    This notice is not a mechanism to fund existing NOAA awards. The purpose of this notice is to request applications for special projects and programs associated with NOAA's strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NOAA will select applications and administer discretionary Federal assistance under this Broad Agency Announcement (BAA). This Broad Agency Announcement is a mechanism to encourage research, education and outreach, innovative projects, or sponsorships that are not addressed through NOAA's competitive discretionary programs. This announcement is not soliciting goods or services for the direct benefit of NOAA. Funding for activities described in this notice is contingent upon the availability of Fiscal Year 2018, Fiscal Year 2019, and Fiscal Year 2020 appropriations. Applicants are hereby given notice that funds have not yet been appropriated for any activities described in this notice. Publication of this announcement does not oblige NOAA to review an application beyond an initial administrative review, or to award any specific project, or to obligate any available funds. In furtherance of this objective, NOAA issues this BAA for extramural research, innovative projects, and sponsorships (e.g., conferences, newsletters, etc.) that address one or more of the following four mission goal descriptions contained in the NOAA Strategic Plan: 1. Long-term mission goal: Climate Adaptation and Mitigation 2. Long-term mission goal: Weather-Ready Nation 3. Long-term mission goal: Healthy Oceans 4.     In September, Miami received notice from the government that our new F&A rates are: 44.5% for On Campus Organized Research 44.0% On Campus Sponsored Instruction 39.0% On Campus Other Sponsored Activities 26.0% Off Campus All Programs These rates are effective beginning September 1, 2014. Awards received beginning in September and all proposal submissions going forward will be required to use the new rates.

    The purpose of this notice is to solicit proposals for a single cooperative agreement between NOAA and an institution of higher learning to operate and maintain a Joint Hydrographic Center as authorized in the Ocean and Coastal Mapping Integration Act and the Hydrographic Services Improvement Act. Proposals submitted in response to this announcement should advance the purposes of the Acts including research and development of hydrographic technologies necessary to ensure safe and efficient navigation; research and development of innovative ocean and coastal mapping technologies, equipment, and data products; mapping of the United States Outer Continental Shelf and other regions; data processing for nontraditional data and uses; advancing the use of remote sensing technologies, for related issues, including mapping and assessment of essential fish habitat and of coral resources, ocean observations, and ocean exploration; and providing graduate education and training in ocean and coastal mapping sciences. The program priorities for this opportunity support NOAA's mission goal of: "Resilient Coastal Communities and Economies" and the objective of "Safe, efficient and environmentally sound marine transportation."

    With this Dear Colleague Letter, NSF is providing advance notice of a change in the eligibility of prospective applicants to the Graduate Research Fellowship Program (GRFP) to allow the community to plan accordingly. Effective as of the 2017 competition (Fall 2016 deadlines), NSF will limit graduate students to only one application to the GRFP, submitted either in the first year or in the second year of graduate school. No change is made to the eligibility of undergraduates, of bachelor's degree holders without any graduate study, or of individuals who have had an interruption in graduate study of at least two consecutive years.

    The Bureau of Oceans and International Environmental and Scientific Affairs' (OES) Office of Conservation and Water (ECW) at the Department of State, announces the Notice of Funding Opportunity ("NOFO") for Mapping and Analysis of Illegally Harvested Timber and Forest Products in Global Trade, to work with developing countries and partners to gather data and build capacity to identify, analyze, and map illegal timber and forest products trade in key regions for forest production and trade. The results aim to influence policy makers in these regions, and will inform ongoing U.S. programs and the design and implementation of future interventions to assist developing countries in combating illegal logging and associated trade (ILAT). Eligibility is limited to U.S. non-profit/nongovernmental organizations subject to section 501(c)(3) of the U. S. tax code, foreign not-for-profit/nongovernmental organizations, and educational institutions. A cooperative agreement (CA) for up to $492,500 U.S. Dollars (USD) in FY 2017 Economic Support Funds (ESF) will be awarded for work that will support data analysis of global ILAT, including species of concern, drivers of the trade, trade routes and other relevant intelligence at the global, regional, national and subnational levels. The initial period of performance will be for 24 months. Funding authority rests in the Foreign Assistance Act of 1961, as amended.

The Hydrographic Services Improvement Act and the Coastal and Ocean Mapping Integration Act has authorized NOAA to operate up to three joint-ocean and coastal mapping centers of excellence for the nation. US NSF - Dear Colleague Letter: Preparing Applications to Participate in Phase I Ideas ... - 0 views

    An "Ideas Lab" is a new merit review strategy being used at the National Science Foundation to address grand challenges in STEM research and education. The Ideas Lab process is modeled on the "IDEAS Factory" program http://www.epsrc.ac.uk/funding/routes/network/ideas/Pages/experience.aspx developed by the Engineering and Physical Sciences Research Council (EPSRC) of the United Kingdom. The Ideas Lab process starts with submission of a brief application to participate in the Ideas Lab, indicating a Principal Investigator's interest in and preliminary ideas regarding the specific Ideas Lab topic. A diverse sub-set of participants from a range of disciplines and backgrounds will be selected from the submitted applications by NSF and will be brought together in an intensive, interactive and free-thinking environment, where participants immerse themselves in a collaborative dialog in order to construct bold and innovative approaches. In the IDEAS Factory model, the five-day Ideas Lab culminates with the development of multidisciplinary collaborative concepts by teams of participants; a sub-set of these teams are then invited to submit full proposals. This Dear Colleague Letter only invites applications to participate in Phase I of the IUSE Ideas Labs (i.e., the 5-day immersive activity). Full proposals will not be invited at the end of the three IUSE Phase I Ideas Labs.

    The following programs have due dates that fall between October 1 - 25, 2013, and these dates are being revised due to the Federal  government shutdown. These revised dates apply whether the proposal is being submitted via the NSF FastLane System or  Grants.gov. Due to compressed proposal deadlines resulting from the shutdown, proposers are advised that they may experience a  delay when contacting IT Help Central with technical support questions.     In 2013, a new NSF-funded petascale computing system, Blue Waters, was deployed at the University of Illinois.  The goal of this project and system is to open up new possibilities in science and engineering by providing computational capability that makes it possible for investigators to tackle much larger and more complex research challenges across a wide spectrum of domains.  The purpose of this solicitation is to invite research groups to submit requests for allocations of resources on the Blue Waters system. Proposers must show a compelling science or engineering challenge that will require petascale computing resources. Proposers must also be prepared to demonstrate that they have a science or engineering research problem that requires and can effectively exploit the petascale computing  capabilities offered by Blue Waters.  Proposals from or including junior researchers are encouraged, as one of the goals of this solicitation is to build a community capable of using petascale computing.
