  • The platitudes were there, as I expected, but the evasions were worse than I anticipated: The plan, in effect, is to entrench Facebook’s interests while sidestepping all the important issues.

And most important: Will it change its fundamental business model, which is based on charging advertisers to take advantage of this widespread surveillance to “micro-target” consumers?

  • Smartphones changed the advertising game completely. It took only a few years for billions of people to have an all-purpose content delivery system easily accessible sixteen hours or more a day. This turned media into a battle to hold users’ attention as long as possible.

While many of the folks who run Silicon Valley are extreme libertarians, the people who work there tend to be idealists. They want to believe what they’re doing is good. Forcing tech CEOs like Mark Zuckerberg to justify the unjustifiable, in public—without the shield of spokespeople or PR spin—would go a long way to puncturing their carefully preserved cults of personality in the eyes of their employees.
  • We also need regulatory fixes. Here are a few ideas.
  • First, it’s essential to ban digital bots that impersonate humans. They distort the “public square” in a way that was never possible in history, no matter how many anonymous leaflets you printed.
  • At a minimum, the law could require explicit labeling of all bots, the ability for users to block them, and liability on the part of platform vendors for the harm bots cause.
  • Second, the platforms should not be allowed to make any acquisitions until they have addressed the damage caused to date, taken steps to prevent harm in the future, and demonstrated that such acquisitions will not result in diminished competition.
  • An underappreciated aspect of the platforms’ growth is their pattern of gobbling up smaller firms—in Facebook’s case, that includes Instagram and WhatsApp; in Google’s, it includes YouTube, Google Maps, AdSense, and many others—and using them to extend their monopoly power.
  • This is important, because the internet has lost something very valuable. The early internet was designed to be decentralized. It treated all content and all content owners equally. That equality had value in society, as it kept the playing field level and encouraged new entrants.
  • There’s no doubt that the platforms have the technological capacity to reach out to every affected person. No matter the cost, platform companies must absorb it as the price for their carelessness in allowing the manipulation.
  • Third, the platforms must be transparent about who is behind political and issues-based communication.
  • Transparency with respect to those who sponsor political advertising of all kinds is a step toward rebuilding trust in our political institutions.
  • Fourth, the platforms must be more transparent about their algorithms. Users deserve to know why they see what they see in their news feeds and search results. If Facebook and Google had to be up-front about the reason you’re seeing conspiracy theories—namely, that it’s good for business—they would be far less likely to stick to that tactic
  • Allowing third parties to audit the algorithms would go even further toward maintaining transparency. Facebook and Google make millions of editorial choices every hour and must accept responsibility for the consequences of those choices. Consumers should also be able to see what attributes are causing advertisers to target them.
  • Fifth, the platforms should be required to have a more equitable contractual relationship with users. Facebook, Google, and others have asserted unprecedented rights with respect to end-user license agreements (EULAs), the contracts that specify the relationship between platform and user.
  • All software platforms should be required to offer a legitimate opt-out, one that enables users to stick with the prior version if they do not like the new EULA.
  • “Forking” platforms between old and new versions would have several benefits: increased consumer choice, greater transparency on the EULA, and more care in the rollout of new functionality, among others. It would limit the risk that platforms would run massive social experiments on millions—or billions—of users without appropriate prior notification. Maintaining more than one version of their services would be expensive for Facebook, Google, and the rest, but in software that has always been one of the costs of success. Why should this generation get a pass?
  • Sixth, we need a limit on the commercial exploitation of consumer data by internet platforms. Customers understand that their “free” use of platforms like Facebook and Google gives the platforms license to exploit personal data. The problem is that platforms are using that data in ways consumers do not understand, and might not accept if they did.
  • Not only do the platforms use your data on their own sites, but they also lease it to third parties to use all over the internet. And they will use that data forever, unless someone tells them to stop.
  • There should be a statute of limitations on the use of consumer data by a platform and its customers. Perhaps that limit should be ninety days, perhaps a year. But at some point, users must have the right to renegotiate the terms of how their data is used.
  • Seventh, consumers, not the platforms, should own their own data. In the case of Facebook, this includes posts, friends, and events—in short, the entire social graph. Users created this data, so they should have the right to export it to other social networks.
  • It would be analogous to the regulation of the AT&T monopoly’s long-distance business, which led to lower prices and better service for consumers.
  • Eighth, and finally, we should consider that the time has come to revive the country’s traditional approach to monopoly. Since the Reagan era, antitrust law has operated under the principle that monopoly is not a problem so long as it doesn’t result in higher prices for consumers.
  • Under that framework, Facebook and Google have been allowed to dominate several industries—not just search and social media but also email, video, photos, and digital ad sales, among others—increasing their monopolies by buying potential rivals like YouTube and Instagram.
  • While superficially appealing, this approach ignores costs that don’t show up in a price tag. Addiction to Facebook, YouTube, and other platforms has a cost. Election manipulation has a cost. Reduced innovation and shrinkage of the entrepreneurial economy has a cost. All of these costs are evident today. We can quantify them well enough to appreciate that the costs to consumers of concentration on the internet are unacceptably high.

He Could Have Seen What Was Coming: Behind Trump's Failure on the Virus - The New York ... - 0 views

  • “Any way you cut it, this is going to be bad,” a senior medical adviser at the Department of Veterans Affairs, Dr. Carter Mecher, wrote on the night of Jan. 28, in an email to a group of public health experts scattered around the government and universities. “The projected size of the outbreak already seems hard to believe.”
  • A week after the first coronavirus case had been identified in the United States, and six long weeks before President Trump finally took aggressive action to confront the danger the nation was facing — a pandemic that is now forecast to take tens of thousands of American lives — Dr. Mecher was urging the upper ranks of the nation’s public health bureaucracy to wake up and prepare for the possibility of far more drastic action.
  • Throughout January, as Mr. Trump repeatedly played down the seriousness of the virus and focused on other issues, an array of figures inside his government — from top White House advisers to experts deep in the cabinet departments and intelligence agencies — identified the threat, sounded alarms and made clear the need for aggressive action.

Mr. Trump would avoid such steps until March.
  • Despite Mr. Trump’s denial weeks later, he was told at the time about a Jan. 29 memo produced by his trade adviser, Peter Navarro, laying out in striking detail the potential risks of a coronavirus pandemic: as many as half a million deaths and trillions of dollars in economic losses.

Azar II, directly warned Mr. Trump of the possibility of a pandemic during a call on Jan. 30, the second warning he delivered to the president about the virus in two weeks.   • The Containment IllusionBy the last week of February, it was clear to the administration’s public health team that schools and businesses in hot spots would have to close. But in the turbulence of the Trump White House, it took three more weeks to persuade the president that failure to act quickly to control the spread of the virus would have dire consequences.
  • There were key turning points along the way, opportunities for Mr. Trump to get ahead of the virus rather than just chase it. There were internal debates that presented him with stark choices, and moments when he could have chosen to ask deeper questions and learn more. Pretty soon, these messages begin to sink in and take effect.  The audience begins to adopt a worldview consistent with these messages, regardless of the degree of truth.

  • The messaging consists of common themes that recur in various forms. One central theme is a fierce opposition to government, especially so-called “big government.” This reappears in various sub-forms as well, such as rage against bureaucracy, regulations, Washington, D.C., the IRS, the Environmental Protection Agency, and federal politicians.
  • Another big theme is fear and victimization. And the poorest, 50 percent, who largely live in the global south, have been responsible for about 7 percent of global emissions. But that hasn’t grown at all. Historically, they have contributed nothing to the exponential growth of emissions and the increased and accelerating global heating that we’re already seeing. So the idea of climate justice is that global north nations have a moral responsibility to reduce their emissions first and faster so that there is some room left in whatever carbon budget we still have for the global south to pull themselves out of poverty.

  • The climate crisis has begun in the United States, too. But the real violence of it is in the global south. And I would argue that the global north doesn’t see it because the news media isn’t reporting on it and because the kind of white supremacy prevents people in this country from really recognizing that this is a violence that would feel unimaginable if it happened to their children.

  • To think about the concrete impacts, 350,000 Americans, it’s estimated, die every single year from the air pollution from the burning of fossil fuels. That is a death toll literally equal to the 2020 death toll from COVID.
  • Or is it going to take so long that, in fact, things are going to spiral out of control?
  • within the space of a few years, by simply refusing to accept their own impotence, they have literally remade the entire landscape of global climate politics. Like in the U.S., when we have Joe Biden who Sunrise gave an F to in the primary, talking about this as an existential threat, that is because the protests worked. And they worked in an incredibly short amount of time
  • I personally think the high consumption, and particularly the flying of people who are in the public eye, trying to communicate the urgency of the climate crisis, is incredibly destructive to building a political movement. They’re actually doing something extremely counterproductive in my interpretation. They’re reinforcing everybody’s cognitive dissonance with their behavior, which is also a form of speech. They’re communicating that they’re not willing to make transformative changes and not willing to support transformative policies, and that, in fact, you need to use fossil fuels even to do climate work. And so, for me, I feel like the people who need to worry about their carbon footprints insofar as anybody does are the 1 percent and people in the climate movement.
  • here are huge, huge health consequences from this pollution. It may be the case that air pollution may even be a bigger crisis than climate change. That is how dramatic these impacts are. They happen to be caused largely by the same thing so we can solve them at the same time, but we’re talking about rising rates of respiratory disease and coronary disease and cancers of all kinds and Alzheimer’s and dementia and ADHD and criminality and premature birth and low birth weight. And just every aspect of human flourishing is damaged by the pollution that is produced by the burning of fossil fuels
  • david wallace-wellsIt’s really, really stark, as Genevieve lays out, that it is the wealthy countries of the world and the wealthy people of the world who have engineered this crisis. So whenever we hear about the problem of India, the problem of electrifying sub-Saharan Africa, these are problems. We need to figure them out and do them clean in a way that doesn’t imperil the future of the planet. But those are only problems that we have to deal with now because of the development patterns that countries like ours and across northern Europe went through over the last few decades and centuries.

It is not at all horrific to buy an entirely new wardrobe two or three times a year and throw it all away. In fact, this is considered a signal that you are in the rich group and that you are living your best life.

(When NBC’s Chuck Todd asked if he was a socialist, Gillum replied simply, “No, I’m a Democrat.”) He wound up winning Miami-Dade by 21 points—down from Clinton’s 30-point margin two years before—and lost the election by 32,463 votes statewide. “Let’s face it,” Garcia said. “We lost the governorship to Ron DeSantis because our nominee wouldn’t come out and say, ‘I’m not a goddamn socialist.’”

Instead, after 2018, the party’s ranks began to swell with influential young progressives, such as New York Representative Alexandria Ocasio-Cortez, who championed far-left policies while openly embracing the socialist label

Lozano, then the mayor, was desperate. Some of these migrants, he thought, were going to die.“I’m right here, at the bridge, watching this thing spiral out of control. The hundreds of comments on any given post included some from other young fashion influencers, but also a large number of men leaving comments like “Gorgeous!” The mom generally liked or thanked them all, save for any that were expressly inappropriate. 
  • Meta spokesman Andy Stone said the company enables parents who run accounts for their children to control who is able to message them on Instagram or comment on their accounts. Meta’s guidance for creators also offers tips for building a safe online community, and the company has publicized a range of tools to help teens and parents achieve this.
  • Like many young girls, the daughter envied fashion influencers who made a living posting glamour content. When the mother agreed to help her daughter build her following and become an influencer, she set some rules. Her daughter wouldn’t be allowed to access the account or interact with anyone who sent messages. And they couldn’t post anything indicating exactly where they live.

The staffers reviewed a sample of subscribers to such accounts and determined that nearly all the subscribers demonstrated malicious behavior toward children.

  • When I asked whether the prospect of this same kind of far-reaching spin campaign being run by a different administration is something that scares him, he admitted that it does. “I mean, I’d prefer a sober, reasoned public debate, after which members of Congress reflect and take a vote,” he said, shrugging. “But that’s impossible.”

Power was not some abstract thing,” he muses. “When we sit in Washington and debate foreign policy, it’s like a Risk game, or it’s all about us, or the human beings disappear from the decisions. But he lived in a place where he was surrounded by people who had either perpetrated those acts — and by the way, may not have felt great about that — or else knew someone who was a victim. I don’t think there’s ever been an American president who had an experience like that at a young age of what power is.
  • The parts of Obama’s foreign policy that disturb some of his friends on the left, like drone strikes, Rhodes says, are a result of Obama’s particular kind of globalism, which understands the hard and at times absolute necessity of killing. Yet, at the same time, they are also ways of avoiding more deadly uses of force — a kind of low-body-count spin move
  • He shows me the president’s copy of his Nobel Peace Prize acceptance speech, a revision of an original draft by Favreau and Rhodes whose defining tension was accepting a prize awarded before he had actually accomplished anything. In his longhand notes, Obama relocated the speech’s tension in the fact that he was accepting a peace prize a week after ordering 30,000 more troops to Afghanistan. King and Gandhi were the author’s heroes, yet he couldn’t act as they did, because he runs a state. The reason that the author had to exercise power was because not everyone in the world is rational.
  • In Panetta’s telling, his own experience at the Pentagon under Obama sometimes resembled being installed in the driver’s seat of a car and finding that the steering wheel and brakes had been disconnected from the engine. Obama and his aides used political elders like him, Robert Gates and Hillary Clinton as cover to end the Iraq war, and then decided to steer their own course, he suggests. While Panetta pointedly never mentions Rhodes’s name, it is clear whom he is talking about.
  • “Was it a point of connection between you and the president that you had each spent some substantial part of your childhoods living in another country?” I ask. Her face lights up.
  • “Absolutely,” she answers. The question is important to her. “The first conversation we had over dinner, when we first met, was about what it was like for both of us to live in countries that were predominantly Muslim countries at formative parts of our childhood and the perspective it gave us about the United States and how uniquely excellent it is,” she says. “We talked about what it was like to be children, and how we played with children who had totally different backgrounds than our own but you would find something in common.”

  • When I asked whether he believed that the Oval Office debate over Syria policy in 2012 — resulting in a decision not to support the uprising against Assad in any meaningful way — had been an honest and open one, he said that he had believed that it was, but has since changed his mind. “Instead of adjusting his policies to the reality, and adjusting his perception of reality to the changing realities on the ground, the conclusions he draws are exactly the same, no matter what the costs have been to our strategic interests,”
  • “In an odd way, he reminds me of Bush.” The comparison is a startling one — and yet, questions of tone aside, it is uncomfortably easy to see the similarities between the two men, American presidents who projected their own ideas of the good onto an indifferent world.

As usual, the author is describing himself.
  • “There were staff people who put themselves in a position where they kind of assumed where the president’s head was on a particular issue, and they thought their job was not to go through this open process of having people present all these different options, but to try to force the process to where they thought the president wanted to be,” he says. “They’d say, ‘Well, this is where we want you to come out.’ And I’d say ‘[expletive], that’s not the way it works. We’ll present a plan, and then the president can make a decision
  • Perhaps the president and his aides were continually unable to predict the consequences of their actions in Syria, and made mistake after mistake, while imagining that it was going to come out right the next time
  • “Another read, which isn’t necessarily opposed to that,” I continue, “is that their actual picture is entirely coherent. But if they put it in blunt, unnuanced terms — ”Panetta completes my sentence: “ — they’d get the [expletive] kicked out of them.” He looks at me curiously. “Let me ask you something,” he says. “Did you present this theory to Ben Rhodes?
  • “Oh, God,” Rhodes says. “The reason the president has bucked a lot of establishment thinking is because he does not agree with establishment thinking. Not because I or Denis McDonough are sitting here.” He pushes back in his chair. “The complete lack of governance in huge swaths of the Middle East, that is the project of the American establishment,” he declares. “That as much as Iraq is what angered me.

I ask Rhodes if he has ever met the famous diplomat before, and he tells me about the time they were seated together at a state dinner for the president of China. It was an interesting encounter to imagine, between Kissinger, who made peace with Mao’s China while bombing Laos to bits, and Rhodes, who helped effect a similar diplomatic volte-face with Iran but kept the United States out of a civil war in Syria, which has caused more than four million people to become refugees. I ask Rhodes how it felt being seated next to the embodiment of American realpolitik. “It was surreal,” he says, looking off into the middle distance. “I told him I was going to Laos,” he continues. “He got a weird look in his eye.
  • He is not Henry Kissinger, or so his logic runs, even as the underlying realist suspicion — or contempt — for the idea of America as a moral actor is eerily similar. He is torn.
