"The Open Data Institute, a UK-based incubator and promoter of open-data businesses that was first conceived by Tim Berners-Lee and artificial intelligence pioneer Nigel Shadbolt, is today announcing its first international investment. The Omidyar Network, the investment firm co-founded by eBay's Pierre Omidyar and his wife Pam, is putting $750,000 towards the ODI. The money comes on top of the £10 million ($16 million) that the UK government, via the Technology Strategy Board, has already committed over the next five years for the project."

After reading your recent post, I thought you might find this interesting - especially the scanned interview that is included at the bottom of the posting. It's an old OMNI interview with Walter Stewart that was the first thing I read (at a young and impressionable age ;) about the prevalence of errors, fraud and cheating in science, the institutional barriers to tackling it, the often high personal costs to whistleblowers, the difficulty of accessing scientific data to repeat published analyses, and the surprisingly negative attitude towards criticism within scientific communities. Highly recommended entertaining reading - with some good examples of scientific investigations into implausible effects. The post itself contains the info I once dug up about what happened to him later - he seems like an interesting and very determined guy: when the NIH tried to stop him from investigating scientific errors and fraud he went on a hunger strike.

Institutional memory comes in two forms: people and documentation. People remember how things work and why. Sometimes they write it down and store that information somewhere. Institutional amnesia works similarly. The people leave and the documents disappear, rot, or just become forgotten (as it were).

Scientists at The Scripps Research Institute in California and the Technion - Israel Institute of Technology - have developed a "biological computer" made entirely from biomolecules that is capable of deciphering images encrypted on DNA chips.

Could computers become cleverer than humans and take over the world? Or is that just the stuff of science fiction? Philosophers and scientists at Britain's Cambridge University think the question deserves serious study. A proposed Center for the Study of Existential Risk will bring together experts to consider the ways in which super intelligent technology, including artificial intelligence, could "threaten our own existence," the institution said Sunday. "In the case of artificial intelligence, it seems a reasonable prediction that some time in this or the next century intelligence will escape from the constraints of biology," Cambridge philosophy professor Huw Price said.

"Salman Khan's dream college looks very different from the typical four-year institution. The founder of Khan Academy, a popular site that offers free online video lectures about a variety of subjects, lays out his thoughts on the future of education in his book, The One World School House: Education Reimagined, released last month. Though most of the work describes Mr. Khan's experiences with Khan Academy and his suggestions for changing elementary- and secondary-school systems, he does devote a few chapters to higher education."

The march of science is stumbling and easily sidetracked, fraught with bias, fads and dead ends. A new research initiative based at the University of Chicago and the Computation Institute will use the latest computational tools to scrutinize this imperfect path and better understand how knowledge was and is created. Such understanding could transform the process of research, calling out past missteps while revealing unanticipated new directions for the future.

FOR the past decade or so, generals commanding the world's most advanced armies have been able to rely on accurate forecasts of the outcomes of conventional battles. Given data on weather and terrain, and the combatants' numbers, weaponry, positions, training and level of morale, computer programs such as the Tactical Numerical Deterministic Model, designed by the Dupuy Institute in Washington, DC, can predict who will win, how quickly and with how many casualties.

Massachusetts Institute of Technology (MIT), one of the world's top-rated universities, has announced its first free course which can be studied and assessed completely online. An electronics course, beginning in March, will be the first prototype of an online project, known as MITx.

There's been a movement afoot to boycott Elsevier journals. It's started over in the mathematics community, led by Timothy Gowers, a serious mathematician indeed. The objections to Elsevier are the ones you'd think: high prices, unsplittable bundles of journal subscriptions for institutions, and their strong support for legislation like the Research Works Act.

The brain appears to be wired in a rectangular 3D grid structure, suggests a new brain imaging study funded by the National Institutes of Health. "Far from being just a tangle of wires, the brain's connections turn out to be more like ribbon cables - folding 2D sheets of parallel neuronal fibers that cross paths at right angles, like the warp and weft of a fabric," explained Van Wedeen, M.D., of Massachusetts General Hospital (MGH), A.A. Martinos Center for Biomedical Imaging and the Harvard Medical School.

The sustainability crisis has provoked an unexpected and dramatic response from academia. Until now, higher education institutions have tended to focus on sustainability within their own borders. This has predominantly been via sustainability education, research and designing green or carbon neutral campuses.
