Critical Thinking as a Distributed Course - 2 views

  • Drawing from two years of experience offering the 'Connectivism and Connective Knowledge' course in a distributed online environment, the National Research Council's Personal Learning Environment (PLE) project is expanding the model to courses outside the discipline of education. Specifically, Stephen Downes and Rita Kop - who have both offered Critical Thinking courses through more traditional online and offline means, are adapting this material to the distributed model. The purpose of this course is two-fold. First, the design of the course is based on an understanding of the skills and capacities required to effectively learn using a PLE. Second, the offering of the course is intended to test whether learners can employ a PLE environment in order to develop those capacities. Thus, combined, the objectives of the course are intended to demonstrate whether learning may be self-directed with a PLE, or whether an additional pedagogy is required prior to the use of a PLE. Research will form an integral component of the course.

Ethics in Assessment. ERIC Digest. - 2 views

  •
"Those who are involved with assessment are unfortunately not immune to unethical practices. Abuses in preparing students to take tests as well as in the use and interpretation of test results have been widely publicized. Misuses of test data in high-stakes decisions, such as scholarship awards, retention/promotion decisions, and accountability decisions, have been reported all too frequently. Even claims made in advertisements about the success rates of test coaching courses have raised questions about truth in advertising. Given these and other occurrences of unethical behavior associated with assessment, the purpose of this digest is to examine the available standards of ethical practice in assessment and the issues associated with implementation of these standards. Google Embraces Partners to Straddle Desktop-Cloud Divide - PC World Business Center - 2 views

"Google has unveiled plans today to allow Google Docs to store any type of files, and revealed a new tool from Memeo to enable users to access, migrate, and synchronize files between their desktop and Google Docs. " (Snc tool is for Google Apps Premium only). Getting to be a more attractive option...
  •
Yes.. That is something I'd really like to use. My laptop warranty is out, they won't sell me any more extensions, one hard disk is loosing more and more sectors (and Maylee pulled off the right ALT key last night). Now only if Google Mail enabled me to build a number of views (filters) of my email (not just one), and Docs had inline revision viewing, I'd be ready to use it more. As it is, I use a variety of office apps because each seems to have strengths in different areas. I sometimes even move between apps with the same document. Mostly, I use OpenOffice, Google Docs, Microsoft Office, and LyX. LyX is the most philosophically advanced, I think.... but none escape the subjectivity of the matter. LyX removes any concern for how the document looks. You tell it what each information element is, not how it should look. Then you export to various formats and styles. Information search is vastly more powerful when all information elements are tagged according to what they are. And it produces just very beautiful content. OpenOffice has the broadest set of import/export capabilities and also with the best quality results, I'd say. All tables in all document types being accessible as database tables is also sometimes useful, as well as a variety of other capabilities. Google Docs is obviously best at collaboration but I find it sometimes frustrating to get formatting I want or working with revisions from others and myself. Microsoft Office is pretty high quality and full featured, as most realize, but lacks in import/export quality in comparison with some alternatives.

A comparison of consensus, consistency, and measurement approaches to estimating interr... - 2 views

  •
"The three general categories for computing interrater reliability introduced and described in this paper are: 1) consensus estimates, 2) consistency estimates, and 3) measurement estimates. The assumptions, interpretation, advantages, and disadvantages of estimates from each of these three categories are discussed, along with several popular methods of computing interrater reliability coefficients that fall under the umbrella of consensus, consistency, and measurement estimates. Researchers and practitioners should be aware that different approaches to estimating interrater reliability carry with them different implications for how ratings across multiple judges should be summarized, which may impact the validity of subsequent study results."

Discussion: Higher Education Teaching and Learning | LinkedIn - 2 views

  • Do you have ideas or examples of good practice of working with employers to promote workforce development? UK universities and colleges are under pressure to do "employer engagement" and some are finding it really difficult. This is sometimes due to the university administrative systems not welcoming non-traditional students, and sometimes because we use "university speak" rather than "employer speak". All ideas very welcome. Thanks. Validity and Reliability in Higher Education Assessment - 2 views

  • Validity and Reliability in Higher Education Assessment
  • However, validity and reliability are not inherent features of assessments or assessment systems and must be monitored continuously throughout the design and implementation of an assessment system. Research studies of a theoretical or empirical nature addressing methodology for ensuring and testing validity and reliability in the higher education assessment process, results of validity and reliability studies, and novel approaches to the concepts of validity and reliability in higher education assessment are all welcome. To be most helpful in this academic exchange, empirical studies should be clear and explicit about their methodology so that others can replicate or advance their research.

At Colleges, Assessment Satisfies Only Accreditors - Letters to the Editor - The Chroni... - 2 views

  • Some of that is due to the influence of the traditional academic freedom that faculty members have enjoyed. Some of it is ego. And some of it is lack of understanding of how it can work. There is also a huge disconnect between satisfying outside parties, like accreditors and the government, and using assessment as a quality-improvement system.
  • We are driven by regional accreditation and program-level accreditation, not by quality improvement. At our institution, we talk about assessment a lot, and do just enough to satisfy the requirements of our outside reviewers.
  • Standardized direct measures, like the Major Field Test for M.B.A. graduates?
  • ...5 more annotations...
  • The problem with the test is that it does not directly align with our program's learning outcomes and it does not yield useful information for closing the loop. So why do we use it? Because it is accepted by accreditors as a direct measure and it is less expensive and time-consuming than more useful tools.
  • Without exception, the most useful information for improving the program and student learning comes from the anecdotal and indirect information.
  • We don't have the time and the resources to do what we really want to do to continuously improve the quality of our programs and instruction. We don't have a culture of continuous improvement. We don't make changes on a regular basis, because we are trapped by the catalog publishing cycle, accreditation visits, and the entrenched misunderstanding of the purposes of assessment.
  • The institutions that use it are ones that have adequate resources to do so. The time necessary for training, whole-system involvement, and developing the programs for improvement is daunting. And it is only being used by one regional accrediting body, as far as I know.
  • Until higher education as a whole is willing to look at changing its approach to assessment, I don't think it will happen
  •
The challenge and another piece of evidence that the nuances of assessment as it related to teaching and learning remain elusive.

The Ticker - Education Dept. Criticizes Accreditor Over Credit-Hour Standards - The Chr... - 2 views

  • The Southern Association of Colleges and Schools cannot consistently ensure the quality of academic programs it reviews without clearly defining what constitutes a credit hour, according to a report issued on Tuesday by the U.S. Department of Education's inspector general. The accrediting organization, which assesses colleges in 11 states, responded that the variety of experiential, online, and distance courses that institutions now offer makes it impossible to define a single, common standard for credit hours. "The traditionally accepted definitions of semester credit hours and quarter credit hours based almost exclusively on seat time can no longer be applied to half of the credits now being awarded by our higher-education institutions," the association wrote in answer to the report.

CDC Evaluation Working Group: Framework - 2 views

  • Framework for Program Evaluation
  • Purposes The framework was developed to: Summarize and organize the essential elements of program evaluation Provide a common frame of reference for conducting evaluations Clarify the steps in program evaluation Review standards for effective program evaluation Address misconceptions about the purposes and methods of program evaluation
  • Assigning value and making judgments regarding a program on the basis of evidence requires answering the following questions: What will be evaluated? (i.e. what is "the program" and in what context does it exist) What aspects of the program will be considered when judging program performance? What standards (i.e. type or level of performance) must be reached for the program to be considered successful? What evidence will be used to indicate how the program has performed? What conclusions regarding program performance are justified by comparing the available evidence to the selected standards? How will the lessons learned from the inquiry be used to improve public health effectiveness?
  • ...3 more annotations...
  • These questions should be addressed at the beginning of a program and revisited throughout its implementation. The framework provides a systematic approach for answering these questions.
  • Steps in Evaluation Practice Engage stakeholders Those involved, those affected, primary intended users Describe the program Need, expected effects, activities, resources, stage, context, logic model Focus the evaluation design Purpose, users, uses, questions, methods, agreements Gather credible evidence Indicators, sources, quality, quantity, logistics Justify conclusions Standards, analysis/synthesis, interpretation, judgment, recommendations Ensure use and share lessons learned Design, preparation, feedback, follow-up, dissemination Standards for "Effective" Evaluation Utility Serve the information needs of intended users Feasibility Be realistic, prudent, diplomatic, and frugal Propriety Behave legally, ethically, and with due regard for the welfare of those involved and those affected Accuracy Reveal and convey technically accurate information
  • The challenge is to devise an optimal — as opposed to an ideal — strategy.
