Editor's Note: This is the third in a series of articles that examine why the ODF Foundation closed down. The leaders of the recently shuttered OpenDocument Foundation have moved their attention and efforts away from the Open Document Format and towards the W3C's Compound Document Format, which they believe will be able to neutralize Microsoft Office by repurposing those documents.

The real technical content of the CDF recommendations is in details of how to glue these various (XML markup) languages together once they all have been processed into their respective DOMs. It establishes conventions for how a script might reach across DOM boundaries, how events might get propagated across DOM boundaries and stuff like that. I won't go into this any deeper because you will get more accurate information by just reading the W3C documents. But the main idea of CDF is to bring these variously defined content types into a uniform "framework" so that scripts can operate more at a document level instead of being confined to their own document child.

An honest misunderstanding? Hardly! Play the tape! Instead of arguing about who said what when, let's just go to the record and see exactly what the W3C's Doug Schepers said to us in an eMail introducing himself. Keep in mind that we did not contact the W3C or Mr. Schepers. The following eMail was most welcome, but entirely unsolicited.

A group of large technology companies is proposing a competing set of formats, and has formed an alliance to confuse the market, and at least double the work of any developer who might want to support their products (with almost no installed base) alongside Microsoft's (with a monopolistic dominant installed base). It's not surprising that the group is lead by the detritus of the last generation of tech companies. The thriving companies, Google, Yahoo and others have the good sense to sit this time and money-waster out.

The Open Document Foundation (ODF) has quietly ended all work on its da Vinci project after failing to secure approval from the Organisation for the Advancement of Structured Information Standards (OASIS). The da Vinci project was to develop a class of plug-ins that would allow users "to create and edit CDF (compound document format) files in their existing Microsoft Office installations". Without this approval, ODF says: "We can not effectively convert existing Microsoft documents, applications and processes to ODF. The loss of fidelity and feature - business process specific information is too great."

Five years after it was formed specifically to promote OpenDocument Format as an alternative to Microsoft Office formats, those behind the Open Document Foundation are abandoning the OASIS- and ISO-approved document standard in favor of the World Wide Web Consortium’s Compound Document Format.

The OpenDocument Foundation has announced its plans to sever itself from participation in or further advocacy of its namesake office document format in favor of the World Wide Web Consortium's XHTML (Extensible HTML)-based Compound Document Format. Although the OpenDocument Foundation is a fairly small organization, the group sports a certain cachet that stems from the ODF-to-MS Office plug-in that the group announced--but did not release publicly--about a year and a half ago. At the heart of the rift between the Foundation and the rest of the ODF backers--led by Sun and IBM--lies a dispute over the proper strategy for achieving round-trip document fidelity between Microsoft Office and ODF-consuming applications, such as Sun's OpenOffice.org or IBM's Lotus Symphony.

A presentation made two weeks ago by two members of OASIS' OpenDocument technical committee, and founding members of the OpenDocument Foundation, made it clear that the foundation would be turning its attention away from developing the ODF format and translators for it. Instead, in a course change instigated as far back as last May, the Foundation is steering back toward a project launched in 1995 by the World Wide Web Consortium, in hopes of recapturing the momentum toward document interoperability for all existing word processor users.

Just because we are garage challenged doesn't mean we can't find the back door to the big house :) The larger issue at stake here is not whether or not we have a garage, or what our contribution to ODF has been over the course of five years as active members of OASIS ODF. What it really comes down to is the implementation of ODF in the real world. The chickens came home to roost when Massachusetts started a year long pilot study regarding the implementation of ODF. The study began shortly after the OASIS approval of ODf 1.0, and ended in May of 2006. The results were nothing short of a disaster for ODF.

The OpenDocument Foundation Inc. doesn't have any control over ODF. But its embrace of the W3C's Compound Document Formats (CDF) adds a new twist to the already acrimonious debate over the possible creation of a universal file format for desktop applications.

The OpenDocument Format (ODF) remains "more of an anti-Microsoft political statement than an objective technology selection" by users, according to a report released Monday by analysts at Burton Group, who recommend that companies adopt Microsoft Corp.'s Office Open XML document format whether or not it is approved as an ISO standard next month.

Nobody has invested more to defeat Microsoft Corp.'s Open XML document format than IBM Corp. So why is IBM supporting Open XML in a handful of its products? According to technical documentation on IBM's own Web sites, Big Blue already supports Open XML, the native file format of Microsoft Office 2007, in at least four of its software. However, Microsoft Office users interested in testing or switching to Lotus Symphony, IBM's upcoming challenger to Office, may be disheartened by signs that IBM won't budge from its stance that it will only support documents created in Office 2003 and prior versions.

In Belgium, for instance, the government is using plug-ins to enable Microsoft Office to read and save files in ODF, Marcich said. The same plug-ins are being used in Massachusetts, which was the first governmental body to move to ODF. One prominent ODF backer, the unrelated Open Document Foundation, said in late October that it would stop backing ODF in favor of a more viable universal format called the Compound Document Format (CDF). Marcich said that "won't have any effect on the alliance or on ODF" adoption. Moreover, CDF, which is a World Wide Web Consortium format, differs greatly in features and goals than ODF. "We're talking about apples and oranges here," he said.
