The World upside down, China's R&D and innovation strategy - 0 views

    Guilhem Fabre 1, Stephane Grumbach 2 (28/02/2012) R&D and innovation have become much more strategic than ever before for the growth of China as well as for its global societal upgrade. The Chinese authorities have designed an innovation strategy to face new economic and social challenges. The first part of the paper is focused on the emergence of the policy, in the 2006-2020 Plan for S&T, with a historical perspective explaining the legacy of the past in today's choices. In the second part, we illustrate China's catching up strategy through four sectors (high-speed trains, aeronautics, clean energy, IT) and discuss its potential impact on the world industry.

Challenges of creating cities in China: Lessons from a short-lived county-to-city upgra... - 0 views

    Abstract It has been widely observed that China is under-urbanized. The central government has tried to use various policies to promote urbanization. In this paper, we evaluate one of these policies - count-to-city upgrading. Under China's hierarchical governance structure, a city status can only be determined and awarded by the central government. In the 1980s and 1990s, China adopted a formula-based county-to-city upgrading policy. Based on a large panel dataset covering all counties in China, we find that the formula was not strictly enforced in the practice. Moreover, jurisdictions that were upgraded to cities prior to 1998 do not perform better than their counterparts that remained county status in terms of both economic growth and providing public services. Largely because of these problems, this policy was called off in 1997. Given the strong need for urbanization, more indigenous institutional innovations are needed to find a viable way of creating cities, which would also provide compatible incentives to local governments.     Abstract In 2011, China announced that it has reached an urbanisation rate of 50%. If we take rapid urbanisation as a given and that it is already well underway, it is still widely unclear what research needs to be conducted and policy changes made to support municipalities of fast transforming cities and to avoid repeating the development mistakes that have occurred in industrialised nations, i.e. driving urban growth with high consumption patterns without fully considering the environmental and social needs and occupants' behaviour and aspirations. The scale and pace of change requires a solid systems approach of urban development. The purpose of this paper is to explore the rapid urbanisation of Chinese cities with a focus on the plans for a new, on-going urban sub-centre in the north-west of Shanghai: Zhenru urban sub-centre. Information-rich urbanisation is a defining feature of the 21st century, reshaping cities and communities in China and in developing countries around the world. The paper compares two cases of urban development patterns for new sub-centres for polycentric city structures: it relates to new urban sub-centres in Berlin (Germany) and Shanghai (China), and the relationship of these sub-centres to 'Network City' theory. Network theory is useful in this context as the 'network' metaphor and concepts of decentralisation seem to have replaced the 'machine' metaphor which was based on efficiency based on the availability of cheap fossil fuels. The question to be addressed is how Chinese cities can be better steered towards more sustainable models of development. As cities aim to move towards more resilient urban ecosystems and polycentric systems, the case of Potsdamer Platz Berlin, compared to Zhenru sub-centre in Shanghai, is discussed. Energy consumption, indoor environmental quality, and benchmark for office bu... - 0 views

    With rapid economy growth, building energy consumption in China has been gradually increased. The energy consumption and indoor environmental quality of 51 office buildings in Hainan Province, a hot and humid area, were studied through collection of verified data in site visits and field tests. The result revealed that, electricity accounted for 99.79% of the total energy consumption, natural gas 0.17%, and diesel 0.04%. The air conditioning dominated the energy use with a share of 43.18%, equipment in the particular areas 26.90%, equipment in the office rooms 11.95%, lighting system 8.67%, general service system 7.57%, and miscellaneous items 1.73%. Statistical method including six indicators obtained the energy consumption benchmark with upper limit of 98.31 kW·h/m2 and lower limit of 55.26 kW·h/m2. According to ASHRAE standard (comfortable standard) and GB/T 18883-2002 (acceptable standard), the indoor environmental quality of 51 sampled office buildings was classified into three ranks: good, normal and bad. With benchmark of building energy consumption combined with indoor environmental quality, it was found that only 3.92% of sampled buildings can be identified as the best performance buildings with low energy consumption and advanced indoor environmental quality, and the buildings classified into normal level accounted for the maximum ratio.

    China's carbon markets push: Huge potential, but daunting challenges A domestic cap-and-trade system could more effectively curb emissions than command-and-control, a new report from SEI and FORES shows, but the process is still in its infancy. China observers have rightfully called attention to the country's new interest in market-based approaches to reducing the energy- and carbon-intensity of its economy. It is a major policy shift, and given that China is the world's top carbon emitter, it has potentially huge implications for global efforts to slow climate change. But can carbon trading succeed without a mature free-market economy? That is a key question raised in the report, China's Carbon Emission Trading: An Overview of Current Development, by SEI's Guoyi Han, Marie Olsson and Karl Hallding, and David Lunsford, founder of the Hong Kong-based consultancy Energy Environment Solutions. The report was released today in Brussels at a seminar with several Members of the European Parliament. "If China's carbon markets experiment succeeds, it could be decisive," says Martin Ådahl, director of FORES, which co-sponsored the report. "Not only could it slow China's rapid emissions growth, but it would be an important step towards global carbon pricing. A great deal is at stake."

Though they all revolve around this central topic, they cover different facets, such as the influence of Confucian values on decision-making, its impact on macro-economic development and regional distribution, power relations within Public Private Partnerships, organizational and contractual relations in subway construction, the duration of decision-making processes and the viability of developing Transit Oriented Development in Chinese cities. This first contribution will sketch a general overview of two driving forces behind China's motorization process (economic growth and urbanization), what the impact has been on the expansion of the transport networks and hubs and what social and policy problems Chinese authorities currently have to tackle as a consequence of these developments. It ends with a small prospectus of the other six contributions to this volume.

Coordination of urban and rural construction land (CURCL) can be a very effective means for reducing conflicts between economic development and land protection. This research examines the roles of stakeholders involved in the CURCL process. The reasons why the interests of legitimated stakeholders were encroached upon are analyzed and countermeasures to protect the interests of legitimated stakeholders are proposed. Ambiguously defined property rights for owners of rural construction land, unclear conceptions of the public interest, and overlap of power and interest among multiple levels of authority are the reasons why legitimated stakeholders' interests were encroached upon. Legitimizing construction land ownership clearly, better defining the multiple conceptions of public interest, opening up express channels for expression of the public interest, and clarifying governments' functions in land interest adjustment are the countermeasures to protect the interests of legitimated stakeholders. In this paper, the domestic studies fall into five periods as follows: the initial period of research on urbanization in China (1978-1983); the period with both domestically constructed and borrowed theories on urbanization (1984-1988); the period of research on leading urbanization factors and localization (1989-1997); the period with the research greatly promoted by the government (1998-2004); and the period featuring flourishing studies on the science of urbanization in China (2005 till today). In contrast, the overseas research on Chinese urbanization can be divided into three periods: the period studying the history of urbanization in China (before the 1970s); the systematic research on Chinese urbanization (1970-1999); and the comprehensive research on Chinese urbanization (2000 till today). Too complex to be managed? New trends in peri-urbanisation and its planning in Beijing - 0 views

    Abstract Taking Beijing as a case study, this paper analyses new trends in peri-urbanisation and the city's planning responses after 2000 in China. The results of the analysis show that the percentage of temporary migrant residents continues to grow in the peri-urban region and the social inequalities in relation to quality of life between local people and migrants have increased there. In particular, there is a concentration of thousands of young and well-educated migrants in the peri-urban region, resulting in a new kind of urban slum. Sprawling development still dominates Beijing's fringe. New planning policies related to an urban-rural integration strategy have played a positive role in improving living conditions in rural areas and reducing the social and economic gaps between urban and rural areas in the peri-urban region. However, planning in the peri-urban region is still facing new challenges due to vertically and horizontally fragmented management, growing market forces, and social discrimination caused by the remnants of the hukou mechanism. This suggests that it will not be easy to achieve the planning goal of urban-rural integration and harmony society unless further actions are taken to enhance political capacity of planning system in Beijing. The capacity-building of planning should be facilitated if institutional innovations can be made in arrangements of power, rights, public resources, accountability, and legitimacy in the planning system. With the continuing growth of economy in the next 10-15 years, China will face a more severe situation of energy consumption, electricity generation and vehicle population leading to increase in multiple pollutant emissions. Controlling regional air pollution especially fine particles and ozone, as well as lowering carbon emissions from fossil fuel consumption will be a big challenge for the country. To protect public health and the eco-system, the ambient air quality in all Chinese cities shall attain the national ambient air quality standards (NAAQS) and ambient air quality guideline values set by the World Health Organization (WHO). To achieve the air quality targets, the emissions of SO2, NOx, PM10, and volatile organic compounds (VOC) should decrease by 60%, 40%, 50%, and 40%, respectively, on the basis of that in 2005. A comprehensive control policy focusing on multiple pollutants and emission sources at both the local and regional levels was proposed to mitigate the regional air pollution issue in China. The options include development of clean energy resources, promotion of clean and efficient coal use, enhancement of vehicle pollution control, implementation of synchronous control of multiple pollutants including SO2, NOx, VOC, and PM emissions, joint prevention and control of regional air pollution, and application of climate friendly air pollution control measures.

Initially only coastal regions participated in global supply chains, but in recent years comparative cost advantages have led to an increased participation of inland destinations in China's economic development. The growth of some inland regions has urged logistics players to revise and reconfigure their extensive logistics networks. This has been particularly the case in the Yangtze region. Upstream cities such as Chongqing are emerging as potential important production centres for the international markets. This paper discusses the challenges for container barge services on the Yangtze River to Chongqing. It is argued that a further strengthening of the global market position of Chongqing and other upstream locations demands further improvements in transport-related and logistical cost control and reliability. The performance of container river services on the Yangtze River is crucial for upstream economic regions to take part in world trade. The paper analyzes the costs aspects linked to transporting goods to the world markets and makes a comparison to gateway region Shanghai.

In this paper, we explore the relationship between the financing structure and the hierarchal evolution of railway network development, using the case of China. Although privatization and corporatization in transport provision have been trends in some parts of the world, the national government is still the main body responsible for railway development in many countries. Among these countries, China and India are the only two that include the Ministry of Railways (MOR). In India, the entire country's railways are clearly defined as public services provided and managed by the MOR. In China, railways have been corporatized; yet, the MOR and the National Railway Corporation are still widely regarded as a single body that has monopolistic power over almost all railway systems at the national and regional levels in both infrastructure development and operation. We argue that when multi-level railway networks are evolved from a single-level (national) network due to market growth in countries such as China, where different levels of government are responsible for infrastructure planning and development, the state's monopolistic control of operation and its corresponding financing structure may not fit the operation of new multi-level networks. However, the suitable institutional set-up for the new networks may be delayed or never established for many reasons, some of which, as demonstrated in this paper, are place-specific and path-dependent. The case study of Chinese railway systems in comparison with the situations of other Asian countries (i.e. India and Japan) will shed some light on a better understanding of various financing models and development paths of multi-level transpo

The simulation of land use change is important in environmental impact assessment and land use planning. We assessed the land use scenarios of China in the next 100 years based on the SMLC (surface modelling of land cover change) model and Dyna-CLUE (dynamic conversion of land use and its effects) model. Three SRES scenarios were evaluated: Global Economy (A1FI): lean government, strong globalization; Continental Markets (A2a): lean government, regional culture and economic development; Regional communities (B2a): much government intervention, regional cultural and economic development. Ten land cover types were simulated, which are cultivated land, woodland, grassland, built-up land, water area, wetland, nival area, desert, bare rock and desertification land. The SMLC model was used to calculate changes in area for each land use types in the future at country level while the spatially explicit land use model Dyna-CLUE was used to simulate land use pattern at 2 km2 resolution based on the country level areas demands for each land cover type. The results show that the cultivated land would decrease in all of the three scenarios, while in the A2a scenario, the cultivated land would decrease with the lowest rate because of the high population growth, high level of market protection and low agricultural efficiency; in the B2a scenario, it would decrease with the highest rate caused by the decreased population numbers and increased crop productivity. Price-to-rent ratios in Beijing and seven other large markets across the country have increased by 30% to 70% since the beginning of 2007. Current price-to-rent ratios imply very low user costs of no more than 2%-3% of house value. Very high expected capital gains appear necessary to justify such low user costs of owning. Our calculations suggest that even modest declines in expected appreciation would lead to large price declines of over 40% in markets such as Beijing, absent offsetting rent increases or other countervailing factors. Price-to-income ratios also are at their highest levels ever in Beijing and select other markets, but urban income growth has outpaced price appreciation in major markets off the coast. Much of the increase in prices is occurring in land values. Using data from the local land auction market in Beijing, we are able to produce a constant quality land price index for that city. Real, constant quality land values have increased by nearly 800% since the first quarter of 2003, with half that rise occurring over the past two years. State-owned enterprises controlled by the central government have played an important role in this increase, as our analysis shows they paid 27% more than other bidders for an otherwise equivalent land parcel.

[China myths] The rapid march towards urbanisation - 0 views

    Posted by Kate Mackenzie on Aug 30 14:09. In our first post in this series, we examined the widely-held belief that China's steel demand will continue to rise at a rapid rate. FT Alphaville, along with others, contend that such forecasts are on shaky ground. This is, in part, because of the dubiousness of one of the underlying assumptions: that China will rapidly urbanise more of its population. (Here's a very recent example of this argument, from Stephen Roach.) The proportion Chinese living in urban areas just passed the 50 per cent mark in the past year but, the story goes, there is more to come. This will in turn mean more industrialisation, more modernisation, a bigger and consuming middle class and of course more GDP growth. In other words: [...] farmers who once led simple, subsistence-level lives now become factory and service workers in the city, reside in apartments furnished with appliances, occasionally eat out, and perhaps even send their kids to college. In the process, self-sufficient rural households are transformed into workers receiving higher wages and participating in the commodity economy of consumption. As such, urbanization is as much an economic and social transformation as it is a spatial and demographic process. Sounds great doesn't it? The above quote however comes from a paper by Kam Wing Chan in Eurasian Geography and Economics early this year. Chan is a professor of geography at the University of Washington, and he doesn't agree that this is how things will continue to play out for China.

    Development zones are the important carriers of China's promoting industrialization and attracting international investment in the past 30 years and act as the primary means of city expansion. In this article, we analyse the low efficiency of land use problem existing in China's current development zones. Comparing with the general old city update phenomenon, we make a detailed illustration on the feasibility and comparative advantage of redevelopment of development zones. On this basis, combining with the investigation practice, we propose the basic redevelopment models of development zones and analyse the typical redevelopment cases of development zones in Xi'an, Shanghai, Changzhou, Hangzhou and Nanjing.
