Data doesn't invade people's lives. Lack of control over how it's used does. What's really driving so-called big data isn't the volume of information. If you pay for web hosting in order to run any kind of web-based application-from your WordPress blog to a nameplate site to a file-sharing service to a social media data archive-you need to back up your web server's data the same way you back up your computer's data. On database-driven web sites, there are two kinds of data you want to preserve and restore in case of disaster: the files that make up your site (the PHP/Perl/Python, JavaScript, CSS files, etc), and the contents of your database. Further, any good backup system should make both a local copy and a remote copy of the backed-up data.

"The Open Data Institute, a UK-based incubator and promoter of open-data businesses that was first conceived by Tim Berners-Lee and artificial intelligence pioneer Nigel Shadbolt, is today announcing its first international investment. The Omidyar Network, the investment firm co-founded by eBay's Pierre Omidyar and his wife Pam, is putting $750,000 towards the ODI. The money comes on top of the £10 million ($16 million) that the UK government, via the Technology Strategy Board, has already committed over the next five years for the project."

As organizations like Code for America encourage government transparency and the concept of Open Data at multiple levels of government in the US, I think it's useful for us to take a look at how Open Data is handled in other countries. Given my non-existent skills in other languages and my distrust of Google Translate, I'll focus on English-speaking countries first.

It's not just about Big Data. For the big players in enterprise technology algorithms, it's about finding big patterns beyond the data itself. The explosion of online life and cheap computer hardware have made it possible to store immense amounts of unstructured information, like e-mails or Internet clickstreams, then search the stored information to find some trend that can be exploited. The real trick is to do this cost-effectively. Companies doing this at a large scale look for similarities between one field and another, hoping for a common means of analysis.

The Shared Learning Collaborative, a Gates Foundation-funded initiative, rebranded itself this week. There's a new name - inBloom, Inc. - but the mission and plans remain the same, the new non-profit insists. That mission is to build an open source, cloud-based education data infrastructure in the hopes of addressing a number of problems schools face: the lack of data interoperability between the various databases and software systems that they utilize and the merits of spending money to update outdated administrative IT (versus, say, buying instructional - or other - tech and/or versus spending money on something altogether non-tech).

"As we get more data, we can fit more model. But at some point we become so overwhelmed by data that, for computational reasons, we can barely do anything at all. Thus, the curve above could be thought of as the product of two curves: a steadily increasing curve showing the statistical ability to fit more complex models with more data, and a steadily decreasing curve showing the computational feasibility of doing so."

IT professionals will increasingly act as data managers as the role of application manager becomes superfluous, according to a report called Technology Vision 2011, from IT services firm Accenture. In addition, the coming years will see IT decision-makers choosing platforms that are best able to manage soaring volumes of data as opposed to platforms designed to support applications. Six U.S. government agencies will spend more than $200 million to help the government better organize and analyze large volumes of digital data, in a new "big data" research and development effort announced by President Barack Obama's administration Thursday.
