Why the U.S. (still) can't train the Iraqi military - The Washington Post - 0 views

    Research on military effectiveness suggests that even very brave, highly motivated soldiers won't be successful in their efforts to take territory if they fail to master these key skills. It also suggests that these skills are particularly unlikely to develop in regimes that are more concerned with maintaining power, especially in the face of political threats from their own military organizations, than combating conventionally powerful adversaries. This problem has historically plagued most Iraqi efforts to generate effective military forces, dating to the time of Saddam Hussein.

Archaeology Turns Political to Benefit a Trio of Middle East Strongmen - New Lines Maga... - 0 views

  • Going back 10 years to the Arab Spring and eight years before that to the invasion of Iraq, much of the region has experienced terrible loss not only on a human scale, but also of its archaeological heritage. The culmination of both came in 2015 with the brutal murder of the 82-year-old archaeologist Khaled al-Asaad — who had been in charge of the Syrian UNESCO World Heritage site of Palmyra for 40 years — and the destruction of part of the 2,000-year-old site by the Islamic State group

  • The destruction of the marshes did not begin in 1991, or even in 1980, but a century earlier. For millennia, the marshes had stood out as a stateless zone, comparable to what James Scott describes of upland southeast Asia. Hydrologically incorrigible and physically impenetrable, the area was a natural haven for escaped slaves, dissenters and brigands. At the turn of the 20th century though, the Ottomans and British began using advanced cartographic technologies and steamship navigation to assert mastery over the marshes and encourage the transition from peripatetic tribalism into modern citizenship based on settled agriculture. “Reclaiming” the marshes for agriculture was a cornerstone of development policies in Iraq.

  • For decades, Saudi Arabia has served as the world's central banker of oil supplies. In unstable times, most famously in the wake of Iraqi's 1990 invasion of Kuwait, it has drawn from its spare production capacity of some 1 million barrels to bring prices to heel.
  • Iraq's revival as a prominent oil exporter is bound to reshuffle a careful power balance in the energy-rich Arab world, particularly between bitter rivals Saudi Arabia and Iran. Saddam Hussein's 2003 toppling created a vacuum that both sides rushed to fill, for example deploying proxy forces at the height of Iraq's sectarian civil war. OPEC is another battlefield for the Saudi-Iran rivalry, and the Saudi kingdom is in no hurry to lose its uncontested status as No. 1. Now, as Iraq stabilizes politically and slowly rebuilds its oil-production capacity, both sides will have to accommodate a more assertive Baghdad. Even if oil production doesn't reach the Iraqis' goal, it will likely be higher than the approximately 1.7 million barrels per day that Iraq was producing just prior to the U.S. invasion.

The Transnational Politics of Iraq's Shia Diaspora - Carnegie Middle East Center - Carn... - 0 views

  • With each political transition—from the Iraqi Governing Council (IGC) to the Transitional Administrative Law—the first wave of Shia diasporic elites (as well as the Kurdish parties) supported and often encouraged the U.S.-UK coalition’s calamitous political decisions. These included “de-Baathification” and the disbanding of the army—two policies that would forever change the course of Iraqi politics. Both policies effectively dismantled existing state institutions and human resources instead of strengthening and building on them. And with the removal of the police force came the loss of law and order that could have prevented the wide-scale looting and violence that began in 2003. More destructive still was the exclusion of thousands of Sunnis from state and society and the resulting unleashing of a resentful public, whose vengeance would later manifest in violent reprisals throughout Iraq’s 2006 civil war and the formation of the self-proclaimed Islamic State.
  • By the time Iraq’s first democratic elections took place in December 2005, Shia political leaders who came to power through the IGC and were supported by the U.S.-UK coalition had already gained a significant advantage, so it was unsurprising that the United Iraqi Alliance, an alliance of Shia political parties, dominated the elections. Late Populism: State Distributional Regimes and Economic Conflict after the Arab Uprisi... - 0 views

  • This note will briefly outline the notion of an Arab “variety of capitalism” characterized by the central role of a distributive state whose interventions lead to a deep, and at least in parts unintended, segmentation of business and labour markets into insiders and outsiders. It will explain how this model has led to economic stagnation and contributed to the uprisings of 2011 as well as how it has hobbled economic adjustment after the uprisings, both under anciens and new regimes. Its pessimistic conclusion is that distributional institutions in most Arab countries remain very sticky, having created powerful vested interests not only in business but also in society at large that undermine the negotiation of a new “social contract” – a concept that many are talking about but no one seems to be able to map out in any detail.

In the absence of such systems, public resistance to subsidy reforms has been strong. No ruler has yet dared to substantially change public employment policies.
  • This anti-development equilibrium of low capacity and vested interests has led Arab states even further down the route of unequal and exclusive distribution after 2011. The UGGT has contributed to elite-level political pacts that have prevented Tunisia from backsliding into autocracy. In the economic field, however, it has mostly focused on defending insider privileges, investing much of its energy in fighting successfully for fiscally unsustainable civil service salary raises. In the meantime, little has been done for improving the lot of informal workers. They themselves remain fixated on the public sector: protesters from marginalized communities have been asking for the provision of one government job per family, and unrest has been triggered by the removal of individuals from an official list promising government employment.
  • Even “fierce” states embroiled in civil wars have deepened their old-style distributional commitments: Post-Saddam patronage policies under rival prime ministers have resulted in a state that now reportedly employs 7 million individuals, about half the total adult population (More than 55 percent of the population of about 36 million is under 20). Including in ISIS-occupied areas, 8 million individuals rely on a government salary or pension. Iraq competes with much richer GCC countries for the highest share of government employees anywhere in the world

Lebanon and Iraq Want to Overthrow Sectarianism - 0 views

  • In Iraq, the protesters mostly consisted of angry young working-class men, and they were quickly confronted with violence. In Lebanon, meanwhile, the protests have been marked by that country’s unmistakable sense of style and festive spirit, and the initiators have mostly been from the upper social classes. In downtown Beirut this past weekend, the sea of protesters included a woman in white-rimmed retro sunglasses with her dog named Pucci and a young man waving a Lebanese flag while lying in an inflatable kiddie pool. Yet despite the stark contrast between the protests, the rebels in both countries are in fact very similar. They are confronting many of the same political problems and are making essentially the same demand. They want the downfall of their countries’ existing self-serving elites, and big changes to the sectarian constitutional systems that enabled them

From Iraq to Lebanon, Iran Is Facing a Backlash - 0 views

  • Since the outbreak of the protests in early October, various security forces, including Iranian-backed Shiite militias, have killed more than 400 Iraqis and wounded some 20,000 others. Not only is there good reason to believe that much of the brutality has taken place at the behest of Ayatollah Ali Khamenei and Qassem Suleimani, the notorious commander of the Islamic Revolutionary Guard Corps’ (IRGC) Quds Force, but the available evidence seems to confirm it. Aware of the anti-Iranian mood on the Iraqi streets—exemplified by protesters beating their shoes against portraits of Khamenei, just as they had done with former Iraqi President Saddam Hussein in 2003—an unnerved Khamenei did not hesitate to intervene.
