Why do they do it that way? Simple. Administrators, along with many teachers, parents, and other voting members of the community continue to view computers as a nice-to-have extra, something to play with after we finish all that regular school stuff.

Instead, how about helping kids understand how to use and be productive with any technology they might encounter?
