The 113th Congress did pass a budget agreement before its holiday recess, but less than 60 bills have been signed into law during its first year. And with a continued political stalemate likely in 2014, when mid-term elections will take place, the current Congress is poised to become one of the least productive in at least the past four decades, CNN noted. A total of 68 percent of those questioned said the current Congress was the worst in their lifetime, with only 28 percent disagreeing. The negative outlook toward Congress "exists among all demographic and political subgroups. Men, women, rich, poor, young, old -- all think this year's Congress has been the worst they can remember," CNN polling director Keating Holland said. "Older Americans -- who have lived through more congresses -- hold more negative views of the 113th Congress than younger Americans. Unless the Obama administration can persuade Afghan President Hamid Karzai to sign a security pact that would permit a modest U.S. force to remain beyond 2014, the United States is almost certain to drastically scale back aid to Afghanistan. That would force aid groups to work under more precarious security conditions and compete for scantier aid dollars. It would be "a complete catastrophe" to pull the entire U.S. force from Afghanistan next year, said Andrew Wilder, who directs Afghanistan and Pakistan programs at the U.S. Institute of Peace and spent years working in the region. A deterioration in security conditions would hamper oversight of aid projects, possibly making a deeply skeptical Congress even more reluctant to fund Afghan aid. A smaller staff at the U.S. embassy in Kabul would also make it more difficult to sustain many U.S. aid programs. WEST READING, Pa. (AP) - A terminally ill girl who received support from thousands of Christmas carolers outside her home over the weekend died early on Christmas morning, her family said. Delaney Brown, 8, of West Reading "passed away quietly with her loving family by her side," family spokesman Christopher Winters said in a statement Wednesday. On Saturday night, thousands gathered outside her home in eastern Pennsylvania to fulfill her wish for a huge holiday singalong. The crowd cycled through holiday favorites such as "Frosty the Snowman," ''Rudolph the Red-nosed Reindeer" and "Jingle Bells" and ended with a chorus of "Happy Birthday" to the girl, who turned 8 on Friday, The Reading Eagle reported. Shortly after the caroling began, the family's Facebook page showed a picture of Delaney giving two thumbs up with the text, "I can hear you now!!! Love you!" Delaney, whose nickname is Laney, was diagnosed in May with a rare form of leukemia. The community held fundraisers to defray the cost of her medical expenses. An update posted Wednesay on the "Team Laney" Facebook page said: "My heart breaks right now. Our little angel on earth earned her pink glittery angel wings in heaven. She took her last breath at home in her bed at 3:10 surrounded by all her family and friends. I miss her so much already." "Laney was a wonderful, kind, and loving child, who brought so much joy to our lives," the family said. "Even as her illness progressed, Laney never stopped having faith, she continued to smile in spite of her pain, and she showed more concern for all of us than for herself." Bangor Hydro Electric in Maine is advising people it will be the end of the day before its more than 11,000 customers are back on line. The number has fluctuated as some people get power back while others lose it. The utility said downed trees are the biggest problem facing line crews. "We've had two beautiful, sunny days in Maine and the ice isn't going anyplace," said Lynette Miller, spokeswoman for the Maine Emergency Management Agency. "They're very concerned about more weight coming down on trees that are already compromised by ice." Central Maine Power, with more than 24,000 customers still in the dark early Thursday, hoped to get power back for most by the end of the day but acknowledged that some will still be without electricity on Friday.
