    Having at least six months of expenses provides financial stability, helps you avoid debt with high interest payments, and lowers stress levels. We have a full year of expenses put aside in liquid cash, and it lets me sleep well at night. Emergency funds can actually have a better return on investment than what you see on a bank account. But that doesn't mean I shouldn't still maximize my interest earned, especially as cash is an asset class where you can increase your return without having to take on additional risk (if you stay FDIC-insured or equivalent).

At the World Bank, for example, we are seeking ways to connect with new centers of research, emerging communities of practice, and tap the practical experience of development organizations and the policy makers in rapidly developing economies. Our goal is to find better ways to connect those that have the development knowledge with those that need it, when they need it.

    Synthesis is a think-tank devoted to using the emerging paradigm of complex networks in the social sciences to tackle social and public policy concerns. Over the past 20 years or so, social scientists have increasingly made use of advances in the natural sciences to make better sense of social systems. Fields such as network theory, non-linear mathematics and systems theory, which we refer to as the study of complex networks, give us much greater insights that help us make sense of social systems. Armed with a greater understanding, this collection of paradigm-changing toolboxes can help us to make better policy decisions, in the public, private, and "third" sectors.

    There's no doubting the cloud invasion. But the research firm Gartner believes the personal cloud will replace the PC as the center of our digital lives sooner than you might think: 2014. "Major trends in client computing have shifted the market away from a focus on personal computers to a broader device perspective that includes smartphones, tablets and other consumer devices," Steve Kleynhans, research vice president at Gartner, said in a statement on Monday. "Emerging cloud services will become the glue that connects the web of devices that users choose to access during the different aspects of their daily life."

    A few months back, we talked about the challenges faced by libraries in the era of ebooks, digital information and shrinking budgets. An emerging idea, now being pioneered at one New York state library, is to offer 3D printing facilities to enable constituents to develop and innovate new ideas and products. The Fayetteville Free Library of Fayetteville, NY recently has assumed a new mission in efforts to serve its constituencies with 3D printing facilities. The "FFL Fab Lab" is a space set aside with 3D printing technology, which seeks to encourage innovation and learning of the concept. At the foundation of the FFL's Fab Lab will be a MakerBot Thing-o-Matic 3D printer, donated to the library. The Fab Lab's 3D printer uses plastic as its raw material.
