14.09.10: The EU's economic governance: Rewriting the rulebook - 0 views

  • The Greek sovereign debt crisis is forcing Europeans to rethink the coordination of their national economic policies, confronting the euro area with its most severe test since its launch eleven years ago.
  • In January 2010, Greece was found sitting on debts that are expected to hit 290 billion euro this year. Its budget deficit stood at 12.7% of gross domestic product, more than four times the EU limit. 
  • Faced with an unprecedented speculative attack on the euro, EU countries were compelled to act decisively in order to calm jittery financial markets. In May, they agreed to establish a rescue mechanism worth €750 billion to protect the euro from collapsing under the weight of accumulated debt (EurActiv 10/05/10). Root causes left unaddressed However, the short-term fire-fighting measured soon proved insufficient to tackle the root causes of the problem as markets started questioning the loose coordination of national policies that underpin the eurozone’s economic governance. Indeed, EU institutions currently only have limited powers on economic policy, an area where unanimity decision-making remains the rule. The EU’s main instruments include reviews and non-binding recommendations by the European Commission, such as the stability and convergence programmes and Broad Economic Policy Guidelines, which are submitted for approval by member states in the EU Council of Minister.

It is not uncommon for the Commission president to outline his legislative program before the European Parliament, as Andrew J. Burgess has pointed out. However, the new format appears similar to the US State of the Union address delivered by the President. Does this mean that Barroso sees himself as the head of state of the EU? Hardly the case, but there is some symbolic value in this endeavour.

  • Democracy and legitimacy in the European Union are issues of high importance in the academic discourse. Since its beginning, the democratic quality of the European Community and subsequently of the European Union has been questioned. However, the European Union is a political entity sui generis, composed of 27 Member States, and among which it fosters a unique economic and political partnership. This uniqueness gives rise to a series of problems, related to democracy in European governance. Therefore, the book tries to explain the nature of the European Union. A special focus is given to the democratic performance of the EU as a system of multi level governance. The book also analyzes the various reforms leading to a strengthening of the role of the European Parliament as the only directly elected institution within the EU from its early days as a powerless Assembly till today. By explaining the very specific democratic nature of the EU, the book aims to help to transfer the perception of the EU and its decision-making into a more realistic picture in order to overcome one of the most persistent myths of European integration.

German FM: Bosnia 'Must Focus on Reform' for EU - 0 views

  • German Foreign Minister Guido Westerwelle has said Bosnia would had a clear European Union membership perspective - if its ethnic leaders could stop arguing and focus on reforming the country’s constitution. “Bosnia and Herzegovina has a clear European perspective, but the road to Europe leads through internal dialogue and the unity of the country,” Westerwelle told journalists after meeting top Bosnian officials in Sarajevo, on the third leg of his three-day tour of the Balkans. Westerwelle said Germany expected all political actors in Bosnia to “start working on constitutional reform with courage, energy and good will” immediately after October 3 general elections in the country.

27.08.10: Europeans losing faith in EU - 0 views

  • Just 42% of Europeans say they trust the European Union, according to a new opinion poll, down six percentage points in just six months.
  • The survey also found that fewer than half of Europe's citizens see their country's membership of the EU as a positive thing, but the European Commission is clinging to the positive elements of the report, particularly on economic governance. Officials are presenting the new Eurobarometer as an endorsement of greater budget oversight from Brussels, pointing to the 75% of Europeans who said stronger coordination between member states will help weather the economic storm.
  • Notwithstanding the positive spin from Brussels, a deeper analysis of the report shows a crisis of faith in the Union. Just 49% of citizens view membership of the European Union as a good thing, while 47% said they do not trust the EU. Even prospective members have gone cold on the European project, with just 27% of Turks saying they trust Brussels. For the first time, the Eurobarometer included Iceland, which is currently in talks to join the EU. A startling 35% said they trusted the Union, while only 29% thought that Iceland would benefit from becoming a member.

18.08.10: Brussels backs Kosovo bid to join international bank - 0 views

  • The European Commission has endorsed Kosovo's bid to join the international bank, the EBRD, as Pristina continues to strive for credibility on the world stage.
  • Five out of the 27 EU countries and 22 out of the 63 EBRD member countries do not recognise Kosovo. But if one of the 22 EBRD non-recognisers changed position, it would be enough for Pristina to secure the 75 percent vote needed to join the London-based body. UN membership is for the time being out of the question due to the hostility of Russia, a UN veto-wielding power, in a situation preventing Kosovo from joining other institutions, such as the International Olympic Committee, the football authority FIFA and the Internet top-line domain name authority, ICAAN. Kosovo in 2009 did join the IMF, the World Bank and the European Investment Bank however, in developments touted by its diplomats as proof of progress toward de jure statehood. Kosovo Prime Minister Hashim Thaci in a comment for EUobserver earlier this week said the ICJ ruling should open the way for more UN members to switch sides.

  • On 13 and 14 December 2007, the 27 Heads of State and Government met in Lisbon to sign the new treaty. The Lisbon Treaty was ratified by the 27 Member States and can enter into force on 1 December 2009.

Various innovations were included in the Lisbon Treaty to address the cohesion and effectiveness problem of the EU. The renamed Common Security and Defence Policy has not found it easy to establish a common policy, however, and the strategic actorness of the CSDP has so far been mostly limited to relatively small missions. But such cautiousness risks rendering the EU a repository of small symbolic humanitarian missions with little impact on the global geopolitical agenda, argues Vasilis Margaras, a visiting Research Fellow at CEPS.

The EU's competences: The 'vertical' perspective on the multilevel system - 0 views

    From the outset, European integration was about the transfer of powers from the national to the European level, which evolved as explicit bargaining among governments or as an incremental drift. This process was reframed with the competence issue entering the agenda of constitutional policy. It now concerns the shape of the European multilevel polity as a whole, in particular the way in which powers are allocated, delimited and linked between the different levels. This Living Review article summarises research on the relations between the EU and the national and sub-national levels of the member states, in particular on the evolution and division of competences in a multilevel political system. It provides an overview on normative reasonings on an appropriate allocation of competences, empirical theories explaining effective structures of powers and empirical research. The article is structured as follows: First, normative theories of a European federation are discussed. Section 2 deals with legal and political concepts of federalism and presents approaches of the economic theory of federalism in the context of the European polity. These normative considerations conclude with a discussion of the subsidiarity principle and the constitutional allocation of competences in the European Treaties. Section 3 covers the empirical issue of how to explain the actual allocation of competences (scope and type) between levels. Integration theories are presented here in so far as they explain the transfer of competence from the national to the European level or the limits of this centralistic dynamics. Normative and empirical theories indeed provide some general guidelines for evaluation and explanations of the evolution of competences in the EU, but they both contradict the assumption of a separation of power.   • Abstract: The European Union finally succeeded in ramming through introduction of the Lisbon Treaty in December 2009. The treaty was touted by the powers in Brussels as the vehicle that would create the long-awaited "single phone line" to Europe. Lisbon was to streamline the gargantuan EU bureaucracy and make communication between the two sides of the Atlantic smooth and tidy. Instead, the mess is worse than before, with five EU "presidents" tripping over each other and confusing Washington with ill-defined, overlapping, and flat-out confusing roles and foreign policy objectives. The Lisbon Treaty essentially allows the EU a foreign policy power-grab, the driving force of which is the notion that the countries of Europe will be stronger collectively than they are separately. But sovereignty cannot be traded for influence, and the EU's attempts to do so could threaten the security of Europe-- and of the United States.

  • The 29 July early parliamentary elections in Moldova swept Europe’s last ruling Communist party from power by pro-EU opposition parties. With 98.3 percent of votes counted, the Communist Party won 48 seats in the 101-seat Moldovan parliament and the four opposition parties collected 53 seats.
