"The Department has a clear Anti-Bullying Policy through the strategy 'Safe Schools are Effective Schools' which highlights that every student has the right to feel safe from bullying at school. All forms of bullying, whether it be physical, verbal or cyber are not tolerated at any level in Victorian government schools. As noted in the Department's Anti-Bullying Policy, all Victorian government schools must develop and implement a Student Code of Conduct. "Facebook is unveiling a new set of tools launched to squash bullies from having free reign across the social space. In 2008, the Anti-Bullying Research and Resource Centre discovered nearly 30.2 percent of students reported they had been bullied within previous months. Moreover, 24.9 percent of students stated they had taken part in bullying others at school (Anti-Bullying Centre, 2008). With the vast amount of data pushed through Facebook.com each day, monitoring harassment and demeaning behavior rests squarely on our shoulders. Facebook's new features allow users to report such behavior through several new options; Facebook says the intention is to create a "culture of respect" and a stronger sense of community."

"Bullying online is only half as common as traditional forms of bullying, according to a two-year study of research around the world. Kathryn Modecki from Murdoch University in Perth and colleagues looked at all existing studies measuring traditional and cyberbullying among adolescents. "We found that despite popular thought, cyberbullying was only half as common as traditional forms of bullying with about 15 per cent of adolescents reporting either cyber perpetration or victimisation compared to around 30 per cent for traditional bullying," Dr Modecki said."

Approximately 32 percent of students report being bullied at school. Bullied students are more likely to take a weapon to school, get involved in physical fights, and suffer from anxiety and depression, health problems, and mental health problems. They suffer academically (especially high-achieving black and Latino students). And research suggests that schools where students report a more severe bullying climate score worse on standardized assessments than schools with a better climate. This is all common sense to educators. They have known for decades that students need to be in safe, supportive learning environments to thrive. And the vast majority care deeply about keeping children safe.

Cyber bullying is a term used to describe covert, psychological bullying behaviours among mainly teenagers through email, chat rooms, mobile phones, text messages, mobile phone cameras and websites (Campbell 2005; Brown, Jackson & Cassidy�y2006). As a relatively new phenomenon, there is limited research on cyber bullying. The rise of cyber bullying is attributed primarily to increased adolescent access to the internet and mobile phones, facilitated by the anonymity provided by the internet.

"An internet tribute to a taunted public schoolgirl who died under a train has itself been hijacked by bullies. Natasha MacBryde, 15, was killed on St Valentine's Day following rumours that she had been teased about her parents' divorce. Friends set up a remembrance page to the 'model pupil' on Facebook so well-wishers could post messages. But amidst the fond memories came sick postings including one which said: 'Natasha wasn't bullied, she was just a whore', while another said: 'I caught the train to heaven LOL (laugh out loud)."

"If you pay attention to the mainstream news media, you can't have failed to have seen several instances of school related bullying last week in both New Zealand and Australia. Whilst pupils in Auckland and Wanganui clashed and the fights were recorded on cellphones, it was the case of Casey Heynes that went truly global due to the visual power of the recording taken by a bystander and shared online. A new campaign spear-headed by HUman Rights Commission "Backmeup"which aims to empower bystanders to stick-up for friends.. Research cited says 50% of population reported being cyberbullied.
