It would be useful to add a list of tags specific to bookmarks in a specific list. When a user clicks on a specific list a list of relevant tags used in the bookmarks in that list would be available in the UI.

I guess it depends on how a person uses lists. I am currently uses lists as a high-level categorization of my bookmarks. As the number of bookmarks in each of my lists grows it will become more difficult to find specific sub-groups of bookmarks within the lists. I could keep adding more lists but then the number of lists will start to get pretty big as well. The "add section" feature in Lists does not help very much because if I have a lot of bookmarks in a particular list it does not help me quickly find specific groups of bookmarks - I still have to do a lot of scrolling and clicking through pages of bookmarks. Some additional way to filter, sort or group bookmarks in a particular list would be greatly appreciated. That is why I suggested adding the ability to see a tag list for just those tags relevant to particular list. Clicking on one of those tags would show me a specific group of associated bookmarks within a particular list.

There are two scroll bars for the personal annotations area. The one farthest in from the margin does not scroll anything but the header and footer as far as I can tell. The one near the margin does scroll the whole page - meta page and personal annotations section. So, I can scroll down to my last personal annotation but the banner still covers up two of of my annotations - which is quite annoying.
