These debates are somewhat mystifying if you believe that the party has been remade in Trump’s populist image, or alternatively if you just believe that the G.O.P. is full of cynics who attack deficits under Democrats but happily spend whatever it takes to stay in power. Neither theory explains the Republican determination to dramatically underbid the Democrats on relief spending three months before an election, nor the emergence of a faction within the Senate Republicans that doesn’t want to spend more money on relief at all.

  • As Donald Trump attempts to clamber to the Republican nomination over a still-divided opposition, there will be a lot of talk about how all these rules and quirks and complexities are just a way for insiders to steal the nomination away from him, in a kind of establishment coup against his otherwise inevitable victory.

  • The belief that the Civil War wasn’t for us was the result of the country’s long search for a narrative that could reconcile white people with each other, one that avoided what professional historians now know to be true: that one group of Americans attempted to raise a country wholly premised on property in Negroes, and that another group of Americans, including many Negroes, stopped them. In the popular mind, that demonstrable truth has been evaded in favor of a more comforting story of tragedy, failed compromise, and individual gallantry. For that more ennobling narrative, as for so much of American history, the fact of black people is a problem.

  • As George W. Bush’s administration drew to an end, the brand of ambitious, expensive, Manichaean, militaristic foreign policy commonly dubbed “neoconservative” seemed on the verge of collapse.
  • Today, hawkishness is the hottest thing on the American right. With the exception of Rand Paul, the GOP presidential contenders are vying to take the most aggressive stance against Iran and the Islamic State, or ISIS. The most celebrated freshman Republican senator is Tom Cotton, who gained fame with a letter to Iran’s leaders warning that the United States might not abide by a nuclear deal. According to recent polls, GOP voters now see national security as more important than either cultural issues or the economy. More than three-quarters of Republicans want American ground troops to fight ISIS in Iraq, and a plurality says that stopping Iran’s nuclear program requires an immediate military strike.
  • What explains the change? Above all, it’s the legend of the surge. The legend goes something like this: By sending more troops to Iraq in 2007, George W. Bush finally won the Iraq War. Then Barack Obama, by withdrawing U.S. troops, lost it. Because of Obama’s troop withdrawal, and his general refusal to exercise American power, Iraq collapsed, ISIS rose, and the Middle East fell apart. “We had it won, thanks to the surge,” Senator John McCain declared last September. “The problems we face in Iraq today,” Louisiana Governor Bobby Jindal argued in May, “I don’t think were because of President Bush’s strength, but rather have come about because of President Obama’s weakness.”

As we approach 2016, the legend of the surge is playing a similar role. Which is why it’s so important to understand that the legend is wrong.
  • The surge was not intended merely to reduce violence. Reducing violence was a means to a larger goal: political reconciliation. Only when Iraq’s Sunni and Shia Arabs and its Kurds all felt represented by the government would the country be safe from civil war. As a senior administration official told journalists the day Bush announced the surge, “The purpose of all this is to get the violence in Baghdad down, get control of the situation and the sectarian violence, because now, without it, the reconciliation that everybody knows in the long term is the key to getting security in the country—the reconciliation will not happen.”
  • But although the violence went down, the reconciliation never occurred. According to the legend of the surge, Iraq’s collapse stems from Obama’s decision to withdraw all U.S. troops at the end of 2011. “If we’d had a residual force of 10,000 to 12,000,” Senator Lindsey Graham said last year, “I am totally convinced there would not have been a rise of al-Qaeda.” In reality, the prime minister of Iraq, Nouri al-Maliki, began persecuting the Sunnis—thus laying the groundwork for their embrace of ISIS—long before American troops departed the country. As early as 2007, writes Emma Sky, who advised both Petraeus and his successor, General Ray Odierno, “the U.S. military was frustrated by what they viewed as the schemes of Maliki and his inner circle to actively sabotage our efforts to draw Sunnis out of the insurgency.”
  • The tragedy of post-surge Iraq has its roots in America’s failure to make the Iraqi government more inclusive—a failure that began under Bush and deepened under Obama
  • These errors came well before Obama’s decision to remove American troops at the end of 2011. The fact is, the U.S. failed to stop Maliki’s slide into sectarian tyranny even when it still had 100,000 troops patrolling Iraqi soil. That’s because America had already lost much of its leverage. Once the surge succeeded in reducing violence, Maliki no longer needed American troops to keep him in power

  • Do you know what technology is? We commonly think about technology as anything that was invented after you were born. My friend Denny Hills made kind of a version of that through his statement, "It's anything that doesn't work yet."

  • What's the theory behind technology? Do we just deal with each one, one by one, or was there a kind of a framework to understand and have a perspective on technology?
  • All these technologies that we have now made are interrelated, they are codependent, and they form a kind of an ecosystem of technologies. You might even think of it as if these were species, as if it was a super-organism of technology.

  • DDT is horrible. Don't give it a job as a pesticide, and spray millions of acres of cotton fields. That's a terrible job and causes all kinds of havoc. Yet used locally and sprayed around households, DDT eliminates malaria and saves millions of lives a year, and it has very little environmental impact that way. That's a better job for this technology.

Looms and cotton gins and similar apparatuses each only did one thing; the Internet does everything. 
  • Sometimes as I’m walking down the street hitting ‘refresh’, I am made abruptly aware of the intrusion of physical reality, of midsized physical objects in motion, and I wish my body were better protected from them. Of course, their world is not the world, and it never was all that was meant by ‘reality’. And tools and vehicles only are what they are because people make the uses of them that they do.

I have in mind nature, now often described metonymically as ‘meat’, but in fact also including vegetables, water, air, rocks, and the celestial bodies.
  • Today the Internet is in fact doing what the most grandiose claims about the book maintained that that humble object could do: duplicate the world, provide a perfect reflection of the order of nature (which properly understood was itself a book). In this respect the Internet is not really a machine or engine, even if things that clearly are contribute to its genealogy. It is not like those things that transform nature by hydraulics and pyrotechnics and so on. It does not require you to wear a helmet.

Metals, for instance, “are entropy at work . . . from wonderful metal ores to scattered waste,” and scarcity and higher prices “will slowly increase forever,” but if we scrimp and recycle, we can make do for another century before tight constraint kicks in.

We all need to adjust our behavior to this new environment. It would help if we did it quickly.”

Simon won, 5-0, even though the world’s population grew by 800 million during that decade. Malthusians have been trying to live down that defeat ever since, but, as Grantham points out in his July letter, if we extend the original bet past its arbitrary 10-year limit to the present day, Ehrlich wins the five-commodity bet 4-1, and he wins big if the bet is further extended to all important commodities.
