What do you use: the Diigo toolbar or the Diigolet? Which browser do you use?
Right now, I use Firefox with the Diigo toolbar. And after selecting the appropriate command for adding a sticky note, I get a pop-up window with a drop-down field inside that is set by default to "Private". But I can also set it to "Public" after clicking the little arrow on the right-hand side of it. Can you see that field in your sticky note pop-up window? Can you change the setting in there?
I did some more testing with different browsers as well as Diigolet and Diigo toolbar. However, the problem appears to be related to certain pages rather the browser and Diigolet or toolbar.
I could reproduce your problem when trying to add sticky notes to *certain* pages and trying to make them public. For example, there was no setting "Public" when I tried to add a sticky note on http://www.google.de/ (just as an experiment).
Can you give an example of a page where you had this problem so that the people behind Diigo can more easily reproduce this problem?
I don't know where you are trying to post, but I do know from experience that if you are attempting to post a sticky note to a WebSlide show that is based on an RSS feed of web pages, then "public" is not an option (probably because the RSS feed changes and the sticky is associated with the feed? I don't know... ). I actually chose not to use WebSlides with my RSS feed because I couldn't do public posts.
If anyone has any information regarding whether or not this information is true (as I haven't heard otherwise), let me know!

I just had this problem as well on this page (http://www.suntimes.com/news/elections/1231131,CST-EDT-powell20.article). I wanted to make a public comment on my highlight, but the public option was not available using the toolbar in FireFox. I added the Diigolet to FF and it told me I could not use the Diigolet when the toolbar was installed (is that a new "feature").
I switched to Chrome, and was able to add the public sticky note there.
Any advice or comment?

Mike Chelen mentioned a bug in the FF toolbar that prevents public sticky notes from being published. Any word on the bug? Can it be fixed?

Using Diigo 3.1.6.4 in Firefox 3.0.3 on Mac OS X 10.5.5:
* I can attach public sticky notes (to highlights)
but
* the highlights can not be published in the proper way.
