The only merit in using a term like 'cyberbullying', in my opinion, is that it draws attention to the fact that, because it takes place online, its perpetrators can hide behind a cloak of anonymity. In that sense it is possibly different from, and worse than, bullying in the physical world.

For too long librarians have been seen as "copyright cops," impeding the use of copyrighted materials by students and staff. The FBI-SOS Internet Challenge is an internet safety program designed to help students recognize potential dangers associated with the internet, email, chat rooms and social networking sites. The program addresses and defines topics serious in nature such as seduction, child pornography, solicitation, exploitation, obscenity and online predators. Students take web-based quizzes and review specific web sites aimed at promoting online safety.

This site provides a detailed account of states that have begun taking legal action against cyberbullying. Many states are just in the process of introducing legislation. For updated information on new laws and legislation, you can go to your local senate website and search cyberbullying. Most legislation includes "cyberbullying", though the focus of the campaign was "bullying" in general. Many states require the local district to enact a policy. For specific rules and regulations, you should contact your local PTA.

These tips were written in April 2009, after several reported cases of teens being prosecuted for taking, distributing and possessing pictures of themselves or friends. While we are aware that such activity is inappropriate and risky, we do not feel that - in most cases - law enforcement should treat sexting as a criminal act. Today's media environment provides an opportunity--and responsibility--for parents and schools to teach critical thinking. Not only must young people learn to "consider the source" of what they take in but also think critically about what they post in a world where just about every young person is now potentially an author, photographer, and videographer. Kids--who may never even know who Walter Cronkite was--need to have a miniature version of him inside their head by asking questions such as "Is this true?" and "How do I know it's true?."

But take a second and try to understand how it must feel to be undigital these days. There's a grating discomfort that comes from being left out of everyone else's secret language. I was reminded of how common this feeling is in my own hometown library last night, when I walked into a free public workshop on Facebook.

To Willard the key is not to frighten children, but instead teach them proactive ways to protect themselves while adults keep an eye out as well. Willard charges students to act responsibly, such as "Stay Out of the Garbage," and avoid pornography or other "gross stuff" online, and also to "Connect Safely," reminding kids not to send mean or nasty messages. Adults get some advice as well-with Willard cautioning them not to make a big deal if a child brings up something that happened online, such as a stranger trying to gather personal information. Any kind of extreme response, like taking away Internet privileges, could discourage them from bringing up concerns again.

My message to parents and teachers is simple: embrace the technology that kids use, recognize that whatever you may lack in technology knowledge you make up in wisdom, and remember that you, too, were once a kid. Your first reaction to kid activity that may be a bit disturbing shouldn't be to freak out and shut down access but to take a deep breath, talk with (and listen to) the kids, and do everything you can to encourage dialog.

Larry Magid discusses the shift in thinking -- from a focus of constraint and protection against predators to one of developing a culture of responsibility and digital citizenship. For those "at risk" students, school psychologist, Patti Afgatson, suggests that we consider using health prevention models for Internet safety education - basic safety advice for most youth and intense counseling from mental health professionals for the small minority of young people who are taking extraordinary risks both on and offline.

There is no single solution to the problem of cyberbullying. It needs to be regarded as a live and ongoing issue. An effective approach requires clearly defined responsibilities, reporting lines and coordination. A member of the senior management team will need to be designated as the lead - preferably, the member of staff who takes overall responsibility for bullying cases.
