Einstein 3 Privacy Concerns Voiced - 0 views

    "As the federal government readies the third iteration of Einstein, privacy concerns over the intrusion detection system were voiced at a Senate hearing on Tuesday. Philip Reitinger, Department of Homeland Security deputy undersecretary for the National Protection and Programs Directorate, told the Senate Committee on the Judiciary's Subcommittee on Terrorism and Homeland Security that DHS envisions deploying Einstein 3 as an intrusion prevention system. Einstein 1 monitors network flow and Einstein 2 detects system intrusions. "This more robust version of Einstein would provide the federal government with an improved early warning and an enhanced situational awareness; the ability to automatically detect malicious activity; and the capability to prevent malicious intrusions before harm is done," Reitinger said. But Gregory Nojeim, senior counsel and director of Project Freedom, Security and Technology at the Center for Democracy and Technology, cited press accounts that Einstein 3 would rely on pre-defined signatures of malicious code that might contain personally identified information, and threaten the privacy of law-abiding citizens. "While Einstein 2 merely detected and reported malicious code, Einstein 3 is to have the capability of intercepting threatening Internet traffic before it reaches a government system, raising additional concerns," Nojeim testified. Einstein 3 reportedly could operate within the networks of private telecommunications companies, and Nojeim wondered if the technology could analyze private-to-private communications. "If Einstein were to analyze private-to-private communications, that would likely be an interception under the electronic surveillance laws, requiring a court order," he said. "

ITRC Report: Malicious Attacks Are Now More Frequent Than Human Error - data breaches/A... - 0 views

    "The Identity Theft Resource Center (ITRC) reported its annual breach data for 2009 last week, and for the first time malicious attacks were more frequently identified as the source of those breaches than human error. In its "2009 Data Breach Report," the ITRC found 498 publicly disclosed breaches last year, down from 657 the year before. The downturn could have resulted from changes in breach disclosure, rather than a real drop-off in system compromises, the organization says. Interestingly, paper breaches now account for 26 percent of data leaks, up 46 percent compared to 2008. Malicious attacks outnumbered breaches attributed to human error for the first time in the three years the report has been compiled. The business sector accounted for 41 percent of data breaches, up from 21 percent the year before. Approximately 222 million records were compromised, the organization says -- and about 130 million of those came from the single breach at Heartland Payment Systems. Out of 498 breaches, only six reported they had either encryption or other strong security features protecting the exposed data, the ITRC says . "

Security Fix - Malicious Attacks Most Blamed in '09 Data Breaches - 0 views

    Rogue employees and hackers were the most commonly cited sources of data breaches reported during the first half of 2009, according to figures released this week by the Identity Theft Resource Center, a San Diego based nonprofit. The ID Theft Center found that of the roughly 250 data breaches publicly reported in the United States between Jan. 1 and Jun. 12, victims blamed the largest share of incidents on theft by employees (18.4 percent) and hacking (18 percent). Taken together, breaches attributed to these two types of malicious attacks have increased about 10 percent over the same period in 2008. Some 44 states and the District of Columbia now have laws requiring entities that experience a breach to publicly disclose that fact. Yet, few breached entities report having done anything to safeguard data in the event that it is lost or stolen. The ITRC found only a single breach in the first half of 2009 in which the victim reported that the lost or stolen data was protected by encryption technology. "It is a dual problem here undeterred by law or common sense," said ITRC co-founder Linda Foley. "You would think if all these organizations have to notify, that they would take some steps to make sure their data doesn't get exposed in the first place."

    When ethical hackers track down computer criminals, do they risk prosecution themselves? Security researchers at this week's Usenix conference in Boston believe this is a danger, and that ethical hackers have to develop a uniform code of ethics for themselves before the federal government decides to take action on its own. One such researcher introduced himself by saying "Hi, I'm Dave Dittrich, and I'm a computer criminal." Dittrich, senior security engineer and researcher at the University of Washington's Information School, has not been unlucky enough to be prosecuted. But ten years ago, he took actions to disrupt distributed denial-of-service attacks which he says could have been construed as criminal, he says. Working within the University of Washington Network, Dittrich says he "copied files from one host in Canada that was caching malicious software and logs of compromised hosts," allowing him to gain a fuller understanding of the nascent distributed denial-of-service tools, and to inform the operators of infected Web sites that a problem existed.

As the markets tumbled last year, the main financial regulator warned it would crack down on what it considered malicious rumors. Some economic analysts said they had come under pressure from authorities not to voice negative views on the economy.

    Banks and financial firms are placing more emphasis on internal threats to cut the flow of data leakage as a result of employee mistakes or workers disgruntled with layoffs and downsizing during the economic crisis, according to a recent survey. The report, "Protecting What Matters: The Sixth Annual Global Security Survey," is based on a Deloitte survey of 250 CISOs in the financial-services industry. It found that 36% of respondents believe the internal threat represents the greatest risk to organizations, compared to 13% who said external threats are the biggest concern. Mark Steinhoff, head of Deloitte's financial services security and privacy practices, said an organization's biggest mistake would be to let its guard down. While the number of security breaches may have declined over the last year, cybercriminals are not rationing back their efforts. "The number of breaches that are occurring are really at the hands of insiders and organizations are understanding that there is a real threat of malicious attacks and exposure of personal information by insiders," Steinhoff said. The failing economy may be driving the increased concern over insider threats, Steinoff said. "The climate we're in today causes concerns about disgruntled employees," he said. "We are seeing the layoffs and other forms of downsizing. Frankly with limited budget and less than satisfied employees, it really raises the parameter on that threat." Human error is the leading cause of information systems failure, and is likely to be the main cause of security attacks in the near future, according to 86% of those surveyed. To protect against employee mistakes that lead to a breach, financial firms should focus on risk rather than compliance to protect themselves, Steinhoff said. The survey, conducted by the Ponemon Institute, said that so-called malicious insiders use the information to get a new job, start their own business or for revenge. "They are making these judgements based out of fear and anxiety," the Institute's Mike Spinney told BBC News. "People are worried about their jobs and want to hedge their bets," he said. "Our study showed that 59% of people will say 'I'm going to take something of value with me when I go'." Our technique is secure against counterfeiting and robust to harsh handling; it can be used even before any content is printed on a page. Attackers have been posting comments on news stories and videos posted to the social networking sites Digg.com and YouTube.com, claiming users will be able to see videos of celebrities - some of which claim to be pornographic - by clicking a link that is provided, Sean-Paul Correll, threat researcher and security evangelist for Panda Security, told SCMagazineUS.com in an email Tuesday. But, when a user follows the link, they will be re-directed to a page where they will be prompted to download a codec to view the video. The download is the VideoPlay adware - a worm that aims to steal email login credentials and other information stored in a user's browser and then further propagate itself through removable drives.

    Cloud services are now vulnerable to malicious use, a security company has suggested, after a techie worked out how Amazon's EC2 service could be used as a BitTorrent file harvester and host. Amazon's Elastic Compute Cloud (EC2) is a web service software developers can use to access computing, compilation and software trialling power on a dynamic basis, without having to install the resources locally. Now a developer, Brett O'Connor, has come up with a step-by-step method for using the same service to host an open source BitTorrent application called TorrentFlux. Getting this up and running on Amazon would require some technical know-how, but would be within the reach of a moderately experienced user, right down to following O'Connor's command line low-down on how to install the public TorrentFlux app straight to Amazon's EC2 rather than a user's local machine. Finding an alternative way of using BitTorrent matters to hardcore file sharers because ISPs and admins alike are increasingly keen to block such bandwidth-eating traffic on home and business links, and O'Connor's EC2 guide was clearly written to that end - using the Amazon service would make such blocking unlikely. "I created a web-based, open-source Bittorrent 'machine' that liberated my network and leveraged Amazon's instead," says O'Connor. He then quips "I can access it from anywhere, uploading Torrent files from wherever, and manage them from my iPhone." However, security company GSS claims the guide shows the scope for possible abuse, using EC2 to host or 'seed' non-legitimate BitTorrent file distribution. "This means, says Hobson, that hackers and other interested parties can simply use a prepaid (and anonymous) debit card to pay the $75 a month fee to Amazon and harvest BitTorrent applications at high speed with little or no chance of detection," said David Hobson of GSS. We painstakingly analyzed the financial impact a data breach has on a company by examining 43 different companies from a cross section of industries, all of which experienced a significant data breach affecting a range of data records representative of the norm. And knowing that a data breach may cost your company $6.65 million dollars may be all the information that is needed for a company to assign an appropriate budget to those tasked with information security. In 2008 the average total cost of a data breach was $6.65 million, up from $6.35 million last year and $4.54 in 2005. In 2008, the per-victim cost of a data breach was $202, up from $197 in 2007, and from $138 when the study was launched in 2005. Breaches involving a third party to which data had been outsourced bore a per-victim cost of $231, whereas self contained breaches bore a per-victim cost of $179. Breaches that were the result of a malicious act bore a per-victim cost of $225, whereas breaches that were the result of negligence bore a per-victim cost of $199. Breaches that were the result of a lost of stolen laptop computer bore a per-victim cost of $249, whereas breaches that did not involve a lost or stolen laptop computer bore a per-victim cost of $177. If the data breach was a first-time event for the company the per victim cost was $243, but if the company had experienced a breach previously the per victim cost was $192. The simple conclusion to these numbers is clear: the financial impact for a company that experiences a data breach is significant and rising. That finding alone may be alarming, but it seems to merely quantify what most people already knew to be true.     A former Fannie Mae IT contractor has been indicted for planting a virus that would have nuked the mortgage agency's computers, caused millions of dollars in damages and even shut down operations. How'd this happen? The contractor was terminated, but his server privileges were not. Rajendrasinh Makwana was indicted on Tuesday in the U.S. District Court for Maryland (press report, complaint and indictment PDFs). From early 2006 to Oct. 24, Makwana was a contractor for Fannie Mae. According to the indictment, Makwana allegedly targeted Fannie Mae's network after he was terminated. The goal was to "cause damage to Fannie Mae's computer network by entering malicious code that was intended to execute on January 31, 2009." And given Fannie Mae-along with Freddie Mac-was nationalized in an effort to stabilize the mortgate market Makwana could caused a good bit of havoc. Makwana worked at Fannie Mae's data center in Urbana, MD as a Unix engineer as a contractor with a firm called OmniTech. He had root access to all Fannie Mae servers. The tale of Makwana malware bomb plot is a warning shot to all security teams and IT departments. Given the level of layoffs we've seen lately the ranks of disgruntled former employees is likely to grow. Is there any company NOT lopping off a big chunk of its workforce? And some of these workers may even have Makwana's access privileges and knowledge of the corporate network.

    Payment processor Heartland Payment Systems has been sued over a data breach it disclosed publicly on Inauguration Day last week. The lawsuit, filed on Tuesday in U.S. District Court in Trenton, N.J., alleges that Heartland failed to adequately safeguard the compromised consumer data, did not notify consumers about the breach in a timely manner as required by law, and has not offered to compensate consumers for costs they may incur in protecting themselves from identity fraud. In a statement that coincided with President Barack Obama's inauguration events, Heartland said the breach occurred last year but that it found evidence of the intrusion only in the previous week and immediately notified law enforcement and credit card companies. Heartland was alerted in late October to suspicious activity surrounding processed card transactions by Visa and MasterCard and hired forensic auditors who uncovered malicious software that compromised data in the company's network, said Robert H.B. Baldwin Jr., chief financial officer of Heartland, last week. The lawsuit seeks damages and relief for the "inexplicable delay, questionable timing, and inaccuracies concerning the disclosures" with regard to the data breach, which is believed to be the largest in U.S. history. Heartland executives have declined to specify how many consumers or accounts were affected. The company handles 100 million transactions per month for more than 250,000 merchants. The lawsuit, first reported by SearchSecurity news site, also accuses Heartland of negligence in taking more than two months to determine the existence and scope of the breach and criticizes the company for failing to identify which merchants were affected by the breach. The suit was filed on behalf of Woodbury, Minn., resident Alicia Cooper, who was notified last week by her credit union that a card associated with her account was included in the breach.
