An investigation of the role of China's urban population on coal consumption - 0 views

Fletcher Paru dans : Energy Policy, Available online 22 June 2012 Abstract This paper investigates the causal relationship between urban population, real GDP, electricity production and coal consumption in China for the period 1971-2009. Using a vector autoregression framework and a modified version of the Granger (1969) causality test proposed by Toda and Yamamoto (J. Econ. 66 (1995) 225), the results suggest that there is causality running from GDP to coal consumption. The variance decomposition analysis report that urban population and coal affect electricity production variability over the forecast period. We also find that increasing urban population may negatively affect China's GDP over time. Policy measures aimed at influencing GDP could ultimately affect coal consumption. Highlights ► We find Granger Causality running from GDP to coal consumption. ► China can mitigate the adverse environmental effects of coal by altering GDP path. ► We find Granger Causality running from urbanization to electricity production. ► China needs to find other sources of energy to cater for growing electricity demand. ► Increasing urban population may slow economic growth due to overcrowding in cities.

China's Environmental Policy and Urban Development - 0 views

    For more than three decades China has achieved remarkable success in economic development, but its rapid growth has resulted in considerable damage to the natural environment. In 1998, the World Health Organization reported that seven of the ten most polluted cities in the world were in China. Sulfur dioxide and soot produced by coal combustion fall as acid rain on approximately 30 percent of China's land area. Industrial boilers and furnaces consume almost half of China's coal and are the largest sources of urban air pollution. In many cities, the burning of coal for cooking and heating accounts for the rest. At the same time, since the beginning of economic reform in the late 1970s, the government has paid considerable attention to environmental problems, particularly in terms of regulatory responsibility and enforcement at the local government level. China passed the Environmental Protection Law for trial implementation in 1979, and in 1982 the constitution included important environmental protection provisions. Since then, various laws and policies have been put in place to address China's current and future urban environment. The 2010 World Exposition in Shanghai provided evidence that the Chinese government views its environmental problems as a priority. The green construction of the facilities for the Expo and particularly of the Chinese Pavilion reflected the emphasis the government has placed on protecting and improving the environment through new technologies. In addition, China's "eco cities" have also been recognized worldwide for advances in urban sustainability, such as Tianjin, Shenzhen, and Wuxi.

    In Invisible Cities, the novel by the great Italian writer Italo Calvino, Marco Polo dazzles the emperor of China, Kublai Khan, with 55 stories of cities he has visited, places where "the buildings have spiral staircases encrusted with spiral seashells," a city of "zigzag" where the inhabitants "are spared the boredom of following the same streets every day," and another with the option to "sleep, make tools, cook, accumulate gold, disrobe, reign, sell, question oracles." The trick, it turns out, is that Polo's Venice is so richly textured and dense that all his stories are about just one city. A modern European ruler listening to a visitor from China describe the country's fabled rise would be better served with the opposite approach: As the traveler exits a train station, a woman hawks instant noodles and packaged chicken feet from a dingy metal cart, in front of concrete steps emptying out into a square flanked by ramshackle hotels and massed with peasants sitting on artificial cobblestones and chewing watermelon seeds. The air smells of coal. Then the buildings appear: Boxlike structures, so gray as to appear colorless, line the road. If the city is poor, the Bank of China tower will be made with hideous blue glass; if it's wealthy, our traveler will marvel at monstrous prestige projects of glass and copper. The station bisects Shanghai Road or Peace Avenue, which then leads to Yat-sen Street, named for the Republic of China's first president, eventually intersecting with Ancient Building Avenue. Our traveler does not know whether he is in Changsha, Xiamen, or Hefei -- he is in the city Calvino describes as so unremarkable that "only the name of the airport changes." Or, as China's vice minister of construction, Qiu Baoxing, lamented in 2007, "It's like a thousand cities having the same appearance." Why are Chinese cities so monolithic? Greenhouse Gas Emissions from Chinese Cities - 0 views

    Full Text available. As some of the most rapidly urbanizing places in the world, China's cities have a unique relationship with global climate change. The economies found in Chinese cities are extremely resource and energy intensive; as a result, they produce significant levels of greenhouse gas (GHG) emissions. This article provides comprehensive and detailed emissions inventories for Shanghai, Beijing, and Tianjin, which were found to be responsible for 12.8, 10.7, and 11.9 tonnes of carbon dioxide equivalent per capita (t CO2-eq/capita), respectively, in 2006. The majority of emissions were from electricity production, heating and industrial fuel use, and ground transportation. The prevalence of coal in the energy supply mix (including up to 98% in Tianjin) was a fundamental cause of high energy emissions. Non-energy emissions from industrial processes were also significant, including emissions from cement and steel production. The GHG inventories for Shanghai, Beijing, and Tianjin point to sectors requiring the most attention in terms of low-carbon growth. Compared to ten other global cities, Chinese cities are among the highest per capita emitters, alluding to the important challenge China faces of reducing emissions while improving the quality of life for urban residents. Accordingly, this article concludes with a discussion of the opportunities and issues concerning low-carbon growth in China, including the potential for renewable energy and the difficulties associated with emissions relocation and policy adoption.

Local state and administrative urbanization in post-reform China: A case study of Hebi ... - 0 views

In the post-reform era, economic growth has been paralleled by rapid urbanization. China's urbanization experience has been shaped heavily by the state through national urban policies as well as through local administrative means. Much has been written about large Chinese cities in the more developed coastal regions, such as Beijing, Shanghai and Guangzhou, but little is known about the process of city-making in medium-sized and small Chinese cities, especially those in the less developed central and western regions of the country. This paper sheds light on the processes of urban transformation in Hebi, a medium-sized inland city in Henan Province, emphasizing the critical role that the local state has played in city-making, the mechanisms and processes of change, and the resultant impacts on the city. As a mining city, Hebi has been threatened by depleting natural resources. To invigorate the city, a new city center has been built to attract new enterprises. Through intensive interviews and fieldwork conducted in 2007 and 2008, we examine what the city government of Hebi has done to turn the newly constructed urban space into a new administrative and economic center of the city. With the establishment of new enterprises, the local economy has been diversified, although coal continues to be a major component of Hebi's economy. The role of the local state in the production and development of the new urban space is direct and forceful. As local state policies on urban development have been implemented by strong administrative means, we conceptualize the contemporary Chinese model of urbanization as "administrative urbanization".

Air quality management in China: Issues, challenges, and options - 0 views

    [ScienceDirect, via Biblio-SHS] Auteur : Shuxiao Wang, Jiming Hao Paru dans : Journal of Environmental Sciences, Volume 24, Issue 1, January 2012, Pages 2-13 Abstract This article analyzed the control progress and current status of air quality, identified the major air pollution issues and challenges in future, proposed the long-term air pollution control targets, and suggested the options for better air quality in China. With the continuing growth of economy in the next 10-15 years, China will face a more severe situation of energy consumption, electricity generation and vehicle population leading to increase in multiple pollutant emissions. Controlling regional air pollution especially fine particles and ozone, as well as lowering carbon emissions from fossil fuel consumption will be a big challenge for the country. To protect public health and the eco-system, the ambient air quality in all Chinese cities shall attain the national ambient air quality standards (NAAQS) and ambient air quality guideline values set by the World Health Organization (WHO). To achieve the air quality targets, the emissions of SO2, NOx, PM10, and volatile organic compounds (VOC) should decrease by 60%, 40%, 50%, and 40%, respectively, on the basis of that in 2005. A comprehensive control policy focusing on multiple pollutants and emission sources at both the local and regional levels was proposed to mitigate the regional air pollution issue in China. The options include development of clean energy resources, promotion of clean and efficient coal use, enhancement of vehicle pollution control, implementation of synchronous control of multiple pollutants including SO2, NOx, VOC, and PM emissions, joint prevention and control of regional air pollution, and application of climate friendly air pollution control measures.
