islamist agenda but with expansive corruption and clientalism.  Turkey’s state and democracy can only be salvaged if a consistent and unyielding opposition contests the government’s actions while prudently allaying people’s deep-rooted anxieties of marginalization.

Why Gates and Obama Dropped The Bush Shield - The Atlantic Politics Channel - 0 views

  • In terms of geopolitics, it was a zero sum game: empower NATO at the expense of Russia and convey a message to Iran that the U.S. was serious about protecting its allies from their developing threats.
  • There's also an illogic to the appeasement charge: because Russia opposed the missile sites, it does not follow that the U.S. decided to remove them to "appease" Russia's concern. Obama's premise is that the missiles -- leaving aside the open question about whether the technology works and whether it's cost effective -- were an irritant and a way for Russia to gum up negotiations on more important, more consequential decisions, like the stringency of economic sanctions against Iran, missile sales to Iran, and treaty negotiations.

Liberal peace transitions: a rethink is urgent | openDemocracy - 0 views

  • It is widely accepted among those working in, or on, international organisations, from the UN to the EU, UNDP, NATO or the World Bank, that statebuilding offers a way out of contemporary conflicts around the world: local, civil, regional and international conflicts, as well as complex emergencies, and for developmental issues. Most policymakers, officials, scholars and commentators involved think that they are applying proven knowledge unbiased by cultural or historical proclivities to the conflicts of others. This is not the case.
  • The broader idea has been that liberal democratic and market reform will provide for regional stability, leading to state stability and individual prosperity. Underlying all of this is the idea that individuals should be enabled to develop a social contract with their state and with international peacebuilders. Instead - in an effort to make local elites reform quickly, particularly in the process of marketisation and economic structural adjustment - those very international peacebuilders have often ended up removing or postponing the democratic and human rights that citizens so desired, and which legitimated international intervention in the first place. A peace dividend has only emerged for political and economic elites: the vast bulk of populations in these many countries have failed to see much benefit from trickle-down economics, or indeed from democracy so far.

Non-liberal and non-western forms of politics, economics, society, and custom, are clamouring for discursive and material space in many post-conflict zones, with mixed implications for sustainability and for the purpose of achieving a normatively (to liberals at least) and contextually acceptable, locally sustainable peace.
  • In some cases, as in Kosovo and Timor Leste this has led to a modified form of state emerging, heavily influenced by both liberal norms and local customs, practices, identities, and national agendas. Very difficult issues arise here for 'international planners' of peace and world order, not least in how they respond to such confrontations between very different political systems, customs, and agendas. But, it is also the case that synergies may arise, where these are sensitively handled and properly understood.

Such strategies have attracted to this sector a dangerous fringe of arrogant bureaucrats, 'ambulance chasers' and 'cowboys' rather than imbuing peacebuilding with the dynamics of grounded reconciliation.

The theory makes two key propositions: that democracies are less likely to go to war than are nondemocracies, and that democracies are less likely to go to war with each other. The historical record shows that democracies have actually not been less likely to fight wars—if you include their colonial conquests. Meanwhile, in regions such as the Middle East and North Africa, democratizing states have experienced more internal conflicts than their less-democratic peers. Yet leaders in the West have invoked democratic peace theory to justify invading and occupying less-democratic, and notably less-white, countries.
