03.11.10: EU leaders back 'limited' treaty change, budget cap - 0 views

  • Britain and other European Union countries put their weight behind Franco-German calls for tougher eurozone rules at a summit today (29 October), agreeing on "limited" changes to the EU's main treaty in return for a cap on the EU budget.
  • Officials struggled to deliver the message that legal tricks could accommodate both Germany's push for treaty change and conflicting calls from several other countries which had rejected the idea. Regarding treaty change, the key word is "simplified", officials explained. A simplified provision, enshrined in Article 48, Section 6 of the Lisbon Treaty, allows member countries to unanimously adopt a decision amending all or part of the main elements of the Treaty on the Functioning of the EU (TFEU), which governs how the Union carries out its work. Such a procedure would avoid the need to call a constitutional convention, experts explained. In addition, the European Parliament would only be "consulted" instead of enjoying full voting rights as part of the normal co-decision procedure. The changes to the treaty are to be settled by mid-2013, before the expiry of the present emergency fund agreed earlier this year to deal with crises such as the one that hit Greece. The objective is to replace that with a permanent mechanism. The simplified treaty change procedure will not enter into force until it is approved by member states in accordance with their constitutions. Most EU countries are expected to ratify the decision by a simplified procedure in their parliaments. As for Ireland, it remains unclear whether a change effected in this way would require another referendum.
  • UK Prime Minister David Cameron appears to have been instrumental in forging a deal, lending his backing to Franco-German calls for treaty change in return for keeping a lid on the EU's 2011 budget. 11 member states, including Britain, France and Germany, will send a letter to the European Commission and Parliament today saying that their plans to increase the EU budget by 5.9% in 2011 are "especially unacceptable at a time when we are having to take difficult decisions at national level to control public expenditure". The letter was signed by the leaders of the UK, Germany, France, the Netherlands, Sweden, the Czech Republic, Denmark, Austria, Finland, Slovenia and Estonia. The bloc's finance ministers had earlier voted for a limited increase in the EU budget of 2.9%. "We are clear that we cannot accept any more than the 2.9% increase proposed by the finance ministers," the leaders say in the letter. Cameron argued that a planned increase in the EU budget would cost his country's taxpayers the equivalent of one billion euros. The 2.9% rise would still cost them £435m (500m euros). Parliament to fight back By agreeing to cap the budget, EU leaders set themselves on a collision course with the European parliament, which has the power to approve or reject the proposed budget. Negotiations between the European Parliament and the Council, which represents the 27 member countries, over the EU's 2011 budget kicked off on 27 October (see 'Background'). "If Cameron is prepared to give up the British rebate [...] then we can for sure discuss a reduction of the budget," said Martin Schulz, leader of the Socialist & Democrats group in the European Parliament, speaking to EUX.TV, the European policy news channel powered by EurActiv. "The European budget is not to be compared with national budgets," said Schulz. "There are no own resources. We have no European taxes. We have no own money. It is money coming from the member states. We can make no debts. The British budget must be reduced because there is enormous debt. Europe has no debts," he said.

17.11.10: EU-IMF troika heading to Dublin to oversee budget preparations - 0 views

  • Ireland's fiscal sovereignty was hanging by a thread late on Tuesday evening (16 November) as eurozone finance ministers announced that EU and IMF overseers were to head to Dublin to supervise preparations for a fresh round of cuts for the next four years to ensure that they are as deep as necessary. Print Comment article Dublin appeared to stand up to massive pressure from the European Central Bank and other countries that use the euro, particularly Spain and Portugal, to sign up to a bail-out, with Taoiseach Brian Cowen announcing to the Dail, the country's parliament, that the debt-addled country will not apply for assistance.
  • Earlier in the afternoon, the Wall Street Journal reported that finance ministers were in fact looking at a dual package of between €45 and €50 billion to bail out Irish banks and a broader sum of €80 to €100 billion to shore up the country's public finances, quoting unnamed sources. One contact close to the discussions told EUobserver they "could neither confirm nor deny" the report, while another said the numbers in the Wall Street Journal article "are not a figment of anyone's imagination." In such a situation, reported the WSJ, the IMF would chip in about half the aid that the EU and the UK together would provide. The non-eurozone UK is reportedly under pressure to contribute to any deal, given the heavy exposure of British banks in Ireland, particularly RBS, although Prime Minister David Cameron has recently voiced support for the idea of bilateral financial support for its one-time colony. Shares in UK financial institutions have slid over the past week as a result of the tumult.

All you should know about Bosnia and the obstacles on the way to EU in a short article - 0 views

  • The Dayton peace agreement ended the war in Bosnia 15 years ago by effectively dividing the former Yugoslav republic along ethnic lines, but today that accord is an obstacle to the country’s development and European integration. The deal, brokered by the United States and accepted by Serbian, Croat and Bosnian leaders November 21, 1995, created a state with weak central authority and powerful, nearly sovereign ethnic entities.
  • It was about that time, in 2000, that Bosnia outgrew the Dayton peace agreement. The compromises aimed at preventing any side from gaining the upper hand led to the country’s political paralysis. With all the power concentrated in ethnic communities, fiery nationalist rhetoric remains a much safer bet for politicians than declaring a willingness to negotiate and compromise.
  • “Bosnia’s key problem is a vision of its future shared by political leaders,” an EU enlargement official, Dimitris Kourkoulas, said recently in Sarajevo. Until Bosnia finds a way to move forward, its Muslims, Serbs and Croats will remain stuck halfway between Dayton and Brussels, between the fatigued EU and their own bickering leaders.

18.12.08: Czechs to reshuffle government ahead of EU presidency - 0 views

  • Prime Minister Mirek Topolanek has signalled a government reshuffle just two weeks before it assumes the EU presidency as pressure grows from the opposition Social Democratic party to reach agreement over the Lisbon Treaty.
  • The prime minister's announcement came amid growing pressure from the opposition Social Democratic Party (CSSD) to agree upon a coalition programme in view of the imminent Czech Presidency of the EU, which starts on 1 January and will last six months. Topolanek's ruling Civic Democrats (ODS) have emerged weakened from recent regional elections, losing all 13 regions to the opposition CSSD (EurActiv 20/10/08). The CSSD and Communists now hold 97 votes in the 200-seat lower chamber, while Topolanek's ODS only has 96 seats. The remaining seven seats are held by independents.

15.12.08: Romanian 'grand coalition' to govern until 2012 - 0 views

  • The two parties that won the most seats in the Romanian Parliament during elections on 30 November yesterday (14 December) agreed upon a German-style "grand coalition" to govern the country until 2012. EurActiv Romania reports.
  • The agreement saw former adversaries the PDL (Democrat Liberals close to President Traian Basescu) and the PSD (Social Democrats, until now in opposition) sign a coalition agreement called "A Partnership for Romania".  As anticipated (EurActiv 10/12/08), the new prime minister will be PDL politician Teodor Stolojan, an economist and former World Bank expert.

Eising (2008) Interest groups in EU policy-making - 0 views

  • There is a plethora of studies on interest groups in the European Union. While these studies have generated a wealth of insights, it is not actually clear what they have accomplished. This Living Review seeks to identify those areas of interest group studies in which our knowledge is fairly consolidated and in which major research gaps or major controversies can be noted. I argue that these research gaps and controversies stem from both the empirical variance in the interest group landscape and the theoretical segmentation of EU interest group studies. These have been shaped by influences from Comparative Politics, International Relations, Policy Analysis, and Democratic Theory. I suggest that future research should engage to a greater extent in cross-cutting theoretical debates in order to overcome the pronounced demarcation of research areas and in more rigorous theory testing than has sometimes been the case. The article starts by discussing the problem of conceptualizing interest groups before moving on to the fissured theoretical landscape. Thereafter, major research themes are discussed. First, I review the relation between EU institutions and interest groups. Here, I look both into multilevel governance and Europeanization studies that focus on the vertical interaction and into analyses that stress the horizontal segmentation of the EU system in different institutions and sectors. Second, I analyze core themes of EU and comparative interest group studies, namely the issue of collective action, the access of interest groups to policy-makers and their influence on EU policymaking.

02.09.08 Lack of Lisbon Treaty leaves EU weak on Georgia - 0 views

  • Although the fate of the EU's Reform Treaty was not officially discussed at the bloc's extraordinary summit on Georgia on 1 September, it proved to be a highly topical issue, with various top-level European politicians highlighting the importance of its entry into force if the EU is to become a more powerful global player.
  • Political analysts have underlined that the EU was lucky to have a country as big as France at its helm during the Georgia crisis as this tempered the lack of real EU leadership.  "The EU was lucky France held the EU Presidency, because Russia agreed to engage with Mr. Sarkozy on the ceasefire. But they may not have engaged with the EU if a smaller country such as the Czech Republic were EU president, especially with its difficult bilateral relationship with Moscow as a result of its decision to host US missile defence," said Antonio Missiroli, the director of the European Policy Centre, quoted in The Irish Times. 
  • Even the Polish President, who in the recent past called the Lisbon Treaty "pointless" and said he would not sign it (EurActiv 01/07/08), spoke a very different language after the summit.  Asked by EurActiv if he was now more in favour of the Lisbon Treaty, Kaczynski conceded that indeed, several EU leaders had mentioned informally that the Lisbon Treaty would have given the EU better instruments to deal with challenges such as the current Georgia crisis. He then added that Ireland should hold a second referendum.

10.12.08: Czechs postpone Lisbon Treaty vote to 2009 - 0 views

  • Having survived a party leadership contest at the weekend (EurActiv 08/12/08), Czech Prime Minister Mirek Topolanek in theory gained a stronger mandate to ratify the treaty in the Czech parliament and could have put it to vote had he so wished.  However, at yesterday's extraordinary meeting of parliament initiated by the Czech opposition, Topolanek instead led his ODS (Civic Democrat) party to postpone the debate on the treaty, which will now take place on 3 February. This, then, is the earliest possible date for the Czechs to vote on the treaty. Even then, the vote is not guaranteed to take place. 
  • In reality, it is believed the Czech PM is buying time in order to unify the warring factions of his own party, following the dramatic resignation from the ODS of anti-Lisbon Czech President and party chairman Vaclav Klaus on Saturday. As a result of Klaus' defection and Topolanek's victory over Klaus' ally, Prague Mayor Pavel Bem, it is believed many ODS deputies currently feel considerable antipathy toward the Czech PM and might have used a vote on Lisbon to punish their party leader.

08.12.08: Czech PM wins leadership contest, clears path for Lisbon ratification - 0 views

  • Czech Prime Minister Mirek Topolanek survived a leadership battle with the anti-Lisbon Treaty wing of his party this weekend, effectively gaining a clear mandate to ratify the treaty in his country's parliament tomorrow (9 December).
  • Topolanek's ruling ODS (Civic Democrat) party has been plagued in recent months by internal divisions over the Lisbon Treaty, most notably due to the high-profile actions of the party chairman, Czech President Vaclav Klaus (EurActiv 13/11/08). Klaus opposes the treaty, in open defiance of his party's official line.  Topolanek successfully saw off the challenge of Prague Mayor and Klaus ally Pavel Bem in a convincing 284-162 vote. With his renewed mandate, Topolanek is now expected to put the treaty to vote in an extraordinary meeting of the Czech parliament on Tuesday. 
  • This week is a key milestone in the troubled journey of the Lisbon Treaty. After the Czech parliament has discussed and possibly voted on the treaty, the Irish government is expected to unveil its roadmap for a solution at the EU summit in Brussels.

06.11.08: Western Balkans still way off EU entry criteria - 0 views

  • EU Enlargement Commissioner Olli Rehn made clear yesterday (5 November) that Serbia, Montenegro, Macedonia, Albania and Bosnia and Herzegovina, as well as Kosovo, are still a long way away from getting clear persprectives of EU accession.
  • In spite of the EU executive's insistence that its assessments are based on objective criteria, the countries in the region are increasingly aware that enlargement is no longer fashionable in the EU, especially in the context of the current financial crisis and uncertainty following the rejection of the Lisbon Treaty by Ireland.  European Parliament President Hans-Gert Poettering said on Tuesday that "perhaps with the exception of Croatia," no enlargement was possible without the Lisbon Treaty. This statement contradicts strong views, expressed repeatedly by French President Nicolas Sarkozy, that no enlargement whatsoever was possible before the Lisbon Treaty comes into force (EurActiv 20/06/08). In fact, the Nice Treaty provides institutional arrangements for only 27 member states, but some countries believe that it may be possible to find a compromise to accommodate Croatia.

10.02.09: Serbia told to hold back EU application - 0 views

  • After meeting Serbian Deputy Prime Minister Ivica Dačić in Brussels yesterday (9 February), Enlargement Commissioner Olli Rehn advised Belgrade not to rush with its formal application for EU membership, admitting that the political climate is not good for enlargement.
  • With the EU-Serbia Stabilisation and Association Agreement (SAA) not yet having entered into force, the European Commission considers membership application as premature, the commissioner explained.  Serbia ratified the agreement last September (EurActiv 09/09/08), but on the EU side, the same process is on hold, as the Netherlands wants the country to "fully cooperate" with the International Criminal Tribunal for the former Yugoslavia. In other words, The Hague first wants war criminal Ratko Mladic to be captured and brought to justice.  In a significant shift of vocabulary, Rehn even refrained from referring to the EU's 'enlargement policy', instead preferring the expression "EU policy for stabilisation and societal progress in the Western Balkans". He said this is because the political context in the EU is not favourable to enlargement at present.

03.04.08: Sarkozy in U-turn over Turkey referendum - 0 views

  • Referenda linked to future EU enlargements will no longer be compulsory in France under a draft law amending the Constitution to be adopted in July. The move primarily aims to allow Croatia to join the bloc next year but also clears the way for Turkey's accession bid, EurActiv France reports.
  • The "referendum lock" contained in article 88-5 of the French Constitution will be entirely lifted when both houses of Parliament adopt the law at a Congress meeting on 7 July, in what will seem a symbolic gesture from France just days after it assumes the rotating EU Presidency on 1 July.

09.05.08: Lisbon-Treaty wins approval of Lativa and Lithuania - 0 views

  • The Lisbon Treaty yesterday (8 May) passed through the Latvian and the Lithuanian Parliaments by large majorities, increasing the number of countries having approved the text to 13 out of 27.
  • In Latvia, 70 out of 74 MPs voted in favour of the Treaty, while Lithuania's assembly approved it with an 83 to five majority amid 23 abstentions. The document now only requires the signature of each country's president to be finally adopted. 
  • For it to go into effect on 1 January 2009, the Treaty has to be ratified by all 27 member states. Ireland is the only country to hold a referendum on this issue, scheduled for 12 June (EurActiv 16/04/08). Apart from Latvia and Lithuania, the Lisbon Treaty has already been ratified by Hungary, Slovenia, Malta, Romania, France, Bulgaria, Poland, Slovak Republic, Portugal, Denmark and Austria.

07.03.08: Eurobarometer Susvey on the European Parliament - 0 views

  • EU citizens largely consider the European Parliament to play an increasingly important role within the Union, but the majority also admit that they are not well-informed about its role and functions, a special Eurobarometer reveals.
  • 73% of the people interviewed admitted that they feel fairly or very badly informed about the Parliament's activities. Even among those citizens who said they have a good knowledge of the Parliament, only 41% described themselves as well-informed.  The lack of knowledge may also explain the relatively low turnout in the last elections. Participation rates have consistently dropped since the first elections in 1979.  MEPs and researchers agreed that the key to higher voter turnout is better informing the citizens. This, they said, required increased mobilisation, higher party activity and better media coverage (EurActiv 09/01/08).

06.03.08: EU reaffirms Western Balkan membership perspective - 0 views

  • The Commission presented new measures on 5 March to accelerate EU pre-accession preparations with all the Western Balkan countries, including visa liberalisation, negotiations on a 'Transport Community' and better funding for education exchange.
  • Regarding Bosnia, the Commission hopes that the Stabilisation and Association Agreement will be signed by EU ministers this April (EurActiv 29/02/08). Rehn said the main condition, cooperation with the International Criminal Court for the former Yugoslavia (ICTY), had reached "a generally satisfactory level".  Rehn also reiterated the clear membership perspective for Kosovo and Serbia, saying that the latter plays a "key role" in the region. The Commissioner, however, urged Serbia to reaffirm its European commitment, responding to moves by leading Serbian politicians to reject deeper EU relations unless the bloc supports Serbia's claim to Kosovo.

24.04.08: Macedonia rebuked over 'hate speech' - 0 views

  • The European Parliament has urged Macedonia to solve the 'name dispute' with Greece, warning the small country against a resurgence of "hate speech" in its media with respect to neighbouring countries.
  • The European Parliament report, adopted on April 23 with 601 votes in favour and 52 against (30 abstentions), represents a victory for Greece. Indeed, the text calls on "both sides to seize the opportunity to resume negotiations immediately […] so that the issue does not continue to represent an obstacle to the Former Yugoslav Republic of Macedonia's membership of international organisations". 
  • Following the setback at the NATO summit in Bucharest in early April, when Macedonia did not obtain an invitation to join the Alliance due to the unresolved "name dispute" with Greece, the Macedonian press depicted its neighbour in a style reminiscent of the Cold War (EurActiv 04/04/08). Moreover, the Macedonian press traditionally projects a very negative image of Bulgaria - again reminiscent of Tito's Yugoslavia, when Belgrade had a hostile policy towards Bulgaria. The amendment warning against "hate speech" was introduced by Bulgarian MEP Nickolay Mladenov (EPP-ED) and supported by his compatriot Evgeni Kirilov (PES).

17.06.08: EU ministers: Treaty 'not dead', 'emergency plan' needed - 0 views

  • The bloc's foreign ministers yesterday (16 June) discussed options to save the Lisbon Treaty despite its rejection in the Irish referendum last Friday, one being to offer Ireland certain assurances of its sovereignty and have it vote again next year.
  • Halting the ratification process must not be an option, foreign ministers vowed after the meeting, with the only borderline country being the Czech Republic, where the treaty is under review by the court (EurActiv 16/06/08)
  • "The worst would be for Brussels to impose something on Ireland," Italy's Foreign Minister Franco Frattini said after the meeting. According to him, there were three scenarios which should be categorically avoided: a long period of reflection such as the one following the failure of the constitution, a renegotiation of the Lisbon Treaty, and the suspension of the ratification process.

  • Slovenian Foreign Minister Dimitrij Rupel, whose country holds the EU Presidency until 30 June, insisted the EU was not in a crisis. He expressed his confidence that "sooner or later these reforms [envisaged by the Lisbon Treaty] will see the light of day". But, he added, it would be "risky to say that we are going to give life back to the treaty while faced with a deadlock".  Meanwhile, Enlargement Commissioner Olli Rehn further reassured EU candidate countries that enlargement is not threatened by the Irish 'no', said, dismissing calls such as that from European Parliament President Hans-Gert Pöttering, who said he saw Croatia as the last country to join for now as long as the new treaty is still not in place.

16.06.08: Western Balkans on EU agenda - 0 views

  • After a re-run of the general election in Macedonia and the entry into force of Kosovo's new constitution on Sunday, EU foreign ministers will convene today (16 June) to review the situation in the neighbouring Western Balkans.
  • Ministers will likely welcome the peaceful re-run of parliamentary elections in the Former Yugoslav Republic of Macedonia on Sunday, just two weeks after ethnic violence marred the first elections on 1 June. 
  • While Kosovo is not on the foreign ministers' agenda, it is unlikely that they will be able to avoid the topic, after the fledgling state's constitution entered into force on Sunday.  The EU is also poised to take over policing and justice tasks from the United Nations after the UN's Secretary-General Ban Ki-moon last week put forward proposals to "reconfigure" the activities of the UN Mission UNMIK to allow the EU to deploy its contested EU-Lex police mission there (EurActiv 29/05/08).  "It is my intention to reconfigure the structure and profile of the international civil presence [...] enabling the European Union to assume an enhanced operational role," said the secretary general in letters to Kosovo and Serbian leaders.  But the handover, which is foreseen in Kosovo's constitution, remains strongly opposed by both Serbia and Russia, who insist that the EU mission is illegal because it has not been approved by the UN Security Council.
