  • To debate whether these punishments were fair is to commit a category error. These weren’t verdicts weighed and delivered on behalf of society. These were the actions of self-interested organizations that had decided their employees were now liabilities.
  • Cancellations — defined here as actually losing your job or your livelihood — occur when an employee’s speech infraction generates public attention that threatens an employer’s profits, influence or reputation.
  • This isn’t an issue of “wokeness,” as anyone who has been on the business end of a right-wing mob trying to get them or their employees fired — as I have, multiple times — knows. It’s driven by economics, and the key actors are social media giants and employers who really could change the decisions they make in ways that would lead to a better speech climate for us all.

  • What is new is the role social media (and, to a lesser extent, digital news) plays in both focusing outrage and scaring employers. And this, too, is a problem of economics, not culture. Social platforms and media publishers want to attract people to their websites or shows and make sure they come back. They do this, in part, by tuning the platforms and home pages and story choices to surface content that outrages the audience.
  • This is not just a problem of social media platforms. Watch Fox News for a night, and you’ll see a festival of stories elevating some random local excess to national attention and inflicting terrible pain on the people who are targeted. Fox isn’t anti-cancel culture; it just wants to be the one controlling that culture.
  • Cancellations are sometimes intended, and deserved. Some speech should have consequences. But many of the people who participate in the digital pile-ons that lead to cancellation don’t want to cancel anybody. They’re just joining in that day’s online conversation. They’re criticizing an offensive or even dangerous idea, mocking someone they think deserves it, hunting for retweets, demanding accountability, making a joke. They aren’t trying to get anyone fired. But collectively, they do get someone fired.

  • There have always been things we cannot say in polite society, and those things are changing, in overdue ways. The balance of demographic power is shifting, and groups that had little voice in the language and ordering of the national agenda are gaining that voice and using it.

  • One U.S. official recalled the Predict program: “Getting Chinese agreement to American monitors throughout their territory—that was something.” But then the Trump administration zeroed out that program.

Genetic testing showed that most of the infection in New York was from the coronavirus variant that had come through Europe to the United States, rather than directly from China (where most of the early cases in Washington State originated).

  • Aviation is safe because, even after all the advances in forecasting and technology, its culture still imagines emergencies and rehearses steps for dealing with them.

Reading these documents now is like discovering a cockpit checklist in the smoking wreckage.

  • The deadliest airline crash in U.S. history occurred in 1979. An American Airlines DC-10 took off from O’Hare Airport, in Chicago—and just as it was leaving the ground, an incorrectly mounted engine ripped away from one of the wings. When the engine’s pylon was pulled off, it cut the hydraulic lines that led from the cockpit to the control surfaces on the wings and tail. From that point on, the most skillful flight crew in the world could not have saved the flight.
  • The United States still possesses the strongest economy in the world, its military is by far the most powerful, its culture is diverse, and, confronted with the vicissitudes of history, the country has proved resilient. But a veteran of the intelligence world emphasized that the coronavirus era revealed a sobering reality. “Our system has a single point-of-failure: an irrational president.” At least in an airplane cockpit, the first officer can grab the controls from a captain who is steering the aircraft toward doom.

Before he became president, Bill Clinton had been a governor for 12 years and had spent decades learning and talking about government policies. A CIA official told me that Clinton would not read his President’s Daily Briefs in the morning, when they arrived, but would pore over them late at night and return them with copious notes. George W. Bush’s evolution from dependence on the well-traveled Dick Cheney, in his first term, to more confident control, in his second, has been well chronicled. As for Obama, Paul Triolo told me: “By the end of his eight years, Obama really understood how to get the bureaucracy to do what he wanted done, and how to get the information he needed to make decisions.” The job is far harder than it seems. Donald Trump has been uninterested in learning the first thing about it.
  • In a situation like this, some of those in the “regular” government decide to struggle on. Others quit—literally, or in the giving-up sense

Its key tenet—that all Britons will have access to health care, free at the point of service—symbolizes an aspirational egalitarianism that, even as inequality has risen since the Margaret Thatcher era, remains at the core of British identity.
  • In effect, Britain was rigorously building capacity to help the NHS cope, but releasing potentially infected elderly, and vulnerable, patients in the process. By late June, more than 19,000 people had died in care homes from COVID-19. Separate excess-death data suggest that the figure may be considerably higher

To Turchin, they indicate that his models, which incorporate thousands of years of data about human history, are working. Languid and opaque, this system is ill-suited to a fast-moving outbreak. But biomedical scientists can now upload preliminary versions of their papers, or “preprints,” to freely accessible websites, allowing others to immediately dissect and build upon their results. This practice had been slowly gaining popularity before 2020, but proved so vital for sharing information about COVID‑19 that it will likely become a mainstay of modern biomedical research. Preprints accelerate science, and the pandemic accelerated the use of preprints. At the start of the year, one repository, medRxiv (pronounced “med archive”), held about 1,000 preprints. By the end of October, it had more than 12,000.
  • The U.S. is now catching up. In April, the NIH launched a partnership called ACTIV, in which academic and industry scientists prioritized the most promising drugs and coordinated trial plans across the country. Since August, several such trials have started.

Again and again, staffers reckon with the ways in which Facebook’s decisions stoke these harms, and they plead with leadership to do more.

  • In July 2020, researchers presented the findings of a series of experiments. At the time, Facebook was already weighting the reactions other than “like” more heavily in its algorithm—meaning posts that got an “angry” reaction were more likely to show up in users’ News Feeds than posts that simply got a “like.” Anger-inducing content didn’t spread just because people were more likely to share things that made them angry; the algorithm gave anger-inducing content an edge. Facebook’s Integrity workers—employees tasked with tackling problems such as misinformation and espionage on the platform—concluded that they had good reason to believe targeting posts that induced anger would help stop the spread of harmful content.
  • By dialing anger’s weight back to zero in the algorithm, the researchers found, they could keep posts to which people reacted angrily from being viewed by as many users. That, in turn, translated to a significant (up to 5 percent) reduction in the hate speech, civic misinformation, bullying, and violent posts—all of which are correlated with offline violence—to which users were exposed.
  • Facebook rolled out the change in early September 2020, documents show; a Facebook spokesperson confirmed that the change has remained in effect. It was a real victory for employees of the Integrity team.
  • But it doesn’t normally work out that way.   • Experiments showed that this change would impede the distribution of hateful, polarizing, and violence-inciting content in people’s News Feeds. But Zuckerberg “rejected this intervention that could have reduced the risk of violence in the 2020 election,” Haugen’s SEC filing says. An internal message characterizing Zuckerberg’s reasoning says he wanted to avoid new features that would get in the way of “meaningful social interactions.” But according to Facebook’s definition, its employees say, engagement is considered “meaningful” even when it entails bullying, hate speech, and reshares of harmful content.

  • Zuckerberg’s positioning of Facebook’s role in the insurrection is odd. He lumps his company in with traditional media organizations—something he’s ordinarily loath to do, lest the platform be expected to take more responsibility for the quality of the content that appears on it—and suggests that Facebook did more, and did better, than journalism outlets in its response to January 6. What he fails to say is that journalism outlets would never be in the position to help investigators this way, because insurrectionists don’t typically use newspapers and magazines to recruit people for coups.
  • Facebook wants people to believe that the public must choose between Facebook as it is, on the one hand, and free speech, on the other. This is a false choice. Facebook has a sophisticated understanding of measures it could take to make its platform safer without resorting to broad or ideologically driven censorship tactics.

  • All of this may be true, but that shouldn’t be reassuring. An algorithm may just be a big dumb means to an end, a clunky way of maneuvering a massive, dynamic network toward a desired outcome. But Facebook’s enormous size gives it tremendous, unstable power.
  • Facebook takes whole populations of people, pushes them toward radicalism, and then steers the radicalized toward one another.
