WASHINGTON (Reuters) - For years, U.S. officials have pointed to the improvements in the everyday lives of Afghans made possible by billions of dollars in aid from the United States and elsewhere. In Afghanistan, people now live 20 years longer on average than under Taliban rule, they say; 7 million more children attend school and women are 80 percent less likely to die in childbirth. The specter of an abrupt departure of all U.S. and NATO soldiers from Afghanistan at the end of next year now imperils these gains, they warn, and endangers progress on the massive development challenges that remain. Unless the Obama administration can persuade Afghan President Hamid Karzai to sign a security pact that would permit a modest U.S. force to remain beyond 2014, the United States is almost certain to drastically scale back aid to Afghanistan. That would force aid groups to work under more precarious security conditions and compete for scantier aid dollars. It would be "a complete catastrophe" to pull the entire U.S. force from Afghanistan next year, said Andrew Wilder, who directs Afghanistan and Pakistan programs at the U.S. Institute of Peace and spent years working in the region. A deterioration in security conditions would hamper oversight of aid projects, possibly making a deeply skeptical Congress even more reluctant to fund Afghan aid. A smaller staff at the U.S. embassy in Kabul would also make it more difficult to sustain many U.S. aid programs. "My judgment is no troops, no aid, or almost no aid," James Dobbins, the U.S. envoy for Afghanistan and Pakistan, told Congress this month. "The political support for the aid comes from the military presence." Last year, the United States and other donors promised to provide Afghanistan $16 billion in aid through 2015, at least half of which must go through Afghan government coffers. Pay TV service providers are among a few groups of companies that customers love to hate, and sometimes they go out of their way to remind us why. As families across the country come together to celebrate the holidays, satellite TV giants Dish Network and DirecTV are wishing them a Merry Christmas by hiking the cost of their service plans. In line with years past, both companies have confirmed that they will raise the prices of various television packages and increase service fees as well. The increases come at a time when "cord cutting," or canceling pay TV service in favor of online video streaming services, is becoming an increasingly common trend - to the point where cable companies are producing awful, awful anti-cord cutting campaigns as a last-ditch effort to win back lost subscribers and prevent current customers from leaving. DirectTV and Dish will each hike their service fees by between $2 and $5 per month, and they began notifying customers of the change just before Christmas. Beyond the higher service fees, however, the companies' TV package pricing will increase as well. In a note to clients picked up by CNNMoney, Nomura Equity analyst Adam Ilkowitz said that the cost of DirecTV's average TV package will increase by 4.4% next year, up from the 3.2% average increase customers saw at the beginning of this year. The base "Entertainment" plan will jump to $58 per month from $55, and the price of DirecTV's top package will increase $5 to $130 per month.

WEST READING, Pa. (AP) - A terminally ill girl who received support from thousands of Christmas carolers outside her home over the weekend died early on Christmas morning, her family said. Delaney Brown, 8, of West Reading "passed away quietly with her loving family by her side," family spokesman Christopher Winters said in a statement Wednesday. On Saturday night, thousands gathered outside her home in eastern Pennsylvania to fulfill her wish for a huge holiday singalong. The crowd cycled through holiday favorites such as "Frosty the Snowman," ''Rudolph the Red-nosed Reindeer" and "Jingle Bells" and ended with a chorus of "Happy Birthday" to the girl, who turned 8 on Friday, The Reading Eagle reported. Shortly after the caroling began, the family's Facebook page showed a picture of Delaney giving two thumbs up with the text, "I can hear you now!!! Love you!" "We've had two beautiful, sunny days in Maine and the ice isn't going anyplace," said Lynette Miller, spokeswoman for the Maine Emergency Management Agency. "They're very concerned about more weight coming down on trees that are already compromised by ice." Central Maine Power, with more than 24,000 customers still in the dark early Thursday, hoped to get power back for most by the end of the day but acknowledged that some will still be without electricity on Friday. More than 100,000 were without power at the storm's peak.
