California piloted the first statewide open data portal, GreenGov.data.ca.gov, with data sets and results from the GreenGov Challenge, a code-a-thon built around sustainability data sets hosted on the pilot site. GovOps is now moving the open data portal to an open source platform (DKAN) to ensure the longevity of continuous efforts to make government more open and efficient.

The Public Laboratory for Open Technology and Science (Public Lab) is a community -- supported by a 501(c)3 non-profit -- which develops and applies open-source tools to environmental exploration and investigation. By democratizing inexpensive and accessible Do-It-Yourself techniques, Public Lab creates a collaborative network of practitioners who actively re-imagine the human relationship with the environment. The core Public Lab program is focused on "civic science" in which we research open source hardware and software tools and methods to generate knowledge and share data about community environmental health. Our goal is to increase the ability of underserved communities to identify, redress, remediate, and create awareness and accountability around environmental concerns. Public Lab achieves this by providing online and offline training, education and support, and by focusing on locally-relevant outcomes that emphasize human capacity and understanding.

The World Bank Open Knowledge Repository (OKR) is The World Bank's official open access repository for its research outputs and knowledge products. Through the OKR, The World Bank collects, disseminates, and permanently preserves its intellectual output in digital form. The OKR is interoperable with other repositories and supports optimal discoverability and re-usability of the content by complying with Dublin Core Metadata Initiative (DCMI) standards and the Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH).

OpenGovernment is a free and open-source public resource website for government transparency and civic engagement at the state and local levels. The site is a non-partisan joint project of two 501(c)3 non-profit organizations, the Participatory Politics Foundation and the Sunlight Foundation. OpenGovernment is independent from any government entity, candidate for office, or political party. The information contained on OpenGovernment pages, wherever applicable, is cited to a primary source-- while we aggregate many different data sources, we do not edit or manipulate government data in any way before presenting it here.

TaxBrain is an interface to open source economic models for tax policy analysis. The code for the TaxBrain webapp interface is itself open source.

P2PU is a grassroots network of individuals who seek to create an equitable, empowering, and liberating alternative to mainstream higher education. We work towards this vision by creating and sustaining learning communities in public spaces around the world. As librarians and community organizers, we bring neighborhoods together to learn with one another. As educators, we train facilitators to organize their own networks and we develop/curate open educational resources. As developers and designers, we build open source software tools that support flourishing learning communities. And as learners, we work together to improve upon and disseminate methods and practices for peer learning to flourish.

The first award, the Innovative Planning Tool Award, highlights the best new contribution to the development of open planning tools. This year's winner for goes to Infill Score, a free open source tool for measuring a community's readiness for infill. This tool provides citizens, planners, and elected officials with a self-assessment tool and action planning tools to focus public and private sector investment and accelerate the implementation of sustainable communities. Wikiblock is an open-source toolkit of designs for benches, chairs, planters, stages, bus stops, beer garden fences, and kiosks that can be downloaded for free and taken to a makerspace where a CNC router (a computer-aided machine) can cut them out of a sheet of plywood.
