In October 2007, Susan Guldenschuh lost her job as a human-resources supervisor for Circuit City Stores Inc., which shut all its stores earlier this year. She landed a professional human-relations position elsewhere five months later. But when the downturn deepened, she got laid off again last December. The Louisville, Ky., resident pursued more than 100 openings, including a receptionist's spot. Mrs. Guldenschuh was finally hired again a few weeks ago. She is now an hourly worker, taking online orders for Guess Inc.

Kristin Konopka sent out nearly 100 copies of her résumé in January in search of receptionist work, but got only one callback. That's when Ms. Konopka, a 29-year-old New York actress and yoga teacher, took her master's degree and academic teaching experience off her résumé. The calls started coming in. The slimmer version of her résumé landed in 30 in-boxes and earned her three callbacks and two interviews. "It definitely picked up the interest," says Ms. Konopka, who realized quickly that people don't "want to hire anyone who is overqualified."

Blumin, professor emeritus of American history at Cornell, in their new book, The GI Bill: A New Deal For Veterans (Oxford). Altschuler and Blumin argue, instead, for a need to "gain a more dispassionate understanding of the bill's role in the shaping of postwar America" -- even up to the present day, as then-President Bush cited the legacy of the original GI Bill in the 2008 signing of a new, Post-9/11 GI Bill.
