Confusion Reigns At TNR On The Stimulus … For Good Reason | The New Republic - 0 views

  • In early 2009, the United States was engaged in an intense public debate over a proposed $800 billion stimulus bill designed to boost economic activity through government borrowing and spending. James Buchanan, Edward Prescott, Vernon Smith, and Gary Becker, all Nobel laureates in economics, argued that while the stimulus might be an important emergency measure, it would fail to improve economic performance. Nobel laureates Paul Krugman and Joseph Stiglitz, on the other hand, argued that the stimulus would improve the economy and indeed that it should be bigger. Fierce debates can be found in frontier areas of all the sciences, of course, but this was as if, on the night before the Apollo moon launch, half of the world’s Nobel laureates in physics were asserting that rockets couldn’t reach the moon and the other half were saying that they could. Prior to the launch of the stimulus program, the only thing that anyone could conclude with high confidence was that several Nobelists would be wrong about it.

In general, in the face of this kind of uncertainty, we ought to seek policy interventions that are as narrowly targeted as is consistent with addressing the problem; tested prior to implementation to whatever extent possible; hedged on multiple dimensions; and designed to be as reversible as is practicable. What I am trying to describe here is not a policy per se, but an attitude of epistemic humility.

Rereading it this week, it is striking how modest its claims were. They essentially came to this: “Claiming total certainty about the science traduces the spirit of science and creates openings for doubt whenever a climate claim proves wrong. Demanding abrupt and expensive changes in public policy raises fair questions about ideological intentions. Censoriously asserting one’s moral superiority and treating skeptics as imbeciles and deplorables wins few converts.”

He argues that “there are a lot of different views on climate change on the right.” I find that about as convincing as the argument that there are a lot of different views on race among Harvard’s faculty.

At the time, I was president of the Accademia dei Lincei, Italy’s most important scientific academy, and the second deadly wave of Covid was arriving. I argued in a long and reasoned article, highlighting the epidemiological situation in detail, that either drastic measures would need to be taken immediately or 500 deaths a day could be expected by mid-November (unfortunately the prediction was accurate). Immediately after publication, I received emails telling me in the strongest of terms that I had better not get involved in other people’s business.

  • Four new elements have been added to the periodic table, finally completing the table’s seventh row and rendering science textbooks around the world instantly out of date.

To Turchin, they indicate that his models, which incorporate thousands of years of data about human history, are working. (“Not all of human history,” he corrected me once. “Just the last 10,000 years.”)
  • He has been warning for a decade that a few key social and political trends portend an “age of discord,” civil unrest and carnage worse than most Americans have experienced. In 2010, he predicted that the unrest would get serious around 2020, and that it wouldn’t let up until those social and political trends reversed. Havoc at the level of the late 1960s and early ’70s is the best-case scenario; all-out civil war is the worst.

They found that complex societies are more likely to have moralizing gods, but the gods tend to start their scolding after the societies get complex, not before

The elite herd was culled during the Civil War, which killed off or impoverished the southern slaveholding class, and during Reconstruction, when America experienced a wave of assassinations of Republican politicians.
  • “There is a very close correlation between adopting democratic institutions and having to fight a war for survival.”
  • Also unwelcome: the conclusion that civil unrest might soon be upon us, and might reach the point of shattering the country. In 2012, Turchin published an analysis of political violence in the United States, again starting with a database. He classified 1,590 incidents—riots, lynchings, any political event that killed at least one person—from 1780 to 2010. Some periods were placid and others bloody, with peaks of brutality in 1870, 1920, and 1970, a 50-year cycle.
  • In 2010, when Nature surveyed scientists about their predictions for the coming decade, most took the survey as an invitation to self-promote and rhapsodize, dreamily, about coming advances in their fields. Architects of such policies, he told me, are “creating surplus elites, and some become counter-elites.” A smarter approach would be to keep the elite numbers small, and the real wages of the general population on a constant rise.

But these technologies are still very young, and it remains to be seen whether the ways in which we use them will get better or worse over time.
  • There are very few technologies — if any — whose impact we can project into the far future at the moment of their inception. So unless you think our species should just refuse to create any new technology at all, you have to accept that each one is going to be a bit of a gamble.

We might have hit an inflection point where it all goes downhill from here, and future technologies become the Torment Nexuses that we’ve successfully avoided in the past. But it’s very premature to assume we’ve hit that point.
