This Hamilton Project policy paper provides a dozen facts on struggling lower-middle-class families focusing on two key challenges: food insecurity, and the low return to work for struggling lower-middle-class families who lose tax and transfer benefits as their earnings increase. These facts highlight the critical role of federal tax and transfer programs in providing income support to families struggling to remain out of poverty.

This report, edited by Nell Abernathy, Mike Konczal, and Kathryn Milani, builds on recent analysis of economic inequality and on our 2015 report, Rewriting the Rules, in which we argued that changes to the rules of trade, corporate governance, tax policy, monetary policy, and financial regulations are key drivers of growing inequality. Where Rewriting identified the problem and began to outline a policy response, Untamed delves deeper on a specific set of solutions to curb rising economic inequality and spur productive growth. We start from the assumption that inequality is not inevitable: It is a choice, and, contrary to many opinions on both the left and the right, we can choose differently without sacrificing economic efficiency.

We are a nonpartisan research and policy institute. We pursue federal and state policies designed both to reduce poverty and inequality and to restore fiscal responsibility in equitable and effective ways. We apply our deep expertise in budget and tax issues and in programs and policies that help low-income people, in order to help inform debates and achieve better policy outcomes.

Two weeks ago, we announced a crowdsourced database project in collaboration with Urban3 that aims to collect information on tax productivity of big box stores in comparison with other, more compact developments. We invited your submissions from towns, suburbs and cities across the country. Below is a preliminary map of that data, created by Josh McCarty.

It is often assumed that the public have to rely on professionals to deliver public services because in the economic jargon there is an information asymmetry: the doctor or teacher knows more than the patient or pupil. Yet the families of these children have fine grained knowledge about what they really need: when they need two carers to support them and when only one will do; what risks to take on a trip out to the zoo and so on. The In Control initiative draws out this latent, tacit knowledge of users that is largely kept dormant and suppressed by the traditional delivery approach to services in which professionals are largely in control, assumed to have all the knowledge and so consumers are largely passive because they are assumed to lack the capability of taking charge of their own care, health, learning or tax.

The mission of the Office of Sustainable Housing and Communities is to create strong, sustainable communities by helping communities connect housing to jobs, foster local innovation, and build a clean energy economy. Through its work and in partnership with other federal agencies, local communities and regions, the Office of Sustainable Communities is supporting cutting edge research, innovative and inclusive planning practices, and new strategies for improving energy efficiency in new and existing housing. Underlying this work is an emphasis on leveraging federal investments to create jobs, achieve multiple tax payer benefits for each dollar invested, and support local ingenuity, innovation and partnership.

The problem is that we use these powers in historically/culturally path dependent ways so the tensions become more acute. The rationalism of the nation-state as a system-hierarchy is good when talking to other states (treaty writing as per Kyoto or the Treaty of Rome), or when universal rules are needed (eg tax collection) but bad at the particular (eg helping troubled families). Passion-populism is critical for mobilisation but can also be corrosive as it fails to offer any real solutions (see UKIP et al). Creative-civic power is good at adapting resources, institutions, and policies to particular needs or ambitions but it is bad at universal welfare and justice. It can also be just as failure prone as passion politics and hierarchy (it's hard and complex to confront particular, local and personal challenges).

The financial health of a city is closely intertwined with that of its residents. Financially healthy residents are better able to weather difficult times, are less likely to need city supports and services, and can contribute more to the local economy by supporting property, sales, and income taxes. Our data dashboard provides a unique snapshot of residents' financial health, including credit bureau data, to tell the story of city financial health. Recognizing that cities differ and their residents' needs are diverse, we construct city peer groups to highlight shared challenges and promising interventions. Imagine a world in which ordinary citizens are invested in their governments and take ownership of them by virtue of actually knowing a) how government works and b) how their tax dollars are used for public services. We at CACS see that world vividly and are guided by the vision that solutions to major local and state problems will stem from the marriage of transparency and engagement. The innovative technologies we use open up government, expose its excesses, draw its shareholders-particularly young people-into the political process, and improve the efficacy of services on which citizens rely.
