    The purpose of this notice is to solicit proposals for a single cooperative agreement between NOAA and an institution of higher learning. The Hydrographic Services Improvement Act and the Coastal and Ocean Mapping Integration Act has authorized NOAA to operate up to three joint-ocean and coastal mapping centers of excellence for the nation. These centers typically focus on coastal and ocean research, applied hydrography, disaster response, forecasting, remote sensing technologies, and graduate education.

    To promote the use of research collections housed at the University of Louisiana at Lafayette, the Department of History, Geography, and Philosophy and the Guilbeau Center for Public History is pleased to announce the Jamie Guilbeau and Thelma Guilbeau UL Lafayette Collections Research Grant in the amount of $2,000 for a researcher who IS NOT A FACULTY MEMBER, STAFF MEMBER, OR STUDENT AT UL LAFAYETTE. Proposals should indicate promise of publication or reaching a broad audience in some other form and require work in the collections of the University Archives and Acadiana Manuscripts Collections, the Ernest J. Gaines Center, the Cajun and Creole Music Collection, the Center for Louisiana Studies, or in other UL Lafayette collections. The grant is intended primarily to defray travel expenses, therefore preference will be given to researchers beyond commuting distance of UL Lafayette. Particular consideration will be given to applications that speak broadly to Louisiana and its history, heritage, cultures, and identities.

    he Division of Earth Sciences (EAR) will consider proposals for the development of cyberinfrastructure for the geosciences (Geoinformatics). EAR seeks the development and implementation of enabling information technology with impacts that extend beyond an individual investigator or small group of investigators and that facilitates the next generation of geosciences research. Proposals to this solicitation may seek support for community-driven development and implementation of databases; tools for data integration,interoperability, and visualization; software development and code hardening; and data-intensive/new computing methodologies that support the enhancement of geosciences research and education activities. Collaboration with computational scientists and the development of public/private partnerships are strongly encouraged. The goal of EarthCube is to transform the conduct of research in the geosciences by supporting community-created cyber infrastructure that integrates knowledge management across the geosciences. The Geoinformatics solicitation will support efforts to create the underlying knowledge base and utilities that will be integrated, over time, through EarthCube. Projects submitted to the Geoinformatics solicitation should be proposed using modern software techniques and standards that facilitate eventual integration into a geoscience-wide knowledge system.

    The Bureau of Oceans and International Environmental and Scientific Affairs' (OES) Office of Conservation and Water (ECW) at the Department of State, announces the Notice of Funding Opportunity ("NOFO") for Mapping and Analysis of Illegally Harvested Timber and Forest Products in Global Trade, to work with developing countries and partners to gather data and build capacity to identify, analyze, and map illegal timber and forest products trade in key regions for forest production and trade. The results aim to influence policy makers in these regions, and will inform ongoing U.S. programs and the design and implementation of future interventions to assist developing countries in combating illegal logging and associated trade (ILAT). Eligibility is limited to U.S. non-profit/nongovernmental organizations subject to section 501(c)(3) of the U. S. tax code, foreign not-for-profit/nongovernmental organizations, and educational institutions. A cooperative agreement (CA) for up to $492,500 U.S. Dollars (USD) in FY 2017 Economic Support Funds (ESF) will be awarded for work that will support data analysis of global ILAT, including species of concern, drivers of the trade, trade routes and other relevant intelligence at the global, regional, national and subnational levels. The initial period of performance will be for 24 months. Funding authority rests in the Foreign Assistance Act of 1961, as amended.

    GeoPRISMS (Geodynamic Processes at Rifting and Subducting Margins) Program investigates the coupled geodynamics, earth surface processes, and climate interactions that build and modify continental margins over a wide range of timescales. These interactions cross the shoreline and have applications to margin evolution and dynamics, construction of stratigraphic architecture, accumulation of economic resources, and associated geologic hazards and environmental management. The GeoPRISMS Program includes two broadly integrated science initiatives (Subduction Cycles and Deformation (SCD) and Rift Initiation and Evolution (RIE)), linked by five overarching scientific topics and themes, where transformative advances are likely to occur in the decade 2011-2020, and where a focused scientific program could be most effective. These overarching science topics include 1) Origin and evolution of continental crust; 2) Fluids, magmas and their interactions; 3) Climate-surface-tectonics feedbacks; 4) Geochemical cycles; and 5) Plate boundary deformation and geodynamics. Each of the initiatives has identified primary sites for focused investigations, as well as thematic studies that will complement primary site studies.

National Capital Region Cultural Resources GIS Spatial Data - 0 views

    Background - In February 2014, the National Park Service (NPS) released new Cultural Resource Spatial Data Transfer Standards (the "Standards") that all NPS cultural resource inventories must follow when producing new data. All inventory legacy data is required to meet these standards in a timely manner. The benefit of using the standards is to create a database of accurate locations of cultural resources so that they can be managed and shared between parks, parks and regions, among regions, between parks/regions and programs and among programs. The standards will help insure spatial data consistency, quality, accuracy and to insure the data is used appropriately. Using location as a way of linking the 15 existing descriptive cultural resource databases together further allows users to explore all facets of a cultural resource in ways that are not currently possible.

    Administered since 1933 through cooperative agreements with the National Park Service, the Library of Congress, and the private sector, ongoing programs such as Historic American Building Survey of the National Park Service have recorded America's built environment in multi-format surveys comprising thousands of measured drawings, large-format photographs, and written histories for more than 38,600 historic structures and sites dating from Pre-Columbian times to the twentieth century. This project will focus on the physical documentation and creation of measured drawings, large format photography, and a historic context for historic buildings at Carlsbad Caverns National Park. The buildings are the Superintendent Building and the Mission 66-era Six-Plex. The project will entail the following: HABS Standard I, Documentation Level 1, Part 1 of which includes a full set of measured drawings depicting existing or historic conditions. The project will also include the field notes necessary to develop the measured drawings, this field notes will follow HABS standards which are described as sketches of floor plan, sections and elevations generally not to exact scale although often drawn from measurements, where the features are shown in proper relation and proportion to one another. This also includes large format photography and a historic context of the buildings and site.

    Lack of essential observations from space is currently a major limiting factor in many areas of geospace and atmospheric research. Recent advances in sensor and spacecraft technologies make it feasible to obtain key measurements from low-cost, small satellite missions. A particularly promising aspect of this development is the prospect for obtaining multi-point observations in space that are critical for addressing many outstanding problems in space and atmospheric sciences. Space-based measurements from small satellites also have great potential to advance discovery and understanding in geospace and atmospheric sciences in many other ways. To take full advantage of these developments, NSF is soliciting research proposals centered on small satellite missions. The overarching goal of the program is to support the development, construction, launch, operation, and data analysis of small satellite science missions to advance geospace and atmospheric research. Equally important, it will provide essential opportunities to train the next generation of experimental space scientists and aerospace engineers.

    The NOAA Office of Oceanic and Atmospheric Research (OAR) invites applications for the establishment of a Cooperative Institute (CI) for Modeling the Earth System. This new cooperative institute supports the Office of Oceanic and Atmospheric Research's Geophysical Fluid Dynamics Laboratory (GFDL) as it works toward advancing NOAA's ability to understand and predict variations and changes in weather, climate, oceans and coastal systems on a spectrum of timescales, through advanced numerical modeling of the Earth System's physical, dynamical, chemical, biogeochemical, and ecological processes. The scope of the new Cooperative Institute incorporates explicitly the consideration of the unforced variability of the Earth System, natural and anthropogenic forcings that include regional contributions and feedbacks, which together govern the response and temporal evolution of the Earth system (IPCC, 2001, 2013). Current state-of-the-art coupled climate models used to forecast weather-to-climate conditions particularly from sub-seasonal to seasonal to inter-annual to decadal and longer timescales must be improved dramatically. Fundamental research is needed to improve the representation of many processes and interactions of importance if these models are to fulfill their promise of advancing the scientific understanding and prediction and addressing NOAA's goals.

    The Defense Advanced Research Projects Agency (DARPA) is soliciting innovative proposals in the area of global scale, multimodal geospatial data cloud platform and analytics development. Proposed research should investigate innovative approaches that enable revolutionary advances in science, devices, or systems. Specifically excluded is research that primarily results in evolutionary improvements to the existing state of practice. GCA is a 24-month, three-phase program. At present, DARPA seeks innovative proposals covering the tasks in Phase 1 (6 month base effort) and Phase 2 (12 month costed option) of the program. Proposals must address both Phase 1 and Phase 2. Phase 3 will be the subject of a separate procurement. For Phases 1 and 2, DARPA seeks proposals in two technical areas (TAs). TA-1 (Scalable Geospatial Data Platform) will provide access to geospatial data and an extensible computing platform on which TA-2 performers can efficiently access and process massive amounts of curated geospatial data. TA-2 (Analytical Applications and Competitions) will create software for use in one or more of the analytics competitions (predicting food shortages, locating fracking construction detection, illegal fishing detection, open call) using data and platforms provided by TA-1 proposers. In Phase 1, DARPA anticipates making up to three awards for TA-1 and up to 16 awards for TA-2. A proposer may respond to one or both technical areas but a separate proposal is required for each TA. A TA-2 proposer can propose to one or more competition areas, using costed options if proposing to more than one competition.

Middle Rio Grande Native Water Leasing and Habitat Restoration Pilot Program - 0 views

    This Cooperative Agreement is a 5-year project for development and implementation of a Native Water Leasing Pilot Program for the Middle Rio Grande (MRG) to be developed and implemented jointly by the National Fish and Wildlife Foundation (NFWF) and the Bureau of Reclamation (Reclamation) in coordination with the Middle Rio Grande Conservancy District (MRGCD). Water acquired under the Program will be used to support implementation of the December 2016 Final Biological Opinion for Bureau of Reclamation, Bureau of Indian Affairs, and Non-Federal Water Management and Maintenance Activities on the Middle Rio Grande, New Mexico (2016 BiOp). The primary focus of the Cooperative Agreement is to develop and implement the cooperative pilot Program with MRGCD and willing sellers over a 5-year implementation period to acquire water for environmental use in the MRG. Through pilot implementation, the Program will set the stage for expanded native water leasing and other voluntary measures at scale as win-win solutions for the river, local communities, agricultural producers, and MRGCD over the long term. Further, it provides a key component of a large-scale long-term opportunity to combine instream water leasing with the restoration of riparian and upper watershed habitats along with other initiatives to advance landscape-scale restoration in the MRG. Areas where collaboration with other agencies and partner organizations will broaden the scope of the effort, leverage additional funding, and increase the prospects for long-term success will be identified throughout the effort.

This Broad Agency Announcement (BAA) is issued to facilitate the collection of lidar and derived elevation data for the 3D Elevation Program (3DEP). The BAA continues the USGSâ¿¿s long-standing approach to elevation data acquisition through a combination of contracting through the USGS Geospatial Products and Services Contracts (GPSC) and partner acquisitions. The BAA is meant to provide increased visibility to these existing processes for data acquisition partnerships to the broadest stakeholder community possible.
