I think the boy should be charged as a adult, he clearly knew what he did was wrong, why would he kill his little sister in the first place anyways?

I think its so said he died trying to help his neighbor. And his children watched him die. That's something they will never forget. It's sad that we have people in our world that are willing to take someone else's life in their own hands. It's quite sickening.
