This ‘long war’ is explicitly compared to the Cold War as a similar sort of zero-sum, global-scale, generational struggle against anti-liberal ideolo-gical extremists who want to rule the world.

  • This article is about the strength and durability of that belief, and whether as a social fact it can be used to create a new political framing for world politics. In addressing this question I diff erentiate between a traditional materialist analysis of threat (whether something does or does not pose a specifi c sort of threat, and at what level) and a so-called securitizationanalysis (whether something can be successfully constructed as a threat, with this understanding being accepted by a wide and/or specifi cally relevant audience).4These two aspects of threat may run in close parallel, but they can also be quite separate. States, like people, can be paranoid (constructing threats where none exist) or complacent (ignoring actual threats). But since it is the success (or not) of the securitization that determines whether action is taken, that side of threat analysis deserves scrutiny just as close as that given to the material side

      Securitization is a newer concept in IR, mostly associated with the Copenhagen School, although Buzan is English School. The argument here is that a successful rhetorical or framing move can have systemic effects.

The signifi cance of the GWoT is much more political. It could, equally, create a reaction against it from those who feel that their particular religion is being mis represented by fundamentalists, and/or from those who object to religious infl uence on politics. The latter is certainly part of what has widened the gap between the US and Europe
  • Al-Qaeda and its like, while clearly posing a threat to the West, do not represent a plausible political alternative to it, Islamist fantasies about a new caliphate notwithstanding. The contrast with the Cold War could not be more striking. Then, the designated opponent and object of securitization was a power that represented what seemed a plausible political alternative: one could easily imagine a communist world. The post-9/11 securitization focused neither on an alternative superpower nor on an alternative ideology, but on the chaos power of embittered and alienated minori-ties, along with a handful of pariah governments, and their ability to exploit the openness, the technology, and in some places the inequality, unfairness and failed states generated by the western system of political economy
  • Iraq. The US and British governments attempted to justify the invasion by linking Saddam Hussein’s regime to both terrorists and WMD. This securitizing move was successful within the United States, but vigorously contested in many other places, resulting in serious and damaging splits in both the EU and NATO. Russia was generally very supportive of the GWoT securitization, seeking to link its own diffi culties in Chechnya to it, but Putin joined Germany and France in strong opposition to the US-led invasion of Iraq. The ill-prepared occupation that followed the successful blitzkrieg against Iraq only deepened the splits, with many opponents of the war agreeing with Dana Allin’s assessment that ‘Iraq was probably the war that bin Laden wanted the United States to fi ght’,29and Wilkinson’s that it was ‘a gratuitous propaganda gift to bin Laden’.30 During the 2004 US election, even John Kerry began to argue the point that invasion of Iraq was distracting eff ort away from the GWoT.31 As the political disaster in Iraq continues to unfold, it is hard to avoid the conclusion that it was both a tactical and strategic blunder of epic proportions in relation to the problem of global terrorism represented by Al-Qaeda
  • There are quite a variety of possible candidates for competing securitizations. Rising sea levels or approaching asteroids, or the spread of a new killer plague, could easily put planetary environmental concerns at the top of the securitiza-tion agenda. But in conventional mode the most likely threat to the GWoT as dominant macro-securitization comes from the rise of China

Europe is likely to be indiff erent, and many countries (e.g. Russia, China, India, Iran, France, Malaysia) support a rhetoric of multipolarity as their preferred power structure over the predominance of the United States as sole superpower.

  • after a worldwide campaign, and many long meetings and legal arguments, the new draft of the international crimes against humanity treaty has lost an outdated definition of gender that could be used to limit protections for women and LGBTIQ people in war.
  • Previous drafts of this treaty included a definition of gender borrowed from the Rome Statute (which governs the International Criminal Court (ICC)) that isn’t clear on who is protected. It says: “the term ‘gender’ refers to the two sexes, male and female, within the context of society” – overlooking trans and gender non-conforming identities and leaving it open to dangerous interpretation
  • Can human rights advocates working together make a difference? Just ask Ray Acheson, who led a civil society advocacy coalition that secured a legally-binding provision on gender-based violence in the Arms Trade Treaty. How Putin's worldview may be shaping his response in Crimea - 1 views

  • The recent literature on Putin is correctly in drawing attention to his pro-Soviet imperialistic views: remember, to Putin the collapse of the USSR the biggest geopolitical catastrophe of 20th century. But what exactly this pro-Soviet worldview means is fairly poorly understood. To get a grasp on one needs to check what Putin’s preferred readings are. Putin’s favorites include a bunch of Russian nationalist philosophers of early 20th century – Berdyaev, Solovyev, Ilyin — whom he often quotes in his public speeches. Moreover, recently the Kremlin has specifically assigned Russia’s regional governors to read the works by these philosophers during 2014 winter holidays. The main message of these authors is Russia’s messianic role in world history, preservation and restoration of Russia’s historical borders and Orthodoxy.
  • another Putin’s favorite that was rumored to be very popular in his close circles a few years ago: “The Third Empire: Russia that Ought to Be” by Michael Yuriev. It’s a utopian fantasy written as a history book from a perspective of a 2054 Latin American narrator. The book describes how 2054 world order was established, and the process has a striking resemblance with contemporary Ukrainian events. It begins with a Recovery period of 2000-12, when the Great Russia starts its resurgence under the rule of Vladimir II the Restorer. Importantly the First Expansion that leads to reunification of significant territory occurs when Eastern and Southern Ukrainian regions rebel against west-organized Orange revolution (supported by western Ukraine). To help the revolting Ukrainians (that want to rejoin Russia) Vladimir II offers to include their Eastern territories into Russia. He then passes a referendum on those territories, and replaces the Russian Federation with the Russian Union (refer to the Custom Union) that also includes Belarus, Prednestrovie, Kazakhstan, Turkmenistan, South Ossetia and Abkhazia
  • Again, it may sound implausible but that is exactly what the late Harvard political scientist Samuel Huntington predicted in his book “The Clash of Civilizations and the Remaking of World Order“: alignments and wars among various civilizations — Western, Islamic, Chinese, Orthodox/Russian Latin etc. Notice that the Orthodox/Russian unity has already been restored in Russia. The Turbulent World of Middle East Soccer: The rise of Eurasia: Geopolitical advantages... - 0 views

  • a report by the Astana Club that brings together prominent political figures, diplomats, and experts from the Great Game’s various players under the auspices of Kazakh president Nursultan Nazarbayev. Entitled, ‘Toward a Greater Eurasia: How to Build a Common Future?,’ the report warns that the Eurasian supercontinent needs to anticipate the Great Game’s risks that include mounting tensions between the United States and China; global trade wars; arms races; escalating conflict in the greater Middle East; deteriorating relations between Russia and the West; a heating up of contained European conflicts such as former Yugoslavia; rising chances of separatism and ethnic/religious conflict; and environmental degradation as well as technological advances. The report suggested that the risks were enhanced by the fragility of the global system with the weakening of multilateral institutions such as the United Nations, the World Trade Organization and NATO.
  • Erdogan’s vision, according to Eurasia scholar Igor Torbakov, is built on the notion that the world is divided into distinct civilizations. Both notions highlight the pitfalls of their nations’ history and Eurasianism.

  • I’ve spent my life writing science-fiction novels that try to convey some of the strangeness of the future. But I was still shocked by how much had changed, and how quickly.

When we do it—if we do it—it will be a civilizational achievement: a new thing that our scientific, educated, high-tech species is capable of doing. Knowing that we can act in concert when necessary is another thing that will change us.
  • People who study climate change talk about “the tragedy of the horizon.” The tragedy is that we don’t care enough about those future people, our descendants, who will have to fix, or just survive on, the planet we’re now wrecking. We like to think that they’ll be richer and smarter than we are and so able to handle their own problems in their own time. But we’re creating problems that they’ll be unable to solve. You can’t fix extinctions, or ocean acidification, or melted permafrost, no matter how rich or smart you are. The fact that these problems will occur in the future lets us take a magical view of them. We go on exacerbating them, thinking—not that we think this, but the notion seems to underlie our thinking—that we will be dead before it gets too serious. The tragedy of the horizon is often something we encounter, without knowing it, when we buy and sell. The market is wrong; the prices are too low. Our way of life has environmental costs that aren’t included in what we pay, and those costs will be borne by our descendents. We are operating a multigenerational Ponzi scheme.

That’s the real issue, that’s the big modern problem; national governments and global computer networks don’t mix any more. It’s like trying to eat a very private birthday cake while also distributing it. That scheme is just not working. And that failure has a face now, and that’s Julian Assange.

To see what American diplomacy really thought about them, or to see if they were ignored (which is worse), and to see how the grownups ran what was basically a foreign-service news agency that the rest of us were always forbidden to see. This stark fact makes them all into hackers. Yes, just like Julian. They’re all indebted to Julian for this grim thing that he did, and as they sit there hunched over their keyboards, drooling over their stolen goodies, they’re all, without exception, implicated in his doings. Assange is never gonna become a diplomat, but he’s arranged it so that diplomats henceforth are gonna be a whole lot more like Assange. They’ll behave just like him. They receive the goods just like he did, semi-surreptitiously. They may be wearing an ascot and striped pants, but they’ve got that hacker hunch in their necks and they’re staring into the glowing screen.

  • The Information World War has already been going on for several years. We called the opening skirmishes “media manipulation” and “hoaxes”, assuming that we were dealing with ideological pranksters doing it for the lulz (and that lulz were harmless). In reality, the combatants are professional, state-employed cyberwarriors and seasoned amateur guerrillas pursuing very well-defined objectives with military precision and specialized tools. Each type of combatant brings a different mental model to the conflict, but uses the same set of tools.
  • There are also small but highly-skilled cadres of ideologically-motivated shitposters whose skill at information warfare is matched only by their fundamental incomprehension of the real damage they’re unleashing for lulz. A subset of these are conspiratorial — committed truthers who were previously limited to chatter on obscure message boards until social platform scaffolding and inadvertently-sociopathic algorithms facilitated their evolution into leaderless cults able to spread a gospel with ease.

They’ve targeted corporations and industries. And they’ve certainly gone after mores: social media became the main battleground for the culture wars years ago, and we now describe the unbridgeable gap between two polarized Americas using technological terms like filter bubble. But ultimately the information war is about territory — just not the geographic kind. In a warm information war, the human mind is the territory. If you aren’t a combatant, you are the territory. And once a combatant wins over a sufficient number of minds, they have the power to influence culture and society, policy and politics.
  • Cyberwar, most people thought, would be fought over infrastructure — armies of state-sponsored hackers and the occasional international crime syndicate infiltrating networks and exfiltrating secrets, or taking over critical systems. That’s what governments prepared and hired for; it’s what defense and intelligence agencies got good at. It’s what CSOs built their teams to handle. But as social platforms grew, acquiring standing audiences in the hundreds of millions and developing tools for precision targeting and viral amplification, a variety of malign actors simultaneously realized that there was another way. They could go straight for the people, easily and cheaply. And that’s because influence operations can, and do, impact public opinion. Adversaries can target corporate entities and transform the global power structure by manipulating civilians and exploiting human cognitive vulnerabilities at scale. Even actual hacks are increasingly done in service of influence operations: stolen, leaked emails, for example, were profoundly effective at shaping a national narrative in the U.S. election of 2016.
  • The substantial time and money spent on defense against critical-infrastructure hacks is one reason why poorly-resourced adversaries choose to pursue a cheap, easy, low-cost-of-failure psy-ops war instead

  • The 2014-2016 influence operation playbook went something like this: a group of digital combatants decided to push a specific narrative, something that fit a long-term narrative but also had a short-term news hook. They created content: sometimes a full blog post, sometimes a video, sometimes quick visual memes. The content was posted to platforms that offer discovery and amplification tools. The trolls then activated collections of bots and sockpuppets to blanket the biggest social networks with the content. Some of the fake accounts were disposable amplifiers, used mostly to create the illusion of popular consensus by boosting like and share counts. Others were highly backstopped personas run by real human beings, who developed standing audiences and long-term relationships with sympathetic influencers and media; those accounts were used for precision messaging with the goal of reaching the press. Israeli company Psy Group marketed precisely these services to the 2016 Trump Presidential campaign; as their sales brochure put it, “Reality is a Matter of Perception”.
  • There’s very little incentive not to try everything: this is a revolution that is being A/B tested.
  • Combatants are now focusing on infiltration rather than automation: leveraging real, ideologically-aligned people to inadvertently spread real, ideologically-aligned content instead. Hostile state intelligence services in particular are now increasingly adept at operating collections of human-operated precision personas, often called sockpuppets, or cyborgs, that will escape punishment under the the bot laws. They will simply work harder to ingratiate themselves with real American influencers, to join real American retweet rings. If combatants need to quickly spin up a digital mass movement, well-placed personas can rile up a sympathetic subreddit or Facebook Group populated by real people, hijacking a community in the way that parasites mobilize zombie armies.
  • Attempts to legislate away 2016 tactics primarily have the effect of triggering civil libertarians, giving them an opportunity to push the narrative that regulators just don’t understand technology, so any regulation is going to be a disaster.

Chronic skepticism and the cognitive DDoS will increase polarization, leading to a consolidation of trust in distinct sets of right and left-wing authority figures – thought oligarchs speaking to entirely separate groups

Digital combatants know that once speech goes up, we are loathe to moderate it; to retain this asymmetric advantage, they push an all-or-nothing absolutist narrative that moderation is censorship, that spammy distribution tactics and algorithmic amplification are somehow part of the right to free speech.
  • We need an understanding of free speech that is hardened against the environment of a continuous warm war on a broken information ecosystem. We need to defend the fundamental value from itself becoming a prop in a malign narrative.

  • even as the new Biden Administration announced the withdrawal of troops from Afghanistan, to “end” the twenty-year war, it will continue airstrikes and raids to tackle the ever-looming threat of terrorism.
  • As the persistence of far-right nationalism suggests, ideologies cannot so easily be destroyed — even those we thought we had bombed out of existence seventy years ago. Yet, the world refracted through this war (the “only one” of the 21st century, Bush hoped) has left us not just morally inept, but also woefully misguided about what is to come next
  • ISIS has taken control over parts of regime territory in the deserts of central Syria, and slices of S.D.F.-controlled Deir ez-Zor province are witnessing a full-blown ISIS insurgency, underscoring just how central the question of governance is to the group’s appeal. Raids and detentions, torture and execution, and governance that politically marginalizes certain groups and offers few options for justice or accountability will only build anger.   • The S.D.F. offers a remarkable vision to counter ISIS’s draconian rule — local councils, farmers’ cooperatives, and committees that promote the rights of oppressed minority groups. In the village of Jinwar, a female-controlled town, the S.D.F. has built a commune for women and their children, both Kurdish and Arab, seeking to escape oppressive families and realize a community without patriarchy. According to the constitution of the so-called Autonomous Administration of North and East Syria, the S.D.F.-linked ruling authority in the region, a post-ISIS Syria will be “a society free from authoritarianism, militarism, centralism and the intervention of religious authority in public affairs.” In order to realize this vision, part of the S.D.F.’s mandate is not just to govern, but also to annihilate ISIS. Several soldiers and S.D.F. spokesmen told me that the war against ISIS isn’t over — its aim now, with the support of the U.S., is to destroy sleeper cells and root out the ideology.
  • If we portray certain enemies solely as existential threats, we sweep over the political conflicts unfolding in places like Iraq and Syria, and the political violence wrought upon these communities, even by those who claim to be fighting a just war.
